NOTICE NO. 3 April 2006
The following Rule Changes become EFFECTIVE AS OF 1 APRIL 2006.
(See http://www.eagle.org/rules/downloads.html for the consolidated version of the 2006 Steel Vessel
Rules, with all Notices and Corrigenda incorporated.)
Notes -

The date in the parentheses means the date that the Rule becomes effective for new construction
based on the contract date for construction, unless otherwise noted. (See 1-1-4/3.3.)

Common Structural Rules for Tanker and Bulk Carriers (1


April 2006)
Vessels designed and built to the requirements in Part 5, Chapter 1, Common Structural Rules for
Double Hull Oil Tankers, and Part 5, Chapter 3 Common Structural Rules for Single/Double Side
Skin Bulk Carriers, will be identified in the Record by the notation CSR, SafeShip CM.

SafeHull Criteria (1 April 2006)


(Renumber the existing subsection 1-1-3/21 to 1-1-3/23 and modify the text as follows:)
Vessels 150 m or more in length whose designs are not within the scope of the Common Structural
Rules referred to in 1-1-3/21, and that are designed and built to the requirements in Part 5, Chapter 1
and Part 5, Chapter 3, and vessels designed and built to the requirements in Part 5, Chapter 5 for
container carriers will be identified in the Record by the notation SH, SHCM.

3.3 Implementation of Rule Changes

Date of Contract for Construction (1 April 2006)


The date of contract for construction of a vessel is the date on which the contract to build
the vessel is signed between the prospective owner and the shipbuilder. This date and the
construction numbers (i.e. hull numbers) of all the vessels included in the contract are
required to be indicated on the form, Application of Request for Classification.

3.3.3

Sister Vessels and Optional Vessels (1 April 2006)


The date of contract for construction as defined 1-1-4/3.3.2 of a series of sister vessels,
including specified optional vessels for which the option is ultimately exercised, is the date on
which the contract to build the series is signed between the prospective owner and the
shipbuilder.
A series of sister vessels is a series of vessels built to the same approved plans for
classification purposes under a single contract for construction, however, sister vessels may
have minor design alterations provided such alterations do not affect matters related to
classification. The optional vessels will be considered part of the same series of sister
vessels if the option is exercised not later than one year after the contract to build the series
was signed.

Other Rules (1 April 2006)


The Committee will consider hull, equipment or machinery built to the satisfaction of the Surveyors
of the Bureau in accordance with the plans that have been approved to the Rules of another
recognized classification society with verification of compliance by the Bureau. A special comment
will be entered in the Record indicating that classification has incorporated the provisions of this
paragraph. In addition, for a container carrier [L 130 m (427 ft)], the class notation, SHR, will be
entered in the Record. The notation, SHR, denotes that the vessels scantlings are reviewed based on
the requirements in Part 5, Chapter 5, Section 4 for container carriers.

Notice to the application of the Rules

On 1st April 2006, the applicable portions of these rules are to be replaced with the following
Common Structural Rules (CSR) developed and agreed upon by the International Association of
Classification Societies (IACS):

The Common Structural Rules for Double Hull Oil Tanker,


Application:

For double hull oil tankers of 150m length and upward (See 5-1-1/1.1.1.1 of
CSR)

The Common Structural Rules for Bulk Carriers


Application:

For single side skin and double side skin bulk carriers having length L of 90
m or above, which are constructed generally with single deck, double bottom,
hopper side tanks and topside tanks and with single or double side skin
construction in cargo length area and intended primarily to carry dry cargoes
in bulk, excluding ore and combination carriers.
Hybrid bulk carriers, where at least one cargo hold is constructed with
hopper tank and topside tank, are covered by the present Rules. The
structural strength of members in holds constructed without hopper tank
and/or topside tank is to comply with the strength criteria defined in the
Rules. (See Chapter 1, Section 1, 1.1.2 of the CSR.)

For vessels 150 m or more in length whose designs are not within the application of the Common
Structural Rules referred to in 1-1-3/21 and above, the applicable requirements of Part 5, Chapter 1
Part 5, Chapter 3, or Part 5, Chapter 4 are to comply with. See 1-1-3/23.
The effects of the changes were approved by The ABS Rules Committee at their meeting of 1st
December 2005 and 30 January 2006 respectively.
However, the sections in association with the onboard systems will remain unchanged. These relevant
sections that will be renumbered in order to fit the CSR organization are as follows:
