moment for me to thank those who had a
contribution to this successful decade for

Anul 2006 a fost unul dificil pentru piaa asigurrilor
din Romnia, din punct de vedere al pierderilor nregistrate de
companii ca urmare a daunalitii pe anumite linii de asigurare.
Cu toate acestea, pe ansamblu, piaa a continuat s creasc,
atingnd un nivel de cca 130% fa de anul anterior. Competiia s-a
accentuat, att prin apariia de noi juctori, ct i prin consolidarea
celor existeni i printr-o oarecare echilibrare a cotelor de pia ale
companiilor.
n acest context, ASIBAN a avut un an plin, n care
s-au derulat cu rapiditate mai multe episoade importante: pe
de o parte, volumul de activitate a crescut accelerat; pe de alt
parte, segmentul auto i cel al asigurrilor de credite i garanii
au nregistrat pierderi mari; consecina celor dou situaii a fost
reconfigurarea indicatorilor de solvabilitate ai companiei i
instituirea unei supravegheri speciale din partea CSA; a urmat
majorarea capitalului social al companiei de peste trei ori, fapt
ce a readus indicatorii de solvabilitate n limitele cerute prin lege
i eliminarea supravegherii speciale; anul 2006 a fost primul,
de la nfiinarea ASIBAN, n care societatea a avut 4 acionari
semnificativi, numai societi bancare; finalul de an a adus
confirmarea depirii cu succes a momentelor mai dificile, prin
clasarea societii ASIBAN pe poziia a patra a clasamentului, cea
mai bun din istoria sa, din punct de vedere al primelor brute
subscrise.
Aceste rezultate de excepie nregistrate la final de 2006
au fost completate de alte dou realizri majore: inaugurarea
noului sediu al administraiei centrale n decembrie 2006 i
finalizarea, n aceeai perioad, a sistemului de management al
calitii pentru care, n ianuarie 2007, ASIBAN a obinut certificarea
ISO 9001:2001, acordat de TV Rheinland InterCert - Germania.
Sunt trei mpliniri minunate ale echipei ASIBAN la aniversarea a
zece ani de activitate ai societii din 13 decembrie 2006.
The year 2006 was a difficult one for the Romanian insurance
market due to the losses registered by the companies on certain
insurance lines. Still, the market continued to grow reaching
130% than last years volume. Competition is now fiercer as the
market continues to grow, there are new players on the market,
the existing ones are getting stronger and the company market
shares are now more equal than ever.
Considering this framework, ASIBAN had a full year as major
events in its history went by very quickly: on the one hand the
activity volume grew rapidly, on the other hand the motor and
credit and warranties insurance segments registered large losses;
the consequence of the two situations mentioned above was the
reconfiguration of the solvability indicators and the placement
under special surveillance of the ISC; next was the three times
increase of the share capital that repositioned the solvability
indicators inside the legal limits, thus eliminating the special
surveillance; 2006 was the first year since ASIBAN was created when
the company had 4 major stakeholders, all banking institutions;
the end of the year brought by the successful overcoming of
difficult moments as ASIBAN was the fourth insurance company
in Romania, the best result registered in its history, from the gross
underwritten premiums point of view.
The two exceptional results registered at the end of 2006 were
completed by two other major accomplishments: the new building
of the central administration in December 2006 and, at the same
time, finalizing the quality management system for which ASIBAN
received, in January 2007, the ISO 9001:2001 certification, awarded
by TV Rhineland InterCert - Germany. These are three wonderful
achievements of the ASIBAN team as we celebrated ten years of
activity on the 13th of December 2006.

recunoscut. Primele brute ncasate de ASIBAN au crescut, n 2006
fa de 1997, de 447 de ori, iar cota de pia a crescut de la 1,58%
la 7,63%.
Cu un potenial uman i economic ce confer o
dezvoltare durabil, ASIBAN se identific ntr-un brand romnesc
n asigurri, prezent activ i eficient la intersecia cu momentul
istoric al integrrii Romniei n Uniunea European.

THE CLIENTS
Nu este uor s stabileti fr
echivoc ce e mai important pentru
succesul unei companii: echipa, mediul
economic, clienii, furnizorii. La ASIBAN
am considerat, de la nceput, c
principalul factor de succes este clientul.
Prin urmare, am ncercat mereu s
onorm parteneriatul cu asiguraii notri
prin calitate i promptitudine. Dincolo
de clauze contractuale i obligaii, clienii
notri au investit n noi, la rndul lor,
ncredere. Indiferent ce au asigurat la noi
(maini, utilaje, hale industriale, flote auto,
birouri, aeronave, exploatri agricole, dar
i viaa i sntatea lor i ale salariailor),
aceast ncredere s-a acumulat n timp
i a propulsat compania ASIBAN n elita
asigurrilor din Romnia.
It is rather hard to determine exactly
who holds the key role for the success
of a company: the team, the economic
environment, the clients, the suppliers.
At ASIBAN we considered, since the very
beginning, the client as the main factor
for success. Thus, we have always made
that extra mile in order to fulfill our
partnership with our clients by providing
quality in a timely manner. Outside the
margins set by the contractual clauses
and obligations, our clients invested,
at their turn, trust in our business. No
matter the object of their insurance
(cars, machinery, industrial halls, auto
fleets, offices, airplanes, farms, but also
their or their employees life and health),
this trust has accumulated in time and
has helped boost ASIBAN in to the elite
club of Romanian insurances.

Accession exam
Dac, n urm cu cca 2 ani, data e 1 ianuarie 2007 era un
fel de Fata Morgana pentru romnii care ateptau aderarea Romniei la Uniunea European, n 2006 orizontul a nceput s se vad
clar, iar traseul Romniei spre o dat cert de aderare a devenit
bine definit i marcat. La fel ca orice domeniu din Romnia, i piaa
asigurrilor a trebuit sa i fac propriile teme n ceea ce privea
condiiile pe care trebuia s le ndeplineasc n plan legislativ i
funcional pentru o bun integrare n mediul european lrgit. A
fost un veritabil examen de admitere pentru pia n general i
pentru asigurtori n special.
i pentru ca examenul s nu fie dificil, ci foarte dificil,
anul 2006 a fost unul deosebit de accidentat pentru piaa asigurrilor. Ne referim aici la rata extrem de mare a daunalitii auto,
care a indus rezultate financiare negative pentru multe companii
romneti de asigurri. Aceast situaie a dus la o regndire a sistemului de tarifare a asigurrilor facultative auto sau, mai exact, la
o accelerare a implementrii sistemului de calcul bazat pe istoricul
oferului.
Cu toate acestea, rezultatele financiare de ansamblu
ale pieei asigurrilor au fost pozitive, nregistrndu-se o cretere de cca 30% fa de anul anterior a primelor de asigurare brute
subscrise, cumulat pe asigurri generale i asigurri de via. Un
fapt interesant este inversarea tendinei pe care o avea ponderea
asigurrilor de via n totalul ncasrilor: dac din 2004 n 2005
aceast pondere a crescut de la 21% la 23%, n 2006 ea a sczut la
20%, n favoarea asigurrilor generale care s-au cifrat la 80% din
total. Ponderea asigurrilor n PIB a crescut la 1,67%, n condiiile
n care volumul subscrierilor a depit 5,7 miliarde RON. Anul 2006
raportat la anul 1997 nseamn o cretere a industriei de asigurri
de peste 40 de ori. UN DECENIU CT ZECE!
Dac 2005 a fost anul schimbrilor de acionariat, avnd
de-a face cu numeroase investiii, mai ales strine, n industria
asigurrilor, se poate spune c n 2006 majorarea de capital la
nivelul ntregii piee a inut capul de afi n aceast industrie.
Creterea a fost de la 888,4 milioane RON n 2005 la cca 1300
milioane RON, suma cu care se prelimineaz nchiderea anului
2006, deci de cca 45%.
n plan legislativ, lucrurile erau oarecum aezate nc din
2005 pe coordonatele europene n materie de asigurri. Totui,
au aprut o serie de norme i reglementri specifice importante
referitoare la calculul marjei de solvabilitate, fondul de garantare a
victimelor strzii, asigurrile de tip RCA i Carte Verde, activitatea
de actuariat i altele. Demn de menionat este faptul c anul 2006
a adus cel mai important pas n materie de pensii facultative
private, prin publicarea Legii 204. Chiar dac domeniul pensiilor
private este doar conex asigurrilor, funcionarea sa este extrem
de important pentru sistemul financiar-bancar romnesc, pentru
economie n ansamblu.
Potenialul domeniului de asigurri din Romnia rmne
nc foarte mare. Creterile anuale, n zeci de procente i, la civa
ani, poate i n ori, sunt asigurate. Vor fi unele schimbri, n mai
toate planurile: cifr de afaceri, acionariat, clasamente. Conform
motto-ului actual, cel mai mare risc va fi s nu riti!
n concluzie, se poate spune c piaa asigurrilor (i nu
numai) a susinut cu succes examenul de admitere n sistemul de
asigurri european. Acum urmeaz s ne pregtim serios pentru
cel de absolvire, adic pentru momentul n care se va putea spune
c la nivelul ntregii Uniuni Europene exist un sistem de asigurri
unitar, nchegat, fr diferene i divergene locale.
If two years ago, the 1st of January 2007 was still a dream for Romanians expecting to join the European Union, in 2006 the threshold was closer and Romanias path towards accession was clearly
marked. As any other field Romania, the insurance market had to
make its homework in what regards the conditions to be fulfilled
in legislative and functional terms for a complete integration in
the enlarged European spectrum. This was a real admission exam
for the market in general and for insurers especially.

For the exam to be even more difficult, 2006 was a year full with
accidents for the insurance market. We are referring here to the
high claims ratio that generated negative financial results for
many Romanian insurance companies. This situation brought by
a change in the system of tariffs for facultative motor insurances
or to be more precise, the implementation of the bunus malus
system.
Still, the overall financial results of the insurance market were positive as it registered an approximate growth of 30%, compared to
the previous year, of the underwritten premiums, in both general
and life insurances. An interesting fact is that the share of life insurance changed its trend: if between 2004 and 2005 this share
grew from 21% to 23%, in 2006 it went down to 20% as general
insurance covered 80% of the total premiums. The insurance GDP
share grew to 1.67% considering that the underwritten volume
surpassed the 5.7 billion RON mark. If we are to compare 2006 to
1997 one can observe a 40 times growth of the insurance industry.
A DECADE AS BIG AS TEN OTHERS!
If 2005 was marked by changes in terms of stakeholders as numerous foreign investments occurred, in the insurance industry
one could say that 2006 can be easily characterized by numerous
increases in share capital of the various companies on the market.
The growth was from 888.4 million RON in 2005 to about 1300
million RON, the sum expected for 2006, thus an approximate
45% growth.
In legislative terms, things were on their right track since 2005
considering the European coordinates for the insurance industry.
Still, there were some new norms and regulations regarding the
solvability margin, the street victims warranty fund, the MTPL and
Green Card, actuarial activity and so on. It is worth mentioning
that 2006 marked an important step towards facultative private
pensions, though Law 204. Although the private pension market
field is only connected to the insurance one, its functioning is
extremely important for the Romanian financial and banking system, and for the economy as a whole.
The potential of the Romanian insurance industry is still huge. The
annual double digit growth rates and the large growths over larger periods of time are insured. There will be some changes, in
most fields: turnover, stakeholders, tops. All according to nowadays motto, the biggest risk will be not to take any!
To conclude we could say that the insurance market (and not only)
has successfully surpassed its admission exam to the European insurance system. Now we shall prepare for the maturity exam, as
the time will come for us to say that there is a unitary European
insurance system, without local differences or contradictions.

crora li se adreseaz mulumiri, apar
menionate i autoritile statului,
acestea fiind percepute cel mai adesea
n rolul poliistului care amendeaz.
Totui, cnd vorbim de piaa asigurrilor
din Romnia ultimilor zece ani, nu
putem neglija contribuia diferitelor
autoriti ale statului (Parlament, Guvern,
ministere, agenii i altele) i, n special, a
Comisiei de Supraveghere a Asigurrilor,
la formarea unei piee sntoase, ntr-un
mediu concurenial veritabil. Cu msuri
uneori contestate, alteori aplaudate,
referitoare att la pia n ansamblu, ct
i la fiecare companie n parte, Comisia
de Supraveghere a Asigurrilor a fost
un garant al funcionrii pieei pe baze
sntoase.
Many could consider a paradox the
presence of state authorities in a group
of entities to which one addresses
thanks too, the authorities being
often perceived as the policeman that
issues fines. Still, when thinking about
the Romanian insurance market over
the past decade, one cannot neglect
the contribution of state authorities
(Parliament, Government, ministries,
agencies, and so on) and, especially, of
the Insurance Supervisory Commission,
for creating a healthy market and
a veritable competitive framework.
With actions that were sometimes
contested and other times applauded,
regarding both the market as a whole
and companies as units, the Insurance
Supervisory Commission was always a
grant for the healthy functioning of the
Romanian insurance market.

THE SUPPLIERS
nc din primii ani de activitate, ASIBAN a devenit un
client de mare interes pentru furnizorii de produse i servicii:
construcii, autovehicule, mobilier, hardware i software,
sisteme de comunicaii, consultan juridic i financiar, audit.
Fiind mereu preocupai de standardul de calitate n relaia cu
clienii notri, am cerut, la rndul nostru, prestaii de cea mai
nalt calitate de la furnizorii notri. De aceea poate c uneori
ASIBAN a fost un client mai dificil, dar am compensat acest fapt
prin promptitudinea plilor. Timp de zece ani, furnizorii notri
au fost mereu cu motoarele calde, iar dezamgirile au fost
puine.

MASS MEDIA
n plin proces de globalizare, comunicarea nu mai
este un accesoriu opional pentru o companie, ci este una din
principalele arme ale supravieuirii i succesului. n materie
de asigurri, mass-media din Romnia ultimilor zece ani, au
fost mai mult dect un instrument de comunicare pentru
companii, devenind, poate, principala surs de informare a
publicului cu privire la asigurri. Mass-media au contribuit astfel
la schimbarea de mentalitate, la schimbarea de percepie a
romnilor asupra asigurrilor. Acest drum a fost abia deschis, dar
nu poate fi contestat contribuia mass-media la dezvoltarea
i maturizarea pieei de asigurri. Pentru aceasta, precum i
pentru reflectarea obiectiv a evenimentelor importante din
cei zece ani de existen ai ASIBAN, putem spune c massmedia ne este un partener de ncredere.

THE BROKERS
n rndul romnilor, asigurarea
nu a ajuns nc s fie apreciat la adevrata sa importan, nu sunt nc percepute valenele sale reale de protecie. De
aceea, un rol deosebit pe piaa asigurrilor l are consilierea clienilor, explicarea
soluiilor de asigurare i, mai ales, a efectelor acestora. Companiile de consultan i intermediere n asigurri, denumite
n limbajul uzual brokeri, sunt parteneri
importani ai ASIBAN, nc din primii ani
de activitate. Brokerii reprezint mai mult
dect un canal de distribuie a produselor noastre ctre clieni. Prin activitatea
de consiliere pe care au desfurat-o,
companiile de brokeraj au contribuit la
schimbarea unor mentaliti, la nelegerea conceptului de asigurare de tot mai
muli romni.
Insurances in Romania are not appreciated to their rightful value as there isnt
enough knowledge about its protection
capabilities. That is why counseling clients, explaining insurance solutions and
their effects, has a very important role
on the market. Insurance intermediation
and counseling companies, generally
named brokers, are important partners
for ASIBAN since its first years of activity.
The brokers represent more than a distribution channel of our products to the
clients. Through their activity they managed change mentalities and helped
change the way in which Romanians
perceive insurances.

We have audited the financial statements of S.C. ASIBAN S.A. (the Company)
for the year ended 31 December 2006, from which the summarized financial
information were derived , in accordance with the Standards on Auditing as
adopted by the Romanian Chamber of Auditors. In our report dated 24 April
2007 we expressed an opinion that the financial statements from which the
summarized financial information were derived have been prepared, in all
material respects in accordance with the Order of the President of the Insurance
Supervision Commission 3129/2005 and related amendments, Closing Norms
for the period ended 31 December 2006 applicable to insurance companies
as approved by the Order of the president of the Insurance Supervision
Commission 2/06.03.2007 and as described in the accounting policies presented
in the notes to the financial statements except for the following:
+ Datorit naturii nregistrrilor contabile ale Societii nu am putut obine probe de audit suficiente referitoare la creanele provenite din asigurare, creana
reprezentnd suma net de recuperat estimat de Societate aferent aciunilor
de recuperare sau de subrogare (substituire). De asemenea, noi nu am putut
obine elemente de audit probante suficiente privind calculul si informaiile
care au stat la baza determinrii rezervelor de daune neavizate aferente polielor de asigurare de risc financiar constituite de Societate.
+ n contul de profit i pierdere pentru exerciiul financiar ncheiat la 31 decembrie 2006 au fost incluse venituri din prime aferente unor polie de asigurare intrate n vigoare nainte de 1 ianuarie 2006. nregistrarea acestor polie n
evidenele contabile ale Societii i reflectarea veniturilor din prime aferente n contul de profit i pierdere a exerciiului financiar ncheiat la data de 31
decembrie 2006 s-a datorat faptului c la data autorizrii situaiilor financiare
aferente exerciiului financiar ncheiat la date de 31 decembrie 2005 Societatea
nu a dispus i nu a putut obine n mod rezonabil informaii credibile referitoare
la aceste polie
+ Situaiile financiare nu sunt menite s prezinte poziia financiar i rezultatele
operaiunilor n conformitate cu reglementrile contabile i principiile contabile acceptate n ri i jurisdicii, altele dect Romnia. De aceea, situaiile financiare nu sunt ntocmite pentru uzul persoanelor care nu cunosc reglementrile
contabile i legale din Romnia.

from premiums relating to policies underwritten before 1 January 2006. The
Company accounted for and reflected such revenues in the Income Statement

Anul 2006 nu a fost unul uor, nici pentru piaa de asigurri
din Romnia, nici pentru ASIBAN, motivul principal fiind amploarea
daunalitii la o serie de clase de asigurri fa de anul 2005. Cu
toate acestea, ASIBAN a valorificat capitalul de stabilitate conferit
de strategia de dezvoltare durabil aplicat n cei zece ani de
activitate i nu numai c a depit un moment dificil, dar a obinut
i o foarte bun performan.
Trendul ascendent pe care ASIBAN a ncheiat anul 2006, nu
poate fi dect o bun premis pentru anul 2007, care se anun
a fi un salt brusc spre o concuren mult mai puternic pe piaa
romneasc de asigurri. n aceast perspectiv concurenial,
liniile strategice ale ASIBAN i pstreaz caracterul de stabilitate
i consolidare, viznd, n acelai timp, dezvoltarea unei structuri
flexibil i adaptabil cu anticipare la provocrile europene i
chiar globale.
INDICATORI ECONOMICI
+ Aplicarea normelor legislative impuse de CSA n materie de
solvabilitate i lichiditate;
+ Consolidarea rezervelor tehnice i a indicatorilor specifici: marja
de solvabilitate i coeficientul de lichiditate;
+ Creterea principalilor indicatori cu minim 15% fa de anul
2006, ceea ce nseamn o cretere de cca 4 ori mai mare dect
rata inflaiei;
+ Accent deosebit pe tehnici calitative de management al
riscului;
+ Consolidarea locului n top-ten-ul societilor de asigurare din
Romnia.
INVESTIII
Programul de investiii al ASIBAN prevede, pentru anul 2007,
achiziionarea de sedii proprii pentru sucursalele teritoriale, dez
voltarea parcului auto, dezvoltarea sistemului informatic existent,
dotarea cu aparatur performant de calcul i transmisie date.
RESURSE UMANE
Principalele obiective strategice ale ASIBAN, n privina resurselor
umane, n 2007, sunt creterea numrului de personal n corelaie
cu realizarea obiectivelor propuse n strategia de dezvoltare, n
paralel cu permanenta pregtire i perfecionare profesional a
personalului.
PORTOFOLIU POLIE
Structura portofoliului de produse de asigurare ASIBAN
pentru anul 2007 se va caracteriza printr-o pondere de circa 55%
a asigurarilor auto, precum i prin cresterea ponderii asigurrilor
de incendiu cu circa 11%, iar a asigurrilor de via pn la 20%
din portofoliu. De asemenea, pe lng structurarea portofoliului
pe liniile menionate, este de ateptat i lansarea de noi produse
de asigurare, n concordan cu tendinele de evoluie ale cererii
pe piaa de asigurri.
The year 2006 was not an easy one, neither for the Romanian
insurance market, nor for ASIBAN, the main reason behind it being
the large claim ratio on different insurance classes compared
to 2005. Still, ASIBAN took advantage from its stability capital
insured by its durable development strategy applied during its
ten year activity and not only did we surpass a difficult moment,
but we also registered a very good performance.
The growing trend registered by ASIBAN in 2006 can only be one
of the good stability pillars for 2007, which appears to be a leap
towards an even stronger competition on the Romanian insurance
market. Due to this competitive perspective, the ASIBAN strategic
lines follow the strategic and consolidation goals, but also
developing a flexible and adaptable structure that will anticipate
the European and global challenges.
ECONOMIC INDICATORS
+ Application of legislative norms set by the ISC in terms of
solvability and liquidity;
+ Technical reserves and specific indicators consolidation:
solvability margin and liquidity coefficient;
+ Main indicators growth of minimum 15% compared to 2006,
which means a growth rate 4 times bigger than the inflation;
+ Special focus on qualitative techniques of risk management;
+ Consolidation of the insurance companies top-ten spot.
INVESTMENTS
The ASIBAN investment program stipulates, for 2007, the purchase
of offices for the territorial representations, development of
the vehicle fleet, development of the existing software system,
investments in the IT and communication departments .
HUMAN RESOURCES
The ASIBAN main human resource objectives for 2007 are: growth
in personnel in relation with the accomplishments of the strategic
development objectives, together with the continuous training
of our staff.
POLICY PORTFOLIO
The ASIBAN portfolio structure for 2007 will be characterized by
a share of 55% for motor insurance, as well as by a growth of fire
hazard insurances by 11% and by a share of 20% in terms of life
insurances. Also, besides structuring the portfolio on the above
mentioned directive lines, the launch of new insurance products
is to be expected according to the evolution trends and the
market requirements.

organizaionale a calitii.

strategii tot mai agresive de promovare,
concurena te oblig la performan, iar
diferena se face n prestaia pentru client.
