SCOPE
This standard specification covers the minimum requirements for the Detailed Design of all
Civil and Structural Engineering practices applicable to
This specification is prepared to summarize relevant design practices referenced, quoted
elsewhere in the project specifications, codes and standards, in order for the Client and
Engineers to understand them in a readily manner.
This standard specification further covers material requirements and application.
The requirements set out in this Standard specification shall not be construed to eliminate
consideration of the Vendor, Contractor or Manufacturers specification or standard which
may receive the approval of Company if found to be equivalent or superior to the following
requirements.
The requirements set out in this Standard specification shall not be construed to eliminate
consideration of products of reputable Manufacturers which are considered of comparable
quality and type. These shall receive Company approval if so proven to Company.
In the event Vendor is unable to comply with this Standard specification or any part thereof,
then all Vendor exceptions to this Standard specification shall be notified to Company in
writing.
In the absence of notification of exception it shall be understood by Company that Vendor
shall comply with all requirements of this Standard specification.
All exceptions to this Standard specification shall require approval by Company in writing.

apply.

SPECIFICATION

6.1

Site Preparation

6.1.1

Scope
Prior the work, the Contractor shall thoroughly examine the area and verify the locations of
features indicated on the drawings and to ascertain the existence structure or other item not
shown that might interfere whith scope area.
Site preparation in general shall include all survey work necessary to establish the
elevations and layout of the plant, underground obstructions, clearing/grubbing of any
vegetation stripping of top soil, excavation/ back fill if unsuitable material, disposal of surplus
or unsuitable material, excavation for surface drainage, placing of underground sub-drain,
and the construction of access road to working sites. The establish elevations and lay out, if
not establish, the CONTRACTOR, shall determine, document and issue layout lines,
grades, coordinates grid system and the corresponding survey control monuments and
benchmarks. If the elevevations and lay out is establish, contractor shall confirm data
provided.
The Safety plan for excavation and trenching shall be submitted for COMPANY review and
approval before starting the excavation or trenching works. The plan shall indicate the
systems, methods, and techniques to be used to ensure that excavation or trench will be
properly guarded to protect existing facilities, structures, and personnel in the vicinity of the
work.

6.1.2

Requirement
The COMPANY may provide the CONTRACTOR with specific geotechnical investigation
reports as used by the ENGINEER for their basis of estimation. However CONTRACTOR is
responsible to verify and obtain additional geotechnical information if required to insure
proper for the detail engineering. All COMPANYs supplied information on this concern shoul
be considered as non relied on data and should exempt the COMPANY from any
responsibilities.

6.2

Demolition, Clearing and Grubbing


The CONTRACTOR shall be responsible for all demolition, clearing and grubbing of
obstructing object or vegetation in the all area.

6.2.1

Demolition
Demolition shall include the removal of all specified existing structures, foundation, if any,
and pavement. Demolition work shall be limited to the area and objects designated by the
COMPANY.
The CONTRACTOR shall protect benchmark, baseline monuments, property corners and
other temporary or permanent surveys marker in the vicinity of the work from destruction or
disturbance.

The demolition work shall use appropriate equipment as per HSE requirements based on
adequate capacity and number for hauling dirt materials.
6.2.2

Clearing
All areas cleared from existing objects shall be immediately identified by placing temporary
barricades around the objects to prevent from accident. If the back filling is required, this
work shall be done at the earliest time possible.
Disposal areas and access route of hauling shall be proposed by CONTRACTOR and
approved by the COMPANY, prior to disposal work by the CONTRACTOR.

6.2.3

Grubbing
The CONTRACTOR shall be responsible for all grubbing work including the removal of all
tree, top soil, stumps, bushes and roots, including back filling a proper compaction meeting
requirements according to item 9.2 of this specification.
All excavated organic top soils shall be stock piled adjacent to site and along roadways as
appropriate on land provide by COMPANY or COMPANY designated area.
Stumps, fell trees and branches free form their twighs shall be piled separately beyond the
construction area and must be left in a condition acceptable to COMPANY on the
completion of the work. Bushes and twigs shall disposed of by COMPANY approved
method.
All kind of burning in designated areas shall only be carried out with COMPANY approval.
Identify the coal seam at the surface area and excavate to a depth of not less than 30 cm
below indicated finished grade and replace with suitable materials and compacted in
accordance with the fill and embankments requirements.

6.3

Excavation and Rough Grading


Excavation and rough grading shall result in the elevations 50 mm to 100 mm above final
grade elevation indicated on the drawings.

6.3.1

Excavation
Unless otherwise indicated unsuitable by the COMPANY, excavated material, which is free
from organic materials, may be used for construction fill. The material class ML of ASTM
D2478 can be used for fill under engineering control at site and material may need to be
tested at COMPANYs request.
Upon request by COMPANY, CONTRACTOR shall reserve any selected material from
excavation, stock pile them within working area limit for future COMPANY usage.
Excavation work should include remove rock encountered in areas requiring excavation
using mechanical methods such as using ripper or other suitable equipment. Excavate rock
to depth of bottom of lean concrete foundation as shown on drawing or otherwise required
or specified on other documents.
Foundations and trench excavation shall be carried out with proper precautions to protect
any adjacent structures against damage or displacement and shall be installed with proper
safety standard slope.
Plan and conduct excavation work so as to minimize the disruption of storm water drainage
in the vicinity of the work. The CONTRACTOR shall have storm water prevention plan
including provide earthen ditch, dikes and other suitable measures to control and direct
runoff around and away from the excavation. Protect the sides of the excavations from
erosion and sloughing caused by storm water run off, with no significant disruption of the
construction schedule or damage existing features or facilities in the vicinity of the work.

Stabilize the sides of the excavations as necessary to prevent slope failure or any other
earth movement that might injure personnel, or damage structures and other facilities in the
vicinity of the work. Depending on location, water may need to be tested prior to disposal.
The CONTRACTOR shall convey water removed by the water control systems to an existing
storm water drainage facility that has sufficient capacity to accommodate the flow rates
involved without damage and secure permit or other approvals required from authorities
having jurisdiction for such storm water discharge if required.
It is the CONTRACTORs responsibility to ensure that all excavated areas shall be kept
reasonably dry and free from water by providing proper drainage at all times during
construction.
At all stages of excavation work, surface runoof shall always be maintained to avoid soil
damage affecting to the finish ground surface.
6.3.2

Grading
Grading work shall conform to any environmental requirements regarding surface runoff,
spillage and leaks which should be contained. All other areas of the plant site that are
unlikely to be contaminated, run off shall be diverted away from the processing areas to
drain separately and designed to prevent soil erosion and/or sedimentation.
Remove coal seam encountered in areas requiring excavation to a depth not less than 30
cm below the indicated grade as shown in the drawing. Backfill undercut area with as
bedding layer used suitable soils and compacted in accordance with the fill and
embankment requirements using suitable equipment. Drainage required to avoid potential
water pocketed on any concrete and foundation surface. Drainage function is for avoid direct
contact between acid water and concrete, which is potential to concrete damage. When the
coal seam excavation must be exposed for an extended period time, during which time
inclement weather, water and air (Oxygen) may possible inflected coal compound and
potential bitten into concrete, the exposed excavation shall backfill with suitable soils. The
grading design encountered in coal seam crop shall consider to the elevation of bottom
foundation. The bottom foundation design shall be placed at more than 30 cm above the
maximum water level and shall be provide drainage system.

6.4

Embankment and Backfilling

6.4.1

General Requirement
Whenever there is an indication of the presence of water spring within a fill area, sub drain
structure by means of perforated galvanized pipe sufficient to release the water out to
ground surface shall be constructed.
CONTRACTOR shall supply during at all stages of filling or embankment work, surface
runoff shall always be maintained by means of providing reasonable mild gradient on each
lift of fill, swales or daylite around the working area and plastic cover during heavy rainfall, if
required by the COMPANY.
Where soil has been softened or eroded by water or rain, the CONTRACTOR shall remove
the fill from the damaged areas and replace the fill and re-compact it.
Back fill materials have a uniform dry density and are accordance to ASTM D1557. The
density of compacted soil shall be more than 95% of the Modified Proctor density.
Along the connecting line between newly filled soil and the adjacent existing soil, a benching
joint shall be made to avoid slip or separation due to water seepage.
Along the boundaries of embankments, excess material shall be placed extended from their
required limits, sufficient to assure effective compaction in each lift of fill and to avoid
patching work at the final slope trimming.

The COMPANY reserves the right to order random compaction tests when in his opinion a
sign of compliance failure is observed. In the case that compaction test proof failure to reach
required density, the CONTRACTOR shall correct soil water content by replacing the soil or
air drying and carry out further compaction of the dried soil.
The CONTRACTOR shall take priority to repair any compaction work that does not meet the
density requirement in this specification and as specified by result of trial compaction test.
6.4.2

Filling Procedure and Compaction Requirement


Prioir to the start of soil embankment or back filling, a bedding surface shall be well
prepared, free from any organic material, dry and compacted using the same effort with
compaction for the overlaying fill material as required by this specification.
The furnishing of borrow, when sufficient quantity of suitable backfill materials is not
available from on site sources. Backfill materials will be inspected, possibly tested and
approved by the COMPANY prior to being installed.
Filling procedure and compaction requirement shall be made in accordance with attachment
1 of this specification. Filling and compaction procedure shall be layer by layer and
compact each layer to a firm and stable condition using vibratory or impact compaction
equipment suitable for the materials, except for the fill and compaction work at live plant as
per COMPANY instructions. However the actual fill layer thickness will depend on result of
trial test described further in section 9.3.2.
Adjust the moisture content as necessary to archive a condition suitable for compaction. For
cohesive materials, the moisture content at the time of compaction shall be within 2
percentage points of optimum. When the water must added, distributed it uniformly over the
surface of the layer, and thoroughly incorporates it into the soil to achieve a uniform
distribution of moisture throughout the material. When the moisture content is excessive
defer compaction until the material has dried to suitable moisture content.
The work shall be including the performance of all calculations, and the setting of all mark
and stakes necessary to ensure that the fill work conform to the requires lines, grade and
dimensions, and measured to survey control momentums and benchmarks identified on the
drawing or other documents.

6.4.3

Quality Control and Work Procedure


Preparation of quality control and work procedure quality control and work procedure shall

Type, availability, calibration certification and calibration procedure shall be prepared in

Survey control benchmarks and monuments
Setting of all mark and stakes is conforms to the grades, dimensions, coordinate grid
system, eleveation datum and related survey control momentums and benchmark identified
on the drawing or other document.
Identification of Materials
All records of test materials shall carried out by CONTRACTOR as required under
supervision of responsible COMPANY engineer and subject for approval by COMPANY.
Standard Test Method for Density & Unit Weight of soil in place by Sand Cone Method is
accordance to ASTM D1556. The test shall make at least on test for every 1000 square
meters.
Record of test for soil density shall include: Volume of Soil Sample, Percentage of Moisture
Content, Moisture Density, Dry Density and Percentage of Compaction.
Compaction Trial Test
Compaction trial test shall be carried out to define. Or the percentage of Compaction is
determined by using the following formula

The CONTRACTOR shall propose frequency of compaction test and test method to
optimise schedule and quality control for every area, subject to COMPANYs
approval.

6.5

Copy of record shall be provided to the COMPANY as required.

Finished Grading
The finished grade in all sites shall be sloped to provide drainage, in accordance with the
elevations and profiles shown on the drawings.
In general all finish grades shall be plain and smooth, free from pockets or depressions.
Finish elevation shall be according to the required grade with tolerances 20 mm.
This work shall include precision grading by first class grader operator, smooth drum roller
compaction and open unpaved ditch correction.
This work shall be carried out at the finishing stage of construction.

6.6

Construction

6.6.1

Dikes and Tank Bases (If Any)


Dikes shall be constructed where indicated on the drawings to enclose tanks.
The capacity of the dikes areas shall conform to the requirements of the local fire
regulations, and all applicable anti pollution regulations.
For earth dikes, the material compaction shall be in accordance with section 9.2 of this
specification. The maximum height of earth dikes shall be limited to 2m unless otherwise
indicated.
Adequate drainage of dikes areas shall be provided by sloping the bottom to one corner
where drain pipe passes through the dike with a valve.
For tank bases the excavation, back fill and compaction shall conform in general to this
specification and in particular to the relevant drawing.
The tank base material shall be deposited in layers of 150 mm (loose lift) maximum.
Compaction test shall be carried out for each layer.

6.6.2

Road, Hardstand, Carpark and Laydown Areas


Roads, hardstand areas, carparks and laydown areas shall be installed by the
CONTRACTOR as indicated on the drawings.

6.6.3

Surface Drainage

6.6.3.1

Run Off Volumes


The following guideline and procedures shall form the basis for the design of drainage
systems.
Source of surface run off water shall be taken as follows

Natural precipitation.

Area of drains from within and outside process areas and tank farms.

Drains from pipe trenches.

Blowdown from cooling towers

Compute the rainfall rate based on a ten years frequency storm, using a minimum duration
of 30 minutes.
6.6.3.2

Ditches
Ditches shall be designed as follows

Unlined ditch :

Trapezoidal in cross section, minimum bottom width 0.5 m,


1.5 horizontal to 1 vertical slope.

Concrete lined ditch :

Trapezoidal in cross section, minimum bottom width 0.3 m,


1.5 horizontal to 1 vertical slope.

Concrete U ditch :

Minimum bottom width 0.3 m

Pipe culvert at slope :

Provision for flow lines with more than 10% gradient

The capacity of ditches as well as sewers shall be determined by the Manning formula :

The maximum velocity in lined ditches shall not exceed 2.0 m/s, while the velocity in unlined
ditches shall not exceed 0.6 m/s except diches along roads outside facility fence.
Pipe culverts are required for all access road crossings.
6.6.3.3

Culverts
Culverts shall be corrugated galvanized metal pipe, or reinforced concrete pipe, with a
minimum diameter of 300 mm, or ASTM A53 C.S. pipe wrapped for corrosion protection.
The minimum covert for metal culverts shall be 300 mm, for reinforced concrete pipe shall
be 450 mm and for Carbon Steel pipe shall be 200 mm.
Culverts shall have a minimum slope of 0.25%
Drainage system shall be designed where no water trapped in side culvert barrel.

6.6.3.4

Catch Basins
Catch basins shall be for the collection of surfaces run off or wherever any drainage
contains a significant amount of solids. Catch basins are used up stream of pipe culverts
and ditch junctions to also serve as a junction box.
The minimum size of catch basin is 600 mm inside dimension, and its floor shall be at least
300 mm lower than the outlet invert.

6.6.3.5

Slope Protection
Slope protection shall be provided to prevent erosion and deterioration of earth structures.
Turfing may be used for compacted slope not greater than 1 vertical to 1.5 horizontal.

6.6.4

Buried
Services sewer system, the sanitary waste system and the storm system shall be separate
systems. The storm sewer shall be comprised of a system and shall be separate systems.
Sanitary sewer system shall collect the waste from toilet facilities, lavatories, and locker
room facilities, which will be disposed of by a adequate septic tank or sewage treatment
system. For the sanitary system PVC or plastic pipe shall be used, in which case the
COMPANYs approval is required. Hydrocarbon waste during construction shall be either
trucked out of the plant site or burned in a flare pit as stipulated by the regulatory bodies.
Manholes shall be provided at a maximum 10 m distance in underground sewer mains.
Trenches shall be excavated.
System being buried shall be designed per Standards, documented by drawings and
approved for buried by COMPANY.

6.6.4.1

Sewer System
The sanitary waste system and the storm system shall be separate systems.
The storm sewer shall be comprised of a system of catch basins and reinforced concrete
pipe to collect water.
Sanitary sewer system shall collect the waste from toilet facilities, lavatories, and locker
room facilities, which will be disposed of by an adequate septic tank or sewage treatment
system.

For the sanitary system PVC or plastic pipe shall be used, in which case the COMPANYs
approval is required.
Hydrocarbon waste during construction shall be either trucked out of the plant site or burned
in a flare pit as stipulated by the regulatory bodies.
Manholes shall be provided at a maximum 10 m distances in underground sewer mains.
Trenches shall be excavated to the minimum width sufficient to allow satisfactory joining of
pipe and tamping back fill under and around the pipe.
6.6.4.2

Domestic Water
All underground piping systems supplying domestic water shall conform to the requirements
of the Indonesian Standard and COMPANYs Specifications.

6.6.4.3

Underground Electrical
All underground electrical system installations shall conform to Indonesian Standard and
COMPANYs specifications.
Concrete encasement for underground electrical systems shall have a minimum of and 1 m
cover for roadway crossings, unless otherwise indicated.

6.6.4.4

Testing and Inspection


Testing shall be required for all underground sewer lines unless it is waived by the
COMPANY.
Where sewer lines are below the ground water level, the system shall be tested for
infiltration by sealing off all but the discharge end of the line being tested, and measuring the
rate of discharge of infiltration.
All underground lines shall not be buried or block filled in the trenches unless it is visually
inspected by the COMPANYs inspector.
