Regardless of thunderous foot stomping, roaring applause, numerous standing ovations, and unanimous
chanting by hundreds of Albertan farmers pleading
their case to kill what is often referred to as the ominous Bill 6, NDP Minister of Agriculture and Forestry
Oneil Carlier announced he will continue to vote in
favour of the legislation when it comes time for a decision.
The announcement proved disappointing to 500
farmers, who, many with their children in tow, attended the Dec. 5 town hall meeting in Bassano. After
nearly two hours of raising concerns, asking questions, and highlighting fears about their livelihoods in
regards to penalties associated with the bill, farmers
and ranchers pushed for an answer on the agriculture
ministers personal views and loyalties to the industrys workers in relation to Bill 6.
I absolutely heard the constituents, I think Derek
[Fildebrandt] knows this, said Carlier. Will I stand in
the legislature and stand with the Wildrose to kill this
bill, or will I stand with my colleagues and pass it? I
will stand with my colleagues. Im only being honest.
Strathmore/Brooks Wildrose MLA Derek Fildebrandt organized the event after controversy surrounding the legislation resulted in numerous protests
province-wide and various meetings across Alberta in
an effort to slow down the bill or derail it entirely.
Bill 6 the Enhanced Protection for Farm and Ranch
Workers Act, will subject farms and ranches to provincial Occupational Health and Safety laws, and make
Workers Compensation Board insurance mandatory
for paid agricultural workers. Much debate followed
over the past few weeks due to what the NDP have
called miscommunication and a lack of consultation
with farmers and ranchers.
While Carlier stated over the weekend that changes
will occur to the legislation, those in attendance in
Bassano remained vexed at his remarks to side with
his colleagues and not the farmers. In response farmers asked Fildebrandt whether the Wildrose Party intends to kill the bill if voted into government.
The short answer is yes, the long answer is, improvements can be made to legislation around farm
safety; this bill doesnt do it, Fildebrandt said. Now,
when its all said and done, when the government
rams this through, perhaps there will be parts that
can be kept. But the way we do it, were going to send
this to a committee. If theres a Wildrose government
you will see consultations. Maybe some of the parts
of this bill stay, but surely some parts will not. Youll
have your say, farmers will be heard, and Bill 6 as it
stands before the legislature right now will not stay in
existence if we are forming government.

Enmity and criticism remained steadfast against the controversial Enhanced Protection for Farm and Ranch Workers
Act, after hundreds of agriculture industry workers received
what they considered evasive responses to their tailored
questions at the Bassano town hall meeting on Dec. 5.
The platform, organized by the opposition Wildrose Party,
provided over 500 farmers the opportunity to address their
concerns and questions to the NDP Minister of Agriculture
and Forestry Oneil Carlier directly.
While many farmers voiced their frustration regarding the
lack of communication and misinformation surrounding Bill
6, others spoke out about their rights and worries relating to
their livelihood.
The reality of it is, 98 per cent of all farms in Alberta are
family-owned, and we are here today to tell you that we
are going to stick together; all of us, said Aleta Steinbach,
whose family has farmed in Alberta for 119 years.
We deserve the right to choose WCB or private insurance
that suits our operation. Rachel Notley said WCB was failing workers and today she wants to saddle the farmers and
ranchers with it. Private insurance covers a lot more than
WCB. Are we going to legally get the right to choose our best
insurance? You say one child is too many to die, and not one
person disagrees with you.
Last year by your records we had 17 agriculture-related
deaths. How about all the deaths that are on our highways;
350 last year. Thats the most regulated and policed in our
country. How about the 31 poor children that died in government care in Alberta last year? They are just as important as
our one agriculture child.
The bill, which seeks to extend workers compensation and
Occupational Health and Safety legislation to paid employees on Alberta farms and ranches raised red flags provincewide resulting in protests and rallies demanding to shelve
the bill or kill it entirely.
Farmers and ranchers banded together when the NDP government failed to consult the industry workers on Bill 6.
Im here so I can have this open and honest conversation,
and we know that you are the experts and all of us want our
employees safe at work, said Carlier, who was praised by
Fildebrandt for accepting his invitation to attend the meeting.
Of course farming and ranching is more than a job, its a
way of life. Myself, ministers, MLAs and our premier have all
heard from farmers and ranchers who are concerned this bill
will divert their way of life. We take those concerns very seriously because that was never the intent of this bill. On behalf
of our whole caucus we are sorry. We shouldve provided the

details about how we planned to protect ranch and farming


families when we first introduced this bill.
Carlier added that the government is currently working
on amendments to the bill, and assured the crowd that the
government will consult and collaborate with farmers and
ranchers to ensure the regulations make sense. Furthermore,
he said that family members and neighbours will still help
out around the farm, children will continue to participate
in 4-H, and that the bill only pertains to paid farmers. As a
response one farmer asked the crowd to raise their hands
if they have ever received money from their farm, resulting
in most of the hands shooting up into the air. The minister
was also asked whether farms could be seized as collateral
if they are unable to pay fines associated with the bill, that
many farmers said they cant afford to pay. Stuart Thiessen,
feedlot operator of Namaka Farms, attended the meeting and
commented on the difficulties of finding answers to comply
with the bill.
Im very concerned about the lack of communication of
both parts, and we have now moved to a point where the
rhetoric is loud on both sides, were not talking, he said.
I have to implement WCB come Jan. 1, and I cannot get
answers on how to do this. I dont know what Im supposed
to do. I have a farmer who delivers to me and hes not WCB.
Is he now my contractor? Am I going to do like all the other
big corporations and say nobody without WCB can come on
my site? That really hurts all the little guys that I deal with.
Im tired of fighting.
Natasha Lausen, whose familys grain farm is near Strathmore, helped organize a convoy that covered the distance

from Strathmore to Bassano. She also


echoed the concern of lack of transparency in communication, and said the
bill fails to acknowledge the values of
rural Alberta and the provisions of Alberta farm services.
Minister, I was at Okotoks and I believe that you and I can both agree that
the citizens who attended this meeting
were not shown the utmost respect,
Lausen said to Carlier.
The meeting was held outdoors in
a parking lot in the cold in December.
This government has lost the confidence of Albertas farmers. This bill is
flawed. We deserve clarity. Suspend it
now. Please demonstrate accountability
in facilitating meaningful discussions
with agricultural stakeholders in 2016.
While Minister Carlier said he would
vote with his colleagues in favour of the
bill when decisions need to be made, he
told the crowd he heard the constituents
and will take their concerns back to his
government. Also present at the twoand-a-half-hour long town hall meeting
were Conservative MP Martin Shields,
Wildrose MLA Dave Schneider, Wildrose
MLA Rick Strankman, and Shadow Minister of Health Drew Barnes.

Mrs. Lisa Sader gave Council an Update on the progress the Town
has made since the Alberta Walkability Roadshow took place in
2015. Mrs. Sader thanked Council for all of the progress made on the
improvement of walking trails within the community.
Mr. Robert Breitwieser presented Council with an award that
Strathmore has won from the Choosewell Challenge called Creating
Supportive Environments.
Representative from the Hope for Syria Initiative spoke with Council.
The group is trying to bring a family from Syria to Strathmore.
Many fundraisers have taken place to raise funds to support the family
and local students, businesses and groups have all been involved.
The group would like Council to help relay accurate information to the
community and to help create a welcoming environment.
The group has a Facebook page and email address for anyone who
would like to get involved.
Council pledged the following support to the family being sponsored
by the Hope for Syria Group to come to Strathmore:
- A one year Library Family Pass
- A one year Family pass to the Family Centre
- A one year Family pass to the Aquatic Centre
- Support from Family Community Support Services
- Support from the Seniors Advisory Committee Buddy Program
- Support from the Strathmore Youth Club to provide programs free of
charge to the children of the family.
Mr. Waldo Munoz from the Chamber of Commerce spoke with Council
on a number of issues. The Harvest Healing Centre is currently exploring
a few initiatives including a Drop In Centre, a Soup Kitchen, a Resource
Centre and a Detox Centre. Mr. Munoz explained that the group is
looking for financial support at this time to get the programs up and
running.
Mr. Munoz also spoke with Council in regard to incentives for
companies to use local services.
Council directed Administration to meet with Mr. Munoz to discuss the
matters indicated.
Council gave first, second, third and final reading to Bylaw No. 15-39
Fees Bylaw Amendment Bylaw.
Council accepted the report on the Water Distribution Crossing WID
Wildflower to Strathmore Lakes for information.
Council postponed the matter of the replacement of the Fire
Department Truck to the December 16, 2015 Regular Council Meeting and
direct Administration to bring more information to Council on the truck.
Council approved the 2016 Operating and Capital Budget with the
exception of the Heritage Days Budget and with an amendment to the
FCSS budget to add an additional $20,000 for funding to community
programs as recommended in the report by the Deputy CAO.
Council approved the 2016 Operating Heritage Days Budget as
presented.
Council set the reserve minimum bid on 514 Hillview Gate (Plan
0513757, Block 11, Lot 8) equal to the Preliminary 2015 Assessment value
of $355,080.00.
Council appointed Councillor Sobol to the Traffic Advisory Committee.
Council appointed Mr. Jonathan Moore to the Strathmore United Way
Committee for one term ending October 30, 2016.
Council accepted the WADEMSA fire requisition rate for 2015
at $2.00/per capita and that Council direct Administration to inform
WADEMSA of this motion and in addition to let them know that Council is
further examining the WADEMSA proposal for future rates and will have
an answer for them by the end of January 2015.

The Town of Strathmore is seeking Two (2) Community members who
would like to volunteer to sit on the Towns Downtown Design Review
Committee.
The Purpose of this Committee is recommending to the Town of
Strathmore Approving Authority and Council, regarding:
A) Exterior building material and design features,
B) Mix of land uses,
C) Site landscaping,
D) Public Art,
E) Streetscaping including street furniture,
F) Density bonusing
G) Signage including awnings and wayfinding,
H) Parking reductions,
I) Height of Structures,
J) Pedestrian access points.

and brought the
issue up to get
Wheatland Countys assistance.
When we lost
that function of

In the dispatch centre they
call/ answer 9-11. They dispatch
EMS and fire as
well as their first
responders. Since
we no longer dispatch the EMS and
no longer get paid

source of our revenues to keep the
centre open. Were
running a deficit
because were not
getting paid to do
EMS dispatch at
the same fire dispatch caller 9-1-1.

Keep a list of all the medications you take

Recreation costs increase

Dig a little deeper into your hockey
sock and bathing cap this year, as Strathmore council voted on Dec. 2 to approve
10 per cent flat fee increase on all usage
rates and facility fees, with increases up
to 35 per cent for advertising and facility
space. Fees apply to the Aquatic Centre,
Civic Centre and Family arena.
This is the third increase in a row to
bring up our fees to industry standard
and make them comparable fees, said
Tracy Simpson, Community Services Coordinator. We havent kept up increases
for about seven to nine years in a row,
so that is what we are proposing. We
are making changes in the facilities and
those changes are reflected in the fees.

Simpson presented the schedule of


fees to council and stated the fees will
bring Strathmore more in line with the
charges other centres use for fees. She
said some areas were modified to address the usage differences, such as the
holding capacity and advertisement revenues between the Gold and Blue hockey arenas.
Private dressing rooms fees in the arena will be increased by 30 per cent each
year for three years, and will be charged
a flat monthly rate for year-round use.
One of the meeting rooms will be
converted into office space and rented
at $425 per month and could be shared
between two to three user groups who
need office space in the arena. Storage
space will be charged $30-50 per month.
Councillor Steve Grajczyk asked if

there were any reductions for patrons


with special needs.
I realize what this is all about but I
think some of these people are struggling as it is, said Grajczyk.
Simpson replied there were no direct
fees reductions for low income and special need families; however, there are
many free promotions sponsored, such
as the Lions one free swimming time
per week that families and individuals
could utilize.
Councillor Walls asked whether the
fees were comparable and if this raise
will create a loss of use for the facilities.
For the arena we do compare and we
are very competitive with our ice rates,
the civic centre is a little lower but we

priced it to what we thought the community can bear. The aquatic centre is
a whole different thing; every pool is
so unique and offers very different programming. We do our best to compare
and we feel we are competitive to similar sized communities.
Simpson said she didnt think increases would decrease usage.
Councillor Pat Fule pointed out the facilities are repeatedly coming in with a
$2,135,000 deficit and the town has to
do something to address those costs.
Council passed first reading through
the third and final reading with a unanimous vote on Dec. 2. A schedule of new
fees will be available at the town office
and later posted on the website.

addressed the crowd, apologizing on
behalf of the whole caucus, announced
amendments are currently in the works,
and admitted details shouldve been
provided when the bill was first introduced.
While the NDP minister spoke about
the determination to consult with farmers and create a made-in-Alberta solution, he remained resolute against sending the bill to a committee, as had been
proposed and demanded by Fildebrandt.

to kill Bill 6, which was followed by a
kill Bill 6 chant.
If the legislation is not shelved and
the bill is passed, changes are expected
to take effect on Jan. 1.

REMEMBERING OUR ROOTS ~ Bob and Verla Beacome

Bobs family is thought to have originated in
England, but family history starts with his father
Robert Beacom in Ontario. In the early years Canada Post would change his surname from Beacom to Beacon, so Robert changed his name to
Beacome. End of problem!
Robert traveled by train to the High River area
in 1907, with a Mr. Hearn who purchased a team
of horses and a wagon, to move building materials from High River to Reid Hill, 11 kms northwest
of Vulcan. Here they built
a house and Mr. Hearn
started homesteading.
Robert was deemed too
young to start homesteading, so leaving Reid Hill,
he walked to the Bartch
Ranch five miles south of
Mossleigh and worked at
The Old Stone House, before continuing on foot
to Gleichen, where he
worked as a butcher for
Gleichen Cold Storage until 1914, when he joined the Canadian Army serving in France and Germany, before he was injured
when a piece of shrapnel entered his back. He
passed away in March 1961. After the war, Robert
returned to Gleichen and worked as a butcher for
Pacific Cold Storage, and met and married Thelma
Ingraham, from Boston, in 1921. They later built a
large two story farmhouse on their half section of
land southeast of Mossleigh and raised four
children. Bob was born in 1928, their third child,
and had two brothers and a sister. They attended
Sunset Valley one room school, a mile from the
farm, until it closed in the late 1930s, when they
were bused to Mossleigh School through Grade
11. At this time, Bobs Dad was the butcher for
the Sunset Valley Beef Ring a Co-op of farmers
who shared meat cuts with other families in the
vicinity, in the days before refrigeration. There is
an example of this at Pioneer Acres, near Irricana.
Bob, at the age of 17, left school after a disagreement with the principal who insisted cream was
heavier than milk! He attended SAIT in Calgary
for one term in 1947. At this time he had a girlfriend Verla Lausen, his future wife. Aided by
Verlas sister Francis who worked at CFCN Radio
in downtown Calgary, Bob took part in the radio
show The Pelican Man Show where he played

Blue Heaven to Verla, who was listening to the
radio at her home in Carseland!
Verlas family originates from Denmark. Her
grandfather, Hans Lausen, moved to Iowa in
the 1800s. Her father Harry, mother Esther and
daughter Francis moved from Iowa to Carseland
in the early 1900s, by train with one cow and
luggage!
Verla was born in Strathmore in 1929, attended
by both Drs. Giffen (father and son), and attended
school at Carseland through Grade 10. She and
Bob met at a dance in Mossleigh, and they were
married on June 30, 1950
at
Knox United Church in
Calgary, with the reception
being held at the old Empress Hotel.
They had three children Byron (Glenda), and
daughter Breanna, living in
Standard, Glenda (Martin)
with sons Justin and Travis,
also living in Standard, and
Lyle (Debbie) who had no
children. Lyle passed away
suddenly at age 46, in 2006.
Bob held many interesting jobs throughout his
life, from being a builder in Strathmore, a farm labourer around Mossleigh, to grain buyer at Makepeace, but the one he treasures the most were
his 17 years as School Maintenance Supervisor for
The County of Wheatland. This was the highlight
of his working life, as he enjoyed excellent rapport
with everyone, particularly the county councillors
and his fellow workers. His goal was to ensure the
children of Wheatland County enjoyed attending
schools that were clean, well run, and had all the
amenities they needed. During his tenure, he and
Verla attended many SPOSA (School Plant Official Society Alberta) Conventions at different locations around the province. He retired just before
his 65th birthday, which allowed him to spend
more time at his favourite hobby woodworking.
He spent ten years working with Candy Tashlikowich, owner of Candys Corner, whose students
were learning tole painting on Bobs handmade
wooden items.
Bob and Verla have enjoyed their lives in the
Strathmore area, as well as the three years they
lived in the Black Diamond Lodge, and are now
enjoying their well earned retirement, at Wheatland Lodge.

Harvest time is critical time. You
have to harvest when the grain
is ready and weather is right. If
you dont, quality of grain drops
meaning less money. As for you
Premier Notley saying other provinces have this type of legislation.
Many farmers in those provinces
hate it!
We dont care what other provinces have or have not done. We
live in Alberta where generations
of farmers have produced food for
Albertans, fellow Canadians and
countries around the world with
no government involvement.
A Petition opposing Bill 6 has
been circulated and thousands
and thousands of people who

will be adversely affected by Bill


6 signed the Petition. The Petition
asks Legislative Assembly to immediately withdraw its proposed
Bill 6 [The enhanced protection
for farm and ranch workers act]
from the legislative agenda, order
paper and cease all further readings and debate of its content.
If Premier Notley listens to the
people involved, she will scrap it.
Time will tell.
Finally and most important of
all Premier Notley, you and your
party telling farm families how
to raise their children. Children
need to be with parents, family
members, grandparents so they
can learn what is acceptable to do
or not to do. It must be started at
an early age. You dont wait until
they are 18. You want future food
producers? You let current food

producers raise up their children


the way they know best.
We are not perfect and accidents
do happen and all grieve when it
does. We dont want government
involved with our children/grandchildren!
We often hear how governmentrun childcare facilities, foster care
facilities have children who are
sexually abused, horribly beaten
and murdered.
Premier Notley, when you stop
the above from happening and
destroy your slaughter plants
(abortion clinics) you still stay out
of telling us how to raise up our
families which God has given us
the privilege and right to do.

Global Climate Conference will create misery


To the Editor
My husband and I live on a family grain farm with
our two small children. Prior to pursuing our agribusiness, I earned a Bachelor of Science in Nursing with
Distinction and my husband obtained a Diploma in
Agricultural Production and a Second Class Power Engineering Certificate. We are well accustomed to safe
work practices, safety legislation, liability insurance,
and the culture of healthy workplace environments.
I would like to emphasize that Alberta farmers do
not question the value of promoting safe work environments, nor the education and means to prevent
devastating tragedies. After all, farms are typically
family run businesses. However, this far reaching omnibus legislation demonstrates the NDP governments
lack of recognition of the special family nature of
small to medium farm operations.
The presently proposed Bill 6: the Enhanced Protection for Farm and Ranch Workers Act, fails to acknowledge the rural cultural values that are fostered
in the provision of farm services. Nor does it differentiate between the uniqueness of farming operations.
Rather, is appears to cloak the agricultural industry in
a blanket of legislation without considering the impact of this decision. Or perhaps, the intended impact
of this legislation is to reinforce the socialist ideology
of collective farming. Quite frankly, this Bill is draconian and, effective Jan. 1, 2016, will make criminals of
law abiding citizens.

Unfortunately, statements released by the members


of the NDP government are incongruent with the legislation they intend to impose. Does Minister Lori Sigurdson understand the implications of the legislation
she has proposed? Are we to rely on the hearsay of
politicians rather than the laws they chose to support?
On Nov. 28, Premier Rachel Notley cited miscommunication in response to industry pressure. If this legislation is open for interpretation, these flaws must be
addressed prior to passing the Bill.
The NDP government has lacked transparency in
communication with key industry stakeholders. Alberta agriculture deserves respect, accountability, and
a proper democratic process. The online survey currently available to producers contains considerable
partisan bias. Public sessions are wait listed and limited answers are being provided by government officials for valid questions.
Stop Bill 6 now. Further consultation is required to
ensure the government understands the nature and
implications this legislation will have for the industry.
Producers are willing to provide constructive feedback that will improve the safety and security of members of our industry, while respecting the rights of
property owners. Let us foster a relationship of transparency, respect, accountability, and trust.

The 2015-2016 year has Crowfoot Multi Club with 11 members
and four projects. Elections were
held and the following members

The club attended Sandstone
Lanes in Drumheller for a fun day

of pizza and bowling, and everyone reported to have had a lot


of fun. The club also volunteered
at the United Church Thrift Sale,
helping the ladies pack up and
cleaned up after the sale.
The club was given a $300
donation from the Alberta 55+
Games committee this summer
for volunteering, to be used
in the community, so the club
matched the donation, and the
members shopped, packed and
delivered groceries to the Strathmore Christmas Hamper Society
at the Ag Pavilion. They were
given a tour by Jean Buthfer and
talked about the need for the
hampers.
The project reports are: Fitness
Challenge met on Oct. 30 and

completed a Fitness Test, where


they were timed running, flipping a tire, doing chest passes
with a medicine ball, as many
pushups and squats as possible,
and shuttle runs.
The sewing project met for a
fieldtrip in Calgary at Fabricland,
where they got to know the store.
They picked up materials and
patterns for their projects. They
also met and had a get to know
your sewing machine night, doing paper sewing practice sheets.
Archery had a meeting and
cleaned the quonset, then started
target practice. Their last meeting
was on Dec. 7 at the Crowfoot
Hall, where they had a members Christmas party and gift exchange.

Teens aged 13-17 danced up
a storm to hip-hop and the top
100 songs during the first annual
Teen Night at the Strathmore
Civic Centre on Nov. 21. The
night was about planning something in a fun, safe environment
where they can enjoy hanging
out with friends.

Fule for Thought
I dont think Im a vain person. I mean I know Im
a few years beyond a mid-life crisis, and I know Im
no Brad Pitt Im comfortable in my own skin. But
that doesnt mean Ive totally given up on personal
improvement. That brings me to this past weekend.
We had family and friends over to celebrate my
sons graduation from university. Taking a look in the
mirror, I really noticed the bags under my eyes. It really did look like I had my bags packed, so I wanted
to find out if the urban myths Ive heard are true. You
know, the idea that supermodels use Preparation H
to lessen bags and wrinkles! Okay, heres where my
Catholic upbringing kicks in its confession time!
I did buy Preparation H to see if it would get rid of
those bags under my eyes!
Actually, buying the stuff is almost as bad as having
baggy eyes! I found myself inserting the small package in the middle of my groceries on the checkout till,
so no one might see. Of course, then youre desperately checking to see if anyone you know is nearby,
and may see. The last thing I wanted was a pal to
shout out something about how I must have PILES of
work to do, or something equally as witty and painful!
Then theres the cashier. I couldnt make eye contact
with her shed just told a new cashier that she has
gotten to know the name of her regular (no pun
intended) customers. Thats just what I needed for
her to know my name and remember my purchase!
Even then, I was trapped. What was I going to say?
No, no Miss. The creams not for my behind, its for
my baggy eyes!
Yeah, either way it would be a disaster!
So, I dropped off the groceries and Debs Mom and
she were unpacking! This was not going as smoothly
as I had planned. Luckily Deb thought I was facing
a medical crisis versus a makeup one, and she hid
the cream in one of our bathroom drawers. I didnt
know if this stuff was going to work, but I figured

at the least, it needed time! I dabbed a touch on my


finger and worked the miracle ointment in under my
eyes. It felt okay, and every now and then I checked,
and actually thought it was working. However, the
one I bought had a numbing agent I guess, because I
couldnt really feel the skin below my eyes!
This actually reminded me of a time when Deb and
I were in the early days of our marriage. She had hurt
her neck, and all the muscles had stiffened. We bought
one of those mentholated rubs, you know the deep
heating kind. She and I watched TV with her parents
while I worked on her neck muscles. Unfortunately
for me, I had to go to the bathroom. What happened
next is best described from their vantage point. After
a few short minutes, there was a high pitched scream
from the bathroom!
I (or a certain anatomical part) was on fire! Oh sure,
laugh! It was like a combination of fire and freezing!
I didnt know what to do, but suffice to say, Ive been
way more careful since that situation!
Okay, back to our party. My numb face and I had
fun during the evening, and I really did feel like the
cream was working. Every now and then, I checked
the bags, and dabbed just a bit more until, I slipped
and stuck my eye! Again with the fire and ice thing,
but this time in my left eye! I splashed water all over
my face trying to rinse out this crap! I came out and
people mustve thought I was crying because I was!
As the night came to a very late end, I put my now
red swollen eye to bed, with a vow that Id be way
more careful from now on! Sure, you may think Im
being a bit anal and that I must be bummed out that
it didnt work (puns intended!), but Im going to keep
my baggy eyes I mean, its way better than my
cures have been!

Capital budget with proposed


increases passed

Aspen Crossing dedicated thStrathmore town council passed the 2016 capital and operating budget of $ 28,643,000,
which included a municipal tax increase
for 2016 of 2.5 per cent. A two per cent
increase will be levied on new development properties. Homeowners will see
about a $7 dollar increase in 2015 in
their tax bill, over 2014.
The town recreational facilities are still
in deficit by $2,135,000 dollars. Municipal operational grants for $79,059,200
were listed for things like policing,
FCSS, and MSI. Community projects,
Youth Centre, FCSS and Handibus services supported by the town were also
listed.
An increase of $1.50 per capita, with
$242,000 allotted to the library with an
additional $77,700 given specifically to
the Marigold Library System was supported. Future library funding requests
will be presented to the town in January.
One of the actions this council has
committed to was to give our library
the funds needed to move forward with
their plans, said Councillor Denise Pederson.
Total capital spending for 2016 is projected at $3,436,000, with $2,253,000 allotted for infrastructure improvements,
along with additional emerging project.
Councillor Pederson requested that an
additional $20,000 allotted for FCSS, to
support outside community programs,
preventing the loss of vital services. A
needs assessment has been initiated to
talk to stakeholders and identify needs
in the community and assess the supports available to them. The needs assessment will be completed in 2016. The
additional funds allotted in the 2016

budget will tide the services over until


a 10-year strategic plan is in place. The
funds will help special projects, such as
Family Resource support in the schools,
Growing Families, Bridging the Gap and
Five for Life programs.
This will give agencies a certainty,
until their future needs can be assessed,
said Councillor Pederson. Our FCSS is
in its infancy and this will help them.
Both administration and council work
on formulating the budget prior to its
presentation at council meetings.
This is something we dont take lightly, said Councillor Bob Sobol. Administration has worked hours and hours
on this budget. Council has deliberated
over 19 hours on this budget and it is
not something we take lightly.
Council thanked staff on their efforts
regarding the development of the 2016
budget. The new budget documents can
be obtained at the Town of Strathmore
on request and will be posted online in
the future.

When healthy eating and
active lifestyles collide, it
generates people passionate
about supporting our community in healthy initiatives.
Members of the Strathmore chapter of Healthy Eating and Active Living (HEAL)
met with Strathmore council
on Dec. 2 to summarize the
groups progress in conjunction with council and community groups efforts to increase activity in the town.
The town has been working to connect parks in which
participants walk from park
to park, said spokesperson
Robert Breitwieser. To connect the parks with walking/
bicycle paths encourages
walking.
Lisa Sader outlined the
various programs and venues that are used to increase
activity and thanked council
for their support in making
upgrades within the town, as
some of the previous walkways were only dirt tracks.
HEAL participated in the
Walkability Roadshow, which
generated a report that lead
to pathway improvements in
Strathmore.
The other accomplishments mentioned were the
new pickle ball and bocce
ball courts installed, improving walkability and beauty
in the downtown, building
the moveable patios, paving
walking paths.
HEAL looks for more opportunities to get Strathmore
moving; for example, it organized the family day Great

Skate event and the first Meet


your Neighbour Day, held in
the downtown core, where
two downtown streets were
closed, lined with locals displaying their wares, cultural
and craft activities highlighted, while people walked and
chatted with their friends
and neighbours. For more

Water rates on the rise

What Calgary does with water resources has once again impacted Strathmore. Rates for water utilities will be
increased to $2.10 from $2.05 per cubic
meter per month. It will mean monthly
household bills will see an increase of
about $3.30 to $4.40 per month.
The City of Calgary variable and
fixed water charges are increasing, as
they have over last year. An increasing
cost of services study was presented at
the l2014 fall workshop. An increase in
operating cost for EPCOR will reflect
the Statistics Canada CPI cost increase
for this coming year, said the Town of

from the projected department expenses for 2015, from $4,331,000 to
$4,597,000 for the 2016 budget at an

mid-range and comparable with other

cubic meter of water per resident in
2014 and again in 2015. An additional
increase is also expected for 2016-17
utility rates.
FIRE TRUCK REQUEST SENT BACK
FOR INFO
In October, the Strathmore Fire Departments truck towing/rescue boat
suffered significant water damage during a rescue operation conducted on
Eagle Lake. The insurance company
wrote off the 2008 Chevy 4X4 ton
truck and only paid $11,000 in settlement, which will not cover replacement cost of a new truck and some
of the equipment that was on board.
Council was asked on Dec. 2 to approve the purchase of a new truck at
a cost of $40,000 that would be able to
pull a 5000lb payload, or purchase a
used vehicle for about $30,000.
The fire department needs a fire
rescue truck to meet the needs of the
community, said Tiede. We are dealing with this because it is an immediate
need.
Councillor Brad Walls asked whether
other fire vehicles could be utilized for
towing purposes. He requested more
information on the trucks uses and if
there are any other options available in
the interim.
I am assuming that they think this is
emergent. We do have a machinery and
equipment reserve, so we dont want
to cause tremendous hardship, said
Councillor Denise Pederson.
Several councillors voiced they
would like more information and council deferred the decision to the Dec.
16, 2015 council meeting, requesting
that the Fire Chief be present to discuss
the issue.
DOWNTOWN TO WILDFLOWER
WATER SYSTEM NEEDS REVAMPED
Gabriel Goral, Town of Strathmore
utility engineering assistant, presented
a proposal to Strathmore town council
on Dec. 2 , to upgrade water services
in the downtown and Wildflower areas.
He said current work proposals could
be coordinated with a new pipeline
that would save the town money and
additional refurbishment costs in the
long term.
It (current waterline) leaves the
downtown overly reliant on the Brentwood reservoir, as there is only the one
small 200 meter line leading to Wild-

flower, said Goral.


Gabriel said to improve water distribution for the Wildflower area, a larger
500 meter pipeline will go across the
WID canal, in the same area as the new
walking bridge, and will loop a dual
feed to the existing core area, improving the water networks resiliency now
and in the future. The estimated cost is
$168,000 and was planned for in the
2016 budget.
Council asked if there were costs to
the developers. Goral replied that repayment for the project could be supplemented by charges in the development fees.
Council accepted the report as information.

Waldo Munoz came to Strathmore

council on Dec. 2 to ask a pertinent


question of council.
I have been approached by different
companies and trades about what we
can do to encourage use of local businesses, said Munoz.
He asked council whether trades
coming into town could be required to
pay for business permits. He also asked
whether local businesses utilizing out
of town services could be required to
purchase a permit to use outside services.
There have been discussions of this
topic in the past; however, residents felt
it limited their freedom of choice and
might support services that may not
necessarily give them the best service
product.
Munoz also suggested council consider a one-year tax break for new
companies and create incentives for
manufacturers and companies generating employment opportunities for local
residents.

No room at the Inn Marigold in need of upgrades

corner and thoughts turn
to those who dont have
much in this world.
At the Strathmore town
council meeting on Dec.
2, Chamber of Commerce
President Waldo Munoz approached council on helping with some worthwhile
initiatives for the homeless
in our community.
The Harvest Healing
Centre, across Hwy 1 at
102 Canal Gardens, hosts
a Drop-in Centre and soup
kitchen on Friday nights
I personally have seen
some people sleeping outside by my shop. We just
dont want to see anyone
sleeping outside in the
winter, said Munoz. Lets
see if we can to do something about it before it
happens we are trying
to be proactive on this.
He said providing a safe
haven keeps the homeless from seeking shelter
in yards or businesses in
the community. The centre
also runs a bread program
that distributes bread donated by area businesses
to needy families. They
currently have about 35 to
50 people dropping into
the centre and operate
three vans with six volunteers for the program.

Munoz said the program


has had to meet criteria set
out in the law, and an addition like another washroom facility would help
the program move forward.
Munoz would like to see
the program expand to include a Detox Centre, as
currently residents in need
must go to Calgary or Fort
McLeod for treatment help.
Their current budget from
donated sources is $24,000.
Munoz estimates the longterm goal will be to retain
permanent qualified staff
to address needs and will
cost about $100,000.
Council said they would
like to see if the program
could coordinate with services in the Strathmore
community that provide
service for similar issues.
They suggested there are
supports in the community
for the initial stages of development for non-profit
agencies.
They asked that Munoz
work with the town administration to coordinate this
and outline in more detail
the needs of the outreach
work, and come back to
council at a later date.

Numerous issues surrounding the 60-year-old
Marigold Library Systems headquarter building,
are causing the organization to be proactive in undergoing a feasibility study.
For 10 years, the nearly 30-member staff were
faced with a dilemma of adapting to growing conditions or face a $6 million solution a solution
not currently available in the budget.
The Marigold Library System, which is not a
public library but provides services to libraries in
44 municipalities, is currently located in Strathmore, across from the Sacred Heart Academy in
an old armory building constructed in the 1950s.
For years, the organization has put up with heating
and cooling problems, flooding, lack of storage,
water damage, and a deteriorating roof.
Because Marigold is now the third largest library
system in the province, based on resident service
population, were feeling more than ever that our
building is too small, said Michelle Toombs, CEO
of Marigold Library System.
We are certainly feeling the effects of not having
proper heat and cooling systems, and not having
adequate space to load and unload our vehicles
outside in the dead of winter. This building would
be good for some types of organizations. It isnt
good for us anymore.
Currently, the library system has $1.7 million in
reserves saved but is restricted by the Alberta Library Act in how to proceed with fundraising. According to Toombs, library systems were created
over 50 years ago by the provincial government.
Out of seven library systems, Marigold, which was
created in 1981, is now the third largest, falling
just behind Calgary and Edmonton. While regional
systems received infrastructure funding from the
Alberta government towards upgrading headquarters in the past, Marigold hasnt received provincial
funding since 1989.
We felt that it was reasonable that the province
would support us again like they would for schools

and other institutions, and theres been a great demand on infrastructure funding in the province,
so we feel that were in the queue but maybe not
the top of the queue and we need to do some very
substantial advocating to get there, Toombs said.
All the library systems support each other and
work together and weve asked to have a meeting with the minister. Unfortunately the minister of
municipal affairs was recently switched to another
portfolio. There have been six ministers in municipal affairs in less than two years, and every time
that happens everybody sort of needs to get on
board again and help that individual get acquainted with who we are and why we exist.
Marigold is planning on having a feasibility
study completed to provide the organization with
a functioning plan and possible costs attached. As
for now, the library system is looking at expanding, finding a new building, or joining into a partnership.

Crystal Ridge adds two new doctors

Following a shortage of physicians, Crystal Ridge Family Medical Clinic recently joined other
Strathmore-based practices and
hired two new doctors to address the dearth and offer residents more options.
Dr. Aul and Dr. Senzani, general practitioners each with very
specific interests, both accepted
the positions in order to build
closer relationships with their
patients. While the community
allows these doctors to showcase their expertise, their presence also helped address a concern prominent within the town
until recently.
Its a great addition to the
practice, but its a great addition
to the community and thats the
big thing, said Dr. Victor Avramenko with Crystal Ridge Family Medical Clinic.
Its just a reflection that
theres a number of forces at
work. Number one theres doctors that are wanting to relocate.
Secondly, were going to have an
increased number of family doctors coming out over the next
year graduating, so the manpower issue is rectifying, correcting, itself. Patients arent going to have to wait lengthy times
and will be able to get in easier.
For years the doctors within the

community worked really hard


and now by having a few more
doctors and spreading the workload around patients wont be
quite as rushed.
Mesmerized by the Canadian
Rockies during a tour last year,
Dr. Nancy Aul, her husband, and
her
three-and-a-half-year-old
twin girls, relocated to Alberta
from England, UK. Dr. Aul attended medical school in India
and completed her family medical training in the United Kingdom. After a decade of living in
England, the family decided to
travel and chose to find work in
Canada.
Having only been hired two
weeks ago, Aul joined the practice with special interests in
treating patients with chronic
conditions such as diabetes,
heart failure, hypertension, and
asthma. She also specializes in
women and reproductive health.
I believe in a traditional family practice doctor-patient relationship, so I want to spend
time with my patients, I want to
know them, said Aul.
These chronic conditions are
everywhere, and they affect patients lives in a significant way.
Modern medicine has made
it easier to manage them. You
need to make sure that you are
treated for it. Especially women,
they do a lot of work, they look
after their children, and its their

physicians responsibility to
provide them with good healthcare.
Four months ago, the practice
also hired Dr. Senzani, a former
emergency doctor and general
practitioner in Saskatchewan for
the past four years. The Zimbabwe native and father of an almost two-year-old and with another on the way, received his
education in South Africa and
has eight years of clinical practice. Hes spent time in a hospital, and a year in Botswana as a
medical officer where he honed
his skills in surgery, obstetrics,
internal medicine, paediatrics,
and emergency room.
One day my wife and I were
sitting down and we thought we
would like to see more of each
other, so we looked for familybased practices and Canada was
the best place, said Dr. Senzani.
I love my patients. I like
learning about people. You
cross paths with people multiple times and never know what
makes them unique. The ability
to help them, I think, is a very
special thing. So thats why I
keep at general practice. Try and
do a little bit for everyone.

including a Santa appearance, the Timbit Bumble Bees playing a game against some Kings players at the

they feel their skill set is better so that the game was
easier and no game is easy.

a night-and-day difference compared to Friday, and it

The CFR Bisons blew two separate
4-2 leads in both home games this
weekend, with outcomes of a 4-4 tie
with the Leduc Oil Kings on Dec. 5 and
a 5-4 loss to the MLAC Beverly Optimists on Dec. 6.
This is honestly a better lesson for
us at this point than winning 6-2, said
head coach Sandy Henry. We didnt
play good enough for enough of the
game (on Sunday) to be entitled to a
win.
The sooner we learn that and get
that mentality in there, I think when
we saw that desperation kick in with
five minutes left. How many scoring
chances did we get, multiple, multiple.
We own the game but the lesson is that
desperations got to kick in way earlier.
MLAC caught the Bisons by surprise
with their physical start to the game
and forced the home team to make uncomfortable decisions on the ice.
I thought the first part of the second
period we looked tentative, he said. I
think it made us make some hasty deci-

sions because we felt those footsteps.


I thought at the 10-minute mark
when we started skating and moving
the puck we controlled the play and
took over the game. Theres a lesson in
that, teams are going to want to come
play physical because they want to
take something away from you.
Henry pointed out the team seemed
mentally tired.
Were in a bit of a down cycle, said
Henry. I didnt expect it probably this
weekend. I thought it was coming at
some point and showed up a little
earlier. Were going to sit back and regroup starting tomorrow were going
to get back to basics and well see how
(much) hungrier we are tomorrow.
Kyle Gordon notched two goals
while Tanner Foster and Cameron
Shorrock scored one each in the tie
against Leduc.
Gordon scored two, while Cole Clayton and Liam Izyk tallied one each in
the loss.
The Bisons will host the Sherwood
Park Kings on Dec. 11 at 8 p.m. while
the North Division-leading Lloydminster Bobcats will be in town on Dec.
13 at 2 p.m.

Local Oil Barons thrilled for homecoming

Strathmore Minor Hockey
Association are teaming up
with the Calgary Canucks to
do a joint fundraiser AJHL
game in Strathmore, where
they will take on the Fort
McMurray Oil Barons at the
Strathmore Family Centre on
Dec. 15.
The proceeds from tickets
and silent auction items will
go back into minor hockey
operation costs and the Canucks organization.
Were quite excited to
have the AJHL game here,
said Fern Pagenkopf, SMHA
fundraising
coordinator.
Fort Mac is bringing some
Strathmore Minor Hockey
(alumni) here theres
three of those gentleman
coming home to play which
is nice to see and thats part
of the reason Leonard (Desmet) brought Fort Mac in to
try and drum up some local
support for the game.
Even if its a Canucks
home game, having the locals playing for the opposition would help attendance.
The Oil Barons are in a
rebuilding phase this year,
but for the three Strathmore
members of the team, play-

ing a game in their hometown will be a highlight of


their season.
Its going to be pretty
sweet, said Shane Fraser,
who captained the then UFA
Bisons to the Telus Cup last
season. Playing our last
game there in the playoffs, I
always thought it would be
my last game in Strathmore,
so to get the opportunity to
play in front of friends is going to be a pretty special moment for me.
Fraser said his first season
had its ups and downs because of team struggles, and
said he cant complain about
the ice time he has been getting in penalty kill and power play situations.
On a personal note its
pretty good for me to develop up here, he said I cant
complain about anything
thats happened up here. So
far its been good. Its definitely getting a feel for what
the leagues like, just the size
and speed of the game, its
quite a bit different, so adjusting to that. But now I
know what its like, I think
Im doing a pretty good job
adjusting to that.
He added that the Oil Barons have played the Canucks
a couple times this season

and lost both games that were


close in score, but he feels that it
wont be any different this time
around.
Theyve all been pretty close
games so Im expecting another
close pretty physical game, said
Fraser.
Veteran forward and Barons
assistant captain, Connor McCallum, has bounced around
the league including a stint with
the Canucks, and was ecstatic to
hear the news of playing in his
hometown.
The one day we found out
we were playing in Strathmore,
I was running around telling all
the Calgary kids, and they were
like why would you want to
play in Strathmore?
Im pretty excited to play in
front of all my friends and family. Itll be fun. Its funny having
three of us on the same team
now, but its definitely cool to
have some hometown pride
from there.
McCallum said the biggest
thing for him in his second goaround in Fort Mac has been

getting back to defensive games


as opposed to in Calgary, where
barely any systems were worked
on.
I know we were struggling
at the beginning of the year,
running around in the defensive zone, said McCallum. But
weve kind of battled that a bit
and having even more closer
games now. Were usually in every game.
Our coaches help us work on
our skills and speed quite a bit,
which is good because Im not
the fastest guy on the ice.
Recently-acquired local product Will Conley has bounced
around to a couple of teams this
season, but is excited to have
finally settled in with his new
club and is looking forward to
playing in a place that he grew
up skating in.
Itll be good just to see everyone again and hopefully get to
talk to some of my old friends
and see the support we get out
there for the game, said Conley.
Im excited to start fresh with
a new team and have an impact

here.
He added that the biggest adjustment for him has been getting used to the physicality and
speed of the game, and is anticipating an atmosphere like the
league finals with the Bisons last
season.
Pagenkopf added that there
will be silent auction items coming in from the Canucks as well
as a 50/50 raffle with added
prizes from the Calgary Flames,
and there will be a family skate
before the game with Harvey the
Hound at 5:15 p.m.
She said that this is great way

his team had a slow start to
the game versus Airdrie Dec.
6; however, the team was
able to pick it up and never
looked back in an 8-3 home
ice win.
I thought we had a decent
effort all around, said Brown.
Theres always stuff to work
on but were finding the back
of the net and points are getting spread around, which is
good to see. I think everyone
was getting a taste which was
good to see.
Airdrie got the first goal of
the game but Brown said the
boys woke up in the last half
of the first and into the second and played like they actually could and took control
and credits the defense for
keeping the visitors in check.
Definitely had a lot of
help from our goaltender,
he played well, said Brown.
Other than that, I thought
towards the end of the game
we mightve got a little too
comfortable in the defensive
zone, giving things up a little
too easy but stuff that needs
to be worked on going forward.

Chiefs got out to an early 2-0
lead and unfortunately let up
to settle for a 4-4 tie with the
Bow Valley Timberwolves in
Hussar on Dec. 6.
Head coach Shadoe Stoodley thought his team took too
many shifts off.
They came back and
scored four unanswered, we
had a couple of penalties and
had some crappy turnovers,
said Stoodley. We had to regroup over the intermission
but I still wasnt very happy

with the tie. They got to realize that the game is 60 minutes; its not 30 minutes. They
cant go out and play good
for thirty minutes and expect
to win over every team.
He added that they were
losing a lot of one-on-one
battles, the awareness in the
defensive zone and thats
where Bow Valley was able
to capitalize.
Robert Butterwick sniped
two goals, while Kody Hammond and Ryan Skytt tallied
singles in the tie.
The double-A midget team
will play a home and home
with Taber this weekend
starting in Taber at 8:30 p.m.
on Dec. 11, before returning
to Hussar on Dec. 12 at 6:30

Braves flater
The Wheatland Braves
were out-competed by the
bigger Medicine Hat Hounds
en route to a 4-3 loss on Dec.
5 in Hussar.
We just learned we cant
get by on skill and talent
alone, said Braves head
coach Carl Knudsen. Theres
other good teams in the
league that are working harder than we are. It was good
period and a half of hockey
and after that it wasnt good
enough to win.
He added the game was
pretty even as it could have
gone either way.
Medicine Hat won more
puck battles than they did
and were able to get the extra bounce because of it.
We hit a few crossbars,
a few posts that couldve
dropped too, he said.
Theyre a good team, were
a good team, it was just tight
game.
There were some positives
to take out of the game in
that Knudsen liked the secondary scoring and pressure
that worked effectively on
the ice.
Zandee, Kobe Gosling and
Bryce Benfield scored in the
loss.
The local peewee double-A
team will host the Cranbrook
in Hussar on Dec.11 at 7:30
p.m. and will play in Lethbridge on Dec. 13 at 12:30

Ken entered his heavenly home


on Saturday, December 5, 2015 at
the age of 86 years. Ken was born
and raised in Kimberly, B.C, where his love for
the mountains and Wasa Lake was nurtured. He
began work with Calgary Power Trans Alta at
18 years of age, and dedicated 41 years of service, both as a lineman and in managerial positions. Ken married Maxine Kurtz in 1954, and they
shared 61 years together. Ken was a life member
of the Lions Club, an avid curler, sports fan, and
landscape painter. Ken is survived by his wife
Maxine; children Randle (Ronna), Wayne, Donna
(Don Drake); daughter-in-law Barb; six grandchildren and eleven great-grandchildren. The family
is appreciative of the extraordinary care that Ken
received during his residence at Dawson Lake,
Sagewood. A Celebration of his life will be held
on Thursday, December 10, 2015 at Lord of All Lutheran Church, Strathmore, at 11:00 a.m. Friends
and family are invited to join in this time of honoring and remembering the life of Ken. In lieu of
flowers, donations in Kens memory can be made
directly to the recreation department at Sagewood
(140 Cambridge Glen Drive, Strathmore, AB T1P

Feliksiak Smith passed Nov 21/15at 33 years,
surrounded by family, love and the companionship
of Porter his devoted dog. He was so loved and
adored by his stepsisters, Ashleigh(Patrick),
Chelsea(Ivan), and Mikayla(Shaun) Smith and
his extended family in Winnipeg, Jean, Jozef,
and Margaret Feliksiak. Kyle inspired us, made
us laugh and held our hands and hearts as he
faced and challenged ALS with such tenacity and
bravery. We are so proud of you and of the person
you became. In our hearts forever Kyle. Gone but
not forgotten. Funeral service was held Nov 26,
2015 at Hope Community, Covenant Church with
internment at Strathmore Cemetery, Strathmore.

The Council of the Town of Strathmore invites applications for the position
