CAREER SUMMARY
I have nearly thirty years of experience administering contracts with each branch of the United States
Department of Defense, NASA, many of the major United States Prime Contractors and numerous foreign
countries. During this time I have successfully managed contracts of various types, size and complexity.
I played major roles in establishing the first international procurements for one of my companys with the
Republic of China (Foreign Military Sale) and the Government of Malaysia (direct buy) and the award by
Naval Sea Systems Command for vehicle-mounted counter radio-controlled improvised explosive devices
(CREW 2.1) production and support contract for more than $1.7 billion.
I have demonstrated success in hiring, training and mentoring new contracts personnel and in assigning,
managing, monitoring and leading the contracts department by modeling integrity, a strong work ethic,
patience, high energy, positivity and team work. Weekly department meetings to inform, update, and
discuss hot topics coupled with individual weekly quick meetings for workload reviews, program updates,
issues, concerns, achievements and goals for the following week have proven to be great tools for creating
understanding, unity and a winning team spirit.

Joined the Primerica financial services marketing organization, a Main Street Company for Main Street
North America, to help young families to understand how money works and assist in planning their financial
future with customized financial needs analysis, appropriately updated, establishment of a strong financial
house with income protection, proper budgeting, growing an emergency fund, acceleration plans for debt
elimination, college funds and retirement for a complete and sound family financial package.

Led the proposal and negotiation efforts for companys first major contracts with the European and
Canadian Space Agencies, and new efforts for NASA and the United States Army and Navy.
Responsibilities included review of major program request for proposals, identification of programmatic,
legal and technical risks, establishment of mitigation plans, leading cost and price reviews, finalization of
proposals and submission to customers, coordination and orchestration of the negotiation team (including
each persons roles and responsibilities), and conducting negotiations of all technical requirements, terms
and conditions and price with the customer.

Worked directly with the Corporate Senior Director of Contracts (oversees twelve divisions) on special
assignments, research projects, review and editing of corporate proposals and legally significant
correspondence.
