The Philadelphia City Controllers Office conducted an economic impact survey to gauge how the
businesscommunitywasbalancingtheexpected1.5millionpilgrimsexpectedtotraveltoseethePope
againstthesecurityplanningprovidedbytheMayorsAdministration.Thisisahistoricopportunityfor
Philadelphiaaswellasthebusinesscommunity.
TheControllersofficehanddelivered250surveystohotels,restaurantsandretailbusinessesinsidethe
trafficboxtolearnwhatbusinesseswereexpectingandtheproblemswherewerefacing.Theresponse
ratewashigherthanexpected.

Background
PhiladelphiaispreparingforahistoricoccasioninlateSeptember.AsagrandfinaletotheWorld
MeetingofFamiliesconference,PopeFranciswillvisitthecity,whereHisHolinesswillspeakat
IndependenceMallandperformanopenairmassontheBenjaminFranklinParkway.Thesetwoevents
areexpectedtodraw1.5millionpilgrimsfromallaroundtheglobetoCenterCityPhiladelphia.The
PapaleventposesatremendousopportunityfortheCityandlocalbusinesses,alongwithconsiderable
challengesrevolvingaroundsecurityandlogistics.Thewaysinwhichplansarecommunicatedwill
inevitablyhaveanimpactonexpectationsaswellasbehaviorofbothbusinessesandresidents
throughouttheCity.
Methodology
Inordertogaugetheefficacyofprevisitcommunicationsandplanning,theControllerhasconducteda
surveyofhotels,retailestablishments,andrestaurantsinsidethesecurityperimeter.Morethan250
letterswerehanddeliveredtothesebusinesses,requestingthattheyparticipateinanonlinesurvey.
Thesurveywasalsodistributedviasocialmediainanefforttoincludeanybusinessthatmightnothave
receivedaletter.ThelettersweredeliveredonTuesday,August18,2015andbusinesseswereaskedto
completethesurveybyAugust28.TheControlleralsoplanstodistributeapostvisitsurveytogauge
thealignmentofexpectationswithreality.
TheSurvey
Thesurveywasconstructedtocapturethreedatapoints.First,wewantedtoestablishabaselinewas
summer2015goodforbusinessornot,andwhatweretheexpectationsforbusinessduringthePapal
visit.Second,weaimedtounderstandhowwelltheCitywascommunicatingtheimpactofthe
increasedsecuritymeasures.Andfinally,wewantedtounderstandthesortsofadjustments,ifany,
businesseswereplanninginordertohandleboththesecurityrestrictionsandtheinfluxofuptoone
millionvisitors.
Ingeneral,oursurveysuggeststhatbusinessesarecautiouslyoptimisticabouttheeconomic
opportunitythePapalvisitrepresents.Typicaltouristareasareexpectinganonslaughtofvisitorsand
fearbeingoverrun.Manyseegreateconomicpotentialfromhugenumbersofnewconsumers.Others
areexcitedfortheCity,believingthatthePapalvisitthrustsPhiladelphiaintothegloballimelight,and
thiskindofexposurehaslongtermramifications.ThiswillbeanopportunityforPhiladelphiato
introduceitselftotheworldandhotel,restaurant,andretailestablishmentswillplayapivotalrolein
shapingvisitorsexperiences.MultiplebusinessesstressedthatthelastweekendinSeptemberis
typicallyabigrevenuegenerator,asresidentsresumespendinglocallyratherthanelsewhereon
vacation.
Unsurprisingly,thelargestconcernsforbusinessesarelogistical.Theyareconcernedaboutstaffand
withhowemployeeswillgettowork.Forthosewhorelyonpublictransitandforthosewholive
outsideofthecityinparticular,gettinginandoutofthesecurityperimeterwilllikelybeverytime
consumingorevenimpossible.Withsomuchuncertaintyregardingdemandforthatweekend,
businessesfaceaconundrum:overstockingbringsriskofwastedexpense,butunderstockingcouldlead
tosignificantlostopportunity.Thisisparticularlythecaseforrestaurants,wheremanyinputsare
perishableandwherefreshnessisparamount;formanythismeansdailydeliveries.
Businessesalsoexpressedconcernintheircommentsabouttrashremoval;commercialtrashisusually
hauled6daysaweek,andifhugedemandmaterializes,theCitywillbeoverflowingwithrefuse.A
strongsecondaryconcernistheabilitytogetweekenddeliveries;ifthetrafficboxremainsclosedall
night,neitherprivatetrashpickupnordeliverieswillbepossible.Finally,businessesareworriedabout
securityforboththeiremployeesandproperty.

accommodationstothebestoftheirabilitytohelpthemselvesandtheCityputthebestfootforward.
However,oursurveysuggeststhatinsufficientoutreach,inconsistentmessaging,andlackofclarityhave
createdunnecessaryuncertaintyandanxiety.Formanybusinesses,theControllersletterwasthefirst
directcommunicationfromaCityofficial.Thissurveyindicatesanearlierandmoreproactiveapproach
wouldclearlyhavebeenpreferable.
