Purpose
This procedure gives guidelines for the steel erection process and the protection of personnel
during steel erection.

4.1

Definition
Steel Erection
Steel erection covers unloading, storage, erection of piping & structural in lay down area, and
on project site.

Requirement
A Safety Action Plan will be prepared and presented for review at the safety planning meeting.
Job Supervisor/Foreman will ensure employees have proper fall protection and that the
employees are trained in elevated work and fall protection.
To ensure all steel erection work is performed on an approved Work Permit attached to a Safe
Work Plan.

Safety planning meeting


A safety planning meeting will be held prior to the placement of structural steel. The meeting
will be held prior to the scheduled date of commencement.
a) Drawings
Structural drawings to assist in establishing sequence of placement and logistics of material
and personnel should be made available.
b) Equipments
For steel erection, mobile crane, man lifts and air compressor shall be deployed.
The equipments shall be inspected by a competent person a before offering for Clients
inspection to obtain gate passes.
The operator must also be in possession of a valid Kuwait equipment operator license and be
certified by the HDEC / Subcontractors to operate the crane.
The license will be issued for the crane on which the operator is trained and should be
renewed yearly by training operations rules, the manufacturers operations manual, and by
passing a manipulative test.
The person licensed must read and understand the manufacturers operators manual.
Only trained, experienced operator shall be permitted to operate the man lifts. Their training
certificated shall be maintained and shown to the Client upon request.
Monthly inspection of equipments shall be carried out by the competent person and colour
coded. The equipment operators shall carry out equipment inspections daily before starting
the work
c) Topics
Topics discussed during the meeting will include the following:

Storage (lay down areas)

Tools

Sequence of Placement (stability at all stages)

Temporary guying and alignment

Temporary flooring

Static lines and perimeter guarding

Crane capabilities (also ground bearing capacities)

Access (ladders, stairways, temporary platforms)

Bolting and fitting

Release of temporary guying

Permanent flooring

Full-body harnesses, lanyards

Qualifications and training of personnel involved

Safety of other operations and personnel

d) Plan
A final Safety Action Plan shall be developed which outlines the action to be taken on these
items, which details the safe working methods to be adopted. This should be in written form
and kept on file in the project safety office as well as contractors file.
6.2

Steel erection procedure


i)

Survey

Prior to the start of steel erection work, a survey will be made of the conditions to determine
the hazards and the kind and number of safeguards that are required to be installed and
used.
ii)

Flooring

a)

Permanent

Permanent floors shall be installed as the erection of structure member progress.


Planking or metal decking in temporary floors will be of the proper strength and thickness to
carry the working load, but the planking will not be less than two inches full-sized and
undressed or of equivalent material.
Permanent flooring requires a standard guardrail (top rail, mid-rail and toe board) guarding on
all open sides.
b)

Temporary

Temporary floors will be tightly planked and secured to prevent movement.


In structures not adaptable to temporary and/or permanent floors, and where the potential fall
distance exceeds two (2) stories or 7.6 meters (25 feet), safety nets shall be provided where
the use of scaffolds, ladders, catch platforms, safety lines, mobile access platforms or fullbody harnesses is impractical.
During structural steel assembly, a safety railing (cable) of 12.7 millimeters (1/2-inch) diameter
shall be installed approximately 105 centimeters (42 inches) high around the periphery of all
temporary planked or metal-decked floors.
6.3

Bolting, fitting-up and plumbing-up


When connecting steel, do not release the hoisting line until the steel member is secured with
not less than two bolts or the equivalent at each connection and drawn up tight.
Containers shall be provided for storing or carrying bolts and drift pins and shall be secured
against accidental displacement when aloft.
Impact wrenches shall be provided with a locking device for retaining the socket.
When temporary rigging such as wire rope lashing, come-along, chain falls, etc., are used for
support during all erection sequences of machines, piping, platforms, walkways and steel

members, the rigging shall not be removed until all leveling and alignment is complete and the
item is secured in its permanent location. At that time rigging may be removed.
6.4

Personal protection
In all structures, all employees exposed to a fall hazard of 3 meters (10 feet) or more will wear
full-body harnesses. Static lines will be installed as needed to facilitate tying-off where
practicable. Connectors will be required to tie off at all times when installing or erecting steel.
Static lines will be along the perimeters and within the structure whenever employees are
exposed to fall from the height, and the employees shall tie-off whenever they are so exposed.
For the protection of other crafts, signs and barricades will be installed at the area where
erection of steel is in progress. Overhead protection must be made available in areas where
employees have to stand or walk under overhead work, and there is no other passage
possible.
Ladders, Stairways, walkways, passageways and runways will be erected to provide safe
access to and egress from work areas. Climbing or sliding down columns or diagonal bracing
is prohibited. Walking beams without being tied-off is also prohibited.
If, in any particular situation, compliance with the above is impossible or highly impractical, the
Safety Department must be notified to approve or define any required deviations before the
work commences. No deviations will be permitted without the express approval of the Site
Management.
It should be emphasized that this procedure is mandatory and must be followed at all times.
Any person, regardless of job function, who is found violating this procedure and exposing
either themselves or other employees to a fall hazard, will be subject to disciplinary action.

The following subjects shall be discussed while conducting the Safety Training on Steel
Erection.

Discuss the purpose of Safety Training on Steel Erection.

placement, erection using crane and connecting the structures using bolts and nuts.

Discuss about hazards involved in steel erection and precautions to be taken before
starting the job.

Discuss about hazards involved in permanent and temporary flooring.

Discuss the importance of using full body harness, Static lifelines and limitation of using
safety nets etc.,

Discuss about prohibited actions like climbing or sliding down columns or diagonal bracing
etc.,
