Reporting to the Senior Accountant, the Accountants will be responsible for the following tasks:

Requirements for appointment
a) Be a Kenyan citizen.
b) Be a holder of a Bachelors degree in Accounting, Finance, Business Administrative or
Economics from a university recognized in Kenya, or CPA (K) or its equivalent
qualifications.
c) A Masters degree in the relevant area will be an added advantage.
d) Be able to demonstrate familiarity with public financial management, budgeting and
accounting systems.
e) Have relevant knowledge and experience of not less than five (5) years in public service

Economist will be responsible for the following tasks:

a) Providing advice to help facilitate economic and market analysis.
b) Contributing to the development, organizational integration and implementation of
strategic plans.
c) Identifying and consistently applying the economic frameworks to a range of regulation.
d) Give expertise advice on economic issues affecting the County.
e) Leading on the design and production of reports.
f) Any other duties as may be assigned by the Deputy Director, Strategy, Delivery and
Project Management.

Reporting to the Principal Economist, the Senior Economist will be responsible for the following
tasks:

a) Provide economic technical expertise to the County.
b) Provide advice and support to the County on the quality of economic analysis,
methodologies and framework on key issues.
c) Identify ways to uplift the overall capability of the County to economic development.
d) Preparation of county economic plans.
e) Monitoring and evaluation of economic policies and programs of the county.
f) Any other duties as may be assigned by the Principal Economist.

a) Be a Kenyan Citizen.
b) Be a holder of at least a first degree in Economics from a universityrecognized in
Kenya.
c) A Masters Degree in economics will be an added advantage.

Reporting to the Senior Economist, the Economist/Statistician will be responsible for the
following tasks:
Duties and Responsibilities
a) Provide analysis of economic information and give recommendations to the County.
b) Support the County in developing and recording relevant statistics to assist in decision
making.
c) Research, gather and evaluate statistical data needed for various analyses.
d) Set up and/or manage a data information system for purposes of economic evaluation.
e) Seek consistency and synergies with other databases that may be developed by the
County/National Governments.
f) Identify ways to uplift the overall statistical capability of the County to consistently
provide high quality data in the relevant fields.
g) Preparation of county economic statistics.
h) Monitoring and evaluation of economic policies and programs.
i) Any other duties as may be assigned by the Senior Economist.

b) Be a holder of at least a first degree in economics/statistics from a university recognized
in Kenya.

Design, create, and manage Kisii County Government web sites and intranet.
Install, configure and administer web servers and ensure high availability.
Guide various departments on content generation and perform daily website updates.
Reply to user comments and examine traffic through the site.
Assist in development of online applications for e-service delivery and public
participation.
Assist in integration of the website with other applications that require web interface.
Review statistics, monitor analytics and optimize website for search engines.
Constantly perform site reviews to plan and recommend future changes to the website.
Perform site promotion through various means
Ensure secure and reliable web and email hosting with optimum capacity.
Draw and implement efficient and reliable website backup and recovery plans.
Assist in drafting of web standards and policies.
Any other duties as may be assigned by the Deputy Director, ICT.
b) Knowledge of major web content management systems with thorough understanding and
experience with Joomla 3.x and Word-Press.
c) Two year minimum experience with web development tools; HTML, XHTML, PHP,
JSP, MySQL, MSSQL and Adobe Creative Suite with ability to rapidly learn and master
diverse web technologies.
d) Expertise in graphic design and multimedia editing.
e) Knowledge of Google Analytics and other web statistics tools.
f) Good understanding of web servers including Apache HTTP Server and IIS.

25. NETWORK ADMINISTRATOR: (1POST) Ref: KCPSB/2013/036
TERMS: Permanent and pensionable
Reporting to the Deputy Director ICT, the Network Administrator will be responsible for the
following tasks:
Duties and Responsibilities
a) Design, and set up county-wide network and communication infrastructure
b) Install, configure and support network, internet and telecommunication equipment
including servers, routers, switches, gateways, IP PABX, fiber equipment.
c) Monitor and analyze network performance across LANs, WANs, WLAN, internet and
intranet to ensure stable and efficient performance.
d) Monitor system capacity, plan and implement any improvement, modification, or
replacement of network infrastructure components.
e) Configure network access control and routing protocols.
f) Plan, coordinate, and implement network security measures.
g) Troubleshoot and correct network connection problems.
h) Create and manage users, groups and access security.
i) Assist in developing network standards, policies and equipment specifications.

27. DIASPORA LIAISON OFFICER: (1 POST) Ref: KCPSB/2013/038
TERMS: Permanent and pensionable
Reporting to the County Secretary, the Officer will be responsible for diaspora liaison and
protocol services in the Governors office. Kisii County has one of the largest Diaspora
communities in Kenya with remittances running into billions of shillings annually.
Duties and Responsibilities
a) Handling all aspects of visits, conferences, tours and social tasks initiated with the
Diaspora.
b) Establishing and facilitating communication between different international groups,
organizations and governments interested in investing in Kisii County.
