Incumbent serves as JAG Job Specialist, and identifies, recruits, and instructs students deemed to have a high
degree of difficulty of being promoted into the next grade level, achieving graduation, and/or making a
successful transition from school to work.
Duties:
Provides relevant and challenging classroom and work-based learning experiences for 35-45 participants who
are committed to developing their personal, leadership and employability skills to ensure graduation from high
school and positive post-graduate outcomes.
Outcomes are achieved through the attainment of 37 core competencies, involvement in the Career Association
and a support adult who helps overcome barriers to success. Provides a comprehensive program of classroom,
work-based and community-based activities designed to help students achieve 37 JAG competencies in six
clusters: Career Development, Job Survival, Basic Skills, Leadership, Self-Development and Personal Skills.
Places graduates in quality jobs (after graduation) that lead to a career in their chosen field or to guide the
graduate toward a post-secondary education that fits their career goal. After placement, the JAG Job Specialist
will be responsible for no less than monthly contact with graduates (and nongraduates) and no less than five
employer follow-up contacts over the 12-month follow-up period.
Provides assistance to the nongraduate to complete high school graduation requirements or a GED certificate
and provides graduate with employment, retention and advancement assistance during the 12-month follow-up
phase.
Establishes a positive rapport and working relationship with the school district and building administration,
faculty and staff. Works closely with the programs in-school advisory committee to identify and select those
students that need, want and can profit from participation in the JAG program.
Determines eligibility using local, JAG, state/federal (including WIA) regulations that impact the program.
Provides guidance, support, referral and tutorial services to ensure students stay in high school and complete
graduation requirements.
Works with Outreach Coordinator to ensure 20% of classroom activities per school year include guest speakers
and/or field trips to area businesses.

Administers testing program including pre-/post-tests and career interest surveys. Establishes and implements a
career development plan for all enrolled students.
Uses a student-led organization, called the National Career Association, to motivate students using pride of
membership (belonging), involvement and recognition to encourage participation in chapter activities for the
purposes of reinforcing the JAG competencies and to achieve the desired program outcomes. Advises and
assists chapter leaders on conducting Career Association activities, including: Initiation and Installation
Ceremony, community service activities, leadership development activities, social development activities, skill
development activities, national Competitive Events Program, fundraising and public relations activities.
Advocates for program and develops a pool of effective community support resources by working with
employers, parents, civic groups and/or legislators to build awareness of and support for the program. Develops
job opportunities, participates in public relations activities, attends meetings and speaks to various community
groups. Works cooperatively with Community Outreach Coordinator to achieve community outreach goals.
Completes all required forms and documents required by JAG, school and funding sources, including WIA in a
timely fashion. Uses the National Data Management System a database program placed on the computer that
will be used to track participants, services delivered and outcomes achieved and exports the database to the state
organization.
Conducts follow-up contacts with both graduates and employers on a systematic basis as prescribed in the JAG
SPECIALIST HANDBOOK. Ensures that the unable to contact in follow-up meets the national goal of less
than 5%. Maintains WIA enrollment and service records through the TrackOne case management system.
Coordinates classroom, Career Association and program activities as assigned and assumes full accountability
for the following performance outcomes: graduation, positive outcome, aggregates employment, full-time jobs
and full-time placement rates.
Ensures all JAG students are registered, have an updated resume in Indiana Career Connect and ensures all JAG
students visit a WorkOne office, either individually or in a group, at least twice a year. WorkOne staff must be
invited at least three times per year to Region 5 classrooms.
Participates in staff development workshops as provided by Jobs for Indiana Graduates/JAG and the school
district, and may include JAG National Conference.
Performs various school-related functions, such as lunch duty or case conferences, if asked, participates in field
trips, completes special projects and other projects/duties and involves parents in the program whenever
possible.
Performs related duties as assigned.
I.

JOB REQUIREMENTS

Minimum of a Bachelors Degree in social service, counseling, business education, or a related discipline is
preferred. Equivalent combination of training, education and experience may be considered.

Experience working with youth accompanied by knowledge of adolescent development issues and skills in
human relations, leadership, supervision and motivational techniques. Establishes rapport, motivates and
enhances the self-esteem of high school students.
Working knowledge of Standard English grammar, spelling and punctuation. Ability to organize and present
information orally and in writing in a clear, concise manner, with co-workers, employers, other government and
community service agencies, training facilities and the public, including being sensitive to professional ethics,
gender, cultural diversities and disabilities.
Working knowledge of basic computer applications and an Internet browser.
Willing to work in a highly accountable and performance-based program.
Ability to work 12 months per year and to work independently while managing multiple priorities.
Ability to establish the appropriate boundaries while developing and nurturing supportive relationships with
students and to educate a variety of constituencies and interested parties about the program by developing
ongoing relationships and making formal presentations.
Ability to develop curriculum and educational opportunities consistent with the JAG model and uses varied
techniques to effectively train students in employability skills.
Ability to maintain confidentiality of agency records and information as required. Ability to effectively perform
all essential duties of the position.
Possession of a valid drivers license and demonstrated safe driving record.

DIFFICULTY OF WORK

Incumbents duties are broad in scope, involving many variables and considerations and requiring judgment in
conducting holistic assessment of applicants needs and, identifying and ensuring provision of appropriate
services. Incumbent applies state and federal regulations and agency policies and procedures to individual
cases.
III.

RESPONSIBILITY

Incumbent works independently while managing multiple priorities and establishes appropriate boundaries
while developing and nurturing supportive relationships with students. Incumbent receives general work
instructions and guidance from supervisor, discussing unusual situations with supervisor as needed.
Incumbents work is reviewed for soundness of judgment and compliance with agency policies and procedures.

IV.

PERSONAL WORK RELATIONSHIPS

Incumbent maintains frequent communication with co-workers, service agencies, training facilities, employers
and the public for purposes of exchanging information, interpreting and explaining policies and procedures,
promoting and delivering the JAG Model and counseling clients.
Incumbent reports directly to the Director of Operations and receives guidance from the Regional Program
Manager.
V.

PHYSICAL EFFORT AND WORK ENVIRONMENT

Incumbent performs duties in a classroom involving sitting and walking at will, sitting for long periods, hearing
sounds/communication, speaking clearly, close vision and handling/grasping/fingering objects.
