Number of rejected access requests for any other reason than no PDCH, no USF or
no TFI and Packet Abis overload. Request is rejected by sending either Immediate
Assignment Reject message or Packet Access Reject message. Please, note that
PREJOTH also include Packet Access Requests rejected due to GPH Load Control
mechanism, that is, the rejects that are separately counted by LCLRPARREJ and
LCPARREJ.

before a relevant IMMEDIATE ASSIGNMENT message is received then TBF
establishment failure will be notified to the layers above RLC/MAC in the GPRS MS.

The counter MSESTDLTBF counts the number of successfully established DL TBFs
where at least one data block has been sent and acknowledged.

The total number of attempts to establish a downlink TBF that resulted in a failure
due to lack of resources. Lack of resources could mean: no PDCH allocated on which
the TBF could be reserved; no TFIs available (that is maximum allowed number of
TBF reserved on all allocated PDCH); the PDCH was preempted before it could be
reserved; some other channel fault that prevented the reservation; congestion in
MAC (that is no frame number could be returned); congestion in the CP prevented
the request being processed.
The counter FAILDLANSW counts the number of DL TBF establishment attempts that
failed due to one of the following reasons: No answer from MS, Access Delay > max
TA, Packet Control Ack syntax error.
Number of rejected packet access requests for the reason no PDCH, no USF or no
TFI. Request is rejected by sending either Immediate Assignment Reject message
or Packet Access Reject message. Increasing the number of basic physical channels
that can be allocated as PDCH will generally have a positive effect on this counter.
The parameters ULDELAY, USFLIMIT and TFILIMIT may also have an effect and are
described in Reference [20].
