As you are aware, the Statler sat empty for merce before a team of parties interested in redeveloping downtown came together to create an innovative financing package that is allowing us to rejuvenate the property and create a destination for Dallas citizens and visitors. The City of Dallas played a key role in this process by contributing valuable TIFF resources toward the financing of this well-publicized project, which is scheduled to open in the fall of 2016, Recently the City Council passed a resolution relating to the alignment of the proposed DART the efforts of the City Co extension in downtown, ncil {0 respond to the needs and wishes of lar alignment. I feel, however, ‘on Street only alignment, the needs of all interested parties constituencies, and know that many people have strong feelings’ about this part by limiting the language of the resolution to a Ja have not been fully considered, and further that upon a complete understanding of the situation a better process may result, In this vegard, I would respectfully request that you spend a moment to look at the attached exhibits that show some of the most obvious potential impacts of a Jackson Street alignment on the Statler B have been previously presented to you. Of particular interest to me is the Jackson Street alignment. We have hibit A shows the potential alignments of the DART rail, including a Wood Street line that may not confirmed with DART personnel that it requires a 35-foot wide easement for its vo rail lines. The total distance betw Jackson Street (the Atmos building) is 50 feet. As shown on Exhibit B, with a 35 foot DART easement and two 7 1/2foot wide sidewalks, there is literally no room left. In other words, a Jackson Street alignment would require DART to completely close Jackson Street to all vehicular traffic; the in the Statler and the building across resulting impacts are numerous and severe. ‘The Statler has qualified as a historic building and been designated as such. Due to this designation, we are unable to modify the exterior in any material manner, Because all vehicular access to the inside of the Statler is off of Jackson Street, (there is a drop off on Commerce but no parking or loading of anything but people is permitted) cutting off Jackson Street to vehicular traflic would effectively destroy the use and purpose of the long- planned (and long-needed) redevelopment of this Dallas icon, Our preliminary analysis reveals the selection of the Jackson route could destroy most if not all of the increased value created by the planned $1 access for shipping and receiving, loss of parking for residet 5 million redevelopment. few of the critical impacts include: loss of ial tenants, and loss of access for patrons and residents off of Jackson Street. Further, by selecting the Jackson Street alignment, which will significantly impact the historical Statler property, it is quite possible the project could run afoul of 28 U, and 49 U.S.C. Section 308 (commonly known as “Section 4(") — the Federal laws that address (and potentially prohibit) the taking of land from historie sites like the Statler. In point of fact, because the Federal government is legally yze the potential impact of the align. inated properties, there appears to be substantial risk involved in securing the Federal funding of the project if the Jackson Street required to a at and its effect on these historically d alignment is the only alignment submitted for review. Thave no interest in interfering with the efforts you and others are undertaking to bring additional mass transit to downtown, and in fact T applaud your efforts and will do everything I can to support them, T do, however, feel strongly that the many voices that wish to be heard on the alignment selection have not been presented the proper opportunity and forum to do so, and I further believe that limiting the resolution to the Jackson Street alignment may well be a costly mistake for DART and the City as a request that the City Council reconsider this matter and revise the resolution to consider other feasible and save the City and DART from significant exposure: resulting from this single alignment selection, and minimize the risk involved with obtaining whole, As such, respectfully prudent alignments that would save the Statler from these devastating impacts Federal support for this project. In this regard, it is my understanding that the Wood Street alignment seems to resolve many of the issues raised by other interested citizens, costs less, and has the support of the vast majority of impacted property own My team and I are ready to meet with you at your convenience to discuss this matter in as much detail as you desire.
