Purpose of the rules and regulations;

To prevent ignition of combustible materials or flammable liquids

Prevention of Ignition and Fire - E/R

The following functional requirements are to be met;

Means shall be provided to control leaks of flammable liquids

Means shall be provided to limit the accumulation of flammable


vapours

Ignition sources shall be restricted


Ignition sources shall be separated from flammable liquids

Arrangements for fuel oil, lubrication oil and other flammable oils:
No fuel oil with flash point of less than 60C should be used.
In emergency generators fuel oil with a flash point equal to or
higher than 43C may be used.
As far as feasible, parts of fuel oil system containing heated oil
under pressure exceeding 1.8 bar shall not
Be placed in concealed positions such that defects and leaks can
not be easily observed.
The engine room in way of these parts of the fuel oil system
shall be adequately illuminated.

Arrangements for fuel oil, lubrication oil and other flammable oils:
Fuel oil, lubrication oil and other flammable oils shall not be carried
in forepeak tanks.
As far as practicable, fuel oil tanks shall be part of the ships structure
and shall be located outside E/R.
When it is necessary to locate fuel oil tanks (except DB tanks)
adjacent to or within E/R
At least one of the tank sides shall be contiguous to the engine
rooms vertical boundaries, and
Shall preferably have a common boundary with the double
bottom tanks.
The area of the tank boundary common with the E/R
shall be kept to a minimum.

Arrangements for fuel oil, lubrication oil and other flammable oils:
When fuel oil tanks are situated within the boundaries of the E/R
They shall not contain fuel oil having a flash point of less than
60C.
In general, the use of free-standing fuel oil tanks shall be avoided.
When accepted, they shall be placed in an oil-tight spill tray of
ample size having a suitable drain pipe leading to a spill oil tank.
No fuel oil tank shall be situated where spill or leak therefrom can
represent a fire/explosion hazard by falling on heated surfaces.

Above DB
Fuel oil storage, settling or service tanks having capacity of 500L
on more located above double bottom
Shall be fitted with a valve or cock directly on the tank capable of
being closed from outside the E/R.
Limit the amount of flammable liquid in case of fire in
the E/R, or in case of damaged pipe.

Arrangements for fuel oil, lubrication oil and other flammable oils:
Valves under static head fitted on the external wall of fuel oil tanks
are not to be of grey cast Iron.
External HP fuel delivery lines between the HP fuel pumps and fuel
injectors
To be protected by a jacketed piping system capable of
containing fuel from a HP line failure.
A jacket pipe incorporates an outer pipe into which the HP fuel
pipe is placed, forming a permanent assembly.
The jacketed piping system shall include a means for
collection of leaks and arrangements shall be provided
with an alarm in case of fuel oil line failure.

Arrangements for fuel oil, lubrication oil and other flammable oils:
Fuel oil lines shall not be located immediately above or near units of
high temperature such as :
- Boilers
- Steam pipes
- Exhaust manifolds
- Silencers
- etc.

As far as feasible, fuel oil lines shall be arranged far apart from:
- Hot surfaces.
- Electrical installations.
- Other sources of Ignition.

And shall be screened of otherwise suitably protected to avoid oil


spray or oil leak onto sources of ignition.
The number of joints in such piping systems shall be kept to a
minimum.

Arrangements for fuel oil, lubrication oil and other flammable oils:
Surfaces with temperatures above 220C which may be impinged
as result of a fuel system failure
To be properly insulated.
Precautions shall be taken to prevent any oil that may escape
under pressure from any
- Pump
- Filter
- Heater

From coming into contact with heated surfaces.

Arrangements for lubrication oil:
As far as feasible, parts of lube oil systems shall not be placed in
concealed positions such that defects and leaks can not be easily
observed.

The engine room in way of the lube oil system shall be adequately
illuminated.
No lube oil tank shall be situated where spill or leak can represent
a fire/explosion hazard by falling on heated surfaces.

Shall be fitted with a valve or cock directly on the tank capable of
being closed from outside the E/R, unless :
1. The tank is provided with valve(s) normally closed during
operation of the ship.
2. Unintended operation of a quick closing valve could endanger
the safe operation of the main propulsion and essential aux.
machinery.

Arrangements for lubrication oil:

Limitations as to pressure, temperature and pipe sizes.

Drain to be considered, otherwise it may increase hazard.

Control of flammable liquid;
Means of control shall be provided for stopping;
- Fuel oil transfer pumps
- Fuel oil unit pumps
- Lube oil service pumps
- Thermal oil circulating pumps
- oil separators(purifiers)

The controls should be located outside the space


concerned (i.e E/R/purifier room).

Hydraulic power units ;
Hydraulic power units with working pressure above 15 bar and
power delivery higher than 5 kW, located within the boundaries of a
machinery space category A.
Separate room in E/R
If it is impracticable to locate such units in a separate
room, adequate shielding shall be provided in order to
avoid potential oil leakages or spray onto any sources of
ignition

Purifiers for heated fuel oil ;
Purifiers for heated fuel oil, located within the boundaries of a
machinery space category A
Separate room in E/R
-Self-closing steel doors
-Independent mechanical exhaust ventilation
-A ventilation supply that can be isolated from the engine
room ventilation
-A fixed fire detection system and
-A fixed local application fire-extinguishing system capable
of being activated from outside the purifier room

Purifiers for heated fuel oil ;
Manual closing of ventilation openings for the purifier room shall be
possible from outside the room at a position close to where the local
extinguishing system is activated.
It is impracticable to provide a separate room for purifier for heated
fuel oil, special consideration shall be given with regard to their
location, ventilation condition, containment of possible leakages and
shielding from ignition sources.
For machinery spaces category A above 500 m3 in volume, the
purifier shall be protected by a fixed local application fireextinguishing system.

Oil Penetration;

In spaces where penetration of oil products is possible
