election offense

Section 13 of Republic Act

statements.
Not later than thirty (30)
days after the

candidate shall file in
triplicate with the offices
of the Commission

certificate of candidacy
except for national

Finance Unit, a full, true
and itemized statement of
all contributions and
expenditures in
connection with the
elections. Within the same
period, the treasurer of
every party that
participated in the
elections shall file with the
Campaign Finance Unit of
the COMELEC the party's

2016 national and local
elections, regardless
whether they won or
lost, must filed their

statements must be done
in person, whether by the
candidates and /or party
treasurers personally, or
through their duly
authorized reps, before
the offices listed in Sec 3
of this Rules. Duly
authorized reps of

which it was registered
with the post office may
be considered as
the filing date thereof if

duplicate copies of all

belated submission,
amendment and/or
correction of campaign
finance disclosure
statements and report and
the imposition of late
penalties for the 2013
National and Local
Elections.

Where to file statements
As a general rule,
candidates should file
their SOCEs with the office
where they filed their COC,
except for national
candidates and parties,
who shall submit their
statements and report
directly to the CFO. The
table below shall serve as

submitted by the
candidate or party
treasurer within thirty (30)
days after the day of the

Report is hereby attached
to these Rules as Annex
