Workshops
The moderator started the workshops by asking the participants who among
them are PSAR member or participant, or Peace and Order Council member, or is
engaged in planning, within each respective department, office, or local government
unit. Forthwith, the discussions continued as programmed, setting the same open to
comments and suggestions on the topics presented.
Section 1. Context
PBDNs are pre-conditions to achieving peace and development
Necessary to address issues and concerns on peace
On the peace and security roadmap of DILG, PBDN may have something to
contribute
On the joint circular on use of confidential fund, the guidebook help in post
planning because of its focus
The availability of the guidebook helps in POPS planning without undertaking
tedious conflict and situational analysis

Section 2. Shaping a Local Peace Agenda


No specific person to represent the concerned agency and no specific person
assigned to focus on the issue; one attends module 1, but another person or
representative attends module 2.
There is no continuity of focal persons because of the assignments and reassignments to different areas( lack of hold- over system)

There is a tendency to submit made- up or ready- made peace agenda to


meet time constraints required by the budgeting system
Various trainings, different trainors for peace building;
There is a problem on dealing with the IP because there is NCIP who assumes
jurisdiction on the matter and also has FPIC project same identical to the
PBDN
Government agencies must be harmonized to meet the same ends ( agency
to agency and departments and or offices within the agency)
If CDP is the mother plan, all other projects within its ambit must not be
approved or implemented without the mother plans prior approval and or
implementation
Review of the Mission and Vision must be at first phase to have some
platform or propelling guide to all agencies
Mission and Vision must not be modified by its review and evaluation because
by doing so, some projects already implemented or pending may be changed
or affected;
Phase II
Which must come first? Step 1 or 2?
Notwithstanding the point of entry to among the various phases and steps,
what is material is that it must not merely conform to the usual or traditional
planning, but must be responsive also to the PBDN Guidelines;
Political will of LCE vs. Sensitive and Peace- promoting Local Development
Planning
Time- frame- planning cycle responsive and harmonized with different
departments mandates to meet the needs of end- recipient, the Barangay.
Most of the participants in this workshop are not part nor member of the
Peace and order council and not articulate enough to address or present
issues on peace and order;

Phase III. Using Identified PBDNs


Peace Significance Indicators Checklist by OPAPP in PAMANA project identical
to PBDN.
Do GIZ have funding to support subsequent Capacity Development initiatives
for the implementation of the PBDN Guidebook?
Government projects may sometime cause disillusion. Ex: Govt provide
water and electricity to a community but it only crates conflicts in the
community.
The planners know but the implementers do not.
In the planning processes there must be involvement and participation of the
implementers.

Include good practices done by some agency or institutions as models for the
PBDN implementation.
Institutional problems:
Passed from previous administration
No permanent person assigned to peace and development
Capacitated persons seem to be co- terminus with the administration
Lack of capacity and information with the innumerable government
processes ( ex: Procurement System)
Project recipients must also be oriented on the project mechanisms and
processes to avoid implication or suspicion of corruption and conflicts.
