Approval of Final Recommendations for March 2016 Service Changes

RECOMMENDATION
Approval of a resolution authorizing the President/Executive Director or his designee to implement
service changes on March 14, 2016.
FINANCIAL CONSIDERATIONS
.

The recommended modifications to the approved 2016 service levels are included in the
Maintenance and Transportation departments' FY 2016 operating budgets.

Sufficient funding for these FY 2016 service modifications is in the FY 2016 Operating Budget
and the operating expense line item of the FY 2016 Twenty-Year Financial Plan.

The proposed service improvements and reductions have no net impact on the DART operating
budget. The recommended modifications are intended to reallocate existing operating resources in
a manner that will serve more riders.

BUSINESS PURPOSE
.

This resolution will help DART achieve the Board Strategic Priority 1: Continually improve
service and safety experiences and perceptions for customers and the public; and Priority 4:
Expand DART's transportation system to serve cities inside and outside the current service area;
and Priority 6: Innovate to improve levels of service, business processes and funding.

On August 11, 2015 (Resolution No. 150073), the Board of Directors approved a call for public
hearing on the March 2016 service modifications.

Five community meetings, including a Saturday meeting at DART, were conducted throughout
the DART Service Area to allow comment and discussion on the proposed changes. A sixth
meeting in Glenn Heights was cancelled. There were approximately 30 total meeting attendees.
DART received over 50 comment cards (via mail and electronically) associated with service
change issues.

A Public Hearing on the proposed changes was conducted on September 22, 2015, with five
speakers offering comments on the proposed changes.

In response to feedback received during the meetings, staff carefully reviewed and analyzed
comments stated by customers during the public meeting process and via comment cards.

An analysis of the customer feedback is included in Attachment 1. In response to comments


received, the proposed alignment of Route 385 has been modified north of Rowlett Station to
maintain uninterrupted service to all bus stops that are currently served by Route 887.

The proposed service changes affect routes in Addison, Carrollton, Dallas, Farmers Branch,
Garland, Glenn Heights, Irving, Richardson, and Rowlett.

The proposed March 2016 Service Changes include two route eliminations, service reductions to
six lower-performing routes, elimination of specific trips on two other routes, service
improvements to eight higher-performing routes (4 weekend and off-peak service span, 2 off-peak
frequency, 2 both), three route extensions, elimination of one DART-on-Call zone, and extended
hours for another DART-on-Call zone.

The recommendations include additional service for the Glenn Heights On Call Zone. Staff
continues to discuss service options with Glenn Heights, including requests for additional
fixed-route service.

The proposed service changes would be implemented on March 14, 2016.

The net financial impact of these proposed changes on DART's annual operating budget is
cost-neutral in terms of the costs associated with hours and miles of revenue vehicles. There is no
net increase to the number of peak vehicles required.

impact and analysis of the recommended changes shown as Attachment 3.

Routes with alignment changes include: 26, 385, and 887.


Routes with changes in service frequency and/or hours include: 49, 60 (specific trips only),
361, 401, 463, 486 (specific trips only), 488, 500, 507, 510, 526, 527, 529, 531, and 533.
Routes that would be discontinued include: 234 and 503.

LEGAL CONSIDERATIONS
Section 452.115 of the Texas Transportation Code requires DART to hold a public hearing on service
changes involving 25 percent or more of the number of transit route miles of a transit route; or 25
percent or more of the transit revenue miles of a transit route, computed daily, for the day of the week
for which the change is made; or the establishment of a new route.

Final Recommendations for Route and Schedule Modifications

Update Since Preliminary Proposals


Since preliminary proposals for the March 2016 service changes were released for public
discussion and feedback, DART has received a significant volume of comments on the changes
during the public comment period. 30 attendees visited one of the five pre-proposal public
meetings held in different parts of the community (one meeting in Glenn Heights was cancelled).
Approximately 100 written comments were received by mail, e-mail, or through the DART web
site, of which approximately half were directly related to the proposals many involved other
routes and services. Finally, five spoke at the Public Hearing on September 22nd to conclude the
public input process.
To the extent possible, comments not related to the proposed changes will be reviewed and
considered for future service changes. We anticipate that the next service change will occur as
early August 2016, and the process for that change will begin before the end of the calendar year.
Service Planning & Scheduling staff has reviewed all of the comments received on the proposed
changes. A large number of the comments were focused on a few of the changes, particularly,
the elimination of Route 234, and supportive comments related to the proposed frequency and
span improvements and route extensions.
Of those who spoke with staff in opposition to the route eliminations, most will have alternative
DART services available (507, Orange line) or other resources that will make it possible for
them to continue to use the DART network (APT, second vehicle). There were also several
customers who misunderstood the proposals to eliminate specific trips on Route 60 and 486; they
do not use the portion of the routes that would be affected, and would not experience negative
impacts.
With these comments, we have reviewed each of the original proposals, and this revised
document keeps nearly all of the proposed changes in their original form. Based on public
comments, staff modified the proposed alignment of Route 385 north of Rowlett Station to
maintain uninterrupted service to all bus stops that are currently served by Route 887.
The package of final recommendations is still cost-neutral, with no net impact on the DART
Operating or Capital Budgets.
Details on the proposed changes follow. Maps are included in Attachment 2.
Overview
The proposed March 2016 Service Changes are characterized by three themes: (1) addressing
unproductive services; (2) improving frequency, capacity, and service span on highly productive

services to build ridership; and (3) improving on-time performance. The goal is to use DART
resources in a more effective manner to attract more customers to our transit system. It is
intended to improve ridership and build a more productive bus system in a manner that would
also support increased ridership on the rail network.
Generally, March 2016 service changes fall into one of seven key categories:

Weekend service span improvements on routes or route segments that do not currently
have 7-day service;
Frequency improvements, primarily during off-peak time periods, of stronger-performing
routes;
Extensions to existing bus routes to expand service coverage and serve new destinations;
Route eliminations;
Reductions to frequency and operating span of weaker-performing routes;
Discontinuation of specific trips that are no longer needed; and
Adjustements to DART-on-Call zones and operating hours

An introduction to each of these categories follows.


Weekend Service Span Improvements: These changes will allow customers of some of our
transit systems strongest performing routes to have the same travel options on weekends as they
currently have on weekdays. Many of the impacted customers currently have no seven-day
services within walking distance of their residences or destinations.
361- Add Sunday service on approximately the same schedule as Saturday.
401- Extend Saturday and Sunday trips from North Lake College Station to Downtown Irving
with no changes in span or frequency.
463- Extend Sunday trips from Spring Valley Station to Downtown Garland with no changes in
span or frequency.
488- Add Sunday service to the entire route from approximately 6:00 a.m. to 9:00 p.m. with trips
every 60 minutes.
531- Add Sunday service from approximately 6:00 a.m. to 8:00 p.m. with trips approximately
every 40 minutes.
531- Add Sunday service on approximately the same schedule as Saturday.
Off-Peak Frequency Improvements: These improvements focus on several routes for which the
off-peak trips are even more heavily utilized than the peak period trips. On some of the routes,
heavy loads have resulted in on-time performance issues.

49- Modify weekday frequency from every 30 minutes (peak)/ every 60 minutes (base and
weekends) to every 30 minutes until approximately 8:00 p.m. every day (and every 60 minutes in
late evening).
463- Modify frequency from every 60 minutes to every 40-45 minutes during the midday base
period on weekdays.
527- Modify frequency from every 30 minutes (peak)/ every 60 minutes (base and weekends) to
every 30 minutes (peak)/ every 40 minutes (base, weekends, and evenings).
549- Modify frequency from every 60 minutes to every 30 minutes during the midday base
period on weekdays.
Route Extensions: These route extensions are designed to expand service coverage to areas
where it is needed.
The following three bus routes would be modified as a result of these route extensions:
26- Modify route; discontinue service along Lagow from Robert L. Parrish and Spring. Add
one-way service along R.L. Parrish from Lagow to Scyene, along Scyene from R.L. Parrish to
Elsie Faye Heggins (with terminal at Hatcher Station), and along Elsie Faye Heggins from
Scyene to Lagow. Existing one-way route segments will become two-way segments on Elsie
Faye Heggins between Lagow and Troy, on Troy between Elsie Faye Heggins and Spring, and
on Spring between Troy and Lagow. No change to service frequency or operating span. This
extension is designed to serve the Hatcher rail station and the adjacent Parkland medical clinic.
385- Modify route; add service on Roan between Waterhouse and Rowlett Rd, on Rowlett Rd
between Roan and Melcer, on Melcer between Rowlett Rd and Rowlett Station, on Martin
between Rowlett Station and Lakeview, on Lakeview between Martin and Dexham, and on
Dexham between Lakeview and Brookline. No change to service frequency or operating span.
This extension is designed to provide new travel options between Rowlett and Garland, and to
serve the Rowlett Road corridor.
887- Modify route; discontinue service on Amesbury between Lakeview and Munich, on Munich
between Amesbury and Richmond, and on Richmond between Munich and Lakeview. Add
service on Lakeview from Amesbury to Heritage Parkway, on Heritage Parkway from Lakeview
to Scenic Drive, and on Scenic Drive from Heritage to Lakeview. This extension is designed to
serve Lake Pointe Medical Center. During hours when 385 operates, discontinue service on
Lakeview between Martin and Dexham, and on Dexham between Lakeview and Brookline.
During hours when the 385 does not operate, service frequency will be modified from every 40
minutes to every 60 minutes.
Route Discontinuations: The routes proposed for discontinuation do not come close to meeting
Board-approved performance standards. They are heavily subsidized and underutilized, and are
trending downward rather than upward. Transportation alternatives are available to nearly all
locations served.

system will offer alternate services.

Frequency and Span Reductions: These service reductions are targeted to specific routes and
off-peak time periods for which ridership is especially low.
500- Modify service span to eliminate early morning and late evening service as follows:
Weekdays before 5:30 a.m. and after 9:30 p.m.; Saturdays before 6:00 a.m. and after 9:30 p.m.;
and Sundays before 7:00 a.m. and after 8:00 p.m. Modify service frequency from every 30
minutes (peak)/ every 40 minutes (base, evenings, and weekends) to every 30 minutes (peak)/
every 60 minutes (base, evenings, and weekends). Trip times may be adjusted.
507- Modify service span eliminate weekday service after 9:30 p.m. Trip times may be adjusted.
510- Modify service span eliminate weekday service after 9:30 p.m. Trip times may be adjusted.
526- Modify service frequency from every 30 minutes (peak)/ every 40 minutes (base, evenings,
and weekends) to every 30 minutes (peak)/ every 60 minutes (base, evenings, and weekends).
Trip times may be adjusted.
529- Modify service frequency from every 30 minutes (peak)/ every 40 minutes (base, evenings,
and weekends) to every 30 minutes (peak)/ every 60 minutes (base, evenings, and weekends).
Trip times may be adjusted.
533- Modify service span eliminate weekday service after 7:00 p.m. Trip times may be adjusted.
Elimination of Specific Trips: The specific trips that are proposed for elimination were
originally implemented for reasons that are no longer applicable, or will no longer be applicable
with the proposed service improvements. These trip eliminations will not leave any passengers
without service for any time period.
The following two bus routes would be modified as a result of the elimination of these specific
trips:
60- Modify route; discontinue service along La Vista between East Grand and East Grand
Access Road. The discontinued segment is only served by the seven (7) morning trips and eight
(8) afternoon trips that are being eliminated. Modify peak direction frequency from every 15
minutes to every 30 minutes between Union Station and La Vista.
486- Modify route; discontinue service along Harvest Hill between Preston and Montfort, and on
Montfort between Harvest Hill and Alpha. The discontinued segments are served only by
specific trips during the daytime on Sundays. Modify Sunday daytime frequency from every 30

minutes to every 60 minutes between Downtown Garland and Montfort. The introduction of
Sunday service on Route 488 will eliminate the need for these trips, which were intended to
relieve overloading on Forest Lane.
DART-on-Call Adjustments:
Richardson DART-on-Call- Discontinue this service.
Glenn Heights DART-on-Call- Expand service hours to include midday period on weekdays.
During midday, the demand response service will connect passengers to a major transfer point in
the Wheatland commercial district.

ASSESSMENT OF PROPOSED FY 2016 BUS ROUTE AND SERVICE MODIFICATIONS
Dallas Area Rapid Transit
INTRODUCTION
Federal Transit Administration regulations require transit agencies to conduct a disparate impact and
disproportionate burden analysis when major service changes affect routes serving minority and/or low
income areas. Implementation of the following modifications requires a major service change:

Any fare change;


A service change that involves:
25 percent or more of the number of transit route miles of a transit route;
25 percent or more of the number of transit revenue vehicle miles of a transit route,
computed daily, for the day of the week for which the change is made;
Headway adjustments of more than five minutes during peak-hour service and more than
15 minutes during non-peak-hour service;
Establishment of a new transit route; or multiple changes in a fiscal year that cumulate to
the levels described above.

Nearly all of the service changes that are designated for implementation in March 2016 meet the Major
Change Threshold that is described above. The group of service changes consists of a cost-neutral
package of weekend service span improvements, off-peak frequency improvements, route extensions,
route eliminations, off-peak frequency and span adjustments, and adjustments to the DART-on-Call
demand response program.
This report outlines Dallas Area Rapid Transit (DART) disparate impact and disproportionate burden
analysis for the July 2015 Service Change. This analysis will examine the proposed changes based on the
following thresholds:
Threshold 1: Is this a Major Service Change? The report will present a Summary of Proposed
Service Changes and Identification of Major Service Changes.
Threshold 2: Are Minority and Low Income Communities Affected? The report will identify the
Major Service Changes that impact a Census tract with Minority (Black/AA, Hispanic, Asian) or
Low Income composition that is greater than the proportion in the DART service area.
Threshold 3: Is there a Disparate Impact on Minority passengers or a Disproportionate Burden on
Low-Income passengers? The report will analyze the service changes for Disparate Impacts and
Disproportionate Burdens.
Dallas Area Rapid Transit (DART) is planning bus route and service modifications during FY 2016 for
the purpose of improving cost-effectiveness and serving more passengers within current resource
constraints. Because these proposals constitute a major service change, DART has conducted an
assessment of the impact of these service changes on the minority and low income populations of the
DART service area. A set of tables listing the changes is provided on the following pages.
