ll the major rivulets in the eastern Chittoor district are in spate owing to the incessant rains that
has been lashing the district since Sunday morning. Copious rain badly affected Tirupati,
Srikalahasti, Puttur and Nagari towns. While Kalangi and Swarnamukhi rivers are overflowing,
the smaller streams swelled up and flooded the nearby habitations. The continuous downpour hit
most of the mandals of Puttur, Srikalahasti, Buchi Naidu Kandriga, Varadaiahpalem,
Thottambedu, K.V.B. Puram, Narayanavanam, Pichatur and Satyavedu.
The Araniar medium irrigation project built on the Aruna River in Pichatur mandal received
1,400 tmcft of water, against its full holding capacity of 1,852 tmcft. The water level reached up
to 83 metres on Monday morning, against its Full Reservoir Level (FRL) of 85.648 metres. The
tank was expected to be brimming by the night. Similarly, the water level in Krishnapuram
project in Karvetinagaram mandal stood at 199.39 metres against its FRL of 199 metres, with the
inflow pegged at 1,800 cusecs. The Swarnamukhi anicut system was receiving inflow at the rate

of 37,850 cusecs on Monday. Among the minor projects, Kalangi (KVB Puram) and
Sadasivakona (Yerpedu) were up to the brim by reaching their full capacity of 241 tmcft and
152.38 tmcft respectively on Monday morning. All the projects were getting surplus inflows at a
faster rate, triggering fear of lifting of the crest gates.
However, the rain brought cheers to the drought-prone western mandals, as Bahuda project
(Nimmanapalli) and NTR Jalasayam (Chittoor) were getting filled up to their full capacity.
Similarly, Pedderu project in the perennially-parched Thamballapalle mandal received 179 tmcft
of water against its installed capacity of 590 tmcft. Srikalahasti bore the brunt as the
Swarnamukhi River received heavy inflows. Devotees visiting the Srikalahastheeswara temple
faced a hard time with water entering the temple precincts. Habitations abutting the streams
remained cut off, while some villages got marooned in B.N. Kandriga and Varadaiahpalem
mandals.

Many trains cancelled, diverted or partially


cancelled in A.P.
The South Central Railways (SCR) have been forced to cancel, partially cancel and divert the running
of several express and mail trains for the third day in succession consequent to the heavy rains in and
around Chennai.
The SCR has set up helplines at Secunderabad with the numbers 040-27786770, 040-27788846,
040-27788889 and 040-27786539 for the benefit of passengers, friends and relatives to know more
details about the run of trains.
Late on Monday evening and early on Tuesday, the SCR announced the cancellation of 30 trains,
while partially cancelling nine more, apart from diverting the run of nine trains on Tuesday. This was
necessitated because water was over-flowing above the danger level on railway bridge no. 167
between Tada and Sullurpet stations on the Gudur-Chennai section and the bank slip between
Yellakaru and Venkatagiri stations and Vendodu-Kondagunta stations, an official release said.
The trains cancelled on November 17 include no. 12626 New-Delhi-Trivandrum Kerala express
scheduled to leave at 11.25 a.m., no. 12270 Hazrath Nizamuddin-Chennai Central Duronto to leave at
3.45 p.m., no. 12616 Delhi Sarai Rahilla-Chennai Central Grand Trunk to leave at 5.50 p.m., no.
12622 New Delhi-Chennai Central Tamilnadu Express to leave at 10.30 p.m., no. 12295 Bangalore-

Patna Sanghamithra (9 a.m.), no. 17229 Trivandrum-Hyderabad Sabari (7.15 a.m.), no. 12841

Trains that were short teriminated at Guntakal include no. 12734 Secunderabad-Tirupati
Narayanadri (now stationed at Yeramaras), no. 12604 Hyderabad-Chennai Central (now at
Pagadipalli) and no. 12760 Hyderabad-Chennai Central Charminar express (now at Pagadipalli).
Also, no. 07618 Secunderabad-Tirupati special now at Saidapur will be short-terminated at Raichur,
while no. 22872 Tirupati-Bhubaneshwar express was short-terminated at Renigunta and the run of
no. 17405 Tirupati-Adilabad was cancelled between Tirupati and Vijayawada

including no. 22815 Bilaspur-Ernakulam (that left on Nov. 16), no. 22632 Bikaner-Chennai Central

Tirupati, Srikalahasti, Puttur and Nagari badly hit; TTD diverts traffic on
ghat road following landslips during incessant rains in the past two days.
Eight persons were washed away in swirling floodwaters, as rain continued unabated in the State on
Monday. Six persons were washed away in two separate incidents at Peddamandyam and Kalikiri
mandals in Chittoor district on Monday night.

Three persons were washed away after an SUV fell into the causeway at Kalicharla village of
Peddamandyam mandal on Monday morning. Reports said villagers rushed to the scene and rescued
five persons who were travelling in the vehicle, while three got washed away. The local police have
launched a search for the missing people.
One Pitchaiah of Chinthalayyagaripalle village in Kadapa district was washed away while crossing a
causeway across Bahuda river near Thimmasamudram in Tsundupalle mandal on Monday.
Meanwhile, search is on to trace one Palem Marinemma who was washed away while she was
crossing a causeway across Bahuda river at Madithadu in the same mandal. Local residents,
however, saved her husband Palem Chandra, her daughter and a relative.

nearby villages and submerging the Tirupati - Railway Kodur highway, B.N. Kandriga - Santhavellore
road and Yerpedu - Venkatagiri highway.Heavy rain lashed most parts of the Nellore district on
Monday following a depression in the southwest Bay of Bengal.
The Kalangi, Swarnamukhi and Kavailya and other rivulets were in spate resulting overflowing on
various culverts with the road network being badly affected. The link between Syudapuram and
Gudur towns has been cut.
In Kadapa, vehicular movement was hit on the low-level causeway at Thimmasamudram on
Tsundupalle-Piler road in Tsundupalle mandal as Bahuda river was on spate.Pilgrims face hardship
The pilgrims heading towards Tirumala faced hardship due to heavy rain that lashed the temple
town on Monday. The TTD authorities diverted the traffic on ghat road in view of landslips.

Chennai's reservoirs are already 70 per cent full


Chennai may get a respite from downpour as there is a slim chance of a weather system intensifying
into a depression, according to the India Meteorological Department (IMD).
As the well-marked low pressure area has moved off north Tamil Nadu, there will be decrease in
rainfall.
Meanwhile, four city reservoirs are fast filling up and now have 70 per cent storage of their capacity.

On the early hours of Monday, water resources department officials opened the shutters of the
Chembarambakkam reservoir that received a whopping inflow of 17,000 cubic feet per second. As
the same inflow continued till noon, the discharge was increased to 1,000 cusecs into the Adyar river.

Flood alert has been issued to areas downstream of the reservoir such as Anakaputhur, Gowl Bazaar,
Manapakkam and Gerugambakkam. Officials are monitoring the levels of the other reservoirs

Several lakes breached


The Rajakilpakkam lake near Tambaram breached at three places at 2 a.m. on Monday, flooding the
residential areas, including, Gokul Nagar, Sathyasai Nagar, and Tellus Avenue. Over 2,000 residents
were marooned without electricity and water supply.
The Selaiyur lake, which also developed a breach at the same time near the Government School on
Velachery Main Road, flooded several flats and residential areas of Selaiyur and Chitlapakkam.
As the Pallavaram Peria Eri does not have a defined surplus course, excess water flooded areas like
Ovilambakkam and Keelkattalai.
The Perungalathur, Manimangalam and Mannivakkam lakes were also overflowing for the third day
and several areas of Perungalathur, Mudichur and West Tambaram were under six to seven feet of
water. More than 5,000 residents were affected.

Holiday for schools

As a precautionary measure, the administration in many districts, including Chennai, has declared
Monday a holiday for schools and colleges. Anna University, University of Madras, Law University
and MGR Medical University have rescheduled the exams. Many establishments in Chennai have
also declared a holiday.

The number of people dying in rain-related incidents in the State so far has climbed to 71.
12 more persons were killed in incidents of drowning and wall-collapse between November 11 and 15,
Chief Minister J Jayalalithaa said as she also took stock of the situation at a review meeting with her
cabinet colleagues and officials.
Condoling the death of the victims, she announced a relief of Rs. four lakh each to their families.
12 infants among 22 airlifted
The Indian Air Force airlifted 22 people, including 12 infants, from rainwater-inundated parts of the
city. The IAF officials said the evacuation was done from Ashok Nagar and another adjoining area of
the city. They also airdropped 100 litres of water and 150 food packets.

The rescue operations were carried out by Cheetah helicopters that took off from Tambaram and
rescued people from Muduchur-Ashok Nagar area which is completely submerged, a official said.

The Army and Air Force have been deployed for rescuing stranded citizens in the Kancheepuram
district, where torrential rains have left residents marooned, even as rain water inundated a large
part of suburban Tambaram locality here.
There have been no fresh rains in the city on Tuesday.
Personnel from the Madras 4 Regiment of the Indian Army have been pressed into service at
Mudichur in Kacheepuram on the request of the district administration even as Air Force has
conducted sorties to rescue citizens, Defence officials said.
Surplus water from lakes and tanks at Mudichur entered the suburban Tambaram locality,
inundating a large part, they said, adding that personnel from Army and IAF were now assisting the
district administration in the rescue efforts.

IAF helicopters from the Air Force station at Tambaram carried out six sorties and evacuated 22
persons last night they said, adding that food packets and water were air dropped.
The army was also now involved in the evacuation process, they added.
Citizens were also being evacuated from Kotturpuram and nearby areas in the city, as the discharge
from Chembarambakkam lake had resulted in Adyar river running in spate.
As many as 71 deaths have been reported in various rain-related incidents, including electrocution
and drowning, till last night.
With the monsoon fury causing flood and inundation in various parts of Tamil Nadu, Chief Minister
Jayalalithaa had on Monday announced Rs. 500 crore towards relief and rehabilitation.

Chief Minister N. Chandrababu Naidu reviewed the flood situation in Nellore, Chittoor and other
areas through teleconference at his camp office in Vijayawada on Tuesday.
He announced Rs. 5 lakh exgratia for the families of the deceased in the rains. Three helicopters are
being utilised for taking relief measures. He directed the authorities to ensure supply of kerosene and
rice to the affected families on a war footing and initiate measures as were taken up during Hud Hud
cyclone.
Emphasis should be laid on restoring power supply to all areas. He instructed authorities to stay alert
in the wake of more rains being forecast for next 24 hours.

Streams and rivers in the district are overflowing in the wake of heavy rain cutting
off many roads.Flash flood left locals stranded in the middle of a rivulet in Doravari
Satram mandal.
Upon receiving information that about 70 agriculture labourers were stuck at
Vedurupattu village, senior officials rushed to the spot and launched rescue measures.
Revenue divisional officer M Babaiah ensured that expert swimmers and firefighting
personnel were deployed to help them.
District collector M Janaki sent SOS to chief secretary IYR Krishna Rao seeking
immediate deployment of teams from the NDRF.
People in several low-lying areas are extremely worried as the flood levels in crease
with each passing hour. Many areas including Atmakur, Gudur, Balayapalle, Kavali,
Nellore and Bogole mandals witnessed incessant rain, and the normal life came to a
virtual standstill.
The collector reviewed the situation with field-level officials and deputed special
teams to all rain-hit mandals. She said that about 10,000 people have already been
evacuated in the coastal mandals.

The situation in Doravari Satram, Kota, Sullurpet and Atmakur mandals is very bad
due to streams inundating villages and submerging roads.
About 12 villages in DV Satram mandal lost connectivity with the rest of the district.
Sources said that over 100 villages across the district have been similarly cut off,
following the downpour.

Nellore: Heavy rain led to 30 metres of the Chennai-Kolkata National


Highway between Manubolu and Gudur being washed away late on Monday
night, causing major traffic snarls.
Two bridges between Audisankara Engineering College in Gudur and
Manubolu were also damaged due to heavy flow of water. In view of the NH
breaches, vehicles bound for Chennai from Vijayawada were being diverted
through Kavali, Udayagiri, Badvel to join the highway to Chennai at Kadapa.

Traffic on the Nellore-Mumbai Highway was also hit after a diversion road
washed away near Vasili in Sangam mandal. Thankfully, water on the
National Hig-hway near Sullurpeta receded on Tuesday, allowing movement
of traffic to Chennai from Gudur and Nayudupeta. Breaches to 28 tanks in
Srikalahasthi mandal led to inundation of the NH near Sullurpeta.
Normal life was disrupted and streets filled with water as the North East Monsoon was especially fierce over
Rayalaseema.

Six persons were killed in rain-related incidents in Andhra Pradesh as heavy


rains triggered by north east monsoon continued to lash several districts in the
state. "Six persons have died due to rain related incidents in many districts and an
ex-gratia of Rs 5 lakh for the kin of the victims is being announced. About 15,000
people were shifted to relief camps from the affected areas," Chief Minister
NChandrababu Naidu said. In a tele-conference held to take stock of the incessant
rains in the state, Naidu directed the officials to remain alert for the next 48 hours.
I have asked officials of Nellore, Kadapa and Chittoor districts to be vigilant for the
next 48 hours," he said here.
He told the officials to complete the relief, restoration and rehabilitation works,
including restoration of electricity, on a war-footing. The Chief Minister directed the
officials to distribute 20 kg rice and two litres kerosene to the flood victims within a
day.
Naidu said two National Disaster Response Force (NDRF) helicopters from Chennai

waters. He also appealed social organisations and political parties to voluntarily
take up relief activities for the affected in these 3 districts. Naidu announced
compensation for completely and partially damaged houses. "As per primary
investigations, crops in about 3,155 hectares (of land) were damaged. Two
helicopters have been pressed into service in Nellore and 5 helicopters kept
standby to meet any kind of emergency," he said.

Moderate rain under the influence of a tropical low pressure continued in Prakasam district on
Saturday, leaving one person dead and causing property loss worth Rs. 8.19 crore.
Conversely, bringing cheers to farmers, the Rallapadu reservoir, with a storage of 110 tmcft, reached
surplus levels for the first time in 15 years.
Storage in the Mopadu reservoir, which had been bone-dry in the last five years, went up to 400
tmcft as against its capacity of 2,090 tmcft.
Speaking to reporters after visiting the Ralapadu reservoir, where the water level was maintained at
18.6 ft with a storage of one tmcft by discharging 4,000 cusecs of flood waters, District In-charge
Minister Ravela Kishore Babu said: The government is fully prepared to face any eventuality, as
weather officials have predicted more rain in the next two to three days.
He added that the downpour was useful the standing kharif crops, which had faced moisture stress,
and that the situation was conducive to growing rabi crops now. The loss to property was Rs. 5 crore
in the Ongole Municipal corporation limits, while crop loss was to the tune of Rs. 2.37 crore in 5,812
acres. Electrical installations worth Rs. 8.50 lakh were damaged.
Nearly 20,500 fishermen, who could not venture into sea in the wake of the depression in the Bay of
Bengal, will be provided with 10 kg rice and 1/2 kg dal, Mr. Kishore Babu said. MLC Magunta
Srinivasulu Reddy and District Collector Sujatha Sharma were present. The Collector said the district
administration was fully geared up to meet any eventuality. As many as 309 of the 951 irrigation
tanks have attained full level, said Irrigation Superintending Engineer O. Sarada Devi.
The district received maximum rainfall on November 17 (56.4 mm) and November 21 (31.5 mm),
with the Ulavadpu mandal receiving a maximum rainfall of 424 mm rainfall during the month (129.8
per cent surplus), followed by Tangutur 360.3 mm (84 per cent), V.V.Palem 378.7 mm (85.4 per
cent), Gudlur 412.8 mm (73.6 percent), Singaraykonda377.2 mm (52.8 per cent),
Lingasamudram322.6 mm (45.4 per cent), Kandukur 347mm (56.2 per cent) and C.S.Puram 259.8
mm (101.9 per cent).

Unyielding floodwaters force evacuations in Nellore

Despite getting some respite from heavy rains and natures fury, the low-lying localities
and outlying colonies continued to struggle with the flood waters not receding from
their habitations all across Nellore city and other parts of the affected areas in the
district on Thursday.
The overall property loss till now has been stated to have crossed Rs. 950 crore with the
peoples representatives and the authorities currently busy with the task of emptying
flood waters from the human habitations.
The localities in either side of the railway track, the mini bypass road and the national
highway were badly hit on account of clogged drains and severe water logging problem
which saw muddy waters entering houses.

While nearly all localities witnessed knee-deep water on the roads, the severely affected
places were waist-deep. In some areas, the owners could not save their cars and four
wheelers which were marooned in open air.
Minister for Municipal Administration and Urban Development P. Narayana, who
visited the affected areas for the fourth day on Thursday, blamed it on the lack of
planning and highly indiscriminate encroachments in all the drains and canals running
through the city limits.
At Ramalingapuram, the local residents came out and used earth movers to make vents
and outlets for emptying the flood waters from their localities. Even then, the flood
waters continued to flow in.
We could prevent the damage to a certain extent. But careful planning should be made
to prevent such large-scale damage, said L. Raghava Rami Reddy, a resident of
Ramamurthynagar adjoining the mini bypass road. Busy places like Old Madras Bus
Stand, Gandhi Bomma centres and so on also continued to face flood problems.
At the thickly populated Mansoornagar basthi, about 3,900 residents were evacuated
with the help of boats by the National Disaster Response Force (NDRF) teams and the
local police. The flood water reached a level of 7 feet in this area with some houses
almost submerged under water.
The scene was no different at Parameswarinagar, where hundreds of residents were seen
bringing their belongings to safer places as the flood waters were unyielding rendering
their habitations unfit for living temporarily.
Residents said that they had never seen such huge floods in their residential localities.
Initially, they thought the floods would recede in a day or two so that they would be able
to return to their homes but the situation seemed to have no respite for another day or
two.
District In-charge Minister Sidda Raghava Rao and Irrigation Minister Devineni
Umamaheswara Rao visited several flood-hit villages and agricultural areas which
witnessed floods in the past 10 days.
The floods have caused some damage to the tanks and ponds but overall irrigation
tanks received copious rains. This would certainly help the farmers this year and in the
long run as well with the ground water table considerably recharged. Immediate help is
being given to submerged residential localities, said Mr. Umamaheswara Rao.
Nearly 25 villages and habitations nearer to the sea coast were cut off from the mainland
due to breaches in local tanks and roads.

Peoples life came to standstill in Tupilipalem, Pamanji, Jameenkothapalem,


Gangannapalem and Valamedu.
Officials have estimated that crops were damaged in over 50,000 hectares and the aqua
culture farmers were also badly hit in the rains.
Power supply was being restored to 150 villages out of the total 270 villages which were
in darkness since the breakout of heavy rains.
We could prevent the damage to a certain extent. But careful planning
should be done to prevent such large-scale damage.
