1.2 SECO VISION
Seco strengthens to increase environment development programs particularly environmental
creation through the current different community such as farmers, traders e.t.c that will be available for
future environmental development.

1.3 SECO MISSION


SECO will focus on improvement of environmental affairs, capacity, income and care through
training and orientation programs by making long term sustainability of environmental development
programs. SECO will also endeavor to promote peace, social needs and justice among the Somali people
by offering relevant training, undertaking appropriate sensitization and mobilization, environmental
protection and rural development for the Somali people who are vulnerable.

1.4 GOALS
The goals of SECO is to improve system related to the community’s environment development
programs as district, regional and national level by enhancing their independence, capacity and income
generating programs.

1.5 OBJECTIVES
SECO will promote all concepts of the development programs and give support to achieve
activities possible basic needs to target community especially environmental management.
1. In the problem identification project, design and implementation should be realized
in collaboration beneficiaries.
2. SECO aims to establish new vocational training centers that they having with the
donors such close collaboration for humanitarian development programs e.t.c.

THE BOARD OF DIRECTORS


The board of directors of SECO is the founders committees of the organization who first began
the formation of the NGO and consisted of five persons as follows:

EXECUTIVE BOARD
The executive board of the organization is the management board of the organization that operates
the organization daily activities and it consists of the following:

CAPITAL 1.IDENTITY
Article 1.
1.1 Name: The name of the structure linking up the community awareness programs that short
formed(SECO)
1.2 Emblem: The emblem of SECO is a tree branch
1.3 Head quarters: The head office of SECO is Galkaio Region, Mudug.

CAPITAL 2.PRINCIPLES
SECO believes that the linking up and unifying the local NGO in the area of Puntland Somalia and the
world is part of the long effort by international community to combat poverty, under- development and
environmental conservation
.

Article 2:
SECO coordinates the community in environmental development programs, projects and speed ups the
aspiration of the community life in achieving self reliance, self sufficiency and propitious life for all the
citizens of the country.

Article 3:
SECO believes in the well established human values consultation, Justice, high morality, dialogue,
tolerance and the welfare of all the community. Its against any kinds of discrimination, nepotism,
corruption and self –interests

Article 4.
SECO enhances the growing of the plants and the new ideas of human civilization.

Article 5.
The SECO –born structure Environmental Development and gives respect the autonomy and freedom
of movement of each of its members.

Organization structure and duties

Article 6.

Article 7.
executive directors is the focal point of the SECO organization structure, has the power to hire
employees in case of need of network and permitted by the budget, which carries the daily activities
of the organization. It is composed of 9 members who are:

-Chairman
-Vice chairlady
-Program manager
-Supervisor
-Secretary
-Coordinator
-Speaker
-Accountant
-Social relationship

ARTICLE 8.
The chair person of the executive committee is the head of SECO officers and he/she is the symbol of
unity of the organization.
1. He/she chairs over the meeting of the organization.
2. He/she signs internal and external agreements, and all administrative documents of the
organization are valid under his/hers signature.
3. He/she calls for an extra-ordinary session of the project manager after presenting a written
request accompanied by motives for the meeting.
ARTICLE 9.
The project manager will proceed with emergency or extra-ordinary measure on activities, the
projector manager will report regularly to the technical support council and also to the central steering
committee at its meeting. The project manager has the power to authorize appropriate person to carry
out ,in part or in full his/her duties at the field level when he/she is not able to do. However, the
overall responsibility will remain with him/her.

Article 10.
The secretary will perform responsible for the daily activities of the organization relating to the
administration and finance matters.

CAPITAL 4
Obligations:
1. To safeguard the general interest of its members and
the NGO’s movements.
2. To strengthen the capabilities of the existing
organizational members, activities and to upgrade the methods and
processes of the better implementation.
3. To contact all the stakeholders both inside and
outside the country.
4. To enhance working relation with Somali network,
Arab countries, Islamic nations, African states and international organization.
5. To display in international meeting and for concrete
with a friendly more experienced international NGO’s for the purpose of
convincing the donors to trust SECO.
6. To take part in the efforts of social harmony and
economic progress for the entire Somali society.
7. To collaborate with all its members for achieving
rapidly the vision and objectives of the Environmental Care organization.

CAPITAL 5
Memberships:
Article 13.

Condition for membership of the SECO should fulfill the following conditions;
a) Solid institutional bases (by-law, produces policies
strategic planning profile e .t. c.)
b) record of implementation of development program
project and
c) volunteer persons
d) non-political person and non-profile making person
ARTICLE 14
Loss of membership may be caused;
1 Non-compliance with the by-law
2 The request of renunciations of membership in the organization by its approval by the
executive committee

CAPITAL 6
ARTICLE 15
The ordinary meeting .the technical support council meets four times a year .its meeting is valid in the
presence of 4/5 of its members

ARTICLE 16
Presidency meeting the executive committee elects the chair person of the meeting all resolutions of
the committee are approved with simple majority vote of its members as well as 4 by 5

ARTICLE 17
The ordinary meeting session of the technical support council is caller when ever 4/5 of its members
request its holding and executive committee issue the letter of convocation of the meeting

CAPITAL 7
BUDGET
ARTICLE 18
The financial activities of the organization are entirely based on the budget approved by the technical
support council which is intending to run the activities.
-Donation without condition from its members, international organization, government and socially
conscious people.
ARTICLE 19
All locates of the approved budget is as follows:-
-20% Incentive
-35% internal service
-15% External services
-30% Reserves
ARTICLE 20
The Accounting:
-System of the organization is based on generally accepted accounting principles(GAAP)

CAPITAL 8:
DISSOLUTION
ARTICLE 21:
-When members of the environment council presents reasonable motives for the dissolution of the
organization, the organization can be dissolved with the approval of 4/5 of the members of the
environment support council,
ARTICLE 22:
-The amendment, to respond to the different phase of its development and not to obstacle its normal
or natural course of evaluation. The organization needs some legal changes to adjust to new situations.
The type of amendment can be valid with the approval of 4/5 of the members of the executive
committee .
ARTICLE 23:
-Validity of the by-law is in effect from the day of its approval by the members of the executive
committee.
