of Junipero Avenue, houses the Community Service, Forrester, and

Public Service Department staff. A fueling station, painting booth,


the building's emergency generator, material storage and a recycled
water treatment station are all accessed via the service yard
Direcdy above and creating the roof of the garage is an expansive
rooftop plaza, with the front doors of the Police department at the
northern end and spectacular views to the south. Throughout the
years, the plaza has been used for various civic and cultural events.
At the time the building was designed, a second phase of
construction was contemplated, which would have added another
building story with the plaza as its floor. The additional construction
was not pursued and, unfortunately, the plaza has not functioned well
as a roof.
\X-'hen raining, water infiltration into the DPS's lower level, through
and around the perimeter of the roof plaza, is extensive, causing
sections of the structure's reinforcing steel to corrode and visibly
separate from the surrounding concrete. I t poses a constant threat to
the building's electrical service, some of which has had to be
shimmed off the wall to avoid filling with water.

Public Services Building & Corp Yard


The City of Carmel-by-the-Sea Public Services Department occupies
the southern two-thirds of a sprawling, multileveled concrete- and
wood-framed building, located on the southeast corner of Junipero
and Fourth Avenues. The northern end of the building is three
stories tall, and the Police Department occupies the top two floors.
The building was designed by Architect Burde, Shaw & Associates, in
collaboration with consulting structural engineers Steven H.
Sassoon & Associates, and it was built in 1966.

Additionally, significant aspects of the building are not ADA


compliant. For example, the only direct access between the garage
and street-level offices is a set stairs, and the employee restroom
fixtures and stalls do not meet accessibility standards.

The lowest level of the building, including the northern portion


under the Police Department, is occupied by the Public Services
Department. The majority of this level is dedicated to a vehicle
storage and maintenance garage, open to, and accessed from, the
department's service and storage yard, which in turn is accessed from
Torres Street. At street level, attached to and a half floor above, are
the Director of Public Services, Service Staff and City Maintenance
Crew Offices. A separate, but attached, office building accessible off

Observations and Recommendations


The building has served its purpose for mer fifty years, but has not
aged well. It has litde to no historic importance, shows signs of
structural decline, has significant water infiltration problems, is reliant
on increasing outdated mechanical, electrical and plumbing systems,
and it does not meet basic applicable codes.

Near-term fixes for the water problems may be possible, but they will
not address the other deficiencies; a more comprehensive approach is
warranted and recommended. Given the time it will take to plan and
execute any meaningful solution, studying the options- the most
likely being either major renovation, building replacement or
department relocation-and selecting an approach should be a City
priority.

Recommend repair of roofing systems per CIP projects.

Recommend expansion of Community Services area and


provide storage for records.
