stations for Tambaram at (S.No.4/1 & 3, 5/3, Kannadapalayam
Village) for Pallavapuram at (S.No.432 Pt, Ganapathipuram Village)
and for Alandur at (S.No.23/1A3, Pallikaranai Village),
Chengalpattu Taluk, Kancheepuram District - Environmental
Clearance - reg.
--This has reference to your application submitted to the State Level
Environment Impact Assessment Authority, Tamil Nadu on 17.12.2008 seeking
Environmental

Clearance

under

the

Environment

Impact

Assessment

Notification, 2006. The Proposal was appraised by the State Level Expert
Appraisal Committee in its meeting held on 21st & 22nd of May 2009 and in their
subsequent meetings held on 14th & 15th of October 2009, 8th & 9th December
2009 and19th and 20th February 2010 in accordance with the prescribed
procedure in the light of provisions under the EIA Notification, 2006 and on the
basis of the mandatory documents enclosed with the application viz., the
Application Form-1, Form-IA, Conceptual Plan, EIA Report and the additional
clarifications furnished by the proponent.
It is noted, interalia, that the project proposal involves development of an
Integrated Municipal Solid waste processing plant of 300 TPD capacity at
Vengadamangalam Village for the treatment of Municipal Solid Waste generated

from the Tambaram, Pallavapuram and Alandur Municipalities and establishment


of transfer station cum material recovery facility at 3 locations namely for
Tambaram at Kannadapalayam village (4.50 acres) to handle 81.79 TPD, for
Pallavapuram at Ganapathipuram village (6 acres) to handle 89 TPD and for
Alandur at Pallikaranai village (15 acres) to handle 81.18 TPD of Municipal Solid
Waste Respectively under Solid Waste Management Project (JNNURM) as per
the application submitted.
Further, landfill having a capacity of 20,93,704 MT shall be developed in
phases of 5 years each and each based on the waste generation at that point in
time. However, as proposed, the proposal includes land filling only for Phase I
and the targeted MSW management programme shall be considered and
implemented separately in phases to attain 20 years design period and is not
covered under present Environmental clearance.
The total area of the plot is 50 acres (for composting & landfill facility) out
of which 26 acres will be utilized for the sanitary landfill. Water requirement of the
project is 16 KLD which will be met from the supply of Tambaram Municipality as
per the letter dt: 7.1.2010. The sewage of 3.20 KLD will be treated in the Septic
tank and soak pit.
The leachate generated from the compost yard & land fill (for Vengadamangalam
site) will be 160 l/d which will be collected in the leachate collection pond and
reused for processing of Municipal Solid Waste in Vengadamangalam site.
The leachate generated from the 3 transfer stations will be 1.07 KLD
which will be collected through drains & stored in the collection sump and
transported to Vengadamangalam site for further treatment. Transportation will
be as per the manifest under Rule 7 of the Hazardous Waste (Management,
handling and Transboundary Movement) Rules, 2008.
Compost

- 60 TPD, RDF

- 75 TPD, recyclables - 15 TPD, Inerts

- 24 TPD,

Eco bricks - 21 TPD will be generated from the process activity.


It has been proposed to provide cyclones & bag filters for the RDF plant to
control emissions. The emissions from waste handling areas shall be controlled
by covering the areas and also providing proper ventilation. Compost, Eco bricks

& RDF will be sold to the dealers, recyclables to recyclers and inert shall be
disposed in sanitary landfill. It has been proposed to provide a green belt of
20,000 m2 area at Vengadamangalam site and 10,200 m2 at the 3 transfer
stations.The total cost of the project is about Rs. 44.21 Crores.
The project activity is covered in 7(i) of the Schedule and is of B2
category. The SEAC has observed the following points:
1) Project site is away from human inhabitation.
2) No vegetation, No water bodies, No sanctuary & National park are nearby.
3) Water table existing at 12 meters.
4) No litigation from any quarters against the project.
5) Only segregated biowaste transported to processing site from respective
cities.
6) Eco friendly & non polluting process. No incineration.
7) Dumping sites will be totally improved and developed eco friendly
and has recommended for exemption of Public Consultation since it is an
environmental improvement project with immense benefit to people at large and
no public complaints brought to the notice of the Committee and has considered
the project as B2 Category. Hence it does not require Public Consultation as per
Para 7(i) III Stage (3) (e) Public Consultation of EIA Notification, 2006.
The SEAC after due consideration of the relevant documents submitted by
the Project Proponent and additional clarifications furnished in response to its
observations has recommended to the SEIAA, Tamil Nadu to grant
Environmental Clearance to this project and also recommended that the project
does not require Public Consultation, as it is an environmental improvement
project.
The SEIAA, while considering the project for Environmental Clearance
accepted the recommendations of the SEAC, that Public Consultation is not
necessary and decided to accord Environmental Clearance.
The proposal was considered by the SEIAA, Tamil Nadu in its meeting
held on 08.03.2010 and as the Public Consultation is not required for the project,
the SEIAA hereby accords Environmental Clearance to the above project under
the provisions of EIA Notification dated 14th September, 2006 as amended based

on the recommendations of the SEAC subject to the strict compliance of the


terms and conditions stipulated below:
CONDITIONS:
A. SPECIFIC CONDITIONS: Design and Construction stage of the Sanitary landfill facility and
Transfer stations.
1) As proposed, adequate link routes are to be developed for proper
collection of Municipal Solid Waste (MSW) from various source locations
and for smooth transportation of the same to the identified treatment /
disposal facilities.
2) The waste receptacles and the garbage lifting machineries should be
compatible with each other.
3) Manpower at different ULBs should be planned in such a manner that
100% collection and transport of waste are achieved.
4) The MSW after collection and segregation at the 3 transfer stations shall
be sent to the centralized engineered landfill facility to be developed at
Vengadamangalam.
5) The existing MSW dumped in the 3 dumping sites Kannadapalayam,
Ganapathipuram, and Pallikaranai

shall be cleared for setting up of

transfer stations by the 3 municipalities as per the commitment letter


dt. 19.01.2010.

Waste Treatment Facility


6) Composting plant shall be set up at Vengadamangalam site. Windrow
composting shall be adopted at the treatment facility for stabilizing the
organic portion of the waste.
7) The composting plant at the treatment facility shall have pre-processing,
processing, post processing area as proposed.

Pre-processing area
8) The size and design of the pre-processing area should be adequate for
proper storage of incoming MSW.
9) Waste shall be treated with bio -cultures, enzymes and herbal extracts
for de fouling and to induce accelerated bio-conversion cycle.
10) Pre-processing area should consist of Weighbridge facility, Waste
unloading, Waste segregation, and Waste shredding facilities. The waste
shall be segregated into organic waste for composting, recyclable waste
for sale, inert waste for disposal at centralized landfill facility.

Processing area
11) The processing area shall comprise of mass composting and curing
activity.
12) Residence time for compostable waste in mass windrow has been
assumed to be 20 days. The platform should be impervious and
constructed with adequate strength, structural stability and drainage
provisions.
13) As an additional protection against erosion, windrows should be
arranged parallel to the grade to allow runoff to flow between the piles
instead of through them.
14) The mass composting pad surface and curing area shall be paved to
avoid erosion due to runoff. Grading the surface of the pad to meet the
optimal slope will also help to prevent erosion by allowing smooth
drainage.
15) Adequate drainage at composing facilities should be provided in order
to prevent water logging.
Post processing area
16) The post processing area at composting facilities shall be used for
screening, size reduction, and blending operations for compost,
conducting tests to ensure quality of compost; preparing compost for
marketing; and also for storing the compost.

17) Storage capacities of at least 3 months generation of compost should be


incorporated into site designs for composting facilities. Backup storage
and disposal capacity should also be ready to accommodate demand of
seasonal markets.
18) Buffer zone should be provided to minimize the odour and transport of
bio aerosols along downwind of the facility.
19) Sprinklers should be installed in order to reduce the dust generation at
the site during the construction work.
20) On site road leading to the tipping and storage areas should be paved or
graveled to accommodate movement of large vehicles even during
adverse weather conditions. Roads shall be designed to provide
adequate space for turning. The roads at dumping areas should be
designed to accommodate delivery by all types of vehicles
21) Inert materials and rejects of compost shall be transported to Central
Sanitary Engineered landfill.

Sanitary Engineered Landfill


22) The Sanitary landfill shall include following features:
Municipal Solid Waste Inspection area, Weigh Bridge, Disposal ground,
Leachate Collection & Removal System, Leachate Treatment Plant,
Quality control laboratory, Water supply System, Office Block, Shed for
machinery storage and parking and vehicle maintenance, vehicle
washing platform for vehicle transporting MSW, Boundary wall, Storm
water drainage system, Green belt / buffer area / lawns, other basic
amenities including sewage treatment plant, Boundary Wall and Fencing
and Roads and street lighting.
23) Landfill layout should be designed to cater to the landfill requirement for
Tambaram, Pallavapuram and Alandur Municipalities for next 20 years.
24) The Landfill should be designed in line with MSW Rules, 2000 having
minimum environmental impact.

25) The landfill should be of capacity to handle 49 TPD of rejects from


processing (20% rejects and miscellaneous) and drainage silts.
26) Adequate bottom liner system and top liner system shall be provided.
The thickness of the HDPE liner should be 1.5 mm for the bottom liner
as well as top liner for capping.
27) Leachate Collection & Removal System should be developed for
effective collection of leachate and reducing the risk of contamination of
ground water.
28) Daily cell cover of 150 mm thick shall be provided as per the norms.
29) The Tambaram, Pallavapuram and Alandur Municipalities being
entrusted with township planning and development in Tambaram,
Pallavapuram and Alandur Municipal area must ensure that there shall
be no habitation clusters, water bodies, monuments, national parks,
wetlands and places of important cultural, historical or religious interest
near the treatment and disposal site.
30) As per the Municipal Solid Waste Rules, Pallavapuram Municipality
should declare a no-development buffer zone around the landfill site and
the same should be incorporated in the town planning department land
use plans.

Leachate Collection & Removal System


31) The bottom liner system shall be provided with 2% slope towards the
leachate collection pipes.
32) As proposed, HDPE pipes with adequate strength, diameter, should be
laid at suitable slope and spacing for leachate collection.
33) Perforated drainage pipes shall be provided for rapid transport of fluids.
Adequate slope and spacing should be provided.
34) The leachate Main Header pipe of 250 mm dia HDPE shall be provided
at the centre of the landfill, having adequate slope, which will collect
leachate from the header pipes and discharge into a collection sump.

35) These pipes should be of good quality HDPE with min. 10 kg/cm2
pressure-specification. As proposed, these pipes will have perforations
of 12 mm dia at 150 mm interval on its top semicircle. These shall be
embedded in granular drainage materials and shall be connected to the
granular drainage layer on top of the HDPE liner.
36) Leachate shall be removed from the landfill by pumping from collection
sump. Submersible pumps should be used for pumping of leachate.
37) The component that is most vulnerable to failure due to compressive
strength is the drainage layer piping. Leachate collection piping system
can fail by excessive deflection, which may lead to buckling or collapse.
All components of the leachate collection system must have sufficient
strength to support the weight of the overlying waste, cover system and
post closure loadings as well as stresses from operating equipment.
38) The depth of the drainage layer around the pipe should be deeper than
the diameter of the pipe.
39) The pipes should be placed in trenches to provide the extra depth. In
addition, the trench shall serve as a sump for leachate collection.
40) As the pipes can be susceptible to particulate and biological clogging
regular maintenance should be ensured.

Storm water Collection and drainage system

41) Storm water drainage system should be designed to minimize the


leachate generation and to prevent contamination of surface water
through runoff from dumpsite. The storm water should not be allowed to
enter the active cell of the landfill. Stagnation must be avoided. Storm
water from the site shall be collected in a detention pond prior to
disposal.
Transport and others conditions
42) 20 m wide Buffer zone should be provided to minimize the transport of
odour and bio aerosols downwind of the facility.

43) Adequate transport management

plan should be in place for

uninterrupted traffic flow. Roads shall be designed to provide adequate


turning and dumping areas to accommodate delivery by all types of
vehicles.
44) On site roads should be paved or graveled roads leading to the tipping
area and storage areas to accommodate movement of large vehicles
during adverse weather conditions.
45) Adequate lighting should be provided in streets and working areas for
ensuring operation and security.

B. SPECIFIC CONDITIONS: Operation stage


Collection and Transport System
The

source

segregation,

collection

and

transportation

are

the

responsibility of the 3 municipalities as per the approved DPRs and commitment


letter dated 19.01.2010.However collection system for various sources should
comply with the following conditions:
Domestic sources:1) The door-to-door collection of municipal solid waste should be scaled up
to achieve 100% collection efficiency in a phased manner. The door-todoor collection shall be ensured either by providing direct primary
collection services by the ULBs themselves or by engaging suitable
collection agencies. The nature of collection service shall be determined
by demographic and socio-economic status of the concerned locality.
2) The Municipal Solid Waste shall be collected in a segregated manner. The
100% segregation shall be attempted in a phased manner.
3) Mechanized sorting of MSW shall be adopted committed vide lr dt.
19.012010.
MSW generated from Street Sweeping:4) The roads shall be categorized on the basis of population density and
quantum of waste.

5) Beat allocation shall be based on CPPHEEO norms and the container


carts shall be adequately designed. Filled up bins shall be loaded on to
dumper bins for transportation of waste to the earmarked treatment site.

Market Sources: 6) Market waste shall be either collected by dumper bins located in each
market or shall be collected through sweeping by sanitary workers
depending upon the size of market.

Commercial establishment and others: 7) Municipal Solid Waste from these generators shall be collected from
sanitary workers and the waste shall be collected in bins, which could be
loaded to the dumpers and shall be transported to the treatment facilities.
8) The Garbage lifting crew should be provided with shovels, long handled
brooms for collection and transfer of waste and personal protective wears.
9) The Biomedical waste generated from the hospitals of the 3 Municipalities
shall be disposed to the common Bio Medical Waste facility
M/s.G.J.Multiclave (India) Pvt.Ltd at Thenmelpakkam Village, Chengalpet
Taluk, Kancheepuram District as per the agreement made with the Bio
Medical Waste operator.
Transportation of MSW
10) All the vehicles that shall be used for transportation of MSW from
Processing facility to Landfill site shall be fitted with GPS and will be
connected at all times to the vehicle tracking system. This would enable
the drivers to choose the shortest and best possible route for
transportation. Tracking of vehicle during transit shall be easier.
11) All vehicles shall be fitted with fire extinguishers and first aid kit
12) Medical checkup of drivers and other field staff should be carried out from
time to time.

13) During transportation, the container shall, remain closed from all sides
and shall be opened at the time of disposal of the waste only. Each
container should be inspected at least once in a week for any leakage
spillage problem.
14) There shall not be any spillage of waste during transportation. The
transporter shall be made aware about the type of wastes and quantities.

Segregation and reuse of plastic waste


15) The plastics received at the site shall be first segregated and the same
shall be marketed to recyclers in the local markets. However the individual
recyclers must obtain prior clearances form the Tamilnadu Pollution
Control Board as per environmental regulations of for reuse/ recycling/
reprocessing the waste plastic.

Operation at composting plants


a. Daily log of MSW handled in the facilities should be recorded and
kept in place.
b. Weighbridge

should

be

used

for

quantification

of

waste.

Weighbridges should be calibrated by independent agency on


regular basis.
c. The number of vehicles, number of trips by each vehicle, quantity of
waste transported should be recorded at all facilities.
d. The organic solid waste shall be stabilized through microbial action.
e. The waste shall be periodically turned every five days for
oxygenation. Active composting shall be followed by curing at
bunker for 30 days.
f. In the mass windrow, fermentation should start within 48 hours and
temperature of heap should be 65 to 70 deg. C due to exothermic
heat generated by aerobic micro-organisms, which will lead to
killing of pathogens. Adequate moisture content shall be maintained
throughout the fermentation cycle.

g. Waste should be stacked in adequately spaced rows after mass


windrow.
h. Ground compaction and leveling shall be provided in the area
occupied by the composting bunkers, curing pad and roads.
i.

Water shall be supplied to the piles to maintain the desired


moisture content.

j.

Any leachate or runoff from the plant shall be collected and treated
or, added back to a batch of incoming MSW to increase its moisture
content.

k. Quality control shall be ensured for physical, chemical and


biological parameters.
l.

Finished product shall be packed in HDPE bags or polybags.

m. The composted material should be sampled, tested regularly and


should be certified as fit for sale if it conforms to requisite
composition. The analysis reports should be maintained and made
available as and when required.
n. Routine

operation

and

maintenance

scheme

should

be

complemented by Emergency Response Protocol (ERP) to carry


out emergency repairs and damage controls.
o. A reporting structure should be in place for addressing such
situations.
p. Only trained personnel shall be allowed to handle the waste and
strictly observe all safety and security rules and regulations
enforced. Persons who will handle waste should be equipped with
adequate safety devices like gloves, mask, fire extinguisher, gum
boots, etc.
q. Remnants to the extent of 10 to 20% shall be disposed in sanitary
landfills.
r. The compost and leachate should comply with quality standards
prescribed in MSW rules.

s. Odour control measures shall be adopted so that operation of the


compost yard shall not cause any odour problem.
t. Proper and adequate measure should be taken to prevent the
transfer stations and compost yard from becoming breeding
grounds for flies, birds, other insects and Rodents.

Operation at Sanitary Landfill


u. The operator of the landfill facility must ensure that only the residual
inert material and rejects of compost plant, sewer silt are disposed.
v. Disposal of construction debris at centralized landfill is not
permitted.
w. The waste transported at landfill facility shall be reported with date,
time, waste quantity etc.
x. The landfill shall be compacted during active operations on daily
basis and covered as per requirement.
y. 1:3 slope shall be maintained in the sanitary landfill.
z. The actual stability shall be tested at regular interval.
aa. An intermediate liner should be provided before onset of monsoon.
bb. The final cover shall be laid as per construction requirements and
MSW regulations to enhance surface drainage, minimize infiltration,
veg etation and control the release of the landfill gases. To ensure
the rapid removal of rainfall from the completed landfill and to avoid
the formation of piddles, the final cover should have the requisite
slope. Proposed cover system for centralized landfill site shall
comprise of Vegetative Layer of 450 mm thick with good clay soil
cc. Drainage Layer of 150 mm thick granular solid material with
permeability value of 1x10- 2 cm/sec shall be provided. A vegetative
cover shall be provided over final cover.
dd. Ambient noise level should not exceed the permissible limit. The
overall noise levels in and around the plant area shall be kept well
within the standards by providing noise control measures including

acoustic hoods, silencers, enclosures etc. on all sources of noise


generation. The ambient noise levels should conform to the
standards prescribed under EPA Rules, 1989 viz. 75 dB(A) Leq
(daytime) and 70 dB(A) Leq (nighttime) and its subsequent
amendments.
ee. As proposed, crushers shall be operated in closed environment to
avoid fugitive emission
ff. Green belt shall be developed within and around the plant premises
in consultation with the Forest Department and developed along the
periphery of all the facilities in order to reduce the dust generation,
noise and odour generated from the MSW. At least 33% of the land
area for the proposed project to be covered by plantation.
gg. All internal roads should be concreted / pitched. Proper lighting and
pathway inside the factory premises should be constructed to
ensure safe vehicular movement. Provision of separate pathway for
entry and exit of vehicles should be made. Vehicles should conform
to pollution under control (PUC) norms. Proper house keeping shall
be maintained within the premises. Solar lighting should be used as
far as practicable.
hh. Health and safety of workers should be ensured. Workers should
be provided with adequate personnel protective equipment (PPE)
as per proposal and sanitation facilities. Occupational Health
Surveillance of the workers shall be done on a regular basis and
records maintained as per the Factories Act.
ii. The implementation and monitoring of Environmental Management
Plan should be carried out, as proposed.
jj. As proposed, a continuous permanent weather station shall be
installed at the facilities.
kk. Corporate Social Responsibility programmes should be carried out,
as proposed. The proponent should invest for setting up health
centre, sports facility, and environmental campaign. The proponent

should submit specific proposals including the financial commitment


within three months.
ll. The proponent shall provide the following APC measures as

Monitoring at MSW and land fill facilities:


16) The ambient air quality, surface water quality survey shall be conducted
as specified in MSW Rules as stipulated by Tamilnadu Pollution Control
Board. In addition the monitoring shall also be carried in different zones as
per the proposal.

C. CLOSURE OF THE SITE & POST CLOSURE CARE


17) The post-closure care of landfill site should be conducted for 25 years as
committed and long term monitoring or care plan shall consist of the
following, namely
18) Maintaining the integrity and effectiveness of final cover, making repairs,
and preventing run-on and run-off from eroding or otherwise damaging the
final cover.
19) Monitoring leachate collection system to ensure no overflow of leachate.
20) Monitoring of ground water in accordance with requirements and
maintaining ground water quality
21) Maintaining and operating the landfill gas collection system to meet the
standards shall be carried out. Adequate venting system should be
provided for venting gas at the site. The gas collected in the gas vent layer
shall be collected and vented through vent pipes of 150 mm diameter
HDPE pipe.

B. GENERAL CONDITIONS:
I. The project proponent shall comply with all the environmental
protection measures and safeguards stipulated. Further, the unit must
undertake socio-economic development activities in the surrounding
villages

like

community

development

programmes,

educational

programmes, drinking water supply and health care etc.


II. All the conditions, liabilities, and legal provisions contained in the
Environmental Clearances shall be equally applicable to the successor
management of the project in the event of the project proponent
transferring the ownership, maintenance of management of the project
to any other entity.
III. Provision should be made for the supply of kerosene or cooking gas to
the labourers during construction phase. All the labourers to be

engaged for construction works should be screened for health and


adequately treated before issue of work permits.
IV. The vehicles and MSW handling/processing equipments shall be
arranged as per DPRs and as per requirement from time to time.
V. The Proponent shall abide by the conditions / recommendations
mentioned in the EIA report furnished by them.
VI. The gaseous emissions (SO2, NOX, HCl, CO, CO2, VOC and HC) and
Particulate matter along with RSPM levels from various process units
shall conform to the standards prescribed by the concerned authorities
from time to time. At no time, the emission levels shall go beyond the
stipulated standards. In the event of failure of pollution control
system(s) adopted by the unit, the respective unit shall not be restarted
until the control measures are rectified to achieve the desired
efficiency.
VII. The locations of ambient air quality monitoring stations shall be
decided in consultation with the Tamil Nadu Pollution Control Board
and it shall be ensured that at least one station is installed in the up
wind and another in the downwind direction as well as where maximum
ground level concentrations are anticipated.
VIII. Fugitive emissions in the work zone environment, product and raw
materials storage area shall be regularly monitored. The emissions
shall conform to the limits imposed by the Tamil Nadu Pollution Control
Boards/Central Pollution Control Board.
IX. A separate Environmental Management Cell equipped with full fledged
laboratory facilities shall be set up to carry out the Environmental
Management and Monitoring functions.
X. The project proponent should make financial provision in the total
budget of the project for implementation of the environmental
safeguards. The project authorities shall provide requisite funds both
recurring and non-recurring to implement the conditions stipulated by

the SEIAA along with the implementation schedule for all the
conditions stipulated herein. The funds so provided should not be
diverted for any other purpose.
XI. No further expansion or modifications in the plant should be carried out
without prior approval of the State Environment Impact Assessment
Authority.
XII. The Tamilnadu Pollution Control Board, who would be monitoring the
implementation of environmental safeguards, should be given full
cooperation, facilities and documents / data by the project proponents
during their inspection. A six monthly compliance report and the
monitored data along with statistical interpretation shall be submitted to
the TNPCB regularly. A complete set of all the documents should also
be forwarded to the State Level Environment Impact Assessment
Authority.
XIII. In case of any violation of the conditions laid down in this
Environmental Clearance, Section 16 of The Environment (Protection)
Act, 1986, shall be applicable.
XIV. In the case of any change(s) in the scope of the project, the project
would require a fresh appraisal by the SEIAA.
XV. The State Level Environment Impact Assessment Authority reserves
the right to add additional safeguard measures subsequently, if found
necessary, and to take action including revoking of the Environment
Clearance under the provisions of the Environmental (Protection) Act.
1986, to ensure effective implementation of the suggested safeguard
measures in a time-bound and satisfactory manner.
XVI. The Project Proponent should inform the public that the project has
been accorded environmental clearance by the SEIAA and copies of
the clearance letter are available with the Tamilnadu Pollution Control
Board and may also be seen at website of the SEIAA .This should be
advertised within seven days from the date of issue of the clearance
letter, at least in two local newspapers that are widely circulated in the

region of which one shall be in the vernacular language of the locality


concerned.
XVII. The Project Authorities should inform the State Pollution Control Board
as well as the SEIAA, date of commencing the land development
work/project implementation.
XVIII. Consent-to-Establish under Water and Air Act and authorization under
MSW Rules, 2000 for the proposed expansion project must be
obtained from the TNPCB before commencement of construction. All
other statutory clearances should be obtained by project proponent
from the competent authorities.
XIX. The Environmental Clearance accorded shall be valid for a period of 5
years for the proposed project.
XX. The above stipulations would be enforced along with those under the
Water (Prevention and Control of Pollution) Act, 1974, the Air
(Prevention and Control of Pollution) Act, 1981, the Environment
(Protection) Act, 1986, the Public Liability Insurance Act, 1991, the

and

their

amendments.
XXI. The project proponent shall also submit six monthly reports on the
status of compliance of the stipulated EC conditions including results of
monitored data (both in hard copies as well as by e-mail) to the
Regional Office of MoEF, Bengaluru, the Zonal Office of CPCB,
Bengaluru and the TNPCB. This shall also be put on the website of the
Company by the proponent.
XXII. The proponent shall upload the status of compliance of the stipulated
EC conditions, including results of monitored data on their website and
shall update the same periodically. It shall simultaneously be sent to
the Regional Office of MoEF, Bengaluru, the respective Zonal Office of
CPCB, Bengaluru and the TNPCB. The criteria pollutant levels namely;
SPM, RSPM, SO2, NOx (ambient levels as well as stack emissions) or
critical sectoral parameters, indicated for the project shall be monitored

and displayed at a convenient location near the main gate of the


company in the public domain.
XXIII. A copy of the clearance letter shall be sent by the proponent to the
Commissioner, Kattangulathur Panchayat Union and the Local NGO, if
any, from whom suggestions /representations, if any, were received
while processing the proposal. The clearance letter shall also be put on
the website of the Company by the proponent.
