BUSINESS CASE

IESCO SOLAR POWER PROJECT IN


ISLAMABAD

1. EXECUTIVE SUMMARY:
This project is about saving power and reducing load shedding in Islamabad by
implementing the technology of solar power. All the assumptions and details have been
provided below.
1.1 Issue:
Due to load shedding problem in Pakistan, government proposed idea of implementing solar
power in Islamabad to save power. Islamabad Electricity Supply Company (IESCO) is

facing electrical supply issues therefore through this RFP IESCO want to shift all its
Street Lights, Traffic Signals and Water Pumps to Solar power. There are 1900 street
lights, 155 traffic lights and 83 Water Pumps for which we are inviting proposals for
the engineering, procurement, design, construction, under which the successful firms
will do their relevant project work.
1.2 Anticipated Outcomes
After implementing this project, following will be the outcomes:

30% reduction in power


Saved electricity will be utilized in supply to domestic and commercial use

1.3 Recommendations:
Various options were discussed before going for solar panels but the solar power project was
selected because of the following factors:

Cheaper
Durable
Long lasting
It does not require years to complete
New technology

1.4 Justification
While considering other alternatives, like construction of dam, which is not feasible with in
the boundary of Islamabad and it requires so many approvals and finance, whereas solar
power project is feasible in this environment and doesnt require much time.

3. PROBLEM DEFINITION
3.1 Problem Statement:
The main problem to overcome is reduction of load shedding which can only be done by
saving power.
3.2 Technology Migration:
The technology of solar panels which we are using is imported from china and those are
hybrid solar panels.

4. PROJECT OVERVIEW
There are 1900 street lights, 155 traffic lights and 83 Water Pumps in Islamabad which
are to be converted to solar power.
4.1 Project Description
This project will result in saving at least 1000 MW per month of power which can help a lot
in reducing load shedding.

4.2 Goals & Objectives:

4.3 Project Performance:

4.4 Project Assumptions:

The following assumptions apply to the Solar Power Project. As project planning begins
and more assumptions are identified, they will be added accordingly.

Funding is available for the project


Well trained technical staff is available
Latest and durable technology is available
It is assumed that political and security situation will remain the same throughout
the project estimated timelines.
Fuel prices will remain the same throughout project estimated timelines.

4.4 Project Constraints:


The following constraints apply to the Solar power Project. As project planning begins
and more constraints are identified, they will be added accordingly.

There are limited numbers of staff available to undergo this project.


Uncertainty of Political and security situation in Pakistan
Fuel prices increase in international market will affect the Project
IESCO is Government Department, therefore there are chances that staff will
change which may delay in different project activities and approvals
Delay in supply of solar panels from China

4.5 Major Project Milestones:

The following are the major project milestones identified at this time. As the project
planning moves forward and the schedule is developed, the milestones and their target
completion dates will be modified, adjusted, and finalized as necessary to establish the
baseline schedule.

5. STRATEGIC ALIGNMENT
The strategy of the project is first to introduce the technology in Islamabad and
afterwards implementing the project in other cities of Pakistan. If the company completes
the respective project with in time successfully than of course there is a chance that they
will have exposure to get the other cities project also.
