ARTICLE II
THE PROVINCIAL TRAINING AND EMPLOYMENT SERVICES OFFICE
Section 1. Creation of the Provincial Training and Employment Services Office (PTESO).
There is hereby created the Provincial Training and Employment Services Office (PTESO) which
shall be placed under the control and supervision of the Office of the Provincial Governor and
shall be linked with the DOLE, TESDA, POEA, and OWWA and other government agencies for
the purpose of coordination and technical assistance.
Section 2. General Objectives of the PTESO. Specifically, the PTESO shall:

information services to job seekers, both for local and overseas employment
and recruitment assistance to employers;
(b) Evaluate the qualifications of jobseekers in relation to wage employment
options;
(c) Refer jobseekers for appropriate employment assistance and monitor the result
of such referrals;
(d) Institute measures to ensure that recruitment and placement services, both for
local and overseas, are in accordance with existing laws, rules and regulations.
3) The PTESO shall provide training and vocational guidance and employment
counselling services. It shall:
(a) Conduct the following available Community Based Training (CBT) upon
request of a local government unit (municipal, city, or barangay):

8) The PTESO shall perform such other tasks related to its functions and to
undertake pertinent assignment and duties as may be assigned and/or requested
by the Provincial Governor.
9) In addition to the foregoing, the PTESO shall undertake the following programs
and activities:
(a) Job Fair This is being conducted periodically in the Province to bring together
in one venue the job seekers and employers for immediate matching. This
employment facilitation strategy is aimed to fast-track the meeting of job seekers
and employers in one venue at a specific date to reduce cost, time and effort on the
part of the job seekers;
(b) Special Credit Assistance for Placed Overseas Workers this type of assistance
will enable poor but qualified applicants to avail of opportunities for overseas
employment;
(c) Special Program for the Employment of Students and Out-of-School Youth
(SPESOS) This program provides employment to deserving students and out-ofschool-youth coming from poor families during summer and/or Christmas
vacations as provided for under Republic Act No. 7323 and amended under
Republic Act No. 9547, to enable them to pursue their education by facilitating the
employment of secondary level students, this is being implemented throughout the
year especially during summer and/or Christmas vacations and of tertiary,
vocational, and technical level students any time of the year. Under the program,
60 percent of the salaries and wages of the program beneficiaries will come from
the LGU while 40 percent from the DOLE;
(d) Work Appreciation Program (WAP) This program aims to develop the values
of work appreciation and ethics by exposing the young to actual work situations;
(e) Livelihood and Self-Employment Bazaars These will give clients information
on the wide array of livelihood programs they can choose to avail of by referring
them to the Provincial Cooperative and Enterprise Development Office (PCEDO)
and in coordination with other government and non-government institutions
undertaking livelihood and self-employment programs;
(f) Vocational and Career Guidance Program This is being done through
coordination with various high schools in the city and with the Department of
Education (DEPED-Tarlac) in the conduct of vocational guidance sessions
designed to answer future demands from both local and foreign labor markets;
(g) Government Internship Program This is a program of the Department of the
Interior and Local Governance (DILG) where the youth is given the opportunity to
be trained and exposed to government administration. A component of the
Kabataan 2000 Program, now known as the Sikap Kabataang Pinoy Program, as
provided for by Executive Order No. 1395. Under this program, the participating

government agency shall provide the participants with stipend of not more than 75
percent of the prevailing minimum wage;
(h) Workers Hiring for Infrastructure Projects (WHIP) This program is in
pursuance of Republic Act No. 6685 which requires construction companies in the
province including contractors for government-funded infrastructure projects to
hire thirty-percent (30%) of skilled and fifty-percent (50%) unskilled labor
requirements from the areas where the project is constructed or located;
(i) Tulong Alalay sa Taong May Kapansanan (TULAY) This program aims to
assist in the integration of persons with disabilities in society by providing them
access to training and employment opportunities both in the formal and informal
sectors;
(j) Emergency Employment - This designed to provide temporary employment for
out-of-school and out-of-work youth and disadvantage workers affected by
calamities. The program beneficiaries will be engaged in short-term community
works projects.
(k) Discovering the World of Work (D-WOW) It aims to influence the career
decisions of graduating high school students by exposing them to actual work
situations through field trips or educational tours especially to establishments that
belong to the countrys Key Employment Generators (KEG) as identified by the
DOLE for the next ten years;
(l) Labor Education for Graduating Students (LEGS) Graduating students of
vocational and baccalaureate course are given orientation on labor and employment
matters though the LEGS. The Program will help graduating students become
familiar with employment facilitation services of the PESO, workers protection and
security coverage for employees;
(m) Anti-Illegal Recruitment Program This program is in support of the national
governments campaign against illegal recruitment at the grassroots level by
providing relevant and helpful information to all Filipinos planning to migrate and
work abroad;
(n) Child-Labor Program This program is in support of the government effort to
eliminate in the city all forms of child labor in compliance with R.A. 9231 ( An Act
providing for the elimination of the worst forms of Child Labor and affording
stronger protection for the Working Child, amending for this purpose Republic Act
No. 7610, as amended, otherwise known as the Special Protection of Children
against Child Abuse, Exploitation and Discrimination Act);
(o) Pwede Pa kami Program (PPKP) - This is an employment assistance program
being extended by the PTESO to its clients with age ranging from fourty (40) years
old and above.

(p) Mobile Passport Service This is in coordination with the Department of Foreign
Affairs in order to facilitate processing of passport applications and renewal of
Tarlaquenos.
(q) Mobile PRC Renewal This is another endeavor geared toward employment
which caters to the needs of the professionals. This is in coordination with the
Professional Regulation Commission (PRC) in order to facilitate the renewal of
professional licenses.
(r) Other programs and activities designed to enhance the provision of employment
assistance to PTESOs clients including Persons with Disabilities (PWDs),
displaced workers and working from the disadvantage sectors.
Section 3. Organizational Structure of PTESO. In order to effectively perform the
abovementioned powers and functions, the PTESO shall be divided into two (3) main sections and
shall be headed by the Provincial Training and Employment Services Officer (PTESO
Manager);

Encode and tabulate Labor Market Information (LMI) Report and Registry
of Skills.
Sorting and encoding of applicants resume to the online job matching
facility of DOLE (Phil-Job.Net)
Perform clerical functions - Creates purchase request, purchase order,
disbursement vouchers, inspection and acceptance report, certifications,
reimbursements and follow up and keep track of the process of our
documents.
Perform other functions assigned by the PTESO Manager relative to the
foregoing.

Local Employment
i.
In charge of domestic placement, career orientation, livelihood,
domestic job fairs, schools and recruitment and placement;
ii.
Maintains recruitment calendar of activities, meetings, presentations
and various events;
iii.
Coordinates activities with recruiters, other private companies and
government agencies on available job openings and vacancies for
local employment;
iv.
Manage communications dealing with queries from applicants,
companies and recruitment partners in a professional and timely
manner; and
v.
Perform other ad hoc duties as required or as assigned by the PTESO
Manager.
(b)
Overseas Employment
i.
In charge of Registration of applicants for overseas employment,
including screening for job matching and Pre-orientation of
applicants.
ii.
In charge of migrant workers, migrant workers reintegration,
organization of OFW families and job fairs for overseas
employment;
iii.
Serve as the focal of the Persons pertaining to the concerns and
issues of OFWs;
iv.
Coordinate with Overseas Workers Welfare Administration
(OWWA) and other national agencies on programs intended to
benefit the OFWs and their families;
v.
Keep and maintain record of OFWs from the Province of Tarlac and
indicating therein their specific address where they are destined; and
vi.
Perform other duties assigned by the PTESO Manager relative to
their function
Section 4. Duties and Functions of the PTESO Manager. The PTESO Manager shall be vested
with the power to recommend to the Provincial Governor for appointment the members of the
staff, as the exigencies of the Office so require; provided, however, the recommendees to the
positions meet at least the minimum requirements of the positions.
The primary essence of work of the PTESO Manager is to manage all technical and administrative
activities.
1)
Staff Management
(a)
Detail staff responsibilities and guide and coach staff when needed.
(b)
Identify training needs and arrange staff training as necessary (i.e. inhouse or block release) training staff, or delegating training to appropriate
staff, to undertake their duties effectively and efficiently, dealing with any
problems such staff may have undertaking their duties.

Labor and Employment (DOLE), Technical Education and Skills Development
Authority (TESDA), Philippine Overseas Employment Administration (POEA),
Overseas Workers Welfare Administration (OWWA), Department of Trade and
Industry (DTI), Commission on Higher Education (CHED), Department of

Education (DepEd), State Universities and Colleges (SUCs) and establish linkages
with various line offices in the Provincial Government of Tarlac, Non-Government
Organizations (NGOs), and other agencies offering manpower development /skills
training and labor & employment services, both local, national, and international
in the attainment of the PTESO vision, mission, goals and objectives.
9)
Section 5. Staffing Pattern. To effectively discharge the duties and functions of all sections
under the PTESO, there shall be qualified personnel that shall be assigned to each section in
accordance with the rules and regulations promulgated by the Civil Service Commission. The

FUNDING REQUIREMENT
Section 1. Budget Requirement. The Local Chief Executive is hereby authorized to prepare the
executive budget for the salaries of its personnel, its plans programs and activities for the next
supplemental budget, the 2016 annual budget and every annual budget thereafter.
ARTICLE IV
FINAL PROVISIONS
Section 1. Repealing Clause. Local Ordinances, Resolutions, Orders, Rules and Regulations
and other issuances of the Provincial Government of Tarlac that are inconsistent with this
Ordinance are hereby repealed, amended, and modified accordingly.
Section 2. Separability Provision. If for any reasons, any section of this Ordinance, or any
portion hereof or the application of such section or provision, or portion hereof to any person,
group, or circumstance is declared invalid or unconstitutional, the remainder shall be in full force
and effect.
Section 3. Effectivity. This Ordinance shall take effect 15 days after its approval.
