ORGANIZATIONAL STRUCTURE OF PTESO
In order to effectively perform the abovementioned powers and functions, the PTESO shall be
divided into two (3) main sections and shall be headed by a Provincial Training and
Employment Services Officer (PTES Officer);
1) Records and Administrative Section

Assist the PTES Officer and Section Heads in the performance of their
respective functions;
Encode and tabulate Labor Market Information (LMI) Report and Registry
of Skills.
Sorting and encoding of applicants resume to the online job matching
facility of DOLE (Phil-Job.Net)
Perform clerical functions - Creates purchase request, purchase order,
disbursement vouchers, inspection and acceptance report, certifications,
reimbursements and follow up and keep track of the process of our
documents.
Perform other functions assigned by the PTES Officer relative to the
foregoing.

2) Manpower Development Section

Facilitates and releases applicants' exam


Scheduling, Monitoring, Profiling of training activities in different
Barangay.
Coordination between Barangay Officials, Municipalities and other
institutions.
Prepare, encode profiles of trainees for community based training and
livelihood program.
Deliver and transfer of consumable materials and machines
Prepares purchase request, disbursement vouchers, reimbursement, gas
slip and create, process payrolls honorarium, allowance, voucher
reimbursement.

3) Labor and Employment Section


(a)

Local Employment
i.
In charge of domestic placement, career orientation, livelihood,
domestic job fairs, schools and recruitment and placement;

(b)

Maintains recruitment calendar of activities, meetings, presentations


and various events;
Coordinates activities with recruiters, other private companies and
government agencies on available job openings and vacancies for
local employment;
Manage communications dealing with queries from applicants,
companies and recruitment partners in a professional and timely
manner; and
Perform other ad hoc duties as required or as assigned by the PTES
Officer.

Overseas Employment
i.
In charge of Registration of applicants for overseas employment,
including screening for job matching and Pre-orientation of
applicants.
ii.
In charge of migrant workers, migrant workers reintegration,
organization of OFW families and job fairs for overseas
employment;
iii.
Serve as the focal of the Persons pertaining to the concerns and
issues of OFWs;
iv.
Coordinate with Overseas Workers Welfare Administration
(OWWA) and other national agencies on programs intended to
benefit the OFWs and their families;
v.
Keep and maintain record of OFWs from the Province of Tarlac and
indicating therein their specific address where they are destined; and
vi.
Perform other duties assigned by the PTES Officer relative to their
function

POWERS AND DUTIES OF THE PROVINCIAL TRAINING
AND EMPLOYMENT SERVICES OFFICER (PTES Officer)
The PTES Officer shall be vested with the power to recommend to the Provincial Governor for
appointment the members of the staff, as the exigencies of the Office so require; provided,
however, the recommendees to the positions meet at least the minimum requirements of the
positions.
The primary essence of work of the PTES Officer is to manage all technical and administrative
activities.
1)

Staff Management
(a)
Detail staff responsibilities and guide and coach staff when needed.
(b)
Identify training needs and arrange staff training as necessary (i.e. inhouse or block release) training staff, or delegating training to appropriate
staff, to undertake their duties effectively and efficiently, dealing with any
problems such staff may have undertaking their duties.
(c)
Be responsible for informal stages of staff discipline, including
coaching/counseling.
(d)
Referring to Civil Service Commission Rules when formal disciplinary
action requires to be considered.

2)

Working Environment
(a)
Ensure that safe working practices are adopted by staff within the
department at all times.
(b)
Ensure department is maintained in a clean and tidy state at all times.

3)

Communication to the Higher Authority


(a)
Maintain effective communications with the Provincial Governor through
relevant briefing sessions or method appropriate to circumstances and
attend supervisory meetings when called.

4)

Planning
(a)
Develop action plans, proposals and other documents needed in the
implementation of programs and services.

5)

Conducting Daily Activities


(a)
Maintain a systematic process flow to ensure the effective and efficient
running of the office and to avoid complaints from the clients.

(b)

If required to do so in emergency situations (i.e. situations where


extreme staff shortages arise) undertake duties assigned to staff to cover
his/her absences and avoid delay of transaction.

6)

Monitoring PTESO Activities


(a)
Ensure, by regular checking, that the quality of the service is consistent to
the desired standard.
(b)
As appropriate conduct a reviews of the daily procedures being
implemented in order to update and trim down unnecessary processes and
carry out remedial action.

7)

Improvement and Problem Solution


(a)
Satisfactorily resolve internal or external matters relating to the operation
(i.e. operational or staff) referring more complex issues to the PTES
Officer for advice or guidance (includes operational issues coming from
previous or subsequent PESO units). If any matter cannot be resolved at
this level it should be passed on to the DOLE Provincial Officer.
(b)
Ensure implementation of improvement initiatives, maintaining
appropriate records and working with staff on continual improvement of
processes and reduction of waste.

8)

Furthermore, the PTES Officer shall coordinate closely with the Department of
Labor and Employment (DOLE), Technical Education and Skills Development
Authority (TESDA), Philippine Overseas Employment Administration (POEA),
Overseas Workers Welfare Administration (OWWA), Department of Trade and
Industry (DTI), Commission on Higher Education (CHED), Department of
Education (DepEd), State Universities and Colleges (SUCs) and establish linkages
with various line offices in the Provincial Government of Tarlac, Non-Government
Organizations (NGOs), and other agencies offering manpower development /skills
training and labor & employment services, both local, national, and international
in the attainment of the PTESO vision, mission, goals and objectives.
