Notice of Expression of Interest for Provision of Transaction Advisory Services for the construction of housing
accommodation for UPDF (Uganda Peoples Defence Forces) personnel, chiefs office block and redevelopment of Acacia
Mess through Public Private Partnership (PPP) Arrangements.

1. The Ministry of Defence has allocated funds to be used for the acquisition of the consultancy services described below.
2. The Entity now invites eligible consultants to submit sealed expressions of interest for Provision of Transaction Advisory Services for the
construction of housing accommodation for UPDF (Uganda Peoples Defence Forces) personnel, chiefs office block and redevelopment of
Acacia Mess through Public Private Partnership (PPP) Arrangements.
The Ministry of Defence (MOD) wishes to involve the Private Sector in the construction of 30,000 housing units for UPDF personnel, chiefs
office block and redevelopment of Acacia Mess. The proposed projects are aimed at improving the welfare of the soldiers.
The Ministry of Defence, therefore, wishes to explore the feasibility of this Project as a Public- Private Partnership (PPP) in accordance with
the Public Private Partnerships Act, 2015. MOD thus intends to procure the services of a Transaction Advisor (TA) to assist through the phases of
the PPP project cycle.
Expression of Interest from a TA are required to accomplish the following key tasks;
Phase 1: To review the concept note/ pre-feasibility studies of the projects.
Phase 2: Undertake comprehensive feasibility studies of the projects.
Phase 3: Prepare Bidding documents and a draft PPP Contract for the projects.
Phase 4: Provide Transaction Advisory Services for the procurement of a private partner / investor for the projects.
Phase 5: Assist MOD in contract negotiations with the private partner /investor for the projects.
The private sector (Partner/Investor) participation will include the financing, design and construction of these facilities.
3. Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services
supported with relevant documentation.
Consultants are required to provide the following documents;
a)
Trading Licence OR Valid Public Procurement & Disposal of Public Assets Authority (PPDA) Registration of Providers Certificate.

Statement of Business Particulars showing that the consultant is either a firm, a company or otherwise.
Where the business of a consultant is not registered in Uganda and the documents required above are not available in the country of the consultant,
the consultant shall submit an alternative or equivalent document or a statement affirming that the documents are not available in the country of
the consultant.
Consultants shall provide a declaration statement for the following;
(f) the consultant is not insolvent, in receivership, bankrupt or being wound up;
(g) the business activities of the consultant are not suspended;
(h) the consultant is not the subject of legal proceedings (insolvent, in receivership, bankrupt or being wound up;)
(i) the consultant fulfilled the obligations to pay taxes and social security contributions in Uganda or country of origin;
(j) the consultant does not have a conflict of interest in relation to the subject of the procurement;
(j) the consultant is not suspended by the Public Procurement and Disposal Public Assets Authority (PPDA); and
(k) the consultant is not a member of the procuring and disposing entity as defined in section 91U of the PPDA Act 2003 as Amended.

Note: The Ministry of Defence may add additional criteria at the second stage (Issue of RFP) to shortlisted bidders. Once a bidder has been
short listed, it will be issued with (RFP) for the provision of Transactional Advisory Services.
5. Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. The form of association, where applicable,
should be indicated in the Expression of Interest.
6. Preference schemes shall apply when evaluating Request for Proposals from the shortlisted consultants as per section 59A of the PPDA Act
(www.ppda.go.ug). A margin of preference shall be given to local consultants or joint ventures with local consultants at the second stage (Evaluating
Request for Proposals).
7. Interested eligible consultants may obtain further information at the address given below from 9PM to 4PM.
8. Sealed and labelled Expressions of Interest (One original and 3 Copies) must be delivered to the address below at or before 11AM on Thursday
