Strathmore Town Council is facing a Gordian knot over meeting the provincially-required
10-minute fire response time that could result
in either massive tax hikes for ratepayers or
force developers and builders out of Strathmore through changes to the building code.
The Strathmore Fire Department presented
council with three years worth of data and statistics on Nov. 4, which contradict the findings
of the previously adopted Behr Energy Service
report. According to the fire department, because its volunteer-based, the 10-minute allotment to get to the scene is deemed impossible
to meet the provincially-demanded 90 per cent.
According to the departments documentation,
the team was only able to make it to the scene
in under 10 minutes 18 per cent of the time. As
a result, council was mulling over the option
of implementing a full-time fire department,
which would raise taxes by 16 per cent.
I do think [the Strathmore Fire department]
is asking for a full-time fire department and I
dont think thats unreasonable, but whats critical will be the timing, said Councillor Denise
Peterson.
Our director of finances told us repeatedly
that for each $100,000 we spend over in our
budget it equates to a percentage increase on
the taxes. A full fire department is $1.6 million
and nobody is going to consider 16 per cent
increase in taxes. However, if we want to increase and move forward in the way that [SFD]
is speaking we definitely need the cooperation
of our builders and developers in order to have
the increase tax base growth in our community.
Offering other solutions, council floated the
idea of hiring two full-time staff members in
the meantime to cut down on the wait time. As
a total of four members are required to attend
to the scene, council was discussing the possibility of phasing in a full-time fire department
by adding two members consecutively over six
years, or hiring 12 members immediately. On
the other side of the coin, council was weighing their options of implementing changes to
the building code for development outside of
the 10-minute response area.
According to Alberta Municipal Affairs, buildings should be provided with greater protection from exposure to fires where a fire department is unable to respond to a fire within 10
minutes more than 90 per cent of the time.

Q: When is a Medical Examiner required?

A: In most cases, the attending physician is able

to provide the documentation required after

a death occurs. In some cases, a Medical
Examiner (M.E.) is required.
These cases include accidents, unnatural,
violent, unexplained, or unexpected deaths.
Other situations include if the death is due to
negligence, if the deceased was in custody,
if the death occurred within 10 days of an
operation, if the deceased was under anesthesia
or recovering from anesthesia, or if the death is
occupationally related. There are several more
specific circumstances that require a M.E.s
attention. In the event that an M.E. is required,
they will examine the deceased to find a reason
for the death and notify the family when any
results are found. At any point, the M.E. may
authorize an autopsy without requiring prior
consent from the family of the deceased.

10-minute response will force town to make changes

Continued from Page 1

Yet during the Nov. 4 meeting, numerous builders and developers argued
with council that such changes, which
would include removing windows from
the side of the buildings, limiting design
and layout options, increased costs of
sprinkler systems and fire-rated sheeting, would lower peoples desires to
purchase in Strathmore and slow down
growth in Strathmore. When discussions
became heated about council searching
for other possibilities rather than affecting the building process, Councillor
Brad Walls spoke frankly.
I will not sit here as a councillor and
not support what the law said, because
you know whats going to happen to
me? Im going to go to jail and my fam-

ily lives in this town, said Councillor

Walls.
Since the introduction of the code
requirements related to fire departments response time in 1981, the Alberta Building Code recognized a risk
to adjacent owners, finished structures
and properties when fire suppression
forces are unable to arrive on scene
within a 10-minute time frame. Builders also argued that changing the code
for new areas outside of the 10-minute
response areas does not solve existing
problems for residents currently living
in Strathmore, where the fire department continues to take over 10 minutes
to respond to a call. While all builders
argued that the already difficult economic times creates hardships for attracting people to purchase homes in

Strathmore,
Edmonton-and-Calgarybased builder ReidBuilt Homes, who
were specifically approached to come
to Strathmore, said they may be forced
to leave Strathmore if changes are implemented.
With much information presented to
council during the regular council meeting, Councillor Pat Fule said, I want to
reassure the builders and developers
were not going to rush into anything,
were going to make the best decision
for everyone.
Council accepted the delegations as
information, and will bring the issue
back on Nov. 18.

Developers and builders struggling with possible

building code changes
MIRIAM OSTERMANN
Times Associate Editor

Developers and builders are concerned about a decrease in demand
to purchase homes in Strathmore with
some threatening to withdraw their investments and business if the town implements changes to the building code
to solve their 10-minute fire response
dilemma.
Numerous builders and developers
approached council during their regular council meeting on Nov. 4, arguing
that imposing restrictions on layout and
design, and additional costs to sprinkler
systems and fire-rated sheeting could
drive away businesses in an already difficult economic situation.
Theres been more hearsay than anything in the last few weeks about what
was being considered by the administration, what was being recommended
by the fire department towards their response issue, the complexity of the validity of the Behr report, which I heard
was theoretical tonight, there was a report brought to you and all of a sudden
due to new data, a new investigation is
now causing proverbial fighting in the
hen house, said Bill Turnbull, developer of Edgefield in Strathmore.
Right now is one of the worst recessions Ive seen and Ive been in business
since 1973. The housing business is on
its back mainly based on the commodity price of oil. Nobody knows what the
futures going to hold. My builders, every day, tell me they cant make sales.
I have responsibilities financially to the
institutions and banks, this is a domino
right now that if things arent right, the
right decisions are not made, Strath-

GOOD HEALTH

more becomes less of a desirable place

to live.
Turnbull praised Strathmore for its
amenities which he said add to Strathmores attractiveness, and speculated
that the firefighters would probably
love a full-time fire department, stating
they had a hidden agenda a comment
to which Councillor Pat Fule later took
offense and for which Turnbull apologized.
The issue of the 10-minute fire response time was brought to the forefront once again after the Strathmore
Fire Department analysed their own
data and found information that contradicts the Behr Energy Services report,
which states that Strathmore can meet
the provincially-required 10-minute fire
response in most areas within the town,
not including much of the land in the
northwest part of town which includes
Lakewood Meadows, Hill View and future development.
The Strathmore Fire Department presented council with the information
that shows the department cant meet
the requirement 90 per cent of the time,
which is necessary, but rather has only
been able to arrive at the scene from the
time of the dispatch call 18 per cent of
the time. As it takes the volunteer-based
fire department at least eight minutes
to get to the fire hall, it was determined
that the Behr report was flawed and the
10-minute response time could not be
met.
Although council was presented with
a few options, implementing changes
to the building code, which has been in
existence since 1981, would not protect
its citizens, builders said.
The whole purpose of the amended
fire code for high intensity residential
fire was to prevent the spread from
building to building, said Curtis Palmer, with Ovation Homes. Thats what
that does. It doesnt prevent it, it slows
it down so that it gives that volunteer

fire department time to get there. Yes,

if your house is on fire the people next
door have a little more time. However,
the people that are in that house, there
is nothing in that house thats helping
them while its taking longer than 10
minutes for that fire department to get
there.
Palmer added that the changes to the
homes are achievable but would not
create desirable homes, therefore affecting sales and growth in Strathmore.
Many also pointed out the fact that
home buyers may decide to purchase
homes in other communities where
they know their families are protected.
With sprinkler systems in residential
homes costing anywhere from $9,000
to $15,000, Calgary-and-Edmontonbased builder ReidBuilt Homes is having a hard time justifying doing business in Strathmore. Although the town
convinced the builder to come to
Strathmore, who said the move already
added additional costs, more restrictions are leaving them with a sour taste
in their mouth.
We made an educated decision when
coming out to Edgefield in Strathmore,
said Dave Abbey with ReidBuilt Homes.
This right now is a tough time to sell.
Im having a heck of a time competing with the existing market. It made it
economically feasible for us to build in
Strathmore. If changes are made, were
not going to be able to do business out
here any longer. That means me pulling my millions of dollars of investment
out, hundreds of thousands of marketing and sponsorships. We want to be
long-term partners, but we will not be
able to make it fly if changes are made.
Council is also taking into consideration the idea of a full-time fire department, phasing in a full-time fire
department, and several other possible
options. Builders and developers were
assured, by council, that a decision will
not be made lightly.

Three years of data and statistics gathered by the Strathmore
Fire Department (SFD) revealed
a contradicting response to the
previously adopted Behr Energy
Services report, which renders
the assessment erroneous in regards to meeting the required
10-minute fire response time.
After the report was adopted
by town council on Feb. 18, the
fire department sifted through
three years worth of their own
historical data, run-sheets, chute
times, alarm, smoke detectors,
and fire responses within Strathmore to collaborate the theoretical numbers and mappings of
the report.
Consequentially, the collected
data showed the department was
only able to meet the 10-minute
response time from time of
dispatch to the scene - 18 per
cent of the time as opposed to
the provincial requirement of 90
per cent.
They could be at work, they
could be at home asleep, we rely
on the dispatch system to notify
us of a fire, and its not just the
travel distance, theres a lot of
factors that go into the fact that
were still a volunteer service,
said SFD Captain Bas Owel.
We will do the best when
we get to that scene. Reality is
however getting there under 10
minutes, 90 per cent of the time,
is not achievable for our depart-

ment the way it sits right now.

According to information
taken from 302 calls during the
period of January 2013 and September 2015, 61 per cent of the
time the trucks left the station in
under 10 minutes but still needed to travel to the scene. While
members of the fire department
argued that it only takes one
minute to have the truck ready
to head out when four members are at the fire hall, and only
need three minutes to travel anywhere within Strathmore, its the
time it takes these volunteers to
travel to the fire hall from either
their work, home, or wherever
they are when the dispatch call
is received. As the town continues to grow, Owel argued, traffic
has become increasingly more
of an issue.
Once the fire department compared their findings with those
of the report, members of the
department affirmed to council
on Nov. 4 that the Behr Energy
Service report contained false
references and incorrect mathematical situations.
I think the thing that has to
be communicated to the public,
is that we were presented with
this report and with comments
that made us believe that this report was accurate, said Councillor Pat Fule. For us to accept it,
we had to have been convinced
that it was a good and sound report.
Councillor Steve Grajczyk also
inquired about the effects of
hiring two full-time firefighters

to help cut down the response

time. However, as four members
are always required before a
truck can leave the fire hall, the
fire chief, deputy fire chief, or
captain, who were in attendance
at the meeting, were unable to
confirm that adding two fulltime staff members would allow the department to meet the
10-minute response time. They
added however, that it would
help, as those are two less members the team would have to
wait on before heading out.
As a response to the concerns,
council also discussed the idea
of implementing a full-time fire
department that would cost the
town $1.6 million, slowly building up the full-time fire department over six years, and changes that would affect builders and
developers.
One of the concerns that we
have in relation to the 10-minutes response is that we dont
want to present the public with
a view that we are meeting the
10-minute response and thats
why we came to council to give
(them) those facts and that information, said Owel. The
residents of the Town of Strathmore, when you call were not
going to be there in 10 minutes.
As I made in my presentation
with the medical response, we
are likely going to be there 13
to 15 minutes. Thats realistic for
our department.
Council also heard from several builders and developers on
the issue later on in the meeting.

a trip to warmer climates to
break up the winter. It gives us
something to look forward to

I like to travel to new and

a big trip or smaller trip, it always requires some planning.
If I didnt reserve things, I may

I dont think it would go so well

The better I plan it, the more
I enjoy the trip and the more I
look forward to it.
Ive learned that about my
journey in life as well. If I want
to get somewhere, I have to

down, the Western District Historical Society approached the town to implement the site designation, thus preventing any destruction to the church.
We just wanted to put it to [council] that we
would like to save it, and the only way to have it is
by it staying in that location and by it being designated so that it cant be demolished, because there
was definite word told to us that it was going to
be demolished, said Lynne Fair, a member of the
Western District Historical Society.
It can only be designated if it stays in that location, moving it would not let it qualify for historic designation anymore. We have not yet been

The Western District Historical Society requested the
Town of Strathmore to give
consideration to designating
the former St. Michaels and

that a new mystery landowner is entertaining the idea of a

Although the 106-year-old

the necessary criteria for a

to several changes and an addition over the years, Strathmore can grant designation

its heritage value, then presenting to council for

consideration before a compensation agreement is
reached with the property owner, and then follow
many other additional steps. Councillor Bob Sobol
and Councillor Steve Grajczyk voiced their concerns
regarding possible financial responsibility with a
lack of information and an unease about the possibility of becoming trapped financially. However,
Councillor Peterson felt the information presented
was viable to proceed, and felt confident the society
was serious about the project.
I think that we do have a fair amount of information at this point, and I think we have enough
information to begin the process, said Councillor
Peterson in regards to the Statement of Significance.
I think thats a reasonable and rational place
to start in this process and its one where we can
engage property owners. The Western District Historical Society will not put the town in any kind of
jeopardy and theyve been extremely open with the
diocese, with the minister, and with the local community in every step that theyve taken. Its been
really admirable to see how theyve moved forward
with openness and absolute clear clarity on their
position and desires.
Administration also assured council that any compensation agreement would be required to come
before council for consideration. Councillor Peterson called for a motion to have the Western District
Historical Society provide a letter to the town explaining the churchs worthy of protection to give
further understanding to its heritage value and in
doing that write a Statement of Significance to be
brought to the Nov. 18 regular council meeting.
In regards to timing, administration said the landowner would be required to apply for a demolition
permit and didnt appear too concerned about the
timeline of bringing the issue back next week.

The Municipal Counsellors

have been asked to take on
the task of making a decision on behalf of the Lakes of
Muirfield residents for the ongoing wastewater issue that
have hampered the area for
the last two years.
Hugh Ham, who is the Barrister and Solicitor for the
wastewater issue, has been
granted an approximate one
month extension to hold a
public hearing with the people of Muirfield and Wheatland County council to further discuss the many factors
in regards to DC Bylaw 201539.
Hugh discussed how the
process started when Lakes
of Muirfield was approved
and the arrangement for the

wastewater gathering disposal at Rockyview Countys

wastewater facility in Langdon.
According to Hugh, the
first portion of the pipeline
was built; however, the second portion was never built
because the wastewater volume was not anywhere near
where the Rockyview County had anticipated where it
would be.
Rockyview did not build
the balance of the pipeline,
said Hugh.
I havent yet seen that contract and its not my job to
fight about it. For whatever
reason, Rockyview was able
to say sorry for your luck.
Rockyview initially paid for
trucking costs but that was
costing a quarter of a million
dollars a year. Rockyview said

that cost, its going to have to paid for

by the residents.
Now Wheatland County is looking for
a solution to the issue and Ham said the
direct control bylaw they are proposing
would essentially say that any more development, including single family houses, would require a development permit.
However, he did caution there will be
no issuing of a development permit until
there is a wastewater system in place.
That may appear to put pressure on
the developer when in fact it really does
potentially really hurt the owners of the
houses that are already built, said Ham.
He added this DC Bylaw is not the solution and thinks there is a resolution in
the works but is uncertain as to when it
will happen, which is a reason why he
had asked for the one-month extension.
He is essentially waiting for approval
from Alberta Environment to build a
wastewater treatment system, where the
treated water will be shipped by a pipeline up to a ranch to be used for spray
and irrigation.
The concept is to link the utilities of
Muirfield to the Homesteads at Lyalta
together, said Hugh. Muirfield would
provide potable water to the Homestead
and the Homesteads would provide
wastewater to Muirfield. My task over
the next weeks is that isnt just a pipe
dream.
Hugh hopes this concept is in an effort to go back to council with a solution
and present how real versus how unreal it is and how long the process will
take while trying to settle for those residences which are paying around $400 in
wastewater feews.
Additionally, once there is a settlement
made, there is potential for the residents
to pay a fraction of what the fee is now.
He added that the best solution will
be to find a developer who will come up
with a plan to build the project in time
for next fall.
Wheatland County was unavailable for
comment and will wait until the Dec. 8
public hearing to come out with more
information.

Albertas budget takes us from bad to worse

DEREK FILDEBRANDT
Wildrose Shadow Minister of Finance
and MLA for Strathmore-Brooks

Albertas NDP finally introduced their longawaited first budget on Oct. 27th. It wont come
as any surprise to readers that as a fiscally conservative Wildrose MLA, Im not a big fan of it, but
there are many reasons that Albertans should be
concerned.
Before the budget was even introduced, Alberta
was left a significant deficit and a massive spending problem by previous governments; but rather
than make things better, the NDP government is
doubling down on old policies.
As a province, we have already run eight consecutive deficits resulting in the near liquidation of
the $17 billion rainy-day Sustainability Fund, and
currently we have run up $14 billion in debt.
Budget 2015 will accelerate Albertas fiscal decline by taking on at least $47.4 billion in debt
by 2019 under the most optimistic economic scenario. Without explaining how, the budget projects
an economic boom in 2018 and 2019 to balance
the budget in 2020. Without a steep increase in oil
prices and this unforeseen boom, we will remain
in deficit for further yet.
To borrow even more money, the government
will yet again raise Albertas fluid debt ceiling
for the second time in three years. I fear that this
will become a regular occurrence, as governments
bend their own rules whenever they come close to
breaking them. The change in borrowing rules will
also allow deficit financing for the governments
day-to-day operations, something that hasnt happened since Getty was premier.
A large portion of higher spending will be to
pay interest on the spiking debt. This will soon be
about $1.3 billion a year in interest payments. This

is the equivalent of the combined departments of

Aboriginal Affairs, Status of Women, Service Alberta, Seniors, Jobs, Skills and Labour, and the Legislative Assembly. Put another way, the Alberta could
run six entire departments for free if we were not
paying interest on the debt.
Beyond just interest on the debt, the budget contains in it no plan to pay back any of the principal.
Without such a plan, we are at a serious risk of a
credit downgrade as a province. That would mean
that every dollar that our government borrows for
itself and municipalities would cost even more.
Of the $9.7 billion deficit, $6.1 billion is the fault
of new spending. This is despite $2.7 billion in
new taxes. In fact, 80 per cent of every new dollar
collected in higher taxes on Albertans and Alberta
businesses will go straight into higher pay and
benefits for government employees.
That isnt to say that all spending in the budget
is wasteful or even bad. For example, the budget
finally follows through on the governments commitment to fund the Bassano Project in our constituency in support of assisted seniors living spaces.
But at $50 billion a year and growing, our budget is not an efficient one. We are still spending
more than $2,000 a year per capita on government
operations than BCs government does.
Record levels of spending paid for with record
levels of debt will merely leave the bill for future
taxpayers to pay.
Albertans do not want to go through the pain
that they went through the last time our debt
chickens came home to roost in the 90s. Putting
todays bills on the credit card will only assure that
that day will come sooner rather than later.
As your Official Opposition, the Wildrose caucus is standing up for Albertans every day in the
legislature for responsible government and fiscal
prudence.

Golden Hills and Rosebud Centre of the Arts

create partnership
LAUREEN F. GUENTHER

Golden Hills School Division and Rosebud Centre of
the Arts signed a Memorandum of Understanding Oct.
20, agreeing to explore partnership opportunities between Rosebud School of the
Arts/Rosebud Theatre and

East Wheatland School.

This is an exciting day for
us. We look forward to developing this partnership, said
Bevan Daverne, Golden Hills
Superintendent of Schools,
in a prepared statement.
Adam Furfaro, Rosebud
Centre of the Arts Executive
Director, explained the Memorandum of Understanding

is a foundational agreement,
saying theyll both look for
opportunities to work together. One of the biggest
things is, every time something comes up, to look and
say, How can we possibly
We hope to jointly seek
opportunities for shared facility use, said Greg Lendvay
in the statement. Lendvay, associate principal at Standard
School, will take the same
position at East Wheatland
School (EWS) when it opens
in the fall of 2016.
Perhaps (Rosebud School
of the Arts) could make use
of our new theatre facility
for student projects or special events, said Lendvay.
Students of East Wheatland
School will be able to access
Rosebud Centre spaces and
facilities like the BMO Studio (Stage), Opera House
and Conference Centre. And,
of course, our students will
have the incredible opportunity to attend as many Rosebud Theatre productions as
we can.
Rosebud School of the Arts
(RSA) students may use EWS
library, gym and workout
facilities, and RSA students
will offer arts instruction at
EWS, Furfaro said. The two
schools may also share human resources, such as a
lighting and sound technician. Long-term, Furfaro also
hopes Golden Hills graduates will consider RSA when
looking for post-secondary
arts education.
This partnership may also
allow Golden Hills and RSA
to do joint fundraising and
requests for government
funding, Furfaro said, be-

cause partnering seems to

be the big word these days
in terms of funding.
We see it as a mutually
beneficial initiative which
can bridge arts education
between the elementary and
secondary levels and postsecondary, said Daverne.
We hope to investigate and
develop joint learning opportunities for the students
of EWS and RSA, including
dual credit courses, practicum, work experience, CTS,
and regular course work.
We are serving this entire municipality and for us
to be able to start partnering
with Golden Hills is a huge,
huge thing, said Furfaro.
Because (EWS) is drawing
from a number of different
places, including Standard
and Rockyford and Hussar
and Gleichen ... were going
to be able to reach out into
those communities more significantly.
We see this partnership
as having a number of benefits for our students and
the school, said Daverne in
an e-mail. We look forward
to our growing relationship with Rosebud School
of the Arts and possibilities
it brings for enhanced programming and further development of the Arts in the
school community.
The Friends of East Wheatland School have already
built on the partnership by
buying an evenings performance at Rosebud Theatre,
and are selling the tickets
for a Nov. 24 fundraiser. To
purchase tickets, contact
Standard School at 403-6643791 or any Friends of East
Wheatland School member.

Axia connects Strathmore

to the world
JUSTIN SEWARD
Times Reporter

Alberta-based Internet service provider, Axia, has created a high quality and
a resilient fibre optic network connecting residential and business users across
globe.
The Internet provider is looking to expand their service to smaller communities such as Strathmore and surrounding
area, and in September of this year, Axia
launched a Generation Axia campaign
in effort to bring more fibre optic internet that has reliable capabilities.
The fibre Internet future proof technology means the user will never have
to install another line again because
Axia uses merging technologies. Secondly, it provides constant connectivity,
which allows for more reliability and
maximum performance. It can give a
user the service they deserve, as it will
not go out due to weather delays.
Its literally Internet at the speed of
light, said Weston Jacques, Digital Communications Specialist with Axia. What
happens in most of these communities
is they have copper wire and the data
goes through a hub at the end of the
street and from there it kind of goes
out. The more that people will use it,
the slower it becomes. Thats why these
small towns have horrible Internet.
Well build the network, theres a fibre line that goes from the major network across Alberta to each individual
house.
Jacques said for roughly the last 30
years Axia has built and managed the
Alberta Supernet, which is a fibre network that runs all across Alberta. Furthermore, the company worked with the
government, to make the service available for hospitals and schools. In turn,
the company was in charge of connecting all those places to the next generation network.
Generation Axia is already serving rural Alberta in Nanton, Vulcan, and Nobleford with the vision from the CEO
always being to expand into other small
towns across the province.
Our CEO grew up in rural Alberta
and he always saw kind of the need
for a high speed network if these small
towns want to compete with the global

market, he said. Everybody is going

to move to Calgary or Edmonton and
theres really no hope for smaller towns.
The vision started there and with a network all across Alberta, it was just connecting from the point of presence in
that town and then dividing the network
around it so you can take the point from
there and connect to each house.
Jacques added that there has been interest expressed by Wheatland County
but thinks its a matter of getting everyone on board in their communities.
For more information regarding the
service visit www.axia.com/Alberta.

The changing face of adoption

JENNIFER PAGE
Pregnancy Care Centre program
coordinator

Adoption is a difficult choice. The
Pregnancy Care Centre of Strathmore
is here to support birth parents choosing this loving option. We are here to
help them have the adoption they envision, walking with them throughout the
process and through the corresponding
grief and joy.
As we educate clients exploring available options, we look at what adoption
is like today. The general public has
little accurate information and knowledge about adoption. It is a subject
rarely discussed unless someone has an
intimate connection with it. Adoption is
often considered too hard for someone
to bear. A womans first reaction is often, I could never give away my baby.
In reality, babies are not given away,
they are lovingly placed in the arms
of adoptive families by a courageous
birthmother who wants more for her
child than she can give.
There are many misconceptions
about adoption; one being that adoption is a closed process. Closed adoption, common in the past, means a birth
parent has no control over where her
child is placed, and all connections are
severed at the moment of placement.
Birthmothers do not forget their children; birthmothers love their children.
Her best hope in this scenario is that
the child, at 18, would initiate a search
allowing them to meet again.
Things have changed. What has
opened door is the recognition that
secrets are not in the best interest of
those involved in adoption. For this reason, most birth parents and many adoptive parents choose open adoption. The
birthmother now has choices. By looking at family profiles, she can choose
who will parent her child.
When they meet, they begin a relationship built on trust and with the
best interest of the child in focus. This
relationship will need to grow to meet
changing circumstances. Together they
commit to an ongoing relationship that
is comfortable for all. Open adoption
can take many forms: receiving letters
and pictures, phone calls/texts, visits,
and celebrations. It is a unique relationship that takes understanding and
growth, as do all relationships.
At the Pregnancy Care Centre, we
support those who are considering
placing for adoption by providing a
safe place and unbiased people who
will help her to think, plan, cry and
grieve. If she changes her mind, we are
there to support. Because adoption impacts the whole family, we are available
to help her family, as well as, the birth-

Benefit concert
for Syrian Family
coming to
Strathmore
MIRIAM OSTERMANN
Times Associate Editor

After having recently been
matched with a highly vulnerable Syrian family in urgent need of resettlement,
Hope for Syria, a Strathmore-based
fundraising
group, is forging ahead with
their plans for a Christmas
benefit concert with all proceeds going directly to the
refugee family.
The group already raised
the minimum requirement
of $15,000 through private
donations from individuals and local organizations
over a three-week period.
Together with a completed
settlement plan, a sponsorship application was submitted to the Canadian government to bring the family into
Strathmore.
While the requirements
were met, Hope for Syria
anticipates the Hope for the
Holidays concert will bring
in additional funds to make
up for the familys travel
costs, and possible additional expenses.
One thing we want people to know is that there is
no risk for Canadians, said
Heather Russell, organizer
of the Hope for the Holidays
event.
Theyve already gone
through a pretty extensive
process before we even get
their information to match
us together. From there we
are matched based on our
resources for what we can
supply for a rural area, and
what is best for them.
In organizing the event,
Russell received help from
local talent, Alexandrea
Patzer and Terrah Harper,
who recruited the musical line-up for the evening.
Patzer who has a bachelor
degree in vocal performance
from Briercrest College and
has received a variety of
performance awards, and
Harper, a skilled piano, violin and viola player, were
recently asked to perform
in a Calgary event, Music for
Medicine. Consisting of approximately a dozen local
acts, including solo, duet,
and chorus performances,
the benefit concert will
feature cello, piano, guitar
and trumpet instruments in
bringing the Christmas music to life. The Strathmore
Children Choir will also be
performing.
Hope for Holidays is an
evening of musical collaboration between many Strathmore musicians, its a festive
evening of Christmas music,
Russell said.
There will be a little bit

of information about Hope

for Syria, but its more focused on a festive Christmas
evening as opposed to bombarding people with information. Its a Christmas celebration.
Roughly a week ago, the
group received information
about a family that were the
most ideal candidates for
the Strathmore community.
Pending on the paper work,
the Syrian family is currently
seeking safe haven in a refugee camp in Lebanon. With
no hiccups along the way,
Strathmore could welcome
a 29-year-old husband with
a vocational college degree
who has worked in the automotive and mechanical industry, his 24-year-old wife,
six-year-old son, and fouryear-old daughter as early as
the beginning of 2016. The
family is also accompanied
by the husbands parents, a
61-year-old and 71-year-old
couple, and the 27-year-old
sister who has a bachelor
degree, worked as a teaching professional, and speaks
English.
Just over a month ago,
Shelby Dwyer held a meeting at the Hope Covenant
Church, with 60 residents
in attendance, to arrange
movement for the cause. By
going through a Blended
Visa Office-Referred program a private sponsorship of refugees program
the Canadian government
matches the funds and covers the costs over the next
six months. Under the program, the group will be responsible for the familys
emotional and social needs,
as well as their integration
into the community.
With a family member
knowledgeable of the English language, and a set of
grandparents to watch the
children, Russell is enthusiastic about this pairing, as it
will make learning the language easier and provide
opportunities for the parents to work addressing
some of the concerns that
were raised during the Sept.
30 meeting.
The group has also received numerous donations
from the community including clothing, furniture, and
even temporary housing.
Russell is optimistic that
the event could reach capacity at 300, resulting in
a $4,500 fundraising effort.
Hope for the Holidays will
take place at the Strathmore
Alliance Church at 7 p.m. on
Dec. 5. Tickets are $15 and
available at the Strathmore
Alliance Church or Hope
Covenant Church.

After having recently been matched
wA Wind in the Willows Christmas in
Rosebud opened in Rosebuds Opera
House, Nov. 6, telling three Christmas
fables in song.
It starts with Toad of Toad Hall (David Snider) driving recklessly, being sentenced to jail and escaping in time for
Christmas. When his animal friends welcome him home and prepare to leave,
he realizes he doesnt want them to go
-- so they tell Christmas stories.
First, they tell about a peaceful, poetic
dragon and a village thats afraid of him.
The dragon (Snider), St. George ( Joel
Stephanson) and a boy (Natalie Gauthier) dance and sing doo-wop in a mock
battle, convincing the villagers the dragon is conquered. But then the dragon
surprises the villagers by showing up at
the village Christmas feast.
The animals next story is about a
choir-directing monk (Stephanson) who
hears a new Christmas carol from the
angels, but cant remember the final
notes. His donkey (Alix Cowman) sings
only two notes E and Aw but those
are the notes he needs. The show ends
with the animals gathered to sing for the
baby Jesus.
The 12-year-old who attended with us
said Toad was her favorite part, and I
can see why. In the scene where Toad
is in jail, Snider does such an accurate

job of portraying Toad, I thought, Ive

never noticed it before, but thats exactly
what a toad looks like!
The first song of the show didnt grab
my interest, but the music quickly became more interesting and diverse,
and I was captivated the rest of the
way through. I was fascinated by how
cleverly composer John Rutter wrote
dialogue in melody. In the second story,
for instance, when the characters tell
about the Christmas feast with a chant
of Gobble, gobble, chomp, chomp, its
both hilarious and lovely.
Each cast member is well-chosen,
with strong solo voices that also harmonize well, and the flute, bass and violin are perfect accents. The music is so
involving, in fact, that a man seated in
our row tapped his foot through much
of the performance. I found it a bit distracting, but I certainly understood his
enthusiasm.
I loved the warm colors and nostalgic appearance of the costumes, so, after the show, I asked costume designer
Julia Campisi how she chose them. She
said she used warm reds, yellows and
golds to contrast with the cool blue set,
and created flow by using the same basic palette in each fable. She used color,
texture and silhouette to differentiate
the animals.
This play has sensitive reminders
about true Christmas values, and some
depth and hilarity that only adults will
appreciate. But it also has a lot of meaning and enjoyment for children. Theyll
love Toad and his ridiculous antics, and
many of them will understand how it
feels to be the dragon left out of the
Christmas party or to be the donkey
banned from the choir. Theyll enjoy the
animals, the silliness and the wide variety of music.
So this is a show for people of all
ages, and for me it was a lovely way to
enter the Christmas season. A Wind in
the Willows Christmas in Rosebud runs
til Dec. 19. Get tickets at www.rosebudtheatre.com or 1-800-267-7350.

Spartans boys lose in semis;

girls show improvement

The Strathmore Spartans senior boys volleyball

team continued their strong play into their home
tournament last weekend, but came up on the short
end of a 16-14 third set loss to Medicine Hat High
School in the semifinals.

JUSTIN SEWARD
Times Reporter

The Strathmore Spartans senior boys volleyball team are
continuing game in, game out to show they are perennial
contenders to win the provincial banner in a few weeks
time.
What was evident, however, in their home tournament last
weekend was that they never gave up and looked as though
they were on their way to the finals, but a couple missed
opportunities cost them in a nail-biting semi-final in which
the home team lost 16-14 in the third set to Medicine Hat
High School.
It was a good last match for us, said coach Cole Hintz.
Medicine Hat played really well. Its nice to have those
opportunities kind of at the end of the tournament to play
in those very competitive matches where all the little points
matter. Its just kind of helps measure your team a little bit
and sharpen those things that you take of granted. You need
to be able to do the small things when it matters just so you
can respond better in those situations.
Hintz preached to his team throughout the tournament
that they dont need to be too high but have to be mentally
engaged in every point and always have the mindset that
every point is important to them.
He saw a lot of positives come of the semi-final match
especially in the ability to come back.
Thats how you measure your team, said Hintz.
Its not the easy matches that allows you to see where
youve grown. Its the difficult ones, the ones that you lose

that allows you to see what the medal of your team is.
Now looking to zones in a couple weeks in High River,
Hintz thinks his team at this point in the season knows they
have worked really hard, but nothing will be given to them
from teams in a very strong zone this year.
Senior girls head coach Randy Moncks, despite a fifth
place, there was a lot of potential that the players showed
which would help in rebuilding the program in the future.
We continue to work hard, said Moncks.
Our offense is getting better. Weve seemed to be able to
generate a little bit of offense. Our passing has gotten to be
so much better.
He was pleased with the girls compete level as they have
increased their point total to anywhere between 18 and 19
in a set, and he thinks that is a positive that can give them a
chance by taking less errors.
If we can stop all the unforced errors, said Moncks.
We have a run of three or four unforced errors. If we can
just control that then hopefully we can build for next year.
Moncks mentioned he hopes as a lower seed zones host
in a couple of weeks that they can play spoiler as he feels if
they continue to progress that there could be an upset.
If we continue to communicate and work hard at practices and get a little more confidence, said Moncks.
It could happen that we maybe could upset a team and
that would be the fun part of the whole zone experience I
think this year for our team.
Above all else, he wants the girls to have fun and continue
to find consistency in their games as they hosts zones in a
couple of weeks.

The Strathmore Badgers
peewee football team took
care of business en route to
winning the B Finals 80- 34
over Innisfail on home turf
Nov. 7.
It feels good, the kids deserved it, said head coach
Clinton Bean. They really
grew from the start of the
year until the end, grew as a
team and grew individually.
The team that played here
today, itd be nice to take on
some teams in there from
earlier in the year to see
how they do.
According to Bean, the
kids bought into the teams
systems on both sides of the

ball. Once they succeeded

at it, it became an enjoyable
experience right to the final
whistle.
Despite not having a lot
of adversity in the contest,
there were areas that could
have been improved upon
for the future.
The kids kind of stepped
back a bit, said Bean. When
you step back in football its
tough. You can get hurt, a
few kids started to get hurt.
A couple of plays we needed to call in there and get a
few touchdowns just to get
the kids back interested in
the half.
Bean did praise Innisfail
for having a great team despite playing with a short
bench.

Kings losing streak snapped

JUSTIN SEWARD
Times Reporter

There was a sense of relief around
the Wheatland Kings locker room on
Sunday night, as the club was able to
snap a seven game losing streak with a
4-3 win over the Coaldale Copperheads
on home ice.
It was exactly what we needed at
this point in time, said Kings captain
Chris Williams. Weve been slumping
here for a few weeks here so it definitely felt good to get the monkey off
the back and get a win against a good
solid team. Its a good statement and
were just going to build on it going
forward.
Williams mentioned that the team
builder prior to the game combined
with playing with heart was instrumental in the win.

We just came together and we talked, said Williams. We told each other what we got to do tonight. We just
came mentally prepared ready to bring
our full heart. Thats what we did and
got the win.
Jacen Bracko scored the go-ahead
goal in the third, while Williams,
Brooker Pretty Youngman and Tyler
Rivest supplied one goal each in the
win.
As for the previous two weekend
games, Williams thought the teams
play was up and down and praised his
squad for bouncing back and working
through the negativity on bench as of
late.
Bracko and Rivest scored in the 8-2
loss to Airdrie on Nov. 7, while Pretty
Youngman and Bracko scored a goal
each in the 3-2 loss to High River on
Nov. 6.

The Wheatland Kings won 4-3 over the Coaldale

Copperheads at the Strathmore Family Centre on

Haffner boxes for Clean Fight

JUSTIN SEWARD
Times Reporter

Local boxer Katelyn Haffner has been
involved in the sport for 12 years, but
is now kicking it up a notch, joining 14
other dedicated women who will box
for the International Development Enterprises (IDE) Canadas Clean Fight.
The Clean Fight initiative supports
a project in the upper east, west and
northern regions of Ghana. The money
raised will go towards designing and
creating hygienic latrines and facilities
for washing hands after defecation.
It was always in the back of my mind
to do it, said Haffner. It is a white
collar boxing event, nothing too crazy.
With this group we train at a gym (Impact Boxing) in Calgary. The opportunity came and I grabbed it. Its fun and
exciting to be competing in it now.
Haffner has trained for this event
quite frequently and has followed a regime that involves multiple fitness components.
In the gym we focus more on technical training, said Haffner. And the
conditioning is left up to us as individuals. I do lots of running, sprints and
some cross fit style training where its
incorporating strength and conditioning. Aside from that, its the actual boxing training where we do a lot of focus
on pad work, sparring, technical movements and combinations.
She added that the best part of the
training process has been watching the
75 per cent of competitors who had
never put boxing gloves on before get
over their fears and gain confidence
while seeing the other 25 per cent improve upon their strengths in the ring.
Each of the 14 ladies had to come up
with $5,000 towards the cause as a par-

ticipant, which was achieved through

garage sales, bake sales and selling personal belongings.
However, Haffner is doing something
different using her business, the Standard One Stop Shoe Shop: she will be
entering names into a draw for a gift
basket, gift certificates to the shoe store
and tickets to the local movie theatre
in town, with the mindset of creating a
buzz around town for the event.
I also believe its important to support locally and not always is the
money staying locally, she said. Im
trying to think of ways how to keep it
local. That would be by supporting other businesses with the prize basket.
If you want to donate or buy tickets to
Haffners Clean Fight, you can call her
at 403-324-9999 or visit IDEcanada.org.
The Clean Fight 2015 boxing matches
will take place on Nov. 19 at Cowboys
Dance Hall in Calgary starting at 5 p.m.

Wheatland teams end weekend on positive notes

JUSTIN SEWARD
Times Reporter

The Wheatland Warriors appeared to have taken a back seat
to start back-to-back road games last weekend and the scoreboard showed, as they were shutout 4-0 by the Taber Golden
Suns.
We didnt show up 100 per cent and thats a team thats going to make you pay, said Warriors head coach Cody Brown.
Brown had mentioned that the team had a slow start and
just could not battle through it to produce any offence.
Theyre a strong team and play you hard, said Brown.
He relayed the message to the boys after the game by saying
if you dont want to show up and work hard, were kind of
just another team out there, and it seem to have sparked the
team as they turned right around the next day and came out
victorious over Olds 4-1.
Right off the bat, the boys were firing, said Brown.

CHIEFS FIRING ON ALL CYLINDERS
For the Wheatland Chiefs, offence was not an issue as the secondary scoring was abundant in picking up four points. The local double-A midget team
dismantled the Medicine Hat Hounds 9-2 on SNov.
7 before doubling up the Central Alberta Selects of
Lacombe 6-3 the following day.
Were short on numbers, we got lots of injuries
right now, said assistant coach Keenan Desmet.
But I guess the guys pulled through this weekend. They put two games together that was a strong
60 minutes both nights. We started with our set
lines but after awhile guys are getting tired and we
got to manage their ice time. But we tend to roll
guys through that was kind of the key.
He added that the team played well defensively
and cycled the puck really well and with that controlled a lot of the play down low.
Robert Butterwick notched the hat trick while
Scott Desserre, Riley Romashenko Chayse Hnatowich, Wacy Sandum, Ryan Bell and Ryan Skytt
scored one each against Medicine Hat.
Chris Rebeyka led the way with two, while Bell,

BRAVES SPLIT
Meanwhile, the Wheatland Braves learned a valuable lesson on holding on to leads against the Cranbrook Eagles on Nov. 6 as the team had a 6-2 lead
until the halfway mark of the second and watched
it slip away en route to an 8-7 loss.
We had a good first period, good first half of the
second period and after that things started to turn,
said head coach Carl Knudsen.
Cranbrook had a ton of momentum, credit it
to them, they played good. They shut us down in
there and we didnt get too many scoring chances
in the second half of the game. It was a tough one,
lesson learned I guess.
Adam Kirkpatrick scored two goals to kick-start
the offence, while Nolan Mahussier, Tristan Zandee, Zach Nicholls, Tate Yule and Matthew Quebec
scored one each in the loss.
Knudsen thought the next day that Lethbridge
played them pretty tough, out battled the Braves
with their gritty style and the Braves were fortunate
enough to pull out a 4-3 win.
We were the more skilled team, they seemed to
want it a little more, but we were able to get one
more than they did, he said.
Mahussier, Zandee, Bryce Benfield and Ray Warrack scored in the win.

head coach Sandy Henry. I thought

our team (Saturday night against Sherwood Park) was outstanding. We were
pretty good in all categories, maybe a
little work on special teams. Other than
that, I thought we were damn good and
really held the tempo of the game up
high.
Henry found the opposition was not
capable of playing at the pace that the
Bisons set, which was more encouraging for the coaching staff to see.
We played with a lot of energy, said
Henry of the 6-3 win. We were real determined, we won a lot of puck battles,
we got pucks to the net.
On Sunday afternoon, despite not
getting into the hotel until just after
midnight the previous evening, the
Herd was able to come in and dominate all facets of the game in a 4-1 win
over the K of C Pats.
I think it had a little bit of a toll,
said Henry. That being said, we still
held the tempo of the game up to probably a page where it was a little uncomfortable for the other team to play at
and were able to sustain pressure for
long periods of time and get our goals
when we needed them.
He added that what was key to playing at a high tempo began on the back
end with them moving the puck up the
ice, quick out of the zone with good
support on breakouts, working on attacking with speed through the neutral
zone and the defense moving with their
feet turned.
In the 6-3 win over Sherwood Park,
Cameron Shorrock and Gary Haden
scored two apiece while Liam Izyk and
Kyle Gordon added one each.
Haden, Gordon, Cole Clayton and Tyson Scott provided the offense in the
4-1 win over the KC Pats.
The Bisons will continue the road
trip this weekend on Nov. 14 in Fort
Saskatchewan at 7:45 p.m. and on Nov.
15 against SSAC Athletics at 11:45 a.m.

Theyre improving with every practice. They enjoy themselves and having tons of fun and thats what really
matters at the end of the day, is they
want to come back the next day. The
rewarding part for me is they are improving every day and theyre enjoying it.
Zimmerman, who has a wealth of
experience at a university level and as
a coach in the Calgary Renegades program, said she has seen an improvement in the kids fitness levels, which
made the young athletes better swimmers.
Whether theyre passing, playing a
game or doing shooting drills, theyre
always physically active, said Zimmerman.
Every day theyre just getting better
at swimming up and down the pool
a lot faster. Theyre passing a lot better, their legs are better, (and) actually
looking to see who theyre passing to.
Aside from the fitness aspect of the
players games, she added that their
knowledge of the sport has grown immensely because of their eagerness to

learn; they dont hesitate to ask questions.

When Im making calls, theyre really honest, she said.
Thats always a bonus when theyre
learning. Theyre eager to learn and
theyll learn that much faster.
In their first game against the Calgary Mako, Zimmerman saw lots of
encouraging teamwork in many aspects of the game, including shooting
and passing. Although the team failed
to score, Zimmerman was pleased
with opportunities the players got
around the net.
The club began the U10 Splashball
Come and Try program on Nov. 6, offering beginners the chance to learn
the fundamentals and basic skills of
the sport.
Its insanely awesome, said Strathmore-raised coach Jocelyn Gray.
Growing up, we had a high school
swim league and there were like six
of us. Its awesome to see a young age
and see an extensive number of kids
there. Especially for water polo because a lot of people dont know what
it is and the fact its in Strathmore now
its huge.
She added that she wants to see
more teamwork and hopes the young
players will come back wanting to
play the sport.
The Come and Try program runs on
the first Friday of every month, while
the water polo side is holding open
registration for the rest of the season.

Phyllis Ivy (nee Hartell)

July 17th, 1929

- November 8th, 2015
Phyllis Drake entered her heavenly
home on Sunday, November 8th at 12:50pm. What
a joy for her to be reunited with many of her family
members, friends, dear husband, Bob Drake and
her beloved Savior. She will be lovingly remembered by her sons Keith Drake (Grace) and Don
Drake (Donna); grandchildren Jenni Dirsten (Jeff),
Tyler Drake (Jamie-Lee), Jordan Drake (Evelyn),
Jocelyn Permann (Chris), thirteen adoring greatgrandchildren and her sister Edna Vermont. Phyllis
will always be remembered for her ever present
beautiful smile, extraordinary gift of hospitality,
ability to encourage and bring joy to those around
her and her faith in Christ that was unwavering
until her last breath.
Phyllis and her husband Bob, an inseparable team,
were an active part of the farming community;
living 63 years on their farm just southwest of
Strathmore. They were very involved in the Flying
Farmers Association and were founding members
of the Alliance Church in Strathmore. As integral
members in their community, they impacted many
people and were a blessing to all those who had
the privilege of entering their sphere of influence.
A celebration service will be held on Friday, November 13th at Strathmore Alliance Church at
2:00 p.m. Friends and family are welcome to join
this time of honouring and remembering the life of
Phyllis. To send condolences, please visit Phyllis
obituary at www.wheatlandfuneralhome.ca.

SCHULTZ,

Marvin Kenneth
With sadness and heavy hearts we
announce the sudden passing of
Marvin Kenneth Schultz on November
8, 2015 at the Foothills Hospital in Calgary. Marvin
was born on January 7, 1952 to Frieda (Vogel) and
Edward Schultz in Winnipeg, Manitoba. He was the
youngest of 5 children (Albert, Eileen, Robert and
Linda). He was predeceased by his father, Edward
Schultz, sister, Eileen, and mother Frieda Mattrick.
He leaves to mourn his loving wife Margaret, and
sons, Joseph, Collin and Jeff Schultz, father-inlaw and mother-in-law, Joe & Cecile Parenteau of
Oyen; sister-in-law & brother-in-law, Anita & Brian
Volk of Sherwood Park; brother-in-law & sister-inlaw, Leonard & Cathy Parenteau of Oyen; as well as
his nieces and nephews. Marvin first met Margaret
on a ski trip in 1986 and it has been an uphill adventure ever since. They were married in 1988 at
St. Bernadettes Church in Calgary. They resided in
Calgary until 1991 and then moved to Strathmore
where they reside today. Their son, Joseph was
born on May 7, 1992. At the time of Marvins passing he worked for the Calgary Board of Education as
a Facility Operator for 25 years. Marvin was passionate about his job and took pride in his work. He
was an intellectual man and a skilled worker with
a quick wit. Marvin was an active member and
served on the CUPE 40 Union for many years with
his last position held as the Chief Shop Steward.
Marvins main background began in Calgary where
he worked as a Certified Journeyman Carpenter
both in residential and commercial construction for
many years. For those that knew Marvin he wore
his heart on his sleeve. When he believed in something he would defend it to the end and would call a
spade, a spade. This is what we admired and loved
about him. His sense of humor was present in any
conversation and always had people laughing and
perhaps sometimes scratching their heads. His
love was the outdoors which included, fishing and
gardening and keeping a beautiful yard. He had a
love for classic cars, reading, cooking and a desire
and thirst for learning. He was indeed a handy man
and could virtually fix anything. Above all and most
important Marvin was a loving husband, father and
friend who will be greatly missed by all. The family would like to express their heartfelt gratitude to
everyone from the EMS, Doctors, Nurses and hospital staff at the Strathmore Hospital, Stars, and to
all the Doctors, Nurses and staff in the CICU 103A
at the Foothills Hospital in Calgary for giving such
compassion and care to Marvin during this time.
Thank you to Dr. Fanning of Strathmore for going
that extra step to follow-up with our family during
this difficult time. Your kindness is admirable and
we thank you. Funeral services will be held on Saturday, November 21, 2015 at Lord of All Lutheran
Church, Strathmore at 3:00 p.m. with Pastor Dawn
Nelson officiating. There will a luncheon immediately following the services. To send condolences,
please visit Marvins obituary at www.wheatlandfuneralhome.ca

Most people who own a home have a credit card. You need it for all kinds of major purchases: a new TV, building a
new deck, maybe even new appliances or better yet, a much needed, well-deserved, yes you earned it, kind of vacation.
Everyone knows that the best thing you can do is pay off the credit card every month. So a few months have gone by and
that credit card balance is still there. Now wait a minute, something else happened to you and your life and that credit
card balance is still there. Time has slipped by and you have been carrying a $15,000 balance on your credit card at 21
per cent interest for months now. No big deal, I will just keep making the minimum payments.
Yes you must make the minimum payments - but it will not get paid off this way. Its not entirely your fault. You make
the some money, have the same expenses, live the same lifestyle, and the lottery is just not working the way it used to.
If you own your own home, consider refinancing. If you are able to to pay off all these credit lines and debts owing how
would that make you feel. If you have a mortgage of $300,000 and you are able to add $15,000 to it and pay it all off at
3 per cent, the savings can be huge and the impact to your life can be substantial in two key ways. First your going to save
money in what you pay in interest. The second and most commonly overlooked piece to this is that
you will reduce your overall payments as well. So not only will you be saving money you will free
up more cash which you can use in any number of ways including paying off your mortgage faster.
Do yourself a favour, review your credit card statements. Go back as far as you have to to the first
month when you started carrying a balance over zero. If that was more than three months ago or
your credit card is at its limit, give me a call youll be glad you did.
