plans and ensure a link between planned activities, resources and performance assessment. The Business Plan
is a living document and as such, might be subject to revisions to reflect the ongoing changes and emerging
challenges of the Organization.

INTRODUCTION
2.1.
Strategic Objectives and Vision and Mission Statement: These define the vision and mission
statement and a set of organizational objectives. The objectives, in turn, determine long-term actions in
order to achieve the vision and mission of the Organization.
2.1.1. The vision and mission statement of the Organization was reviewed and updated. The draft
revised statement is as follows:
Vision: A global air transport system consistently and uniformly operating at
peak efficiency, providing optimum safety, security and sustainability
Mission: As the global forum for cooperation among its Member States and with
the world aviation community, ICAO sets standards and recommended practices
for the safe and orderly development of international civil aviation, develops
procedures, guidance material and legal instruments to facilitate and harmonize
their implementation worldwide, and supports the overall growth of a robust and
sustainable air transport system
2.1.2. The Council agreed in principle to three Strategic Objectives (C-DEC 188/13 refers)
as follows:
Strategic Objective A: Safety Enhance global civil aviation safety
Strategic Objective B: Security Enhance global civil aviation security
Strategic Objective C: Environmental Protection and Sustainable Development of Air
Transport Foster harmonized and economically viable development of international civil aviation that
does not unduly harm the environment
2.2.
Programmes: A programme is a portfolio of specific global and regional projects along with
associated metrics. They are subordinate to Strategic Objectives and describe the technical disciplines
ICAO will cover for the triennium and at the request of the Council, show the source of the mandate
(Council Decision, Assembly Resolution, etc.). They demonstrate why resources are needed and how
they will be used. A small number of programmes are ongoing in nature and are therefore run on dayto-day operations. As a result, these programmes do not contain any specific projects.
2.3.
Projects: Projects are subordinate to Programmes. Projects are any activity with a start and
end date resulting in a value-added deliverable in order to achieve the objective of the programme. The
activity may either be already underway and must be continued, or is anticipated to begin in the next
triennium.
2.4.
Metrics describe the programmes in terms of tangible results to be achieved, and track the
effectiveness of work. They are the end-result benefits that ICAO wants to achieve and they are
consistent with the global objective agreed upon by the major stakeholders in civil aviation. As such,
they should drive the performance and accountability discussion with the Governing Bodies. It should
be noted, that as a regulation organization, ICAO is not fully accountable for such metric. Nonetheless
by monitoring the evolution of these metrics, ICAO will be able to adjust and target its work
programmes accordingly.
2.5.
2.5.1. Programme Support (PS): activities undertaken by a non-technical office which directly
benefit the Programmes. The benefit to a specific programme may sometimes be difficult or
impossible to trace; they could benefit a group or class of programmes. Although these activities are
undertaken by a non-technical office, they are essential for the successful completion of programmes.
The Business Plan acknowledges that there are certain activities which were previously treated as
Management and Administration costs, but are actually strategic in nature. Included under Programme
Support are the cost of translators (to the extent they are used for translating technical documents), and
a portion of Information Technology costs that goes to directly support technical bureaus either through
network support or for maintenance of technical databases.
2.5.2. Management and Administration Services (MA): managerial and administrative activities
are support services that are not linked to a specific programme. These services are principally
provided by Finance, Evaluation and Audit Office, Bureau of Administration and ICAO Security
Section. They are necessary for the efficient functioning of the Organization (supporting the
governance process, maintaining the building and infrastructure services, etc.), but cannot be mapped to
specific strategic objectives.
2.5.3. Support to governing bodies (GB): the administrative, translation and interpretation services
required to support the Governing bodies meetings.

PROGRAMMES
STRATEGIC OBJECTIVE SAFETY
Assembly Resolution A36-7, Appendix A, Global Aviation Safety Plan, reaffirms that the
primary objective of the Organization continues to be to improve the safety of international civil
aviation worldwide. The resolution recognizes that safety is a shared responsibility amongst ICAO,
Contracting States and all other stakeholders. The Assembly also identified the need for a safety
framework that would continuously evolve to ensure the sustained effectiveness and efficiency of
international civil aviation in a changing regulatory, economic and technical environment. The ICAO
Global Aviation Safety Plan (GASP), based upon the Global Aviation Safety Roadmap developed by
key industry partners, forms this framework.
To enable general safety improvements ICAO has developed a system to assess the safety
oversight by the States, enabling and supporting corrective actions. Further progress requires transition
from the States safety oversight capabilities assessment to performance monitoring of safety oversight.
This would be also enabling timely action and support using all available resources from States
themselves, ICAO, regional bodies and other donors. The Continuous Monitoring Approach (CMA) of
the safety oversight performance shall provide enhanced flexibility by implementing tailored audits and
appropriate assistance, while using combined resources of ICAO, States and regional organizations.
Continuous monitoring of the safety oversight process in the Contracting States is consistent with a
proactive approach of safety under the safety management concept. Supported by input gathered
through negotiated bilateral and multilateral agreements on safety data sharing, there will be established
a system to monitor the safety oversight performance of Contracting States on an ongoing basis.
The support for those States where safety oversight deficiencies were identified or which failed
to develop or implement corrective action plans for addressing such deficiencies will continue, under
the Implementation Support Programme (ISD).
To make the change from a reactive to a proactive and predictive approach to safety, ICAO
assists States in implementing State Safety Programmes (SSP) and operators in implementing Safety
Management Systems (SMS). As an organization, ICAO will also need to make a major policy shift
towards a risk based, data driven approach towards its future safety work programmes. In this respect,
data will become the lifeblood of safety management for the Organization. The key will be to expand
upon our partnerships with States, other international organizations and stakeholders to collect and
analyze aviation safety information.
In combination with the strategic shift in policy, ICAO continues to develop near-term
initiatives to address the current accident rate.
On the basis of the above, ICAOs efforts under the Safety Strategic Objective are oriented
towards enabling and supporting the fundamental objectives of the Organization.
Global Aviation Safety Plan (GASP): to implement the GASP and the Roadmap principles with the
objective of reducing the number and rate of fatal accidents.
Continuous Monitoring Approach (CMA): to enable the USOAP to become more flexible by
carrying out tailored audits and other intervention strategies,
Implementation Support Programme (ISD-Safety): to ensure that States where safety oversight
deficiencies were identified and in particular those that have failed to develop or to implement
corrective action plans for addressing such deficiencies will continue, under the ISD Programme, there
will be provided support of their efforts to enhance their safety oversight capability. This will be
accomplished through coordinated assistance with donor States, financial institutions and other willing
stakeholders.
Safety management: to assist States in implementing State Safety Programmes and service providers
in implementing Safety Management Systems.
Safety data: to expand upon our partnerships with States, other international organizations and
stakeholders to collect and analyze aviation safety information.
Near-term initiatives: to address the current accident rate, near term initiatives are being implemented
to address the following safety issues: loss of control and controlled flight into terrain, continuing
airworthiness, fatigue risk management, and runway safety.
The Secretariat proposes various programmes in this business plan under the auspices of the
Safety Strategic Objective, which are directed to achieving critical outcomes.

ACIP was established to give effect to the Comprehensive Regional Implementation Plan for Aviation
Safety in Africa whose objectives are detailed in Assembly Resolution A36-1. ACIP developed three
Focus areas to enable it implement the objectives and has been conducting its business on the basis of
the three focus areas. ACIP will cease to exist as a special project by 31 December 2010 and its
Programme activities will continue to be implemented by the Regional Offices (Dakar and Nairobi) on
the basis of an Integration Plan that will be presented to the ACIP Steering Committee (May 2010) for
review and approval and the Council (190th Session) for endorsement.
The continuation of the programme activities is expected to be funded using funds left over from the
Project (expected to cover requirements for 2011 and Regular Programme Budget for the years 2012
and 2013 that will be presented to the Council for its approval.

The Strategic Objective of Security is the direct result of an instruction of the ICAO Assembly to
the Council to ensure that the subject of air transport security continues to be given adequate
attention with a priority commensurate with the current threat to the security of air transportation.

This instruction, issued at the 18 Session of the Assembly, resulted in the adoption by the Council
of Annex 17 on Security which is calculated to safeguard international civil aviation against acts of
unlawful interference.
Currently, this Strategic Objective finds its mandate in Assembly Resolutions A36-20 and A36-15,
Appendix D, as well as Articles 10, 11, 13, 14, 22, 23, 24, 29, 35 and 37 j of the Chicago Convention.
ICAOs efforts in safeguarding the security of international civil aviation continue to be exercised
energetically and with diligence in responding effectively to new and emerging threats to civil aviation;
improving States' security oversight capability by identifying deficiencies and encouraging their
resolution; providing coordinated assistance and training support for the Global Implementation of
Annex 17 SARPs; and enhancing and encouraging uniform implementation by States of Annex 9
SARPs to manage evolving border-control challenges. In the current environment of international civil
aviation, security can be viewed from the perspectives of ensuring security at airports and in aircraft as
well as during border crossing.
The Universal Security Audit Programme (USAP): to assess the implementation by States of the
critical elements of a civil aviation security oversight system, to validate the implementation of States
Corrective Action Plans through ICAO Coordinated Validation Missions, and to develop a mechanism
for identifying Significant Security Concerns (SSeCs) and addressing them in a proper and timely
manner
The Implementation Support Programme (ISD-Security): to ensure that States identified by the
USAP as having security deficiencies and in particular those that have failed to develop or to implement
corrective action plans for addressing such deficiencies will continue, under the ISD Programme, to be
provided support in their efforts to enhance their security oversight capability. This will be
accomplished through coordinated assistance with donor States, financial institutions and other willing
stakeholders.
The Machine Readable Travel Documents (MRTDs) and related technology: to develop technical
specifications for machine readable travel documents which are contained in Doc 9303.These
specifications have provided Contracting States with guidelines on the issuance of machine readable
passports and visas as well as other documents of identity.
The Secretariat proposes various activities in this business plan under the auspices of the Security
Strategic Objective, which are directed to achieving critical outcomes.

1) Provide support and advice to the Council in their budget deliberations and ensure the trade-off between the
requests for increase in budget in order to meet the results stated in the Business Plan and the need to limit
budget growth.
2) Promote and implement the UN Management Reform initiatives at ICAO as stated during the 2005 World
summit where Member States made pledges to support:

MA-2: ADMINISTRATION AND SERVICES MANAGEMENT
CORE ACTIVITIES
RESPONSIBLE: D/ADB
1) Plan, manage and oversee the activities of the Bureau of Administration and Services covering human
resources, information and communication technology, conference and office services, language and
publications, Council and Assembly Secretariat, security, safety and staff well-being, records and web
management, and travel services within the framework of results-based management techniques and
management reforms.
2) Provide support and strategic advice to the Secretary General, the Human Resources Committee, Finance
Committee, Council and Assembly on diverse human resources management issues, keeping in mind United
Nations management reform initiatives and best practices within the UN common system, including
expeditious recruitment, career development and training, and performance assessment, with the aim of
maintaining a truly international Secretariat of the highest calibre.
3) Direct the timely and cost-effective provision of infrastructure support services, covering office and
conference services, office space management; IT security framework, policies, strategies and standards; web,
library and records management; and translation, interpretation, publications, and related language services in
compliance with Assembly Resolutions.
4) Modernize and improve human resources management policies, rules and procedures in order to meet the
changing needs of the Organization and to support programme managers in achieving the strategic objectives
as approved in the ICAO Business Plan.
5) Ensure effective and efficient delivery of services through the modernization of administrative processes and
use of new technologies.
6) Collaborate on UN Inter-Agency initiatives in support of administrative and management reforms aimed at
improving organizational efficiency and effectiveness.

1) Develop, implement and manage HR automated systems, policies, rules and procedures aimed at expediting
the recruitment process and at attracting, retaining, developing and deploying high calibre staff, thereby
supporting programme managers in the timely completion of their operational plans and the overall
achievement of the strategic objectives of ICAO.
2) Provide timely and effective support and advice to D/ADB as Secretary of the HRC on HR policy and related
matters.
3) Prepare for and conduct surveys on conditions of service for Professional and GS categories, in conjunction
with the ICSC and in accordance with the approved UN methodology.
4) Participate in UN Common System meetings and in the completion/conduct of, studies, questionnaires,
surveys regarding conditions of employment and UN Common System Rules and Regulations, and provide
related statistics.
5) Undertake regular analyses of the workforce, and prepare and implement HR plans to meet current and future
workforce needs.
6) Analyse, make recommendations and revisions on the structure of the Organization, and including the number,
type and design of posts.
7) Job classification, involving the analysis and evaluation of the content of jobs in accordance with the
applicable UN Job Classification Standard.
8) Attract, recruit and retain high calibre staff while ensuring geographical representation and gender balance.
MA-4: HUMAN RESOURCES MANAGEMENT / STAFF SERVICES

11) Keep abreast of UN developments regarding safety and security of international civil servants, and keep ICAO
staff informed.

a) Develop and maintain an IT Master Plan reflecting the Organizations Business Plan and the state of
technology;
b) Coordinate and prioritize all IT activities through the ICT Management Committee.
2) Security, Infrastructure and Support Services:
a) Develop and implement an IT security framework that will protect ICAOs information and IT services;
b) Plan, deploy and maintain the computing infrastructure required to support ICAO business units activities
including electronic mail, network, data storage and web/SharePoint;

MA-8: RECORDS AND WEB MANAGEMENT
CORE ACTIVITIES
1) Provide efficient and high quality Records Management Services Timely processing of all official incoming
communication in paper and electronic format and its delivery to the subject Secretariat Offices/Sections;
Maintaining the REGIS/REGNOS database of official records up-to-date and servicing relevant Registry files
in accordance with the Secretariat Standards Procedures; Collecting documentation in ICAO Archives and the
provision of reference services to the Secretariat and entitled outside service users.
2) Provide an efficient and effective secure web portal (ICAO-NET) with ICAO information and documentation
restricted to Contracting States, National Delegations and international organizations.
3) Maintain and further develop the ICAO public website as a main source of free ICAO-related information and
documentation for the Contracting States, National Delegations, international organizations and general public.
4) Timely collection of ICAO publications, information, books, periodicals and documents, making them
available to the Secretariat, National Delegations, meeting participants and other requests; and maintaining the
automated Library System (ATLAS).
