Proposal Manager / Marketing Specialist
Responsible for leading proposal teams to develop successful and winning responses to Requests For
Proposals (RFPs), some valued in the hundreds of millions of dollars and comprising numerous industry
sectors and Government clients; authored executive summaries and section responses; managed review
teams, market research, and the planning, creation and execution of orals presentations at client sites.
• Led an IBM proposal team on multiple winning bids for a State client’s Franchise Tax Board (FTB);
projects included:
o A performance-based, 8 year, $801M contract to implement the new state-wide Child Support
Enforcement (CSE) system.
o A $30M contract to build the FTB’s Integrated Non-Filer Compliance (INC) system, which generated
more than $250M in additional State revenue over 4 fiscal years and achieved 100% ROI in just one
year.
• Accomplished $60 million in savings to existing clients over 5 years by successfully creating, refining
and presenting a highly specialized IT product and service portfolio package.
• Served as Proposal Manager on a multimillion-dollar e-Learning proposal to a leading pharmaceutical
