Percentage of rental housing

in Kohler on the increase

The Village of Kohler has followed a national trend toward an
increase in the percentage of rental
housing. A report issued in June
2015 by Harvard Universitys
Joint Center for Housing Studies
pointed out that U.S. homeownership has been falling for eight
years, down to 63.7 percent from a
peak of over 69 percent in 2004.
On average, the period 2004-2014
was the strongest 10-year stretch
of rental growth in the U.S. since
the late 1980s.
According to the 2010 U.S.
Census, 52 Kohler households
identified as renters. A recent
check of Sheboygan County property data indicates that number has
climbed to approximately 59, a 13
percent increase in five years.
Determining whether a resi-

dence is non-owner occupied is

usually as straightforward as
checking county tax parcel data to
see whether the tax bill address
matches the actual site address. If
not, the residence is usually not the
primary home of the owner. It is
more difficult, however, to further
determine whether the property is
being rented to a third party or is
simply a second home used as a
vacation or seasonal residence.
For this reason, a number of
communities, like Sioux Falls,
South Dakota and Cedar Rapids,
Iowa have begun to require permits for such properties. Closer to
home, residential rental licenses
are now required for all rental
dwelling units within the City of
Wausau, including single-family
homes that are rented out. Besides
an initial licensing process, rental
dwelling units are subject to an inspection every three years under

the Wausau ordinance.

A permitting system helps ensure accurate records and provides
contact information for absentee
owners, landlords, and renters in
case of emergencies, issues related
to street or utility work, or problems with the upkeep or use of the
property.
A suggestion to create a permitting system for rental properties in
Kohler was discussed by the Village Plan Commission a few years
ago but was not explored any further. On September 14, however,
the idea reappeared at the Village
Board meeting, when several interested residents brought the topic
up during the meeting. The residents concerns will proceed to the
November 2 Finance Committee

Kohler Co. and Prevea Health to open

primary care medical clinic
KOHLER Kohler Co. and Prevea Health have announced plans
to open a primary care medical
clinic in Kohler to better serve the
medical needs of associates and
their families plus area residents.
The clinic, which will open in
2016, will be located at 950 Woodlake Road, near the Sports Core.
The new Kohler Prevea Health
clinic will offer comprehensive
primary care, urgent care, physical
therapy and occupational therapy
services. Kohlers existing employee clinic, which has provided
work-related and limited personal
medical care, will focus on workrelated care for Kohler associates,
including treating occupational injuries and illnesses and providing
business travel medical services.

The new clinic will offer associates and their families convenience
as well as a more personalized
level of patient health care.
We know that associates and
their families lead busy lives, and
we want to make it as convenient
as possible for them to actively
manage their health and wellbeing, said Laura Kohler, Senior
Vice President Human Resources and Stewardship. This
clinic will provide comprehensive,
patient-centered care and marks a
further expansion of Kohlers
wellness-centered associate benefits program.
Prevea has partnered with
Kohler since 2013 to manage the
existing Kohler Medical clinic and
was recently selected by Kohler

Co. as its partner for the new

clinic.
Over the past years Prevea
Health has been proud to partner
with Kohler Co. in many ways.
Today's announcement takes our
relationship one step further, said
Dr. Ashok Rai, president & CEO
of Prevea Health, Inc. We will not
only be improving the health of
local Kohler associates, but now
caring for their families and residents of the Village of Kohler and
its surrounding communities as
well.

at Sports Core Health
& Racquet Club
Six-month project sees updated
shower, steam and changing room
facilities

thoughtful work, Sports Core
Health & Racquet Club at Destination Kohler is pleased to announce

In April, Sports Core underwent
renovations to improve the guest

he has neighbors he had never
met, until the neighborhood was
forced to band together to discuss
how they were going to protect
their neighborhood from suspicious drug-related activity taking
place in a rental property.
Gumm said he was informed by
the Sheboygan County Sheriffs
Department that numerous cars
coming and going from the rental
property at all hours of the day and
night were owned by people who
have been involved in gang and

communities. After meeting with
his fellow neighbors, the Sheriffs
Department, and Village officials,
Gumm and his neighbors compiled a list of proactive solutions
they would like to see from Village residents and officials:
1. Neighbors need to know each
other, respect each other and
watch out for each other.
2. Residents need to call the
Kohler Police to report incidents that endanger the neighborhood. Their non-emergency
number is 459-3877, and then
select #2 from their menu. For
emergencies dial 911.
3. Gather information about suspicious vehicles in your neighborhood and forward license
plate numbers and descriptions
to the Kohler Police Department as well as the County
Sheriffs Department.
4. Local police need to patrol all
neighborhoods on a regular
basis and step up patrols in
neighborhoods that have had
issues with break-ins, drugs,
and other illegal activity.
5. Village officials need to adopt
a nuisance abatement ordinance similar to Sheboygans
ordinance.
6. Village officials need to create
a database of all rental properties located in the Village of
Kohler. The registration would
be updated annually and involve an inspection of the
property (interior and exterior)
every two years, or as needed.
Gumm also calls on residents to
contact Finance Committee members Brian Post and Susan Jaberg
in support of implementing numbers 4, 5, and 6 in the above list
of suggestions, and also attend the
November 2 Finance Committee
Meeting at 5:00 p.m. at the Village Hall. Visit kohlervillage.org

Long-time Kohler resident Darryl Gumm recently pondered

about how much the Village of
Kohler (and the world in general)
have changed from what it was 50
years ago. Respect, compassion,
community service and a sense of
community were central to our
way of life, said Gumm. In the
Village of Kohler, neighbors knew
each other and cared about each
other. Locking the doors on our
cars and houses was almost unheard of. The vast majority of the
homes in Kohler were single-family and owner occupied. There
were very few rental properties.
Gumm said he supports change
as long as it enriches lives and sustains the sense of community

Students participate in Testing the Waters program

The students listed will participate in this years water testing
program at Kohler High School.
This science enrichment program
allows students to participate in a
community service project and
also encourages them to use some
of their biology and chemistry
skills. The students will be actively involved in collecting, analyzing, and interpreting biology
and chemistry data related to the
water quality of the Sheboygan
River. The Kohler group is responsible for testing the river near

Black Wolf Run Golf Course.

Some of the tests include dissolved
oxygen, biological oxygen demand, pH, temperature, total phosphates, nitrates, turbidity, total
solids, fecal coliform, and
macroinvertebrates. The water test
results are sent to the Great Lakes
Area of Concern Program, the
UW-Sheboygan Water Quality Extension, and to the Department of
Natural Resources. Other Sheboygan County schools test different
parts of the river, and all of the results are shared at a forum in the

spring. Along with presenting the

data, students suggest explanations
for their findings, and work together to explore possible action
plans that might have a positive
impact on the areas land conservation and the environment. Students attend sessions where water
quality experts provide needed information. Students involved in
the program are currently taking
honors physics, advanced biology,
or honors chemistry. Ms. Krejcarek is the science teacher leading
this group.

for State Honors Music
Project
Kohler Middle School violinists
Clara and Lily Montes were
among many of Wisconsins most
accomplished junior high and middle school music students (band,
choir and orchestra) who performed in Madison on Saturday,
October 31, at the Wisconsin
School
Music
Association
(WSMA) Middle Level State Honors Music Project concerts.
Throughout the state 314 students in grades six, seven and eight
were selected from over 1,200 who
auditioned in April 2015 to participate in the WSMA program. Auditions included individual student
performances and an ensemble
class, taught by an Honors adjudicator. Selection was based on several
elements
of
music
performance.

Gunlocks
With gun deer hunting season right around
the corner, the Kohler Police Department is reminding all those with firearms to use caution when handling firearms. Also, the Kohler Police Department
continues to supply Masterlock trigger locks for all
residents that want one. One free gunlock can be
obtained from the police department just by stopping in. For those who have already obtained one
in 2015, another can be obtained starting in 2016.
In addition to the Masterlock trigger locks provided
by the Kohler Police Department, a federal program, Project Childsafe continues to have locks
available at the police department, while supplies
last. These locks are the cable lock variety and anyone may request up to three of those for their guns
too.

Nomination Papers for Spring Election

Tuesday, December 1, 2015, is the first
day to circulate nomination papers for the 2016
Spring Election. Nomination papers are available
at the Village Offices during regular business
hours or on-line at www.gab.wi.gov. The due
date for filing nomination papers is Tuesday, January 5, 2016, at 5:00 pm. All terms begin on

Leaf Collection
Leaf collection will continue through December 4th. Leaves should be raked into the street
along the curb in a three-foot (3) wide row. No
grass clippings, sticks, or other garden debris is
allowed. The Public Works Department follows a
schedule for leaf collection. The collection starts on
the south end of the Village where the trees are
more mature and produce more leaves. The route
continues to the west and north sections of the Village. During the last part of October and early part
of November we may only be able to get through
the Village once a week and cannot make exceptions since this will affect the collection schedule.

Fall Yard Waste

Yard waste must be put into the carts
with the green lid. On October 27th and November 3rd, yard waste may be put into additional containers after the cart is full for these
two special pickup weeks.

Elementary secretary is Rebecca Remberg. We have
Mrs. Amy Abel returning to Kohler Elementary as a 4K

for Kohler Elementary, she has now joined us as a full
time 3rd grade teacher. Mr. Jon Waters joins us as a 4th
grade teacher, and Ms. Michelle Weinandt is newly hired
as our elementary special education teacher. We will be
interviewing candidates for our Media and Information Literacy Teacher this Wednesday. We are so happy to have
them all join our team!

WASB offer seminars for new board members. The regional fall meeting is September 30 at the Milhomme
Supper Club.
The strategic communication plan effort will commence

Superintendents Report (Quynh Trueblood)
The summer months have been productive with the organizational restructuring to support quality instruction by
teachers, to elevate the climate and culture of our
schools, and to establish an effective and efficient school
system. We have the hands of many who have worked
hard to assist with onboarding our principals, welcoming
and assisting new faculty and staff, reorganizing our
school offices; improving, expanding, and preparing our
facilities, and preparing for the welcome and return of
teachers, students and families. Our summer team is an
incredible team: Paula Anderson, Lynn Vander Schaaf,
Doug Bocchini, Cindy Payne, Jeff Schultz, Mark
Gabrielse, and Lloyd Bleuel.
Registration was very successful. A best fleet of school
staff, all 12, provided a warm welcome and help to returning and new families. Very smooth, efficient process.
I enjoyed representing the district at the PGA Wives Charity event. The event was a collaborative effort led by the
PGA of America Spouses, PGA TOUR Wives Association,
and PGA REACH in conjunction with the Kohler Co. and
Bookworm Gardens. The groups partnered to create
spaces in Bookworm Gardens that showcased the 2015
PGA Championship at Whistling Straits with a focus on

Connor the Caddie, imagined by the Koberstein Family
and written by Ulrich Koberstein and illustrated by
Christina Koberstein. The events of the day will stay with
all of us for a very long time.
We welcome new teachers and staff: Mr. Matt Kautzer is
our business manager. Mrs. Amy Abel will teach the 4k
students. Mrs. Rebecca Remberg is our Administrative
Assistant for the Elementary School. Mrs. Sydney Cleven
will teach the third grade students. Mr. Jon Waters will
teach the fourth grade students. Mrs. Kelly Wink will
serve as the Speech and Language Teacher. Mrs.

My days are busy with familiarizing myself with current

curriculum resources and assessments and learning
about procedures and past practices regarding field trips
and enrichment programs to help support our curriculum.

Looking forward to this opportunity to continue academic excellence at Kohler School District. Therefore I
have been orientating myself to the school and what I
can do to help solidify the strategic plan of the school
board.
Spending my time reflecting and engaging with Peggy
Black and the district onboarding process regarding
Team Building and effective and efficient leadership
and building the approach to the school year with that
in mind.
Specifically my opening statements to the staff and
starting the school year with a strong opener. my
focus surrounds relationship building, high expectations and academic excellence to achieve these goals,
the middle school has been focusing on September
with an eye on the kohler andrea state park trip which
will occur on Friday, September 4th. Our PBIS introduction to occurr on Wednesday, September 9th and
enriching the homecoming experience for middle
school students.
Our high school has been working on building student
climate and culture surrounding homecoming activities
as well as challenge day, occurring on September 2829th.
Personal note, I attended the football game friday
night. I am energized by the student participation and
parental involvement. The feeling in the building is different, and am very much honored and humbled by
my new appointment and am looking forward to a
successful beginning of the 2015-16 school year.
Review of District Finances
Matt Kautzer reported that the audit is complete. There

were no issues to report. DPI has new requirements for

Fund 80 reporting. The business office is making sure
the school district is compliant. The Kohler School District paid off the unfunded pension liability. The 15-16
budget is on-track this year.

A Beauty of a Broadway musical

KHS Beauty and The Beast Opens November 5th

Disney has always been known
for wonderful animated movies.
But after the critical raves for their
film Beauty and the Beast, first
released in 1991, Disney decided
to turn the movie into a Broadway
musical. Filled with fantastic
characters and an engaging story,
the musical features all the favorite songs from the movie,
along with a few new tunes. And
now, Kohler High thespians will
bring the show to the Kohler Memorial Theatre Stage.
The show opens on Thursday,
November 5th at 7 pm and two
more evening shows follow on
Friday and Saturday at the same
time. The show closes with a Sunday matinee at 2 pm. Tickets are
available in the Kohler High office and are $7.00 in advance and
$9.00 at the door. Tickets are good
for any of the four shows. Box office opens a half hour before the
show.
