Le nuove strategie
del porto di Augusta
C
ompletare le opere infrastrut-
turali, sviluppare le attività
commerciali e portare a termi-
ne la “faraonica” bonifica dei fondali
sono le primarie esigenze del porto
di Augusta: un’eredità impegnativa
che l’attuale presidente dell’Autorità
Portuale, Aldo Garozzo, intende por-
tare a termine in tempi brevi. E ne
parla in questa intervista rilasciata al
nostro magazine.
Presidente, Lei ha ereditato
un’Autorità commissariata da di-
versi anni e il forzato immobilismo
non avrà aiutato lo sviluppo: al mo-
mento del suo incarico com’era la
situazione dell’economia del porto
e dell’indotto?
L’Autorità Portuale di Augusta è
stata costituita nel 2002 e retta per
i primi due anni da un Commissa-
rio a cui, nel 2004, è succeduto un
Presidente ed alla sua scadenza,
nel 2008, si è insediato temporanea-
mente un altro Commissario, durato
in carica per circa due anni.
In tali periodi si è svolta essenzial-
mente attività ordinaria e realizzato,
nel 2006, un accordo commerciale
con una società nipponica-ameri-
cana, la Itsa per il transhipment di
100.000 Teus l’anno che, però, non
ha avviato la propria attività a seguito
della crisi dei trasporti e per la quale
è stata avviata procedura di deca-
denza di concessione.

In questi anni le attività svolte sono
state di movimentazione di merci
alla rinfusa legate essenzialmente a
produzioni locali (zolfo e carbone),
legnami, tondino, lamiere di ferro e
manufatti.
L’economia del Porto è essenzial-
mente connessa alle attività militari
ed industriali legate al polo Petrolchi-
mico. L’attività di infrastrutturazione
del Porto, negli ultimi anni, è stata
alquanto limitata .
Su quali punti è focalizzata l’at-
tuale attività di sviluppo dell’Auto-
rità Portuale?
La strategia attuale di sviluppo è
orientata verso due direttrici. La pri-
ma legata alla infrastrutturazione per
completare l’esistente progetto del
porto, almeno nelle sue parti essen-
ziali, al fine di migliorarne l’operati-
vità. Sono, infatti, previsti l’aumento
dei piazzali e l’adeguamento delle
banchine. Le progettazioni sono a
buon punto come pure l’iter autoriz-
zativo ed entro l’anno è previsto l’av-
vio del primo lotto dei lavori.
La seconda attività, quella di svi-
luppo commerciale, è legata all’utiliz-
zo delle attrezzature esistenti, ad un
suo veloce adeguamento per garan-
tire un migliore servizio, oltre che alla
movimentazione di merci alla rinfusa
anche per l’attracco di traghetti tipo
Ro-Ro, Ro-pax ed il transhipment di
containers. Stiamo lavorando in tal
senso ed abbiamo dei contatti avvia-
ti. Spero di definire presto dei rappor-
ti commerciali anche se il momento
non è dei piu’ favorevoli.
L’opera di bonifica della rada si
prospetta come un’opera farao-
nica, quali i prossimi passi per il
recupero dei fondali?
L’opera di bonifica dei fondali, in
punti limitati e ben individuati, dopo
attenti approfondimenti da parte del-
le Istituzioni, delle Società Industriali
che hanno operato in zona ed a se-
guito anche di un’indagine dell’Auto-
rità Giudiziaria, non presenta quelle
dimensioni “Faraoniche” ipotizzate
inizialmente. E’ dal 1985 che le acque
di scarico della zona industriale sono
convogliate in un grande impianto di
trattamento delle acque reflue e da
qui fuori dalla rada. Le ultime inda-
gini prevedono la bonifica dei fondali
e rimozione per meno di 1 milione di
metri cubi rispetto ai 18 ipotizzati ini-
zialmente. Dopo il trattamento i fanghi
possono essere utilizzati in loco per
la costruzione del nuovo porto hub.
Si sta studiando per rendere operati-
va tale fase senza creare pregiudizio
alle attività esistenti nel Porto.
In tutta la Regione c’è molta at-
tenzione per la nautica e la cre-
scente richiesta di posti barca la
vocazione di Augusta è destinata
a rimanere solo quella industria-
le?
 La nautica in Sicilia sta facendo
passi da gigante e come da Lei af-
fermato, la richiesta di posti-barca
sta aumentando notevolmente. La
risposta dei porti siciliani è adegua-
ta alla nuova domanda e negli ultimi
anni sono stati realizzati nuovi porti,
tra cui, nella parte orientale dell’isola,
quelli di Giarre, Marina di Ragusa,
tra poco Siracusa con tre strutture di
cui uno in costruzione, due in fase di
progettazione ed autorizzazione, in
futuro anche Avola.
Augusta non ha una vocazione tu-
ristica almeno all’interno della rada.
So che esistono però progetti per
porti turistici fuori dalla rada verso
Nord che potrebbero dare a questa
zona della Sicilia, molto bella dal
punto di vista naturalistico e strategi-
camente felice dal punto di vista ge-
ografico, un ruolo turistico piuttosto
importante.
La rada di Augusta, invece, sfrut-
tando le sue infrastrutture cantieristi-
che e la sua lunga esperienza nella
manutenzione di navi militari, può
trovare spazi nell’attività di rimessag-
gio ed assistenza specie per i grandi
panfili da crociera. Si sta lavorando
in tal senso per creare nuovi sboc-
chi anche per attività di servizio nel
settore turistico. In tutte le attività è
abbastanza importante la presenza
e dinamicità di tutti gli operatori del
porto che vedo, unitamente alle Isti-
tuzioni, impegnarsi con passione im-
prenditoriale e vigore. Tutto ciò mi fa
ben sperare per un futuro migliore, in
un contesto dove gli interessi gene-
rali, com’è doveroso che sia, preval-
gano sui piccoli interessi particolari.
Avete altre iniziative “ecocom-
patibili” in progetto?
Non si hanno particolari iniziative a
breve termine per attività nel settore
ambientale, fatte salve ovviamente
il rispetto delle normative in essere.
Nella scheda Grandi Progetti del pia-
no triennale è stato inserito un pro-
getto di auto produzione di EE che
garantirebbe l’autonomia alle utenze
del Porto.

New Strategy for Augusta Port
The president of Augusta port Aldo Garozzo in-
tends to complete a series of projects inherited from
his predecessor as quickly as possible. These include
completion of infrastructure works, commercial develop-
ment and completion of the enormous job of deepening
the harbour.
Mr. Garozzo replied to our questions in this interview.
Mr. Garozzo you took over an Authority which had been
under judicial administration for a number of years. This
would not have helped the port’s development. Can you
explain what was the economic state of the port and its
related activities when you took over?
The Augusta Port Authority was set up in 2002 and until
2004 was run by an administrator who was replaced by a
president until 2008 when the Authority again reverted to
an administrator.
Business was of a normal routine nature culminating
in an agreement with Itsa, a Japanese/American company
for the transhipment of 100,00 teus per annum. Economic
crisis meant that the business did not start up and the
administrator took steps to cancel the agreement.
Business during these years was mainly bulk freight
such as locally produced sulphur and coal, plus timber,
wire bars, iron plate and manufactured goods. The Port
economy is based on military movement and industry
based on the local petrochemical plant. Work on infra-
structure in the Port was to say the least limited.
Where is the Port authority now concentrating its ef-
forts?
The current development strategy is concentrated on
two fronts. Firstly infrastructure in order to complete the
essential parts of the existing plan for the port to improve
the operability by increasing parking space and updating
wharves. The planning phase is well advanced as is the
obtaining of necessary authorisations. Work should start
by the end of the year. Secondly commercial development
using the actual structure and equipment but speeding
up work in order to improve the service not only for bulk
freight but also for berthing ro-ros, ro-pax and container
transhipment. We are working on this and are working
with a number of contacts. I hope to define commercial
agreements soon even if the moment is not the most fa-
vourable.
The work on deepening the harbour appears to be enor-
mous. Can you tell us about the next steps?
As a result of further study with Institutions, indus-
try who have worked in the area and a court enquiry it
appears that the job is not so enormous and a limited
number of areas of the sea bottom have been identified.
Since 1985 waste water from the industrial zone has been
collected in a treatment plant and discharged outside the
harbour. The latest studies show that 1 million tons of ma-
terial requires moving compared with the 18 million tons
originally planned. After treatment the mud can be utilised
in loco to build a new hub port and we are studying how
this is to be done without creating problems for the exist-
ing port activity.
There is much interest in pleasure boating and marinas
for Sicily. Does Augusta port still intend to stay just for
industry?
The nautical business is making huge strides and as
you said the demand for pleasure boat berths is increas-
ing rapidly. Sicilian ports are responding to the demand
adequately and over the last few years new harbours
have been built including Giarre, Marina di Ragusa and
shortly Syracuse which has one under construction and
two being planned and awaiting authorisation. Avola will
also build a harbour. Augusta does not have a tourist tra-
ditrion around the harbour. However there are plans for
tourist ports outside the harbour to the north which could
well give an important role to tourism in this part of Sicily
especially when you consider its natural beauty and geo-
graphical situation.
Augusta harbour by taking advantage of its shipyards
and accumulated experience of maintenance of navy ves-
sels area could well service large ocean going yachts. We
are working on tourist orientated services. It is important
that all of this involves the commitment of all the port op-
erators together with the institutions.
All of this makes me hope in a better future where the
general good prevails over small individual interest.
Will you include other ecocompatible projects?
In the short term we do not have specific environmen-
tal projects apart from those necessary to respect current
regulations. Our major three year plan includes an elec-
tricity project which guarantees that port users are inde-
pendent.
