n the forests of India, something exciting is going on. Villagers are regaining
property taken from them when the British colonial authorities nationalized their
forests. Just as exciting, in urban Kenya and
elsewhere, people are doing away with the
need for banks by exchanging and saving
their money digitally. All over the world,
poor people are discovering the blessings of
bottom-up capitalism.
Sadly, though, developed-country
governments and anti-poverty activists
ignore this fact and insist that developing
nations need a paternalistic hand up. Both
are missing an opportunity, because there
are billions of capitalists in waiting at the
bottom of the pyramid.
Later this month, the United Nations
will formally announce the successors to its
Millennium Development Goals, the global
bodys approach to poverty alleviation
since the year 2000. These new goals will
be touted as sustainable. The event will
coincide with a visit by the pope, at which
he is expected to concentrate on climate
change and materialism as the greatest
threats to the welfare of the people of the
developing world.
Dont expect to hear much on the
way people in the Western world lifted
themselves out of poverty: free-market
capitalism.
The phrase the fortune at the bottom
of the pyramid was coined by the late
C.K. Prahalad, building on the work
of Nobel laureate Amartya Sen. In his
groundbreaking 1999 work Development
as Freedom, Sen pointed out that one of the
most important aspects of development
is freedom of opportunity, a vital part of
which is access to capital and credit. Capital
and credit, however, appear nowhere in the
draft UN goals.
When capital is sufficiently available,
would-be entrepreneurs at the bottom
of the pyramid have demonstrated a
willingness to launch new ventures and
invest in their futures that is, to embrace
free-market capitalism to the benefit of all
concerned.
There are several ways to ensure access
to capital in the developing world, but the
most important approach is to unlock the
productive potential of the capital already
available there.

Camera Club Association among
its member clubs twice each year. In May,
three members of the Quad Cities Photography Club were among the recipients
of Best of Show awards for their entries.
Paul Riewerts and Jay Brooks each were
awarded Best of Show in the PhotoRealistic category of digital images. (Two
awards were presented in this category
because of the large number of entries.)
Pauls photograph was titled
Forest Stream 4U. Paul writes: This
photograph was taken on a trip to
the Great Smoky Mountains National
Park on June 23, 2014. This area of Big
Creek was discovered after a severalmile hike upstream from the Big Creek
campground. The section of the stream
has so many shades of green, and the
multiple mini-falls added great interest
to the composition. The two reddish
leaves had come from a nearby tree that
appeared to be in ill health.
A tripod-mounted Nikon D800
camera in aperture priority with a
24-to-70-millimeter f/2.8 lens was
used. Exposure was 10 seconds at f/16,
ISO 100, circular polarizing filter, and
24-millimeter focal length. The image was
captured in both the raw and fine-JPEG
file formats. The JPEG was used with no
post-processing except for some slight
cropping and file-size reduction.

The Crystal Mill: During late fall of 2014,
I traveled with three friends to southcentral Colorado to capture fall color in
the mountains. For many years, I have
admired pictures of the Crystal Mill,
which is located six miles from Marble,
Colorado. The only way to get there is on
foot or with a high-clearance four-wheeldrive vehicle. The effort to get there was
worth it, and to me this is one of the most
rewarding images I have ever taken.
Jay used a Canon 6D with a Canon
16-35-millimeter lens at 20 millimeters
using a tripod. It was captured at f/16
and ISO 320 at 8 seconds with a 10-stop
neutral-density filter to smooth out the
water.

Century Spanish invaders arrived in
the land of the Mayans, they found a civilization
that was in many ways highly advanced. The
native people had a superior medical system

They were prolific artists, and had a profound
understanding of mathematics and astronomy.
And yet they did not make or use wheeled

18): When he died at the age of
77 in 1905, Aquarian author Jules
Verne had published 54 books. Youve probably
heard of his science fiction novels Journey to
the Center of the Earth and Twenty Thousand
Leagues Under the Sea. He was a major influence
on numerous writers, including Jean-Paul Sartre,
J. R. R. Tolkien, and Arthur Rimbaud. But one
of his manuscripts never made it into book
form. When he finished it in 1863, his publisher
refused to publish it, so Verne stashed it in a
safe. It remained there until his great-grandson
discovered it in 1989. Five years later, Vernes
lost novel, Paris in the Twentieth Century, went
on sale for the first time. I suspect that in the
coming months, you may have a comparable
experience, Aquarius. An old dream that was lost
or never fulfilled may be available for recovery
and resuscitation.

enjoy using the comedy technique of
self-deprecation, says stand-up comic
Arnold Brown, but Im not very good at it. Your
task in the coming weeks, Pisces, is to undermine
your own skills at self-deprecation. You may
think they are too strong and entrenched to
