and approvals issued by Class Societies and Recognized Organizations dully authorized
by the Panama Maritime Authority.

1. The purpose of this Circular is to remind all Class Societies and Recognized Organizations (ROS), duly
authorized to act on behalf of the Republic of Panama, to comply with the regulations established on the
Resolution J.D. 018-2015, Resolution J.D 019-2009 and Resolution J.D 002-2010.
2. According to Resolution J.D. 002-2010 dated February 3, 2010 the following fees are established for
each Statutory or Technical certificates, including a fee for approvals, endorsements, etc. The Certificate of
Inspection of Crew Accommodation (CICA) and the International Tonnage Certificate (ITC) are not
included in these fees.
a). US$75.00 for each statutory or technical certificate issued by Recognized Organizations (ROS)
on behalf of Panama:

Taking in consideration that Resolution J.D. 002-2010 dated February 3, dated 2010 establish in Article
Fourth that the Panama Maritime Authority, through the Directorate General of Merchant Marine will be
able to include at any time any other certificates, plans, booklets, endorsements the following certificates and
endorsements are part of the scope:
By Resolution 106-25-DGMM dated May 4th, 2012:
1. Maritime Labour Certificate (MLC)
2. Declaration of Maritime Labour Compliance Part II
3. Endorsement of the Maritime Labour Certificate.

3. This Administration through the Directorate General of Merchant Marine may incorporated at any time
other statutory or technical certificates, endorsements, approvals, manuals, record books issued by Class
Societies and Recognized Organizations (ROS). The Class Societies and Recognized Organizations (ROS)
shall comply with these payments since the date of authorization for each certificate or endorsement.
4. For the issuance of the International Tonnage Certificates (ITC) the Merchant Marine Circular (MMC 67)
specifies the fees.
5. According to the Circular MMC-159 MEMORANDUM No. 100-02-585-DGMM Class Society and
Recognized Organization must submit a report of statutory certificates endorsements, plan approvals, etc.
along with the quarterly payment (every three (3) months). The payment and the report shall also be
submitted by e-mail or fax to nsmith@segumar.com with the following information:
