Actively in use for commuter and freight rail, Metrolink Tunnel 25 is located under
the planned new high-occupancy vehicle (HOV) connection between California
Highway 14 and Interstate 5. The tunnel is part of the Antelope Valley Line
traversing the Newhall Pass, which is used by both Union Pacific and the Southern
California Regional Rail Authority (SCRRA). It is located between Metrolinks Newhall
and Santa Clarita commuter rail stations. J.L. Patterson & Associates is the prime
consultant, with Jacobs Associates providing tunnel and geotechnical engineering
services to investigate the existing tunnels structural integrity and identify
potential impacts from construction of the HOV connection on the tunnel.
The construction is slated to include installation of a 13.5-foot-diameter (4.1 m)
caisson known as Bent 18, which was sunk 98 feet (30 m) below the surface, and
falsework for temporary support during construction. Jacobs Associates reviewed
the contractors plans for construction to evaluate potential impacts to Tunnel 25,
especially the tunnel lining, which is as thick as 20 inches (508 mm). After
evaluating the impacts, including potential vibration from Bent 18 construction,
Jacobs Associates recommended isolation casing for the caisson to reduce lateral
pressures on the tunnel. We will provide vibration and crack monitoring during
construction to further assist in protecting Tunnel 25 from these upcoming
improvements. Tunnel 25 was built in 1876, and modified in 1924 to add concrete
lining over the original timber supports. During a retrofit in 1994, following the
Northridge earthquake, 10-footlong (3 m) rock bolts were installed. When Jacobs
Associates reviewed the contractors plans for the falsework, we determined the
planned minipile foundation would have interfered with the rock bolts, so we
recommended relocating the minipiles outside the area of influence to protect the
existing infrastructure during improvements.
Jacobs Associates has completed a series of similar projects for Metrolink in
Southern California as a subconsultant to J.L. Patterson. Past projects include the
Union Station Mail Dock Shoring, for which we provided structural engineering,
geotechnical engineering, and drainage design for a new platform at Union Station
in Los Angeles, ensuring the shoring supported tracks while keeping the ground
stable during excavation. This effort is similar to the Tunnel 25 project in that work
had to avoid any damage to the existing Metro Red Line light rail tunnel and other
nearby utilities. These are typical challenges encountered in a highly urbanized
environment, which Jacobs Associates has become adept at handling.

procedures for remining and resupporting the tunnel with steel ribs, shotcrete, and
concrete were developed during construction. In addition to relining the tunnel, the
project includes construction of a pedestrian/bike pathway with lighting, ventilation,
and safety/security services inside the tunnel, as well as a new pathway bridge. The
Cal Park Hill Tunnel will soon be back in service. Its new configuration will provide
dual use to Marin and Sonoma commuters who choose to take the train or commute

The New Crystal Springs Bypass Tunnel will provide redundancy to the existing
pipeline and will improve the delivery reliability. The existing pipeline is a 96-inch
(2,438 mm) prestressed concrete cylinder pipe that was installed in 1969 below the
hillside along Polhemus Road. This pipeline is a critical link in the transmission
system, carrying water from the East Bay to peninsula cities and San Francisco. The
pipeline and soils in this rea are subject to failure during high precipitation or major
seismic events. Jacobs Associates is leading the construction management team for
the project, which includes nine subconsultants. The project is located in an
unincorporated area of San Mateo County along Polhemus Road.
