The murder of a dolphin
IT’S sad to hear news about
dolphins dying when get
caught accidentally in a
fisherman’s net, but what is
more heart breaking is to hear
about them being shot to death.
Last Saturday, a dolphin
was found floating dead along
the shorelines of Barangay
Sabangan in Ilocos Sur with
multiple bullet wounds in vari-
ous parts of the body.
Although the case is not a
crime against man, police op-
eratives were still dispatched
in the area to investigate the
case with hopes to possibly
identify the killer.

‘LOBBY FUND’

liberately disregarded in the watered down
version of the Cheaper Medicines Act.
Former Congressman and now Iloilo Vice
Governor Rolex Suplico who first filed the
cheaper medicine’s bill in the 13th Congress,
described Mar Roxas “the murderer of the
Cheaper Medicines Act.”
Suplico, whose bill was filed even before
Roxas became senator, stressed that the bill
that Roxas filed in the 14th Congress (SB 101)
was only to allow parallel importation of
medicines, which would have benefitted more
the multinational drug companies.
“I coined the name ‘cheaper medicines’
law, not Mar,” he said.
Suplico, now campaigning to return to his
old congressional seat, said Roxas lobbied
to make optional and no longer mandatory
the price regulation on medicine in the com-
promise legislation.
“He (Roxas) was trying to protect the
multinational companies,” he said. “He was
trying to soften the blow.”
Suplico noted that there were reports that
multinational companies put up a P1-billion
lobby fund, as exposed by other solons like
Party-list representative Riza Hontiveros-
Baraquel, to emasculate, if not kill, price con-
trol of drugs.
The Suplico bill, which was later refiled
by Rep. Ferjenel Biron and adopted by the
House, sought automatic price regulation
of items in the Philippines Drug Formu-
lary, which could have resulted in the price
reduction of 1,500 medicines and not just
22 or 200.

confidence that the May 2010 elections will
proceed without a hitch after the joint con-
gressional committee on the automated elec-
tion system held a successful mock election
at the Senate last Thursday to test the viabil-
ity of the electronic poll machines and elec-
tion procedures.

Jr. said the dry run involving the processes
of voting, canvassing and transmission of
votes went on smoothly.
With this, Locsin said, he is absolutely sure
that the elections will go on without a hitch.
“Considering all the obstacles thrown their
path, they (Comelec and Smartmatic techni-
cal staff) did very well during the demon-
strations, and I am really surprised at the
patience of these people because some of the
most baseless fears have been repeatedly ex-
pressed and answered. The elections will be
a successful exercise,” Locsin said.
Locsin said there is no question about the
authenticity of the ballots. “First time voters
who are not familiar with the system may
have a hard time, but you have to stick with
something one way or the other.”

Noted playwright sues director

Bonifacio P. Ilagan has accused Philippine
High School for the Arts (PHSA) executive
director Fernando Josef of condoning the il-
legal hazing rites in the boarding school that
traumatized his daughter and forced him to
transfer her to another school in 2009.
Ilagan filed an 11-page complaint against
Josef last Thursday, March 25, at the Quezon
City Regional Trial Court (RTC), months af-
ter Josef failed to act on his complaint against
the torture of six freshman students on June
5, 2009 by upperclassmen led by Laura Guico,
head of the Dulaang Sipat Lawin.
In the 11-page action for P500,000 in
moral damages, P300,000 in exemplary dam-

ages and P200,000 in nominal damages and
P100,000 in attorney’s fees, Ilagan charged
Josef with practically condoning the illegal
practice by not acting on his demand that
the matter be discussed with the parents of
the victims and those accused of conducting
the initiation rites.
The complaining parent claimed that
Josef refused to grant his plea for a meet-
ing on July 6, 2009 on the ground that the
school manual of procedure does not con-
template it even if other parents also de-
manded such a conference. He was even-
tually forced to transfer his daughter to
another school since Josef did not enter-
tain the complaint at all.

Excelroof gets PBL championship title

THE Excelroof is the 2010
champion of the Philippine Bas-
ketball League (PBL).
Drawing another gutsy perfor-
mance from Calvin Abueva and
Jimbo Aquino in the playoff period,
the Excelroof 25ers outlasted the
Pharex B-Complex Fighting Ma-
roons, 97-92, on Saturday to clinch
the 2010 PBL PG Flex Erase Pla-
centa Cup at The Arena in San Juan.
Aquino scattered nine points
in the last six minutes, includ-
ing a booming triple, while the
hardworking Abueva added six
markers as the 25ers completed
their amazing comeback from
several 10-point deficits in the
third quarter.
“It’s the character of the boys
that carried us to victory, they
worked so hard and never lost
their resolve even if we fell by 10
points,” said coach Ato Agustin.
“I am going to cherish this win.”
The championship was indeed
so sweet for the San Sebastian
coach as he became the latest
member of the elite club that won
the league’s championship as a
player and coach.
“I’m so blessed. I hope this
would not end,” said Agustin,
who helped the fabled Yco, Hope
and RFM squads to several cham-
pionships when the league was
still known as Philippine Ama-
teur Basketball League (PABL).
