SOW Vern Myers 2015 Peace Corps Global Leadership Summit


Background: The Peace Corps Director will convene a Global Leadership Summit (GLS), September 27
October 2, 2015, for senior leaders from overseas posts, regional field offices, and headquarters to
further the agencys strategic priorities and to consolidate the gains made over the last several years.
The conference will take place at the USFWS National Conservation Training Center in Shepherdstown,
WV. The conference serves as an opportunity for senior leaders to engage with external thought
leaders to explore innovative solutions to issues that impact the Agency. A draft agenda is attached
with additional conference details.
One of the main objectives of the Global Leadership Summit is to increase intercultural competence,
diversity and inclusion awareness and skill sets among Peace Corps leaders. This follows President
Obamas Executive Order 13583 to develop and implement a more comprehensive, integrated and
strategic focus on diversity and inclusion, and reflected in Peace Corps Strategic Goals #4 and #6. In her
January 29, 2015, memorandum entitled Our Commitment to Intercultural Competence, Diversity and
Inclusion (ICD&I), Director Hessler-Radelet affirmed the agencys commitment to redoubling ICD&I
awareness, training, support and accountability efforts. To enable staff to meet the demands associated
with their role, training around ICD&I will be provided during the Global Leadership Summit.
Ms. Vern Myers is a lawyer and the founder and President of the Vern Myers Consulting Group which
works to make diversity a lasting reality and a creative force in the life and work of organizations. She
has pioneered a new approach to diversity and inclusion by identifying and confronting peoples
unconscious bias. Ms. Myers copyrighted unique No shame, no blame, no attack approach will
inform the tailored program that she will deliver at the Global Leadership Summit on September 29,
2015 in Shepherdstown, WV. The principles found in her work have been deemed necessary and
integral to the development of Peace Corps diversity and inclusion strategy by senior leadership and
thus make her the only vendor qualified for the day-long keynote and workshop on ICD&I at the Global
Leadership Summit.
General Information: The Peace Corps requires one-full day of an expert from outside the organization
with specific experience and competencies addressing unconscious bias and its impact on diversity and
inclusion. The Contractor shall give a keynote address and facilitate afternoon workshops on
unconscious bias at the Global Leadership Summit delivery of a morning keynote address on
unconscious bias on September 29, 2015 at 9:30AM EST in Shepherdstown West Virginia at the USFWS
National Conservation Training Center. In addition, the expert will consult with participants in small

group workshops in the afternoon to further develop office and team ICD&I strategies. The contractor
shall build on the foundational conversations and lessons learned during Peace Corps diversity and
inclusion event called Opening Space for Healing Dialogue on Racial Biases and Inequality which
featured the contractors TED talk, How to Overcome Our Biases? Walk Boldly Toward Them
Deliverables:
1. The contractor shall provide a *program tailored specifically for the Peace Corps including the
delivery of an in-person morning keynote address on unconscious bias on September 29, 2015 at
9:30AM EST in Shepherdstown West Virginia at the USFWS National Conservation Training Center
a. The contractor and Peace Corps will have 3+ planning calls to ensure that the delivered
program will meet our objectives
b. The calls will begin on 8/17/2015
i. 1 call will be with Ms Myers
c. The morning keynote shall be recorded and will be incorporated into Overseas Staff
Training (OST)
d. The recording will serve as ICD&I on-boarding/training material to help orient overseas
staff
i. There are 3 OSTs per year
2. The contractor shall consult with participants in small group workshops in the afternoon to further
develop office and team ICD&I strategies.
3. Ms. Myers shall grant Peace Corps license to use all materials created for the Global Leadership
Summit with internal audiences (USDH and HCN staff)

Objectives:
Keynote

Reinforce the case for diversity & inclusion and clarify the value of embracing diversity
Leadership will understand their role in creating a diverse & inclusive environment
The keynote will help individuals think about their diversity and experiences, and how their own
background might help or create challenges for them when it comes to carrying out the
Agencies Strategic diversity and inclusion objectives
Participants will understand the dynamics of difference, inclusion and exclusion in the workplace

Workshop(s)

Participants will understand personal and systemic barriers and biases


Workshops will give participants the chance to practice key leadership and management skills
that will enhance their diversity goals (e.g., feedback, evaluation, conflict resolution, assignment
of work) through case studies.
Participants will learn how to integrate diversity & inclusion into their office culture
Participants will be taught practical skills for promoting diversity
