HEARING REQUEST
To The Appeals Unit,
I Teresa Fenner appeal the requirement to partisipate in the Welfare to Work Progam on the
grounds it is unconstitutional, a great hardship, and does not allow me time to look for a job. It is
impossible to adhere to the demands of the program due to the gliches not yet worked at its
adminstrative level. The fuel vouchers are aways late,some so late they are telling me it is to late
to repay at all. I have been diverting funds use for my rent and have been late paying rent
consecutively for months because of it. When I complain I'm talked down on as if I'm scum of the
earth. I complained about a Welfare to Work Supervisor and she flagged my file and singled me
out for harassment. It is impossible to be treated fairly. I have suffered adverse actions for using
the complaint system. The Supervisor Ortiz has since called my employer who is elderly and ill
upsetting her by telling her about the disputed conflict. It had nothing to do dirrectly with my
employer and was done so to slander me. The out come for complaining was reprisal, where my
aid is reduced for supposedly not notifing the department of planned income. What planned
income I hadn't started a possible part time job when The., where a part time job had not evto
zero and the department sending notice post dated after the action. She called and upset my
elderly Mother not with a remity but more threats for contacting her supervisor. I'm being
discriminated against, harassed, victimized, and sent further back into poverty and dispear. s and

They deduced my aid to almost nothing as it is still demanding the hours and now are back
collecting money said owed to them for my mistake. I had no prior notice to dispute it and the
claim is a lie. I don't owe the Welfare depaartment, they owe me. They have refused to catch up
and pay my fule vouchers. They play games like telling me its been mailed, when it never was.
After being lied to and put off over and over , then they want to say its to late, you waited to long.

The program is unconstitutional because it promotes free labor, encouraging non-profit agencies
to solicit and use slave labor. Where I resently once worked for wages at one of these non profit
organizations I was turned away. They no longer are hiring for the upcoming Christmas rush or
excepting applications.They have reduced the number of paid employees and are replacing them
with welfare to work slave labor. To demand I work 168 hours a month for free under the threat of
being forced off cash aide is inhumane. The loss of valuable time that could be spent looking for a
job is future money that l'm being robbed of. I'm unable make interview appointments, and where
a couple of times I didn't have the time to wait for the business owner to break free and get me an
application, I had to storm out appoligizing. When combining travel time to get to these slave jobs
I'm at an excess of ten hours a day. The Welfare to Work staff said will not count the travel time or
does it count the time having to go down and report any changes. As in this week where after
finding a Non Profit Organizatioin closer to home,and that I was told I must report the inforamtion,
so I went down to turn in the information and then told to make an appointment becauseinto the
Welfair office everytime there is any change, as in this month I found a volunteer location not as
far. I had to go down and wait most of the day at welfare reporting in to Work office and report any
changes that occuremployees system allows no addmitancefie I omoneyine equal to inhuman
mnillegalsanction or be cutiing
The Welfare to Work Progam is under staffed and is not designed to handle the number of
recipients it controls. It has inadacate interior organizational methods to resolve the multiple
conflicting problems that arrise in the lives of under income impoverished recipents.
The misuse of the word 'volunteer,' is nothing more than a disguise for 'slave labor. Demanding
recipents to work for the two hundred dollars they recieve a monthmonth divided by the one
hundred sixty eight hours required by the county equals $1.32 a hour, that is slave wages. People
in prison make more. The greastest loss is time causing the reciipents to fall deeper upon the
dependency of the system and ultimatly dispare. The program's demand that each slajivfor

eeeeeeeeeeeeeeeeeof stress. Instead of looking calm waiting for an employer to furnish an
application, I'm forced to storm out imforming the would be employer I don't have time to sit
around and waiteait interview appointments, just 8 hours undull time job, compounded with time
spent in commute to and from the location of the non profit organization, time spent having attend
meetings arranged to report any changes, (and that time is not counted as part of yinterfers with
the hours a week work for free o promotes corpution and communalism, where those who are
aware of the sorce of free work sorce and a position and reappliedr
The Welfare to work program demanding recipi due toents to volinteer I appeal reduction of cash
aid and food stamps. The county has lowered all aid due to a claim by the County that I did not
report future income. This is not true and I dis- agree with the decision. First of all, they didn't tell
me they were going to reduce my aid. No prior notice of Action for me to appeal was given.
Secondly, this action along with others diverse actions and demands by the welfarte office is the
result of a complaint made against a county Supervisor employee; where my file has been red
tagged.
I have been talked down to, disrespected, ridiculed, and mocked by a Suppervisor Ortiz who
refused to here me out. I tried to explain my situation corncering a disability and hardship I was
experiencing, and Supervisor Ortiz refused to let me talk. Instead of allowing me to talk she
raised her voice speaking over me, and spoke with comtempt. I told her I was going to file a
complaint, and she told me in return that things can get real difficult for me. Since then she called
and harassed my Mother who is old and ill, my employer. She slandered my name and put
negitive notes in my file for other Welfare workers to read. One adverse incident, I tried to update
some information to worker Mrs.McIssac concerning my case and I was blocked she made the
commit, "I see here, you had a conflict between Ms. Oritz a and your self," and Mrs. McIssac
attitude towards me has change her whole attitude towards me. A flag system has been created
as a method of punishment for recipentsn
who used to be helpfulmade comments of a statement in my file made by Supervisor Ortiz pe
harassing and speaking . ottr a I'm experencing. Instead I was told things can get real difficult fot
me. I took that as a threat. So after the same Supervisor called and harassed my employer. One
conversation I had with Supervisor Ortiz where I was complaining about her calling
i had contemptuousdescending I had concerning my Mother's inability to speak English where
Supervisor Ortiz disrespected her and made racial remarks, Supervisor spoke with a
condencending tone
