Chief Minister N Chandrababu Naidu said t planting of 500
crore saplings was set as target in the next five years and
15 metric tonnes of seeds were being dropped from
helicopter in CRDA limits today and tomorrow.Flagging off
the aerial seeding programme here today by helicopter, Mr
N ai d u s a id t he Ni za mpatn a m Po rt h ad ta ke n u p A r ia l
seeding programme, in which seeds would be dropped from
helicopter in the Capital Region Development Authority
(CRDA) limits.The Chief Minister said 15 metric tonnes of
seeds would be dropped from helicopter today and
tomorrow. Planting of 500 crore saplings was set as target
in the next five years and 150 Metric tonners of seeds were
being kept, and, if needed, seeds would be imported from
other States, he added. Mr Naidu said the V isakhapatnam
Port had also come forward to focus on aerial seeding.

theVizagProfilesGroupandtheIntegralTrading&Logisticshereat
Kaniti.TheCFSisoperationalin11acresoutof40acresandthepromotersproposetoexpanditintheunusedlandtomakeitoneofthe
largest CFS in the country with seamless connectivity. With
VisakhapatnamandGangavaramports,goodhighway,andflightconnectivity,thecityisemergingasahappeningcity,shesaid,addingthat
forthefirsttime,VisakhapatnamwouldbecomevenueforInternational
Seafood
Trade
Fair.

RINL IN MISSION MODE

RINL will invest around Rs.25,000 crore in the next


phase of expansion to become the single largest location
integrated steel plant in the country in the next six to
seven years. Speaking at a function attended by Union
Minister Nirmala Sitharaman, CMD P. Madhusudan
said on Thursday that they had already completed
work on expanding the capacity from three million
tonne to 6.3 million tonne. He said they were trying to
ramp up the units installed under the 6.3 million tonne
expansion and modernise the blast furnace and other
units to raise the capacity by another one million tonne.

Twodaysafterannouncementof98SmartCities,theCentretodayidentified
305citiesandtownsforbuildinghousesforurbanpoorundertheHousingfor
Allscheme.Thecitiesandtownshavebeenidentifiedafter15statessigned
memorandumofagreement(MoA)withtheMinistryofHousingandUrban
PovertyAlleviationcommittingtoimplementsixmandatoryreformsessential
formakingasuccessofthehousingmissioninurbanareas,sourcessaid.
BysigningtheMoA,thestateshavetakenuptheresponsibilityofimplementing
thesixreforms,whichincludedoingawaywiththerequirementofseparate
non-agriculturalpermission(NAP)incaselandfallsintheresidentialzone
earmarkedinthemaster[lanofcityortown;amendingmasterplansearmarking
landforaffordablehousing;puttinginplaceasingle-windowtime-bound
clearancesystemforlayoutapprovalsandbuildingpermissions;doingaway
withapprovalsbelowcertainbuilt-upareainrespectofeconomicallyweaker
sectionsandlowincomegroups;amendingexistingrentlawsonthelinesof
theModelTenancyActcirculatedbytheMinistryofHUPAandtoprovide
additional
floor
area
ratio.
Statesthathaveagreedtoimplementtheabovereformsinclude:Andhra
Pradesh,Bihar,Chhattisgarh,Gujarat,JammuandKashmir,Jharkhand,Kerala,

underVijayawadaParliamentaryconstituencyonMonday.TataTrusthas
decidedtoadoptthesevillagesforthedevelopmentfollowingtheeffortsof
localTeluguDesamMPKesineniSrinivas,aleadingtransporter.
ThedevelopmentplanwillbeunveiledinthepresenceofAndhraPradesh
ChiefMiniserNChandrababuNaiduandMPSrinivas.
WhiletheCentrehadaskedeveryMPtoadoptatleastonevillage,
VijayawadaMPlobbiedhardwiththeTataTrusttoadopt264villagesofhis

India, US to sign pact on exchange of


information on terrorists
IndiaandtheUSarelikelytosignapactonexchangeofinformationonterrorists
onarealtimebasisduringthecounter-terrorismandhomelandsecuritydialogue
scheduledtobeheldinDecember.TheHomelandSecurityPresidentialDirective
(HSPD-6)isamodeltextagreementproposedbytheUnitedStatestoIndia
forexchangeofterroristscreeninginformationbetweenTerroristScreening
Centre (TCS) of the US and an Indian agency.
TheagreementislikelytobesignedduringtheUS-IndiaCounter-terrorism
andHomelandSecurityCooperationdialoguetobeattendedbyHomeMinister
RajnathSinghandhisAmericancounterpartJehJohnsoninnextDecember.
The US has already finalised such agreements with 30 countries.
TSCisamultiagencyorganisationadministeredbyFBIwhichconsolidatesseveral
terroristwatchlistmaintainedbydifferentUSgovernmentagenciesintosingle
terroristdatabaseonterrorsuspects.Thedatabaseincludenameoftheterror
suspect,nationality,dateofbirth,photos,fingerprints(ifany),passportnumber.
TheUS-IndiaHomelandSecurityDialoguetakesplacebetweenIndiasHome
MinistryandtheUSDepartmentofHomelandSecuritytoenhancehomeland
securitycooperationanddiscussbuildingcapacityincybersecurityandcritical
infrastructureprotection,counteringillicitfinance,globalsupplychainsecurity,

policing,

technology.
Thesesenior-levelexchangesfacilitatestrategichomelandsecurity

Justice(Careandprotection)Billpassed,maketherequired
changedinadoptionproceduresandstarttheprocessofrevamping
anganwadicentres,saidanofficialfromtheMinistryofWoman
andChildDevelopment.
Wehavebeenalittleperturbedaboutthebudgetcutswhichcut
shortourplans.Thenationalnutritionmissionhasnotbeenableto
takeoff;therapecrisescentreswhichwerefirstplannedforall
districtshavebeencutshortfrom660to36amongtherest.We
willbeseekingformorefunds,saidtheofficial.
TheWomanandChildDevelopmentMinistrysfundswereslashed
to 10,382.40 crore from 18,588.39 crore last year. WCD
MinisterManekaGandhihastakenuptheissueoffundshortage
withtheMinistryofFinanceseveraltimesinthepastfewmonths.
OntopagendafortheMinistryofWaterResourceswasthe
growingproblemofwatershortagein91importantreservoirsof
the country.
AsonAugust27,2015,thewaterstoragewas91.84BCMwhich
is58percentoftotalstoragecapacityofthesereservoirs.The
presentstoragepositionduringcurrentyearislessthanthestorage
positionoflastyearandisalsolessthanthestorageofaverageof
lasttenyears,saidanofficial.
Gangacleaningandrejuvenationisalsoapriorityforthe
Government.SeveralMinistries,includingthatofShippingare
workingtowardsit,saidtheofficial.
TheallocationofMinistryofWaterResources,River
DevelopmentandGangaRejuvenationwasalsoreducedfrom

HOME GUARDS IN DIRE STRAITS


InAprilthisyear,Trinadh,ahomeguardpostedatHarbourPoliceStation,
diedinanaccidentnearKancharapalemwhilereturninghomefromduty.It
hasbeenfourmonthsandhisfamilymembershavenotreceivedanycompensationfromthegovernment.Andhiswife,despiterunningfrompillarto
post,hasnotbeengivenanyjob.Theonlycompensationthefamilyhas
receivedistheindividualcontributionsmadebyTrinadhscomrades-inarms.Allthe800-oddhomeguardshavedonatedadayssalarytothe
bereavedfamily.Thereisnoprovisionofcompensationforhomeguards,
or,forthatmatter,PF,ESIoranykindofinsurancescheme.Thisisdespite
thepersonnelbeinggiventhesamedutyasanyotherconstableinthepoliceforce.WearegivendutiesinLawandOrderenforcement,crime
investigation,trafficregulation,VVIPsecurity,andbandobust.Butweare
nottreatedonaparwithmeninthepoliceforce,saysN.RamaKrishna
Yadav,secretary,A.P.StateHomeGuardsWelfareAssociation.InAndhra
Pradesh,thereareabout15,200homeguards.InVisakhapatnam,their
strengthisabout1,190undertheCommissionerateandanother690under
thedistrictpolice.HomeGuardswasoriginallyraisedasavoluntaryand
auxiliaryforcetothepolicein1946undertheHomeGuardsActandRules
ofStatesandUnionTerritories,undertheMinistryofHomeAffairs,and
laterreorganisedin1962afterSino-Indianwar.Itwasinitiallyavoluntary
forceandmeninservicejoinedtoservetheorganisation.Butlater,itwas
givenarelookwithproperrecruitmentprocedure,whichincludedarigorousphysicalactivityonaparwithpoliceconstablerecruitmentsuchas
800mand100mrun,highjump,longjump,andshot-put.Wealsohaveto
undergoa45-daytrainingregime,saysMr.RamaKrishnaYadav.Home
guardsarenotgiventheirdue.TheyarepaidapaltrysumofRs.300per
day,whichamountstoRs.9,000permonth.Theydonotenjoyanyleave.
A days absent means losing Rs. 300, said Suryanarayana.

STEPS AFOOT TO PROVIDE AMENITIES IN HIGH SCHOOLS
TheSupremeCourtorderinMaylastyeardirectingtheStategovernmentto
provideadequatenumberoftoiletsseparatelyforboysandgirlsanddrinking
wateratschoolshassetthegovernmentonamissionmode.Itcouldnot
achievethetargetasexpectedsincethetaskwashugeandassociatedwith
manypracticaldifficulties.It,therefore,settledforprovidingonefunctional
toiletineachschoolinitially.InVisakhapatnamdistrict,thereare4,097
governmentschoolsthatneedtoiletsanddrinkingwaterfacilityand,among
them,nearly1,200aretheAgencyarea,whichhasitsowndrawbackslike
lackofproperaccessandhighcostofconstruction.Inthisbackdrop,the
districtadministrationhasdecidedtotakeuptheexerciseinhighschoolsfirst
andprovideinallthe497ofthemtoiletswithrunningwater,drinkingwater,
andfurnitureanddesksinclassroomsbeforethe2015-16academicyear
ends,CollectorN.YuvarajhassaidHewasaddressingapressconference
onThursdayalongwithDistrictEducationOfficerM.V.KrishnaReddyand
ExecutiveEngineerofAPSarvaSikshaAbhiyanK.BhanuPrasad.Allthe
4,097schoolswillhavethefacilitieswithintwoyears.TheCentral

stoodatRs.1,75,000crore,hepointedout.TheNSTLhascomealong
waysinceitsinception46yearsago,movingfromthetacticaltostrategic
domainandacollectiveeffortofeveryemployeeisneededtocopewiththe
emergingchallenges,NSTLDirectorC.DurgaMalleswarsaid.Awards

TheHinduthatthetwoindustrialestateswouldgiveabigboosttotheMake
inAndhraPradeshcampaign.Hewantedappointmentofaninternational
consultanttodesigntheindustrialestates,takingintoconsiderationthe
experiencefromtheJawaharlalNehruPharmaCityatParawadanearhere.
TheJNPCisdevelopedin2,400acres,butonethirdofitisblockedfor
greenbeltand15percentusedorroadsandcommoneffluenttreatment
plant.ProhibitivelandcostThishasmadethelandcostprohibitivelyhigh,
withanacrecostingoverRs.1crore,makingbusinessunviable,hestated.
Beforebifurcation,thebulkdrugindustriesmushroomedinandaround
Hyderabad,hesaid.Visakhapatnamanditsneighbourhoodhaveattracted
pharmaindustriesduetotheJNPC,whichwassetup15yearsagocompared
toinvestmentsinbulkdrugindustryinHyderabad55yearsago.The
VisakhapatnamregionhasattractedinvestmentstothetuneofoverRs.20,000
crore,withdirectandindirectemploymentto20,000.Hesaidthatearmarking
sufficientlandforthetwonewindustrialestatesandallottingitatanaffordable
costwouldbringaninvestmentofRs.50,000croreinseventoeightyearsand
createfivelakhjobs.Itwouldalsofetchhugerevenuetothegovernment,Mr.
JayantTagoresaid.PharmexilWelcomingthedecisiontoopentheofficeof
PharmaceuticalExportPromotionCouncil(Pharmexil)atParawadaonthe

notfollowingsafetyguidelines.Capacitybuildingofworkerson
safetywillnotonlyreduceincidentsbutalsoimprovethe
performanceoftheorganisation. Strictadherence tosafety
guidelinesisthecornerstonetoachievingthetriplebottomlineof
People,Profits,andPlanet,expertssaidataonedayseminaron
SafetyforSustainableDevelopmentorganisedbyCIIVizagchapter
hereonFriday.Howeverminoranincidentis,ittakestimeforthe
workerstoregainconfidenceandbringbacknormalcyin
production.Workershavearighttoaworkplacefreeofpotential
hazardsandtheyhavetobeprovidedpersonalprotectivegear,

ComingoutofthepreliminaryexaminationforCivilServicesonSunday,
theaspirantsexhibitedamixedmood.Ingeneral,thefeelingwasthat
PaperI,comprisingquestionsfromamyriadsubjectssuchashistory,polity,
economics,scienceandtechnology,internationalrelations,geography,
ecologyandenvironment,biology,arts,andculture,wasnotthathard,but

centres.Itislearntthattheattendancewasbetween60and70percent.
AccordingtoMr.N.SreenivasaRaoofVinexAcademy,thoughPaper-I
waswithinthegraspofawell-preparedstudent,theUPSChadbalanced
theequationbymakingPaper-IItough.ThefocuswasonEnglish
comprehension.Normally,wegetaboutsixtoeightcomprehension

thecampaigngoing,theDiscomplanstoholdtheexhibitioninallthefive
districtsandapproachgovernmenthospitalsandofficesforrooftopsolar
solutions.AgrisolutionTheAPEPDCLhasinstalledsolarsolutionto600
farmersacrossthefivecoastaldistricts.Ofthem,500are5hpmotorsand
100are3hpmotors.Ithassetatargetof2,000agripumpsthisyear.For3
hppumps,a3KWsolarplanthastobeinstalledandthespacerequiredfor
settingitupisabout300sft.Thetotalconsumptionfor3hppump,ifitruns
forsevenhoursperday,isabout460unitsamonth.Byinstallingasolar-run
pump-set,afarmercansaveaboutRs.4,000permonth.Thetotalcostof
installationwillbeaboutRs.3lakh,whichcanberecoveredinaboutfive
years,saystheAPEPDCLCMD.
