Police Departments and EOCs are, by law, defined as Essential Services

and, as such, the buildings that house them are subject to stringent
building code obligations and, in particular, rigorous structural
requirements. Portions of the existing structure, under and adjacent to
the Police Department's portion of the building, are visibly damaged and
deteriorating. Water inftltration into the lower portions of the building is
rampant when it rains, accelerating structural damage and posing a
constant threat to the building's electrical service.
Additionally, very little of the building is truly ADA compliant. Reaching
the department's front doors and public lobby requires climbing two
flights of stairs. Although some makeshift access accommodations are in
place, they are far from ideal and do not set a good precedent.

Observations and Recommendations

Police Department

The building has served its purpose for over fifty years, but it has not
aged well. It has little to no historic importance, shows signs of
structural decline, has significant water infiltration problems, is reliant on
increasing outdated mechanical, electrical and plumbing systems, and it
does not meet basic applicable codes.

The City of Carmel Police Department occupies the north end of a


sprawling. multileveled concrete-and wood-framed building, located on
the southeast corner ofJunipero and Fourth Avenues. Portions of the
building also house the City's Public Work D epartment. The building
was designed by Architect Burde, Shaw & Associates, in collaboration
with consulting structural engineers Steven H . Sassoon & Associates, and
it was built in 1966.

Near-term fixes for the water problems may be possible, but they will not
address other deficiencies: a more comprebensi,e approach is warranted
and recommended. Given the time that it will take to plan and execute
any meaningful solution, studying the options-the most likely being
either extensive renovation, building replacement or department
relocation-and selecting an approach should be a City priority.

The Police Department's portion of the building houses a wide array of


diverse functions. In addition to offices, record storage and standard
staff support spaces, it includes Booking, Fingerprinting and Holding
Rooms, Dispatch, Animal Control, Dog Kennels, an Emergency
Operations Center (EOC), an indoor shooting range and the City's main
teledata/911 server room. The department completely fills all available
space on its two, relatively small floor levels, which are only
interconnected by a residential-scale interior stairwell.
