Examples of Parliamentary Procedure


Delegate (Wyoming):

Madam Chair. (Standing)

Convention Chair:

The Chair recognizes the distinguished Delegate from


Wyoming. For what purpose do you rise?

Delegate (Wyoming):

Madam Chair, I move that Plank #2, Amnesty for


undocumented immigrants, be changed from 2
(Oppose) to 1 (Strongly Oppose). (Still Standing)

Convention Chair:

The Delegate from Wyoming has moved that Plank #2 be


changed from a 2 to a 1. Are there any seconds? Recall
that Convention Rules require three seconds from three
different state/district/territory delegations.

Delegate (Arizona):

Madam Chair, I second the motion. (Standing)

Convention Chair:

The Delegate from Arizona seconds the motion. Do we


have any other seconds?

Delegate (Iowa):

Madam Chair, I also second the motion. (Standing)

Convention Chair:

The Delegate from Iowa also seconds the motion. Do we


have one more second? The Chair recognizes the
distinguished Delegate from Tennessee.

Delegate (Tennessee):

Delegate (Wyoming):

Madam Chair, I also rise to second the motion. (Standing)


The motion to amend Plank #2 has been moved and
seconded by Delegates from Arizona, Iowa and Tennessee.
Now, is there a speaker (Delegate) in favor of this motion?
The Chair once again recognizes the distinguished
Delegate from Wyoming. You have one minute to speak in
favor of the motion.
Thank you, Madam Chair. I believe that the Republican
Partys position on this critical issue sends the wrong
message. We are a nation of immigrants we are not
opposed to immigration, just illegal immigration
(Standing)
The Delegates time has expired. Do we have a speaker
against the proposed amendment? The Chair recognizes

the distinguished Delegate from California. You have one


minute to speak.
Delegate (California):

Thank you Madam Chair. I rise to oppose this motion. If


anything, I believe the Republican Party is sending the
wrong message regarding immigration. I come from a
state with lots of immigrants, both legal and undocumented,
and the current policy is a failure we do not have the
capacity to implement tougher measures if anything, our
position on Plank #2 should be a 4 (Standing)

Convention Chair:

The Delegates time has expired. Do we have another


speaker in favor of the motion? The Chair recognizes the
distinguished Delegate from Kentucky.

Delegate (Kentucky):

Thank you Madam Chair. Might I remind my fellow


Delegates that we are supposed to be Republicans, not
Democrats! This motion, if passed, simply requires
everybody, regardless of national origin, to comport with
the law we are a nation of laws, and to do otherwise
invites lawlessness (Standing)

Convention Chair:

Are there any other Delegates wishing to speak against


the motion? (None) Are there any other Delegates wishing
to speak in favor of the motion? (None)The Chair
recognizes the distinguished Delegate from Michigan.

Delegate (Michigan): Madam Chair, I call the question (this motion forces an
immediate voteit does not require a second and is not
debatable). (Standing)
Convention Chair:

The Delegate from Michigan has called the question


regarding the motion at hand. All those in favor of the
proposed amendment to change the Republican Partys
position on Plank #2 from a 2 to a 1, please signify by
saying Aye.

Convention Delegates: Aye!!!!! (Collective voice votes)


Convention Chair:

All those opposed to the motion, please signify by saying


Nay.

Convention Delegates: Nay!


Convention Chair:

In the opinion of the Chair, the Ayes have it. The


motion to amend the Republican Partys position on Plank

#2 and change it from a 2 to a 1 has been adopted.


Are there any other motions? The Chair recognizes the
distinguished Delegate from New York.
Delegate (New York):

Madam Chair, I move that the Grand Old Party should


rethink its position on the death penalty I therefore move
that Plank #6 be changed from. (Standing)
