KOM-OMBO PHOTOVOLTAIC (PV) POWER PLANT
CONSULTING SERVICES OF 20 MW PHOTOVOLTAIC (PV) GRID CONNECTED POWER
PLANT PROJECT AT KOM-OMBO IN ASWAN
1. The Egyptian New and Renewable Energy Authority (NREA) has received financing from the
French Development Agency, and intends to apply such financing for the following services:Carrying out Studies (feasibility, environmental, social, financial and economic) for the
implementation of a 20 MW Photovoltaic (PV) Grid Connected Power Plant Project at
Kom-Ombo in Egypt.
2. The Egyptian medium to long term vision includes the implementation of PV power plants for
developing new communities in the vast deserts, taking into consideration the enhancement of
local manufacturing of PV components to improve the economics of solar PV power plants.
3. The government of Egypt has decided, through NREA, to carry - out feasibility of establishing a
PV solar power plant project connected to the national grid and installed in Kom-Ombo. This
power plant will have a total capacity of 20 MW and will be owned and operated by NREA with
financing mainly provided by international donors.
4. The services include:
A technical feasibility and financial study of the project.
An environmental and social impact assessment study of the project according to
Egyptian Environmental Affairs Agency (EEAA) Law No. (4) for the Year 1994 and
international best practices in consistency with the EEAA Law No. (4).
An economic analysis to evaluate the overall economic return and development impact at
the national level of such project.
The three studies shall be completed within 8 months period and it is strongly advised to conduct
them in parallel to allow interaction. Consultants may associate to enhance their qualifications.
5. NREA now invites consultants to indicate their interest in providing the required services.
Interested consultants must provide information indicating that they are qualified to perform the
services. Company's qualifications and supporting documentation shall include but not limited to
the following:
Company profile and Legal Status,
Financial information - Audited Accounts (equity, turnover, EBITDA, net profit, etc.) for
the last 3 years,
Company's relevant experience in similar assignments, indicating their eligibility and
qualification to perform the services,
Experience in similar conditions,
Letter of intent of association if necessary,
Availability of key staff and their relevant qualification in similar projects, number of such
projects as well as corresponding sizes and main general specification and detailed CVs
of such experts staff and duration with company.
Letter of intent to specify that the consultant is committed to mobilize relevant staff
during the implementation period,

6. NREA will shortlist a number of consultancy firms and/or consultants on the basis of the replies
to the present call for expression of interest. NREA will then contact the candidates that match
the required profile. The selection will be made using the evaluation criteria and point system
hereunder:

Consultants references: 30 points
Company profile and Legal Status. (5 points)
Financial information - Audited Accounts for the last 3 years. (25 points)
On these criteria, applicants shall have 20 points or more. Otherwise, they will be eliminated.

Qualification, experience and adequacy of the proposed team: 70 points

Company's relevant experience in similar assignments, indicating their eligibility
and qualification to perform the services. Experience in similar conditions. (40
points)
Availability of key staff and their relevant qualification in similar projects, number
of such projects as well as corresponding sizes and main general specification and
detailed CVs of such experts staff and duration with company. (20 points)
Letter of intent to specify that the consultant is committed to mobilize relevant
staff during the implementation period (5 points)
Letter of intent of association if necessary (5 points)

On the overall criteria, applicants shall have 70 points or more to pass and be shortlisted.

8. Expressions of interest must be delivered on 8th October 2012 at 12:00 hours and mention
"Expression of Interest / Feasibility, Environmental, Social, Financial and Economic for the
Implementation of a 20 MW PV Grid Connected Power Plant Project at Kom-Ombo in Egypt"
