NOTICE
The Master Minimum Equipment List (MMEL) is distributed by the
Department of Transportation Federal Aviation Administration. This
Master Minimum Equipment List Operation and Maintenance
Procedures manual contains only the items from the Master Minimum
Equipment List which have Operational (O) or Maintenance (M)
procedure requirements. Cessna does not support Minimum
Equipment List items not published in the MMEL.
Cessnas policy is to revise this manual only to accommodate
changes to a new MMEL revision, which requires a change to, or a
new, Operational (O) or Maintenance (M) required procedure. If a
revised MMEL is released, but does not affect any required
procedure, the Operational and Maintenance (O&M) manual will not
be revised at that time. Cessna reserves the right to make format
changes without generating a new revision.
Operational (O) and Maintenance (M) procedures in this manual are
recommended by Cessna Aircraft Company. Most of the procedures
in this manual have been approved in some MELs. This document is
not FAA approved, but is intended to aid operators in writing and
gaining approval for their specific Minimum Equipment List (MEL).
The Operator is responsible to ensure that all crew members are
properly trained in the use of MEL (O) and (M) procedures.
The Narrative section of each Maintenance (M) procedure is intended
to satisfy the FAR 135 MEL requirement for training non-maintenance
individuals whom are authorized, in the MEL, to perform maintenance
tasks.

DEFINITIONS:

1. As required by FAR means that the listed item is subject to certain provisions (restrictive
or permissive) expressed in the Federal Aviation Regulations operating rules. The
number of items required by FAR must be operative. When the listed item is not required
by FAR it may be inoperative for time specified by repair category. The term 14 CFR
may be substituted for FAR in MMELs or operator MELs.
2. Federal Aviation Regulations (FAR) means the applicable portions of the Federal
Aviation Act and Federal Aviation Regulations.
3. Flight Day means a 24 hour period (from midnight to midnight) either Universal
Coordinated Time (UCT) or local time, as established by the operator, during which at
least one flight is initiated for the affected aircraft.
4. Icing Conditions means an atmospheric environment that may cause ice to form on the
aircraft (structural) or in the engine(s) (induction).
5. Inoperative a system and/or component malfunction to the extent that it does not
accomplish its intended purpose and/or is not consistently functioning normally within its
approved operating limit(s) or tolerance(s).
6. Notes in Column 4 provides additional information for crewmembers or maintenance
consideration. Notes are used to identify applicable material which is intended to assist
with compliance, but do not relieve the operator of the responsibility for compliance with
all applicable requirements. Notes are not a part of the provisos.
7. Inoperative components of an inoperative system: Inoperative items which are
components of a system which is inoperative are usually considered components directly
associated with and having no other function than to support that system.
(Warning/caution systems associated with the inoperative system must be operative
unless relief is specifically authorized per the MMEL).
8. (M) symbol indicates a requirement for a specific maintenance procedure which must be
accomplished prior to operation with the listed item inoperative. Normally these
procedures are accomplished by maintenance personnel; however, other personnel may
be qualified and authorized to perform certain functions. Procedures requiring specialized
knowledge or skill, or requiring the use of tools or test equipment should be accomplished
by maintenance personnel. The satisfactory accomplishment of all maintenance
procedures, regardless of who performs them, is the responsibility of the operator.
Appropriate procedures are required to be published as part of the operators manual or
MEL.
9. (O) symbol indicates a requirement for a specific operations procedure which must be
accomplished in planning for and/or operating with the listed item inoperative. Normally
these procedures are accomplished by the flight crew; however, other personnel may be
qualified and authorized to perform certain functions. The satisfactory accomplishment of
all procedures, regardless of who performs them, is the responsibility of the operator.
Appropriate procedures are required to be published as a part of the operators manual or

NOTE 1: The (M) and (O) symbols are required in the operators MEL unless otherwise
authorized by the Administrator.
NOTE 2: Provisos with both a (M) and (O) shall have the (M) procedure accomplished
prior to accomplishing the (O).
Deactivated and Secured means that the specified component must be put into an
acceptable condition for safe flight. An acceptable method of securing or deactivating will
be established by the operator.
Visual Moisture means an atmosphere environment containing water in any form that
can be seen in natural or artificial light; for example, clouds, rain, sleet hail, or snow.
*** symbol in Column 1 indicates an item which is not required by regulation but which
may have been installed on some models of aircraft covered by this MMEL. This item
may be included on the operators MEL after the approving office has determined that the
item has been install on one or more of the operators aircraft. The symbol however, shall
not be carried forward into the operators MEL. It should be noted that neither this policy
nor the use of this symbol provide authority to install or remove an item from an aircraft.
Excess Items means those items that have been installed that are redundant to the
requirements of the FARs.
Considered Inoperative, as used in the provisos means that item must be treated for
dispatch, taxi and flight purposes as though it were inoperative. The item shall not be
used or operated until the original deferred item is repaired. Additional actions include:
documenting the item on the dispatch release (if applicable), placarding and complying
with all remarks, exceptions and related MMEL provisions, including and (M) and/or (O)
procedures and observing the repair category.
Is not used in the provisos, remarks or exceptions for an MMEL item may specify that
another item relieved in the MMEL is not used. In such cases, crewmembers should not
activate, actuate or otherwise utilize that component or system under normal operations.
It is not necessary for the operators to accomplish the (M) procedures associated with
them. However, operational requirements must be complied with, and an additional
placard must be affixed, to the extent practical, adjacent to the control or indicator for the
item that is not to be used to inform crew members that a component or system is not to
be used under normal operations.

Position aircraft in a suitable run-up area and chock both main landing gear.
Using AFM Normal Procedures, start both engines and allow to stabilize.
Place L&R ENG BLD AIR knobs to ON and note ITT temperatures.
Place L&R ENG BLD AIR knobs to OFF and allow engines to stabilize. A decrease in
engine ITT of 10-15 degrees should be observed.
5. Place L&R ENG BLD AIR knobs to ON.
6. Using AFM Normal Procedures, power down aircraft.
7. Make appropriate entry in discrepancy report.

1. Gain access to the outflow valves via both sides of the aft pressure bulkhead.
a. Airplanes -0001 thru -0086 not modified in accordance with the Model 650
Structural Repair Manual, Chapter 53, gain access to the outflow valve through
two access plates on the aft bulkhead of the aft footwell under the carpet.
b. Airplanes 0087 and On and airplanes modified in accordance with the Model
650 Structural Repair Manual, Chapter 53, gain access to outflow valve through
a single access plate on the aft bulkhead of the aft footwell under the carpet.
The smoke detector is mounted on the single access plate, which must be
electrically disconnected at its electrical connector.
2. From the tailcone side, remove the bolts securing either outflow valve to its mount.
3. With all plumbing and wires connected, secure the outflow valve away from the mount.
The outflow valve shall not be allowed to slip back into position blocking the opening.
4. Make appropriate entry in discrepancy report.
NOTE: If the RH outflow valve is being removed, it is recommended that the aluminum tube that
vents the vacuum ejector overboard in addition to the aluminum tube for the particulate
trap be removed. Be sure to cap all fittings and plug all lines.

1. Prior to flight, flight crew shall discuss new radio tuning procedures using only the
operational RMU and Aux COM/NAV CDU.

1. Prior to each flight, a crew member shall use the SATCOM Data Link and ACARS
systems to transmit and receive information from a ground station to ensure that both
systems are operational.
2. Prior to each flight, a crew member shall review SATCOM system users guide/manual to
ensure coverage exists for the intended route of flight.
3. Prior to flight, a crew member shall coordinate with the appropriate ATC facility to advise

1. Access the oxygen bottle cylinder, cut safety wire on bottle neck valve and turn oxygen
bottle OFF.
2. Slowly disconnect line from fill port to bottle at bottle neck and purge line of any oxygen.
3. Cap and/or plug any open lines.
4. Connect Oxygen cart hose to oxygen bottle ensuring a proper connection.
5. Place appropriate personnel in cockpit, with foul weather window open for
communication between individuals, to monitor oxygen pressure gauge on instrument
panel for proper servicing.
6. Turn Oxygen bottle ON and slowly begin to fill bottle. Once bottle has reached the proper
servicing pressure, turn Oxygen bottle valve OFF and turn OFF oxygen cart. Allow the
bottle to cool from thermal expansion for 30 minutes and recheck servicing pressure.
7. Once Oxygen bottle is properly serviced, slowly disconnect oxygen cart and re-connect
all oxygen lines.
8. Obtain a bubbling/foaming type solution and inspect the oxygen bottle for leaks.
9. If system maintains pressure, dispatch aircraft. If system does not maintain pressure,
correct issue prior to flight.

NOTE: If only one thrust reverser is to be disabled, accomplish only those steps which are
applicable to that thrust reverser.
Electrical Disabling:
NOTE: Protect/cover each of the disconnected electrical connectors by utilizing heat shrink
tubing. Slide heat shrink tubing over connector with excess length which is to be folded
back and tied. Apply heat shrink tubing around electrical connector then fold excess
tubing over connector and secure with tie strap.
1. Make appropriate entry in discrepancy report.
For Electrically Disabling (Refer to Figures 1 and 2):
1. Disconnect, cap and stow the following electrical connectors:
a. Electrical connector (PT56); left thrust reverser control valve.
b. Electrical connector (PT49); right thrust reverser control valve.
c. Electrical connector (PT57); left thrust reverser isolation valve.
d. Electrical connector (PT50); right thrust reverser isolation valve.
e. If both thrust reversers have been disabled for maintenance, pull and secure the
LH T/R and RH T/R circuit breakers.
f. If only one thrust reverser has been disabled, both thrust reverser circuit
breakers shall remain engaged to provide electrical power for the operational
thrust reverser and annunciation for both thrust reversers.
For Mechanically Disabling (Refer to Figure 3):
1. Remove outboard stang fairing from the left and/or right thrust reverser.
2. Make sure that the applicable thrust reverser(s) is in the locked position.
a. Do a visual check of the outboard carriage to make sure that it is in the locked
(overcenter)position. The carriage attachment bolts will be a short distance aft of

the driver link attachment bolts when the carriage is in the locked position.
b. Do a visual check of the inboard carriage to make sure that it is in the locked
(overcenter)position. The carriage attachment bolts will be a short distance aft of
the driver link attachment bolts when the carriage is in the locked position.
NOTE: You can put the inspection mirror into the slot of the driver link to visually find the
position of the inboard carriage.

NOTE: If you cannot make sure that the inboard actuator is in the overcenter position, you can
pull on the leading edge of the door at the inboard edge to make sure that the actuator is locked.
If the actuator is locked, then the door will not move. If the actuator is unlocked, then the door will
move a short distance (approximately 0.25 inch or 6.3 mm) to the deploy position.
c.
If you cannot make sure that the two actuators are in the locked position, then
DO NOT continue the thrust reverser disable procedure. Find and correct the
cause of the unlocked actuator(s).
CAUTION: Do not supply hydraulic pressure to the thrust reverser after you install the lockout
tool in the outboard mechanism assembly. This can cause the inboard actuator to unlock and
cause damage to the thrust reverser.
3. Install lockout tool (fork assembly):
a. With the thrust reverser in the overcenter position, install the fork assemble
between the support mechanism and the carriage.
b. Install retainer assembly with washers and nuts securing fork assembly. Torque
nuts to 15 and 30 inch-pounds (1.7 to 3.4 N-m).
4. To fly airplane with one thrust reverser disabled, accomplish steps (1), (2) and (3) above
and the steps that follow:
a. Roll the streamer and attach it to the stang.
b. Install the inboard and outboard stang fairings on the disabled thrust reverser(s).
5. Supply external electrical power to the airplane and put the battery switch in the NORM
position.
a. Make sure that the thrust reverser UNLOCK annunciator for the affected thrust
reverser(s) is off before flight.
