A RESOLUTION AUTHORIZING THE HONORABLE GOVERNOR ___________ TO
ENTER INTO A CONTRACT WITH THE TECHNOLOGY RESOURCE CENTER (TRC)
FOR THE ESTABLISHMENT OF THE TECHNOLOGY AND LIVELIHOOD
DEVELOPMENT CENTER (TLDC) IN THE PROVINCE OF ______.
WHEREAS, the Technology Resource Center (TRC), a government owned and controlled
corporation, has the mandate to promote technologies that generate livelihood
opportunities, particularly for the marginalized sectors of society;
WHEREAS, as principal strategy, the TRC has launched its poverty alleviation and
countryside development agenda through its Program for Countryside Economic
Empowerment and Development (PROCEED) by establishing local Technology and
Livelihood Development Centers (TLDCs) to be financed, operated and managed by the
Local Government Unit (LGU).
WHEREAS, the DILG Memorandum Circular No. 2007-67 dated June 25, 2007 mandated
all Local Government Units to establish and institutionalize the Technology and Livelihood
Development Center purposely to help LGUs build up their capability to stimulate local
economic activity and orchestrate the necessary complementation of resources towards
socio-economic progress in the countryside
WHEREAS, Section 17(3) of the Local Government Code mandates the LGU to exercise
power and discharge such other functions and responsibilities as are necessary,
appropriate or incidental to efficient and effective governance such as providing their
constituents the basic services and facilities which include, but are not limited to the
following:

Agricultural extension and on-site research service and facilities, assistance in the
organization of farmers and fishermens cooperative and other collective
organizations, as well as the transfer of appropriate technologies;
Industrial research and development services, and

Investment support services, including access to credit financing

WHEREAS, it is the desire of the Province of _____ to respond to this end by assuming a
catalytic leadership of development of the marginalized sectors and municipalities;
WHEREAS, The Province of ____ need TRC assistance in the development and
implementation of a sustainable technology and livelihood development program for the
poor sectors of our community including the farmers, indigenous people, landless
agricultural workers, the unemployed and other disadvantaged sectors;
WHEREAS, in order to achieve this vision, it is important that technology transfer and
capital assistance be made available particularly to those who have less in life;
NOW, THEREFORE, for and in consideration of the foregoing premises upon motion of
Hon. ______________, duly seconded by Hon. _______________, be it RESOLVED, as
it is hereby resolved, to authorize the Honorable Governor _______________________
1. To enter into a Memorandum of Agreement for the purpose of establishing the
(Name of Province) Technology and Livelihood Development Center (___TLDC);
2. To authorize the payment of _________________ pesos (Php ___) representing
(Name of Province) share in the package cost of establishing a TLDC;
3. To allocate an annual budget for the operation of the TLDC;
4. To institutionalize the TLDC by creating plantilla of regular personnel under the
Office of the Governor for the Manager and staff of the TLDC.
RESOLVED, FURTHER that copies of this resolution be furnished the Honorable
Governor ___________________ and the Technology Resource Center (TRC) for
information and guidance.
