Quote from Lawrence Police Policy manual Page 117 (A.) SI-Secret
informant=Monetary compensation, consideration on charges, or otherwise, has
the potential to provide reasonable suspicion or probable cause in the
furtherance of an investigation. Officer handling the Si will create a background
file that includes Section9(A) 2. Warrant checks, NCIC checks, Criminal History.
See entire policy on informants page 115, 117, 118, 119, 120.
http://www.lawrencepolice.org/pdfs/LKPD-Procedures.pdf A corrupt
investigation cannot be rectified by informants with criminal histories, or
testimony of witnesses that is mere hearsay, especially when the individuals have
an interest of personal gain in exchange for the hearsay testimony( like for
instance being released from prison with 8yrs. left to serve like in the case of
Patrick Nieder).
Police have policies and procedures that they are supposed to follow during the
process of recruiting informants. This protects the integrity of the courts the case
and the constitutional rights of the individuals involved. That has not always
been the case in Lawrence's Police dept. Here is a past example of Lawrence
Police Dept. corruption:Quote: Fired Lawrence Police Officer Stuart "Mike"
Peck wasn't following the rules when he recruited drug informants and did
favors for them. There were no rules to follow Unlike many police departments,
the Lawrence Police Department has no written procedures for working with
confidential informants.Taken from Lawrence Journal World Sunday April 20,
2003. Only after this violation occurred did the Lawrence Police put new policies
in place. When policies are not followed and police officers become undisciplined
peoples rights become violated. This is a dangerous situation, considering the
public is at the mercy of a very powerful entity. Are the Lawrence Kansas Police
Department policies being followed?
See interview of informant recruited by Lawrence Police officer Jay Bialek and
officer Mickey Rantz ( aka) Russ Williams, Bill Wallace. These officers asked
this convicted felon to help them run a sting operation on the Yellow House. This
is the same informant that was deemed unreliable by the judge, has a criminal
history, and was the main player in Mike Peck's case where 42 cases were tossed
out of court and officer peck was fired. click on link for close-up view of
interview conducted by a private investigator.

Why would these officers approach this Convicted Felon and attempt to use him
against the Yellow House? Isn't this clearly a violation of the policy and
procedure manual?
Take a look at this next link Guns missing from the police evidence room turn up
for sale in in both local pawn shops, and the cops told the media that the yellow
house was the largest fencing operation in Lawrence's History, now the truth is
out and the fencing in Lawrence is being done by the Lawrence Police dept.
WOW what a gig, the cops provide the license do the checking for stolen
property and while they are at the pawn shop checking they can drop off the
property they stole from the evidence room.
The problem is the pawn shop owners treat people like crap and the people go to
the yellow house to sell their items and now the dirty cops and pawn shop owners
are pissed and that is why the dirty cops selling the stolen property from the
police evidence room to the pawn shop are the same cops involved in trying to
run the yellow house owners our of business and into jail.Take a look at the link

Our sources tell us that Lawrence police dept. has about 10 to 15 dirty officers
involved in this scam starting with the Police chief Ron Olin, Sgt. Tarik Khatib,
Sean Brown, Jay Bialek, Mickey Rantz, Michael Ramesy, Jay Rozell, Lance
Flacshbarth, Srg. Dan Ward these are just a few of the dirty officers involved.
take a look at a few other links that will show just how dirty these guy's are. This
link shows the search warrant served on the yellow house store on Dec. of 05 was
violated:

We think Judge six was lied to in order to get the 30 or so search warrants that
have been served on the business owners business, home, and bank accounts.
How could a district Judge sign for warrants in a case when the case was said to
be federal at the start of the investigation.
This link show the piggy back search warrant the police used to search the small
nursery and as you can see the warrant states items new in original packaging
was to be seized, these items should have been on the original search warrant to
enter into the home. Theneighbors cintend the police did not have a search
warrant to search the home on Dec. of 05. Only items that were in the nursery
should have been listed on the piggy back search warrant, the other items should
have been on the original searsh warrant the one we never saw, the one that ws
never left at the house.
