October 6, 2015 CITY OF DALLAS
AC. Gonzalez, City Manager
‘Support for your Public Safety Programs
Dear Mr. Gonzalez,
This letter is to express our support for your Public Safety programs as developed and enacted
by you and Chief Brown. These programs have resulted in a long term reduction in the crime rate
while maintaining a good working relationship with the public and broad support from the
‘community. We are confident that you will continue to respond to concems and address issues
in a deliberate and well thought out manner that will give the greatest probability of
success. Continuous Improvement in a rapidly changing environment is critical for maintaining
the safe City our residents expect.
In particular, we support the approach of community policing. Engaging the community and
creating a positive face for the department is critical for the community to trust and respect the
Department. These initiatives have targeted problem areas while developing a safe city ethos
where the public and the department work together to fight crime.
‘As with any department, the Police Department operates within the fiscal constraints set by the
City Council. It is important to continue smart policing where we get the most benefit for the
allowable resources. Doing more of the same thing does not necessarily provide the returns that
strategic thinking and tactical implementation bring to this City.
Public safety and officer safety continue to be critical to the well being of our police force. Well
documented procedures that are based on experience and statistics prevent unnecessary injuries
to both our Officers and our Citizens. Fighting crime is complex and keeping officers safe and
optimistic while holding them accountable for their actions is key to any organization that is built
around a well-defined command structure.
The undersigned recognize that, per the City Charter, personnel decisions are at the sole
discretion of the City Manager. It is the Council's role to hold you, the City Manager, responsible
for the decisions you make and for the actions of your staff.
Sincerely,Page 2 Support for your Public Safety Programs
