The DDOT LEAP Academy Model
The DDOT LEAP Academy is modelled on work force development earn-and-learn theory
which unifies employment and training in order to provide opportunities for participants to
earn wages, accumulate transferable work experience, and obtain industry recognized training
and certifications. This approach improves capacity for individuals to advance along a career
pathway and into the middle class, fulfilling Mayor Bowsers vision to address myriad barriers to
employment faced by many District residents lacking work experience and training required in
skilled and specialized career pathways.
A central tenet of work force development programming earn-and-learn theory is that

participants in learn while earning a salary. DDOT LEAP Academy employees will acquire new
knowledge and skills through hands-on experiential learning; class-room based; as well as selfpaced online training opportunities. Training and professional development are core in the
DDOT LEAP Academys comprehensive workforce development model, integrating a multitiered training component to ensure that upon end of employment term DDOT LEAP Academy
employees have completed industry recognized training and professional development
opportunities which will increase capacity to compete for careers in transportation or other
public works career pathways, as well as in private and non-profit sectors.
Training and professional development opportunities will be offered in: Core Foundation
Transportation Skills; Specialized DDOT Agency Systems; Specialized Transportation Career
Pathways; and Leadership and Soft Skills.

The DDOT LEAP Academy

Self-Paced Career Pathways Transportation Training
DDOT LEAP Academy employees are encouraged to supplement hands-on and classroom based
learning with self-paced on-line learning. Completion of self-directed learning (SDL) exhibits
employee initiative; commitment to learning; and responsibility. All training completed will be
tracked in PeopleSoft Education Learning Management (ELM) and the DDOT LEAP Academy
tracking system.
DDOT LEAP Academy employee performance measures will include the completion of at least
six (6) on-line trainings during their employment at DDOT. On-line training resources include,
but are not limited to:
The American Public Works Association (APWA) offers free online webinars of diverse public
works topics including constituent relations, utility management, construction, materials
management, and leadership.

Coursera offers over one-thousand free online courses from over 100 partners from reknowned
colleges and universities. Course topics are broad, including, but not limited to business and
management, human resources, communication, mathematics, and information technology.

Federal Emergency Management Institute (FEMA) offers over 100 free distance learning
courses and programs on topics such as emergency planning, fundamentals of emergency
planning, materials handling,
and national incident management. They also offer leadership, decision making, and effective
communication programs.

National Highway Institute (NHI) provides free on-line training in subject matter areas
including, but not limited to: construction and maintenance, design and traffic operations,
financial management, highway safety, pavement and material, and site and personal safety.
Certificates of completion are provided upon successful completion of assessment.
