Birth Certificate Making Procedure.

Description
Every birth must be reported by the citizen to the Department of Population
and Civil Registration District / City (Disdukcapil) where occurrence of birth
later than 60 (sixty) days after birth.
Reporting of births late from 60 (sixty) days until one (1) year from the date
of birth are subject will charged :
- An administrative sanction with maximum fine of Rp. 1.000.000, - (one
million rupiah)
- Obtain approval of the Head of the Department of Population and Civil
Registration District / City.
Reporting births after 1 (one) year from the date of birth of one individual will
charge
- An administrative sanction is a fine of Rp. 1.000.000, - (one million rupiah)
- Got the determination of the District Court.

Process of Making Birth Cerificate


1. Birth place at the place of domicile of his mother:

Citizen came to the Registration Officer in the Village / Village and fill
out the form birth certificate.
Village Head / Lurah continue to form Birth Certificate UPTD
Department of Population and Civil Registration.
In the case of UPTD Department of Population and Civil Registration
does not exist, the village chief / headman submit the form Birth
Certificate to the District to be forwarded to the Civil Registry Office of
Population District / City.
Civil Registry officials in UPTD / Department of Population and Civil
Registration District / City recorded in the Registers Act and issue
citation submit of birth certificate ,
Civil Registry official citation submit of birth certificate to the applicant,
or transmit through the Village / Village.

2. The birth outside the place of domicile of his mother:

Citizen came to the Department of Population and Civil Registration


District / City and fill out the form birth certificate by submitting a birth
certificate from the doctor / midwife / birth attendants and show ID
mother or father.
Civil Registry officials in the Department of Population and Civil
Registration District / City recorded in the register and issue a birth
certificate Birth Certificate citation.

3. Birth of Children with unknown origin:

The complainant / applicant came to UPTD Department / Department


of Population and Civil Registration District / City and fill out the form to
submit the Birth Certificate of Minutes of Investigation of Police
Civil Registry officials in UPYD Department / Department of Civil
Registration Population District / City recorded in the Register of Birth
Certificate and issue citation submit of Birth Certificate.

Requirement of Making Birth Certificate

Problem occurs during Making of Birth Certificate


1. Low counseling of birth certificate among citizens.
Many of citizen doesnt know how to make the birth certificate
and dont think birth certificate as an urgent thing to make so that lot
of citizen doesnt have birth certificate until now. Whereas the birth
certificate will be needed by the citizen that want to enter the
education for example if they want to go to kindergarten. And the
impact if the citizen doesnt have birth certificate while they need it as

the requirement to enter the educational institution is they will get fine
for making the birth certificate because they already late.
2. Need a long time to process and complicated system.
Usually things that make citizen doesnt want to process the birth
certificate because of lots of process that they need to going through
and it takes so many time, but originally it only spend short time if the
officer work effectively and efficiently. Because of long and complicated
process, it open the chance for the officer to get money from the
making of birth certificate in order to give express service to the
person that want to pay.

Solutions.
We need to make integrated system from the hospital
around the city to make easier of birth certificate making.
The process :
1. Give counseling.
o For the woman that already had 7 months of
pregnant and want to give birth in the hospital need
to get counseling from the hospital about the policy
of making birth certificate, so she can prepare the
document that need to propose birth certificate and
also submitted important requirement to the hospital
itself.
o For the unknown origin baby, the hospital need to
report it to the police center in order to get birth
certificate and after that process it to specific
orphanage.
2. When the woman give birth.
When the woman already have specific date to
do the surgery to give birth , the hospital need to
report 1 week before the date through the application
that connect by integrated system to department of
population and civil registration (disdukcapil) in that
city, with the information that important to be

submitted. So in the application itself, that is a form


need to be filled by the hospital itself.
3. Department of Population and Civil Registration make
the certificate.
During the time for the person that want to give
birth, the Disdukjcapil make the file for birth
certificate so if the give birth success, they only need
to print it when the mother submitted the documents.
4. Give Birth success.
If the give birth success did by the doctor, the
hospital need to give check on the application so that
the Discukcapil can prepare the file to be printed.
5. Submission.
The hospital give direction to the couple to
submit document + the proof of birth did in that
hospital to disdukcapil, Discukcapil match the data
and print it if all the data similar. Birth certificate can
own by the couple.
