Unsafe water and inadequate hygiene are two of the main causes of poor health
in Timor-Leste and the primary causes of diarrhea and child malnutrition. The
two most significant causes of infant and child mortality in Timor Leste, lower
respiratory infection and diarrheal disease, are directly related to a lack of water
supply and poor sanitation and hygiene. The under-5 mortality rates in Oecusse
and Manatuto District are higher than the national average which is attributed in
part to the low percentage of their population with access to safe drinking water.
In the district capital of Oecusse, Pante Makasar, and in Manatuto, the
dilapidated state of water supply system and the lack of institutional capacity
within District Department for Water Supply and Sanitation (DDWSS) have
resulted in unsafe and unreliable water supply systems. In Pante Macasar, 51%
of household access water for only a few hours, several times per week in both
the wet and dry seasons. In Manatuto, 73% of household access water for only a
few hours, several times per during the wet season, however, in the dry season,
59% reported has no access to water from the DDWSS system. With 37% of the
population of Pante Makasar and 42% of Manatuto never having accesses water
from the DDWSS system, there is a considerable gap in service provision
The water provided by these systems is not safe for human consumption due to
the lack of continuous water service, low system pressure, and poor maintenance
of treatment and chlorination facilities. Residents of Manatuto and Pante Ma kasar
currently boil and store water obtained from the system or from shallow wells, but
their storage methods lead to contamination and result in negative health
impacts.
Eighty eight (88) percent of household in Pante Makasar and ninety eight (98)
percent in Manatuto treat water, with boiling being the most common method.
While 94% had soap or detergent in the house, actual hand washing practice was
not as high. Only 30% in both district reported having washed their hands before
eating. In Oecusse, up to 36% of the population practiced open defecation while
this was as low as 11% in Manatuto, a town with higher population density.
Consequently, the incidence of water related diseases is higher than the national
average in both district capitals. In addition to the direct health impact on the twn
residents, the lack of access to safe water contributes significantly to the
workload of women because of the time spent managing the household water
supply as well as caring for children affected by water related diseases, which is
a burden generally assumed by women. By increasing access to water supply
and safe hygiene practices, the project will improve the health of residents in
Pante Makasar and Manatuto, particularly of children, and will lessen the
workload of women.
The project will ensure that more people enjoy improved supply of drinking water
in Timor Leste, contributing to reducing the high incidence of water related

PROJECT LOCATION

2.3. Project of Expansion And Rehabilitation of Pante Makasar Water Supply
System there is location (area) in District Oe-Cusse. The Oe-Cusse Special
Administrative Region (Oe-Cusse Region) is located on the north coast of Timor
Island bounded on the west, east and south by the Indonesian province of Nusa
Tengara Timur. Pante Macassar, the regions capital town is located between
S9o1124 to S9o1236 and E124o1920 to E124o2418. It is about 214 km from
Dili, the capital of Timor Leste and about 4 5 hours drive (See Figure 1. Project
Area District Oe-Cusse).
2.4. Suco Costa is part of the Pante Macassar Sub-district, one of the four subdistricts of Oe-Cusse Region. Pante Macassar town is in effect the urbanized
part of Suco Costa, the only suco classified as urban suco in Oe-Cusse Region.
Suco Costa consists of four (4) aldeias, 3 of which make up Pante Macassar
town, the location of the Water Rehabilitation Project. The 3 aldeias covered by
project are Sanane, Oesono and Mahata. Bairro Postosika of Aldeia Tulaica from
Suco Lifau has been included in this project.
2.5. The main areas of Pante Macassar are narrow and low-lying, stretching for
approximately 8.5 km along the coastal line and bounded on the south by
dramatic hills and mountain range. Aldeia Mahata, at the eastern end of the
town, occupies an area about 1 sq. km. from the coastline towards the south.
The town widens a little bit towards the south in aldeias Oesono and Sanane.
Pante Macassar is bounded on the west by several hills overlooking flat low lying
areas currently used as an airport strip.
2.6. On the south, there are hills and mountain peaks with elevations started from
90 m to more than 900 m above mean sea level. At an elevation of 971 m, Nuaf
(Mount) Fafifei is the highest mountain peak in the area. There are gentle sloping
lands at the southwest end of the town along the main road connecting Pante
Macassar and Bobocase, a small town further south.
2.7. A majority of the land in Oe-Cusse Region excluding Pante Macassar is
underlain by Bobonaro Melange/Scaly Clay, which consists of very thick clay-rich
and marine sedimentary unit. The Bobonaro Melange contains variable amounts
of emplaced local rocks from sliding of clays and the rocks during the collision of
the Australian and Eurasian tectonic plates that uplifts the island of Timor. The
Bobonaro Melange/Scaly Clay is likely to be a confining unit for groundwater flow,
with the possibility of localized groundwater flows.
2.8. Pante Macassar town is underlain by the Quaternary River Valley Alluvium
(Qa), a shallow formation about 1 to 10 meters deep deposited by river water.
This sedimentary formation has various textures but they are generally
unconsolidated and contain poorly sorted silts to cobbles. The hydrogeology
classification for the rocks is inter-granular with lower potential (groundwater)
yield, except when it is interacting with large aquifers.
2.9. There are two types of season in the study area: the dry and the wet season.
Based on historical data, Pante Macassar has an annual average rainfall of 1,070

mm from the month of December up to March which is the wet season. Dry
season is from June to October. According to the recent data available the
temperature range from the average monthly minimum of 22.9C to the average
monthly maximum of 32.6C with a monthly average relative humidity of 73%
making the climate humid in general but generally pleasant.

Sources Facilities
The existing water sources of Pante Macassar and an additional well will be
the main water sources of the proposed improvement plan. These existing
water sources are the 4 surface water intakes which are Meokana, Tulumopu,
Tulubesi and Oetulu intakes and the Tono Well.
The Tono well which has reported discharge capacity of 9.6 Lps will be used
and additional well will be drilled about 500 m from the existing Tono well.
The proposed well is expected to have a discharge capacity of 10 15 Lps.
The Oetulu intake structure will be rehabilitated and strengthened to
maximize its discharge capacity and maintain its water quality. The existing
200 mm GS transmission pipe will still be used.
The Tulubesi intake structure will be replaced with a new intake structure to
maximize it discharge capacity and prevent from contamination. A new 150
mm transmission pipeline will be installed replacing the existing pipeline and
will be connected to the existing 200 mm GS transmission pipe of Oetulu
transmission line.
Tulumopu intake structure will be rehabilitated and fenced to prevent people
from contaminating the water source. A new 100 mm transmission line will be
installed replacing the existing transmission pipeline.
A new intake structure will be constructed in Meokana about 200 m from the
existing water intake to make it easier to operate and maintain. The existing
transmission line will be replaced with a 150 mm with materials made of
Ductile Iron and HDPE pipes.

Pumping Facilities
The pumping facilities of the existing Tono well will be replaced with an
electro-mechanical equipment complete with accessories, pump house,
generator set, transformer and power line extension to ensure a 24 hour
service.

Storage Facilities
Three new storage facilities will be constructed in this project. A 250 cum
bolted steel tank will be built in Oesono. Another 250 cum bolted steel tank

will replace the existing 200 ground reservoir at Bairro Oetulu. A new 350 cum
bolted steel tank will be constructed about 80 m away from the existing
Samoro tank.

Pipelines
A total of 6.8 km of transmission pipeline with diameters ranging from 100 to
200 mm will be laid on the transmission network.
The distribution pipelines have a total of 39 km with diameters ranging from
50 mm to 200 mm will be laid on the distribution network on the proposed 3
Pressure Zones.
This will include pipeline and fittings material cost, pipeline bridge crossings,
culvert crossings, excavation, pavement breaking and restoration cost. All
pipelines will be subjected to hydrotesting to determine adequacy of pipelines
to endure high pressure.

Service Connections
A total of 1424 service connection materials will be provided in this project to
cover the initial service connection in the CY2015. This will include saddle
clamps, compression fittings, PE pipes and water meters.

Public Toilets
Four (4) public toilets were allocated in this improvement program. These
were identified by the Local Oecusse SAS with the consultation of the Suco
Chief. The locations of the public toilets are the following:

advance payment 15 %.
The result confirmation on date 09 October 2015, the Contractor Young Jin
Construction Inc. have received Advance Payment of Portion ADB and Advance
Payment of Portion RDTL.

Contractor Young Jin Construction Inc. have Plan Phisical Progressa: 2,521 on
Month October 2015. (see attached appendix 2)
Actual Phisical Works Progress 2.488 % The Contractor Young Jin Construction
Inc. no implemented yet works for construction Expansion And Rehabilitation of
Manatuto Water Supply System up to 31 October 2015. Some preparation works
have implemented for Temporary Office on land clearing, install fence around
temporary office and foundation works.
On October 2015,The activities of Contractor still looking for location of Intake and
pipe line; Bolted Steel Tank; Pumping Station, and other Structure and Building
For checking Bench Marking ( BM) on site, There any BM good condition, visible
and some value (X, Y and Z) of BM not accurate.
