PROJECT PROFILE
A. Rationale
Learning is a complex activity that supremely tests students' motivation and
physical condition. Teaching resources, teachers' skill, and curriculum these all play
a vital role in a students education. But what about the physical condition and design
of the actual school facility itself? How do they shape a student's learning experience?
Bulacan State University (BulSU) is a state-funded institution of higher learning
established in 1904 and converted into a university in 1993 by virtue of Republic Act
7665. The University in mandated to provide higher professional/technical and
special instruction for special purpose and to promote research and extension
services, advanced studies and extension services, advanced studies and progressive
leadership in Engineering, Architecture, Education, Art and Science, Fine Arts,
Information Technology, Technical courses, Commerce, Agriculture, Forestry,
Medicine, Law, Public Administration, Fishery, Leather Technology and other course
as circumstance warrants. The University today offers degree programs in the fields
of Engineering, Industrial Technology, Arts and Science, Education, Architecture,
Fine Arts, Information Technology, Law, Business and Management, Public
Administration and Health care.
In December 2000, an extension class of engineering under the flagship of CAS
was approved in Bulakan, Bulacan through the efforts of the late Mayor, Dr. Anacleto
R. Meneses and President Rosario P. Pimentel. So at the beginning of the School Year
2001-2002, Bambang Campus began its operation with four sections of general
engineering under the supervision of Executive Vice President Dr. Mariano C. de

Jesus with Mrs. Lualhati Samonte as faculty head. The Local government officials of
the Municipality of Bulakan, Bulacan made an arrangement for the temporary
housing of the unit within the Campus of the Doa Candelaria Meneses Duque High
School in Bambang, Bulakan, Bulacan. In April 2005, the unit transferred to its
permanent site at the TJS, Matungao, Bulakan, Bulacan and became officially known
as Meneses Campus with Ms. Rosario M. Poniado as the first campus director.
Course in Teacher Education, BIT major in Computer Technology, BIT major in Food
Technology, Information Technology, Hotel and Restaurant Management, General
Engineering and Preparatory Nursing are now being offered with the latter two
programs envisioned to be finished at the Main Campus in Malolos City.
We decided to visit and observe the facilities of this campus because we want to
ensure that even satellite campuses of Bulacan State University can serve the students
with facilities that will help educate them well and we also want them to experience
the high-quality educational program like in our main campus.
Unfortunately, there are many problems in the facilities of Meneses Campus. First
off, the laboratories. As seen in the pictures in the documentation part of this
proposal, both have wooden tables and plastic chairs which is not advisable especially
in dealing with chemicals. Wood may weaken if water and chemicals continue to spill
on it, and in some other time, it may break. The plastic chairs may not be weakened
by water but there are higher chances that chemicals can melt it easily. Also wood and
plastic can easily catch fire, and we use fire frequently in experiments. Both
laboratories also have poor ventilation. They do not have air-conditioners, they have
electric fans but some of them are not working. Laboratories must be well-ventilated

because some chemicals cannot take high temperatures and it may explode and cause
fire. The sinks are clogged and dirty too. Lastly, they lack laboratory equipment.
Some equipment have the right quantity for students but not all of them are not
functioning. Another laboratory is the Computer Laboratory. They lack computer
units. According to Joshua Andrade, an HRM student having his computer class when
we arrived, there are 38 students in their class but they only have 17 computers and
unfortunately, only 14 out of 17 computers are working. Also, the storage room in this
Computer Laboratory is not organized. The spare parts and accessories are not
properly organized and the broken ones are not properly disposed.
As seen in the picture below, the Hallway on Meneses campus was crowded by
students that doesn't have any classes. Also it was shown that they were staying there
a long time. These shows that they lack the space for those who doesn't have classes.
And also they disturb the ongoing classes because of the noise they made.
Not all rooms were equally made, whether in terms of size or quality these
include the CVAC room. According to Christian Veras, IT Board Member, We have
2400+ students but only 20+ rooms for us. There are times when students were ahead
for the "first come first serve" policy in a room. This is due to the avoidance of
having a small room with poor ventilation that is a huge factor that affects their
capability to focus and study efficiently, and sometimes the chapel is used for NSTP
classes. Regarding the CVAC room, according to Carlo Villafranca, 1st Year ACT,
There are two classes ongoing simultaneously and the only divider is a blackboard.
The noise coming from the other class can be heard easily by the other thus resulting
to the decreased focus of students. Lastly, laboratories are used not for Science Class

but for English Class. According to Renzo Yanos, 1st Year BSGE, We use this
laboratory for English Class because we do not have any room to execute our class.
We have no choice.
B. Project Description
This project is about improving the facilities of the satellite campus of Bulacan
State University in Bulakan, Bulacan. This includes the following proposals for the
improvement of the facilities per area:
Science and Chemistry Laboratories:
1. Installation of ESD laminate countertops and stools like the one we have in
the Main Campus. Electrostatic discharge (ESD) is the release of static
electricity when two objects come into contact. ESD laminate countertops
tends to eliminate this discharge therefore it is antistatic and is specifically
designed for chemical resistance, and laboratory use, also they should be fixed
on the floor.
2. Installation of ESD laminate countertop as the teachers table with a huge
mirror on top so the students can see what the teacher is doing even without
standing.
3. Installation of air-conditioners, at least two, to prevent some chemicals from
exploding.
4. Replacement of old equipment with new ones, preferably digital ones (esp. for
the balance) to increase accuracy and precision of gathered data.

Computer Laboratory:
1. Division of classes with more than 25 students into two so the computers can
have 1:1 ratio
2. Cleaning and organizing the storage room. Dispose the broken accessories of
computers if they cannot be fixed anymore.
Hallways
1. Building more benches for the students to stay there instead along the hallway.
Classrooms
1. Fixing of broken electric fans and replacing of the unfixable with new ones.
2. Making a good scheduling of rooms.
3. In the CVAC room: Making a concrete wall between them so noise will not be
a problem.
C. Objectives
1.
To improve the facilities of Meneses Campus and established an
environment more conducive to learning, as well as to teaching.
To remove the limits of learning due to lack of facilities

D. Significance
The project that we are proposing is for the improvement of the facilities of this
campus. Facilities have great impact on the learning of the students, also on the
teaching of the professors.
Specifically, the following are the observable and most important effects of the
improvement of the facilities:

1. Accuracy and Precision this is the effect of improving and digitalizing the
equipments to be used in performing experiments and doing research
2. Comfortability of Students because of the improved facilities, particularly
on ventilation, students become more comfortable at school and may lead to
increased focus on their learning
3. Professionally Competent because their facilities and equipment are not
outdated anymore, this may produce a more competent graduate who can
compete with other graduates coming from well-known universities
4. Efficiency and Effectiveness effectiveness is the capability of producing a
desired result. But producing a result is not enough, we need to have
efficiency so we can avoid wasting materials, energy, efforts, money, and time
in doing something or in producing a desired result.
