Gehry Partners has pushed the use of


technology over the past 25 years as a means
to help facilitate and communicate their
complex projects. The process Gehry Partners
uses for every project is rooted in the creation
of a single, central information database,
used by all parties involved to coordinate
the project effort. A single database allows
for all parties to be looking at a) the most
current information available, and b) the same
information. Typically Gehry Partners houses
this information in a 3D computer model.
Since no 3D computer model for the 51-mile
length of the river exists, Gehry Partners
started at ground zero with the firm Trimble.
With a substantial background in GPS,
logistics and mapping, Trimble sent a LIDAR
unit to Los Angeles to help map the Los
Angeles River. The information has been
compiled to create the beginnings of the first
3D computer model of the entire river channel.

DIVERSIFYING THE PURPOSE OF THE LOS ANGELES RIVER

During the course of initial research on the


river channels hydrology requirements, the
team has defined a hypothesis to test in future
work.

With the current 21st century environmental issues Los Angeles is facing as a region, it is logical to consider
how to diversify the use of one of our most significant and underutilized pieces of infrastructure.

The River channel has typically been


evaluated for flood control and public safety in
two conditions dry flow, and the design flow.
Dry flow (left) is the majority condition when
it is not raining. The water in the channel
comes from water reclamation plants (such
as Tillman in the Valley), and from storm
sewer run off (people watering lawns, washing
cars, etc.). While the amount of water may
look like a small trickle in the center of the
concrete channel, it is not insignificant. It is a
resource that should be further investigated to
determine additional uses.
Design flow (right), is the maximum capacity
of water for which the river channel was
designed. This condition occurs less than
1% of the time and has predominantly defined
what can and cannot be done in the channel
itself. While design flow cannot be reduced,
perhaps there is a middle ground to be
explored.
The middle diagram represents an initial
analysis of rain gauge data (illustrated below)
for a location just south of downtown Los
Angeles for the flow rate during an 85% storm.
An 85% storm (equivalent to a rain storm)
is a point on a scale where 85% of the time
when it rains the water in the channel is this
amount or less. The measurements showed
the river had only 2 feet of water within it, while
the remaining 29 feet of channel depth was
unaffected. This middle condition appears to
be worth exploring since there is a reasonable
amount of water volume that could potentially
be captured while allowing a large area of the
channel that could be used without impacting
flood control or public safety.

ecosystem along the River corridor within the
project area. This would involve restoring riparian

establish a flood warning system in the event of high

One fact was clear to the team there was a


wealth of information and research available,
but none of it was coordinated in a way to
allow for holistic and collective decisions to
be made. To fully understand the current
state of planning and how the system works,
everyone in the conversation would need to
have read each plan and understand how they
all relate to each other. This seems to be an
unreasonable expectation and could serve as
a significant obstacle.

To help clarify the information in the master


plans, the team began to extract key objective
information from each plan. Similar information
from each plan was paired with additional data
and then organized into a series of evaluation

The categories range from key water issues,


to ecology and open space issues, to public
health and transportation issues. As the team
continues to meet with agencies and key
stakeholders, the list continues to expand.
The power of organizing and collecting the
objective data in this manner is that one
can overlay the information to understand
important and new relationships helping public
agencies, stakeholders and communities
prioritize the criteria.

For example, several datasets can be


overlaid to understand that water recharge
(replenishing the aquifer) is better done in
some locations, and not useful in others. Water
quality is an important factor in this evaluation
and the overlays help to identify both
opportunities and when criteria are in conflict.

As another example, the team found that


improvements along the river could have
additional impacts beyond those originally
expected. Overlaying data illustrated areas
where residents who have the least access
to open space along the river had higher
obesity statistics, which confirmed an alarming
relationship identified by the work of Dr.
Richard Jackson at UCLA. Creating additional
open space along the River could positively
impact public health in our region.

The criteria framework conceptually shows


how the information in each category
could be identified and then overlaid in a
conglomeration map. The conglomeration map
provides an easy analytical tool to determine
which areas of the river can address multiple
issues, and where it might be best to focus
on certain issues. The logic is to create a
coordinated effort for all who work on the
river, creating an objective means to identify
priorities in different locations along the river.

The identity framework conceptually shows


how the team might develop a cohesive
identity for the 51-mile length of the river. It
is important that the identity enhance much
of work already done and link to the rivers
existing assets. The team is starting to identify
general ideas based upon practical urban
design principles that again can be layered to
craft the identity of the river.
The first layer is to think about the River as a
continuous experience the obvious example
of this is LARRCs Greenway 2020 project,
which has the goal of connecting a bike and
pedestrian path along all 51 miles of the river.

CONGLOMERATION MAP OF IDENTITY OVERLAY

The second layer is to understand the River as


a series of episodic public space with intervals
at both a regional and neighborhood scale.
Regional scale parks can continue to the south
building from the Sepulveda Basin Recreation
Area and Wildlife Reserve and Griffith Park.
A series of local scale parks can be spaced at
shorter intervals within neighborhood walking
distance.
The third layer is to identify opportunities along
the river that can provide increased access
from surrounding neighborhoods to the river,
focus areas of interest and activities, and
provide a means to foster community benefits
and affordable housing.
This approach is still at a very conceptual
stage, but is intended to help reinforce and
sustain the diversity of the communities along
the river, while helping to harness funds to
catalyze the work that need to be done.

The Time Tool allows for users to toggle between PAST, PRESENT and FUTURE. Over
time the tool can be further refined to add specific month and year information.

Our proposal is to integrate Google Maps together with Trimble Connect.


The idea is to see two simultaneous screens. The first, in 2D, provides
context, layered data and an anchor point that shows positioning and is
tethered to the Trimble Connect viewer. The second shows the 3D files
and provides full navigation and exploration.

The team has an idea to develop a tool


currently named the LA River Media Platform.
The idea starts with the original concept of
a single centralized database, and expands
its potential. It was conceived as a means to
collect all the existing information and data
in a central location to allow everyone who is
performing work on the River an easy means
to evaluate the data.

scale will need to include innovative and
new techniques to be effective. Having the
information on a web-based digital platform
will provide an important tool to expand the
community outreach to the largest possible
population and for local communities to craft
how they imagine the river may serve their
needs.

An effective strategy plan needs to include a


plan for implementation. The tool can serve
as a platform for stakeholders to understand
trade-offs, establish governance requirements,
and inform public policy. An eventual goal is for
this tool to serve the authorities across multiple
jurisdictions to support a coordinated and less
complicated approval process.
