Saturday, the visit would mark
a continuation of Beijings

and development initiatives in Africa.
For Liberia, which has benefited immensely
from China in recent years, Wangs visit could
offer yet another opportunity for Liberia to
press for much needed post-Ebola assistance
but more importantly, a chance for the
Sirleaf administration to capitalize on the
Chinese willingness to help push some of the
administrations agenda as the sunsets on the
Sirleaf presidency.
For China, Wangs visit could offer Beijing a shot
at some of Liberias investment and economic
potential particularly the much-coveted Wologisi
Mines and the rehabilitation of the Roberts
International Airport.
Lin Songtian, Secretary-General of the Chinese
Follow-up Committee of Forum on China-Africa
Cooperation, also a former Chinese Ambassador
to Liberia and Malawi, in a recent Op-Ed piece,
says Foreign Minister Wang summarized the
four principles China adheres to in international
industrial capacity cooperation, which are "the
right approach to righteousness and benefit, winwin cooperation, openness and inclusiveness,
and market-based operation". Wang Yi stressed
that China's industrial capacity cooperation
with other countries will not come at the cost of
environment and long-term interests of others.
China will never take the old colonial path of
looting and damaging others' resources. So
China says, so China does.
Today, a large number of companies in China
have invested in Africa, tapping the continent's
natural resources to fuel the Asian giant's economic growth.
In meeting with visiting Chinese business entrepreneurs
and investors Thursday, President Ellen Johnson-Sirleaf
encouraged the Chinese to explore the Wologisi interests
more. I know over the years China has expressed interest in
the Wologisi Mountain and I hope youve been talking with
the Minister of Land Mines and Energy on that, to see what it
is, Wologisi is the last major iron ore asset we have now and
so we all are trying to be careful how we handle it.
The Liberian president encouraged the Chinese by
suggesting to them to keep on their consultation if they
will get hold of the Wologisi range. I just suggest that you
continue to discuss with the minister who will also talk to
the people of Lofa County, as part of our reform, people that
own the assets even though the central government owns it
but those people that are involve in discussions in the county
are important, you can talk to the County authorities or start
the process of discussion of getting everybody who have any
interest or rights, our legislators in the county need to be
involve in the discussion as well.
Wologisi has also drawn interests from India's Steel & Energy
Giant, Jindal, which has an outstanding record of being one
of the world's reliable and established entities. The company
made known its investment interest in Liberia, focusing on
the Wologisi Mountain Range where there are huge deposits
of iron ore and other endowments.
Added to its desire of mining at Liberia's resource-rich
Wologisi Mountains Range Mr. Navin Jindal agreed on the
request of President Sirleaf to also invest in rejuvenating
Liberia's declined energy sector with the construction of 175
MW Coal Power Plant in Liberia.
Now it appears the Chinese are now mounting pressure in
getting Wologisi through engagement with the Liberian
government. Many in Liberia and President Sirleaf believe
that with the visitation of the Chinese delegation in Liberia
could mark a gateway to Chinese investment in Liberia.
The Chines delegation is in the country to explore means to
invest in infrastructures, energy and other local businesses.
Representatives of major Chinese companies that are a part
of the visiting delegation come from the mining, power and
high tech sectors.
Other companies forming a part of the delegation include
China Railway Material, and Sino-Tech Minerals, power
China (BEC), Hydro China, and China Harbor Engineering
Co. Others are Ginko Engineering Co. Ltd., Sino-German
Engineering Co and SEPCO III Power Construction and
Heknan Jingyuanguoye as well as the Shandong Exit Secure
Network Technology Co.
The visiting delegation, dubbed "2015 Sino-Liberia WIN-WIN
Visit", held major discussions with stakeholders from both
government and private entities in Liberia, beginning July

the iron ore here, you will make a big difference and you
will be truly a star partner in Liberia, if you can make that
happen and again we need to know what we need to do to

work together to support China Union in that project, She

From 2000 to 2011, there are approximately 68 Chinese
official development finance projects identified in Liberia
through various reports. These projects range from
renovating and constructing the Fendell Campus for
Engineering of the University of Liberia, to a US$10 million
contract with the Government of Liberia for the construction
of a 100 bedroom hospital in Nimba County in 2008

The Liberia stop is one of three for Wang who is also visiting
three of the African nations hardest hit by an outbreak of the
Ebola virus Liberia, Guinea and Sierra Leone.
Wang arrives in Monrovia Saturday from Freetown on his
three-day visit to the three countries. Wang is winding down
his Southeast Asia trip where he attended a regional security
summit.
The deadly Ebola virus has killed more than 11,200 people
in West Africa since it broke out in December 2013. China,
Africa's biggest trading partner, has sent hundreds of medical
workers to Africa and contributed aid of more than $120
million to the anti-Ebola effort, after initially facing criticism
for not doing enough.
Wang, addressing a high-level meeting on response to
the outbreak of Ebola virus disease on the sidelines of the
annual UN General Debate, last September, declared that the
people of China will always stand beside the African people
in the fight against Ebola. "The epidemic may be merciless,
but people with love help each other," said Wang. "The
Chinese government has provided instantly drugs, medical
equipment and other disease prevention and relief materials
to Guinea, Liberia, Sierra Leone and Guinea-Bissau."
China has sent in succession more than 170 medical workers
to the affected areas to fight on the front line against
the epidemic with local people since the outbreak of the
epidemic. "They work round the clock to help people from
the affected areas," Wang said.
Last August, China offered once again 30 million yuan (or
about 4. 86 million U.S. dollars) worth of humanitarian
assistance to Liberia, Sierra Leone and Guinea, which were
delivered to them by air, according to Wang.
Beijing also sent additional packages of assistance totaling
200 million yuan to relevant African countries, which
includes food, materials and equipment, and cash, while offer
cash assistance to the World Health Organization and the
African Union each worth two million US dollars. Relevant
decisions are being implemented.

Wang Yi was born October 19, 1953. He formerly


served as China's Vice Foreign Minister, Ambassador
to Japan, and Director of the Taiwan Affairs Office.
He was appointed Foreign Minister of the Peoples
Republic of China in March 2013.

from high school in September 1969, he was sent
to Northeast China. He subsequently served in the
Northeast Construction Army Corps in Heilongiiang
Province for eight years.

In December 1977, Wang returned to Beijing, and


in the same year was enrolled in the department of
Asian and African Languages of Beijing International
Studies University(BISU) (BISU). He studied the
Japanese language at the institution, graduating in
February 1982 with a Bachelor's degree.

Wang's wife is the daughter of Qian Jiadong, the


Foreign Affairs Secretary of Zhou Enlai.

Upon graduation from university, Wang was sent to


the Asian section of the Ministry of Foreign Affairs,
where he began his career as a diplomat. In September
1989, he was sent to the Chinese Embassy in Japan
and served there for five years. When he returned to
China in March 1994, Wang was appointed as vice
section chief of the Asian section of the Ministry
and was promoted to section chief the next year.
From August 1997 to February 1998, Wang was a
visiting scholar at the Institute of Foreign Relations
of Georgetown University in the United States.
Soon after his return, he was promoted to Minister
assistant and the director of office of policy research.
From September 1999, Wang studied international
relations at China Foreign Affairs University and
obtained a master's degree. In February 2001, Wang
was elevated to deputy Ministry of Foreign Affairs,
in charge of Asian affairs. He was then the youngest
deputy Minister.
In September 2004, Wang was appointed as China's
Ambassador to Japan. He served in this post until
September 2007. In June 2008, Wang succeeded
Chen Yunlin as the director of Taiwan Affairs Office
of the State Council of PRC

Wang has been a member of the 17th Central


Committee of the Communist Party of China in
session between 2007 and 2012 and the current
18th Central Committee in session between 2012
and 2017.

President Ellen Johnson-Sirleaf must intervene to ensure that
the Clergyman Who Has Been a Voice Of Reason in Liberia For
Decades and a champion for the common man fulfills his last
wish before he meet his maker.
REV. MONSIGNOR ROBERT G. TIKPOR IS 90, is no stranger to
Liberia and the powers that be.
TWICE, LEADERS called upon him to deliver orations for
Independence Day - and twice he accepted the opportunity for
a nation to tap into his fountain of knowledge. The fact that he
was chosen twice to share his experience with Liberia shows the
magnitude of his importance to Liberia.
THESE DAYS, THE fiery clergyman has been unhappy. Unhappy
because a container containing what he hopes would the final
pieces of a library he intends to leave behind when he passes on
has been entangled in bottleneck bureaucracy with very little
sign that it will ever come out.
SPEAKING ABOUT his ordeal with FrontPageAfrica this week,
the clergyman who has served Liberia over half a century as a
priest and an educator, lamented that it is regrettable that what
he wishes to be left as his legacy will go down the drain as efforts
by him to release his container has proven futile.
THE CONTENTS OF the container were put together by friends
of the clergyman during a recent visit he made to the United
States of America. Those friends even promised to ship him
a container of books in order for a library to be built bearing
his name in his homeland, in Grand Bassa County. I have been
teaching children and I was glad that the collection of books will
increase the knowledge of them, Father Tikpor says.
A FRIEND, Mr. Michael Wannah paid US$2,000 USD already for
the shipping of the container, Father Tikpor says, is more or less
simple things needed to fulfill his final journey in life. I know
its small but the thing inside is useful and valuable.
TO THE DISMAY of the clergyman, his vision and probably last
hope of fulfilling a goal to leave a lasting legacy may be fading
amid bottlenecks and a ton of bureaucratic walls keeping him
from seeing his last wish come through.
FATHER TIKPOR already has a building, left by his mother who
has been dead for several years not. But with no books to fill it,
those hopes are being dashed and stressing Father Tikpor out in
the twilight of his remaining years when he should be far away
from the stress of this troubled world and country, he describes
as naughty. Many things are happening the way we want it
to be. Imagine those things been sent hereit is a small thing
just for mebut I am thinking when I will get it. Look at meI
am getting older do you think I will have those books before
I die?
WE AGREE WITH Father Tikpor that he deserves some piece of
mind in his last years on earth. Cant I have a peace of mind for
an old man like me? he wonders. You cannot spend the money
and be happy, but you know sometimes people dont know the
value of things because it is not political, and I am thinking
which type of naughty country we have that cannot improve?
FOR A MAN who has done so much for a troubled and broken
nation, allowing him to live a stress-free final moments, is not
so much to asked even for a clergyman on his knees begging
the President and those in authority for waiver of his container
from the port. I have been honored too many times and this
time now you cant enjoy your old agesomeone sent you a gift
and you cant have it. What more the Freeport, LRA and custom
people want me to do? Fr. Tikpor inquired.
IRONICALLY, FATHER TIKPORS dilemma comes just days after
Liberia celebrated its 168th Independence anniversary and just
five years after, he delivered the 163rd oration.
FATHER TIKPORS LIFE represents the struggles of any young
kid out there who aspires to be somebody someday. He rose
from a challenging upbringing to achieve one of the highest feats
in his academic and religious sojourn and nothing was going
to stop him. He had a vision that no matter the obstacles and
challenges, he would persevere and he did.
WHEN HE TURNED 75, in 2001, an honor from the Pope came
calling with the honor of "Monsignor," a title by which a Pope
recognizes the years and services a priest has rendered to the
Church. How many Liberians can count themselves in such a
company?
IN THIS DAY and age, there is no reason for a man highlyregarded as Father Tikpor should be lamenting: Where will
I get money from if we have to look for it so many days? If

his past July the Liberian Ministry of Agriculture (MOA)


announced that another disease outbreak had occurred in the
country this time affecting mainly small ruminants ( goats and
sheep ) in Nimba and Lofa counties (FrontPageAfricaonline.
com, July 2015). According to the FrontPageAfricaonline news story
published on July 17, this particular outbreak left more than 2,000
cattle dead in Liberia. But this situation could have been avoided
if only the Ministry had been serious in implementing part of its
statutory mandate.
Under its Division of National Quarantine and Environmental Services,
the MOA is supposed to provide the necessary regulatory protection
to our vulnerable farming communities from invasive migratory
plant and animal pests as well as pathogens from entering Liberia.
This means that the MOA must begin to be vigilant at our nations
various border points of entry with the singular purpose of preventing
plant and animal diseases from reaching our country and spreading
elsewhere.
Our vulnerable farming communities seem to be continuing to suffer
the consequences of our failure to institute and implement the
regulatory functions of our National Quarantine and Environmental
Services intended to safeguard our farming communities as well as
our country as a whole.
About seven years ago (in 2009 to be exact), our farming communities
and local dwellers suffered a similar blow of an outbreak when their
crops were invaded by highly destructive armyworms. This particular
outbreak devastated not only our farmers crops, but also their wells
and dwellings, among other things. This unfortunate incident should
have been our wakeup call! It should have also prompted the MOA to
begin focusing on building the necessary capacity to strengthen the
regulatory functions mandated in the Act establishing the National
Quarantine and Environmental Services within the Agriculture
Ministry.

RECENT PPR OUTBREAK


The recent outbreak of PPR or Paste Des Petite Ruminants that
affected goats and sheep in Liberia imposes a questionable challenge
to our unpreparedness as a nation and secondarily as the Ministry
of Agriculture to adequately cope with potential plant and animal
health threats from outside the country. This particular PPR outbreak,
according to MOA officials at the time, resulted from illegal animal
migration into the country from outside.
PPR is also commonly known as goat plague because it mostly affects
goats than sheep. It is a virus that is characterized by fever, sores in the
mouth, nasal discharge and diarrhea, pneumonia and sudden death.
This disease was first reported in the Ivory Coast in 1942, and China
later recorded its first case of the same disease in 2007. The disease
migrated later to the northern part of Africa in Morocco in 2008. It is
a morbillivirus, family Paramyxovirus that is related to pest measles
infection and the canine distemper according to various veterinarian
and epidemiological studies. PPR is very contagious and infectious.
That is why a quarantine of some sort is desperately needed in Liberia!
A simple diagnostics of this virus can be detected when there is a
sudden onset of fever with continuous nasal discharge on small
ruminant (goat and sheep). The only control mechanism is quick
detection and isolation of animals found to be carrying the disease.
Movement control, sanitation or slaughtering is another way to deal
with it. There is no medication available at this time to treat such
a disease. However, supportive treatment may be necessary just to
reduce the mortality rate among these small ruminants. Currently, a
vaccine is used only to provide good immunity.
KEEPING THEM OUT
Exclusion or keeping out is one of the fundamental principles
and concept of a functional National Quarantine and Environmental
Service of a nation and this is based on international standards.
Where are we as a nation on this? We cannot afford to continue to
expose our people to infestation of invasive and affected diseasecarrying plants or plant products, animals or animal products entering
our country from porous border points of entry. We need to start
making sure that all plants, animals, and other food products entering
our borders be diligently inspected for possible diseases. Simply put,
we as a nation need to urgently put in place a robust food and animal
health inspection scheme to protect our highly vulnerable citizens
from another deadly outbreak that can certainly be avoided.
What I propose is that the chairman of the Agriculture Committee in
the House starts taking these outbreaks seriously and as a matter of
vital importance if we are going to take control of these calamities.
The chairman could specifically advocate for legislative policies
and funding to help the MOA to effectively carry out its mandated
regulatory functions as they relate to protecting our nation from all

WTO AGREEMENT

Again, in order to keep our country safe, all plants and animals entering
our borders from various entry points MUST be dutifully inspected
and immediately quarantine those items that fail our inspection.
Anything that is suspected of being infested with pests or other
diseases MUST be separated from those that are found in good health.
This is where the big challenge lie as several government entities will
have to work closely together to ensure that absolutely nothing slides
through undetected. This means that the MOA, Ministry of Commerce
(MOC), Ministry of Health (MOH) and the Bureau of Immigration and
Naturalization (BIN) must all work together as coordinated partners
to implement and carry out their respective mandated duties to
protect our food safety, human health, plant health and animal health.

MOA VACCINATION CAMPAIGN LITTLE TOO LATE


The MOA now has plans to embark on a vaccination campaign of some
goats and sheep in the country during the early part of this month
(August). This is way after the event had already taken place; the
devastation has already occurred. This kind of response to an outbreak
like the few that I have mentioned above should be unacceptable to all
Liberians. The ministry really needs to start playing a more proactive
role in preventing plant and animal disease outbreaks in the country.
In the context of capacity building, especially in terms of adequately
trained veterinarian technicians within our farming regions, routine
assessment, monitoring inspection and evaluation have always
been the guiding principles of a sustainable agricultural system. In
the science of plants and animals pathology, there are life cycles in
the growth and development of pests and diseases. In plants and
animals science, there is always a susceptibility level of pest and
disease invasion and activity this activity occurs in their growth and
development stages. This is why a preventative approach in dealing
with outbreaks is imperative and better than taking the curable route.
When it comes to capacity building as far as Liberias agricultural
sector is concerned, why are we still importing vets from neighboring
countries to help identify and verify all our plague of insects and
disease infestation instead of training our own citizens? By now,
with more than 168 years of our existence and a recovery period
of twelve consecutive years, we should by now have attained both
professional veterinarians as well veterinarian technicians capable
of detecting, diagnosing and preventing plant and animal diseases. I
am certain that we can find Liberians who are interested in pursuing
careers in those areas of discipline, but severely lack the support and
training necessary. Offering these kinds of opportunities to interested
Liberians is one way to cut down on the rate of high unemployment in
the country, while at the same time ensuring that Liberia experiences
a level of food security never seen before.
THE LEON LEDLUM VET LAB MUST RISE UP
Institutions like the Leon Ledlum Veterinary Laboratory situated on
the University of Liberia (LU) Fendell campus should rise from the
level of sample collection and the utilization of testing kits that often
requires the acknowledgement and verification from foreign vets and
our international partners in the West African sub-region. Of course,
we do need help but not to the continued detriment of our own people.
We need to enhance our own capabilities
Liberia cannot afford to continue playing catch up or neglect to
provide the necessary protection demanded by our local farmers as
they struggle to protect their hard labored farming efforts. We must
improve our unprepared efforts and capabilities and build readiness
in the nations agricultural sector by focusing on developing our
technical capacity with the training of subject matter specialists or
experts to cater to our farmers needs. It is the right thing to do for our
vulnerable farming communities and our country in general. This is a
challenge that I firmly believe the MOA can overcome.

black people, and Liberian people). We complain about
everything and still refused to follow any simple instructions.
Even if traffic signs are installed left and right On the road we
will complain and still break the rules. When police take action
the same people will gang up against the police and burn down
police depots as well as destroy their vehicles. We eat and throw
the trash on the streets without thinking that malaria and
typhoid will come after us. When we contract our self-created
diseases, we blame the government because we refused to
follow the rules set by but the same government. About 90%
of Liberian drivers are professional drinkers and they can even
drink behind the steering. We need to help our government by
obeying rules because it's for our own good. One man mistake
has taken dozens of lives in just a second. May their souls rest
in peace.

Yeplah, most Liberian drivers don't have the word "safety" on
their list of words. This bus has the capacity of 25, but 25 more
passengers were added for the drivers and car boys to lick their
hands. People sit in the isle and everywhere on their luggages.
They bribe the COPs to get free pass with such overload. Only
the GoL can put stop to this. MoT and LNP must work together
to enforce the LAWS- speed limit, the amount of passengers in
a taxi, van or bus. If not, this will be the beginning of more to
come. How about a 24/7 highway patrol on these new roads?

which Lofa supported tremendously, a lot has also been
attained since then for the people of Lofa, particularly when
it comes to improvements of the lives of some of the children
of the county as well as some major developmental ingenuities in
the county.
The county continued to support some huge initiatives of this
government when it comes to the sustenance of peace and
reconciliation and predominantly when it comes to election in the
country the interest of officials of this government has always been
supported.
This government has unremitting one of the sons of the County for
two terms now as Vice President on the partys ticket and for the
country. Bravo!
It will obviously be a disservice if I fail to make allusion of the huge
empowerment of some of the outstanding sons and daughters of
the county. This government made sure that significant numbers of
some of the sons of the county in some of the lucrative positions in
government. We reflect that this is valued to be renowned from all
angles of our human animation.
Some major governmental positions including Minister, Deputy
and Assistant Ministers positions at the Finance Ministry all got
occupied by Lofans in this current Administration. Minister of
Foreign Affairs, Director General Liberia Institute of Population
Services, National Social Security and Welfare Cooperation, Liberia
Petroleum Cooperation, Minister of national Defense, Gender
Minister, Deputy Director twice of General Services Agencies among
others. So you see how greatly this government has continued to
help Lofa County from the individual perspective; I think we have to
say thanks to the President of Liberia and her able buddies for the
huge support that Lofa has enjoyed does far enjoyed.
INSIDE LOFA COUNTY

It will honestly be a disillusionment if we fail to recognize the effort


by this government in ensuring that Lofa County benefits from it
countryside educational plan. The county can boost of a Community
college where hundreds of young people assembled periodically
to pursue their academical delusion. The community college runs
four departments from the technical viewpoint which scrupulously
has auxiliary and gradually improving the intellectual topography
of our county (LOFA). Students now a day in the county though,
governmental subject matter is not a focused at the college; but the
students have continued to pay enormous attention in deliberating
about ills of government. We honestly increase in value this, and we
say bravo to the government of Liberia.
2011 INDEPENDENCE DAY CELEBRATION

We think it is also rewarding that we must reminisce the selection


of Lofa county amongst the first counties to have benefited from the
decentralization of Independence Day Celebration; we dont care
about it political intent as it is being looked at in some corners. Our
discontent is the botch of the local government to maintain most
of the inventiveness that went to the county as the upshot of the
carnival. Among them all is the failure of the local government to
uphold the electricity component of what went to the people of the
county chiefly in the seat of the county Voinjama. The electricity
comes on whenever there is a giant guest particularly the President

Court Holds Final Argument In Parkers Embattled Bond

The defense team, also headed
by former River Gee Senator
Frederick Cherue, has put
up a stiff fight against state
prosecutors during the week.
Today they will also tell the
court why the bond is genuine
to guarantee the day to day
appearance of the two NPA
officials during the time of
trial.
However, hearing into the
motion to the exception of the
bond filed by state lawyers
continues with the third cross-

examination exercise of the

PPCC: CBL not compliance
This does not seem to be going
well as the Central Bank of
Liberia (CBL) and the Public
Procurement and Concession
commission
(PPCC)
are
differing on whether or not the
PPCC has the constitutional
authority to audit the CBL in
keeping with the act creating
the two public entities.
The Central Bank of Liberia
has reportedly refused request
from the PPCC to carryout audit
on it facilities in keeping with a
mandate given the PPCC by the

House of Representatives on
May 4, 2015. The lower house
mandated PPCC to conduct
a
comprehensive
audit
(compliance and Performance)
of the CBL covering fiscal years
2010/2011 to 2013/2014.
In a communication to the
Plenary of the House of
Representatives on Tuesday
August 6, 2015, the PPCC said in
pursuant to the mandate from
the House of Representatives,
it wrote the bank on 17 July
2015, requesting an audit
engagement meeting with
senior management team but
in return the CBL wrote the
PPC C that it could not honor
the commission request for an
audit engagement.
PPCC communication said:
The commission however
wishes
to
inform
the
Honorable House that it has
been engaged with the Central
Bank of Liberia since 2010
regarding its non-compliance
with the provision of the Public
procurement and concession
Act of 2010 but the CBL has
persistently failed to subject
itself to the applicability of the
PPCA.
We wish to bring the august

bodys attention to one of


the major assertions and
reliance of the CBL that the
PPCC law recognizes the CBL
as the monetary authority
responsible to formulate and
implement monetary policy.
The communication, signed by
James Dorbor Jallah, chairman
of PPCC, also stated that the
PPCC Act Part 1 section 2(49) is
clear as to the extent of its audit.
The PPCC Act of 2010 however
states that the act shall not
apply to agreements executed
by the CBL relating to the
implementation of monetary
policy or procurement related
to the production of coins
or currency provided that
agreements relating to the
general administration of
the CBL will not be excluded
from the application of the
Act including but without
limitation procurement of
general stores, stationery,
office equipment or vehicles.
Despite the request being
followed by a legal advice from
the Ministry of Justice for the
CBL to comply with the PPCC
Act and PPCC, but the banks
request to the PPCC said: it
has repeatedly made known

and informed the PPCC that as


an institution established with
functional independence, the
CBL follows procurement rules
and procedures as approved
by the Board of governors of
the CBL.
These rules and procedures,
according to the CBL in its
respone to the PPCC, were
designed in consultation with
internationally
reputable
external auditors, which are
being strictly adhered to by
the Management of the Bank.
The Board of Governors
has an audit committee
which has direct oversight
responsibilities
concerning
expenses and procurement,
and reports to the full Board.
The audit of the financial
statement of the CBL is
enshrined in the CBL Act of
1999, and is conducted every
fiscal year. In view of the
aforementioned, we regret
to inform you that the CBL
cannot honor your request for
an audit engagement meeting
with senior management of
the Bank on Thursday, July 30,
2015, the Bank stated.

Taylor. But to be fair, Mr. Urey
appears to be his own man,
running his affairs as a major
shareholder of the Lodestar
Communications
Company,
a farmer, and a socially
conscious citizen who has
spent the last 12 years giving
up himself to every imaginable
worthy cause, ranging from
substantial contributions to
Liberias recent fight against
the deadly Ebola Virus Disease
(EVD) to raising funds for
scholarships.
Urey and his wife are farmers,
who own Wulki farms, one
of Liberias major producers
of poultry, pig and other
animal products, in addition
to running a classy restaurant
and amusement center in
Careysburg.
In delisting Mr. Urey from
sanctions, the UN Security
Council made a point to
include that Mr. Urey has too
much to lose by fomenting
insurrection in Liberia, and

say, those who want to play
the Taylor card against Urey
could face several obstacles.
Ureys supporters say he is
not running as a member of
the NPP; secondly, he has been
delisted from sanctions by
the United Nations Security
Council, albeit he is still on the
US list of Specially Designated
Nationals. Playing the antiTaylor card could rev up old
supporters of Charles Taylor,
if they believe Urey is being
unfairly targeted due to his
association with the regime.
However, politics is current
and local. Most people will
be looking to see the makeup
of the party, its leadership, its
political direction and whether
it can build a winning coalition
with other political actors, and
that would be the tall order for
Mr. Urey, a member of Ureys
organization committee told
FrontPageAfrica
recently,
speaking on condition of
anonymity.
It is unclear what the political
philosophy of the ALP is,
just as other personality
parties in Liberia. What is
clear, according to Ureys
supporters, is that the Party is
advised to hurriedly produce a
slew of leaders acceptable to
the general public and to the
international system. The ALP
has it work cut out. Firstly,
regional sensibilities have to
be addressed with leaders in
the region to be assured that
this is not a resuscitation of
the Taylor mystique. Secondly,
Liberians who fought Mr.
Taylor such as Grand Gedeans
and some Muslims would
have to be placated. Thirdly,
the party needs a Nimba
strategy, in order to neutralize
the impact of the countys
venerable son, Prince Johnson,
who recently gave his support
to Vice President Joe Boakai.

Some political bean counters,


that Mr. Urey has a natural
constituency if he can attract
the NPP-CDC coalition that
have
granted
electoral
majorities to Weahs CDC
over the last three election
cycles. They say the lack luster
performance of the Unity
Party Government, anger
from the majority due to the
slowness in socioeconomic
development,
corruption,
cronyism and uncertainty
over the next cycle of elections
could propel many people into
the camp of Liberias latest
political party.
Political pundits say the
viability of Ureys presidential
run is due to two factors:
the failure of the current
administration to solve the
most pressing problems of
Liberians and the strategic
positioning of Urey in both
business and society, where he
is now widely viewed as a man
of peace, creating jobs and
engaging in philanthropy.
Well-Rounded Youth

Urey was born on June 22,


1957 at his family home in
Careysburg,
Montserrado
County. His father was married
to three women, his mother,
Emma Boyce Urey, Martha
Urey and Kpannah Urey. Two
of his mothers were Kpelle and
one was Americo-Liberian.
His father, Daniel Urey, was
an Americo-Liberian from
Careysburg. Ureys father met
two of his wives in Caresyburg
and one in Bong County.
Two of Urey's mothers were
dominantly native women who
never spoke English, while the
other was a school teacher. His
father was subsistence farmer.
Urey is the eighth of eleven
children.
He
attended
kindergarten and first grade
at Careysburg Public School.
With the aid of a scholarship
from the U.S. government
through the Voice of America
relay station, Urey attended
the American Cooperative
School (A.C.S), a private
American school in Monrovia,
from first grade until his
graduation from high school

Club, and in his last year,
President of the Senior class.
In 2010, Urey was awarded
the Doctor of Humane Letters
(L.H.D.) Honoris Causa from
Cuttington University.
After university, Urey moved to
Monrovia and began to work
for the government, at the
Liberia Electricity Corporation
(LEC). He worked as a Training
Officer until he was awarded a
scholarship to pursue a M.A
in Public Finance and Human
Resource Development and
an MSc in Planning from
the University of Southern
California. He graduated from
USC in 1986.
Upon his return to Liberia in
1986, Urey was appointed
Deputy
Director
General
for Planning and Training
of the Liberia Electricity
Corporation Training Center
under the Presidency of the
late President Samuel K.

Under the Interim Government
of Liberia, chaired by Wilton
Sankawulo, in 1995, Urey

Affairs.

President
Charles
Taylor
came to power after winning
elections in 1997, Urey was
reappointed to his position as
Commissioner of Maritime. He
served as Commissioner until
2003, when Taylor resigned
from office.
SANCTIONS ISSUES

In 2000 Urey was sanctioned


by the United Nations for
his alleged role in arms
procurement (starting in
summer of 2002) and also
for his alleged ongoing ties
with Taylor. Urey breached an
earlier UN travel ban in August
2001. His name was added to
the US Treasury Departments

conducting business with
US companies, citizens and
residents, and blocking all

Monrovia
day after a National Transit Authority bus was involved
in a tragic accident killing scores of passengers off the
Monrovia Ganta Highway, the management of the says it
is deeply hurt and saddened by the accident.
Explaining the route of the bus prior to the crash, the NTA in a
statement Thursday said Bus No. 5138 left Monrovia on Tuesday
at 8:00am and headed for Ganta, Nimba County. The bus crew
consisted of Mr. Robert F. Lamie (driver) and Saymon Jarwleah
(conductor). Bus No. 5138 departed Red Light with 68 passengers,
including women and children.
The NTA management explained that at 12:00 noon around
Zeanzue in Bong County, the bus operated by Robert F. Lamie
experienced a tragic accident but the cause of this accident is
still unknown. Officers of the Liberia National Police and our
accident investigation team are investigating the cause of this
tragic accident.
As a result of the sad event, the NTA reported Thursday that at
least six commuters lost their lives while several others sustained
major and minor injuries. Immediately upon hearing the
disturbing news, we dispatched an advanced team to Zeanzue.
The locals of Zeanzue, LNP officers, other commuters and our
advanced team worked frantically to remove our fellow Liberians
from the wreckage.
We like to inform you that it is been confirmed that six of our
fellow Liberian commuters died during the accident and 55
commuters sustained injuries (major & minor) and were taken
to Phebe Hospital. On the same day, Phebe Hospital treated and
discharged 30 commuters who experienced minor injuries.
Currently, twenty-five (25) commuters are being treated at
Phebe Hospital in Suakoko, Bong County. Information on these
commuters will be released to the press and public as they unfold.
The NTA says it is doing everything possible to address concerns
and comfort the families of those who lost their lives. As we face
this national catastrophe, we are in prayer and remain empathetic
with those Liberians who are victims of this tragedy. Along with
our insurance partners and the Liberia National Police, we will do
everything in our grasp to bring the situation under control and
to work with the medical team at Phebe Hospital. May their souls
and the souls of all faithful departed rest in perfect and perpetual
peace.

told FPA that her foundation
brought in a 40ft container
with several items for mothers
and babies, but decided to
use the items to the fight
against the deadly Ebola virus.
Bestman says high storage
charges have delayed the
clearing of the container from
the Freeport of Monrovia.
Bestman has since attempted
to free her foundations
container, but to no avail.
High storage fees placed

financial embarrassment to
her organization, she says.
Numerous communications
have been sent to the Ministry
of Health and the National
Port Authority but all efforts
to ascertain assistance from
the Ministry of Health have
failed as the container have

currently the container is still
languishing at the port.

have complained of the too

Commerce staff. I have spent
30 years clearing at the Free
Port of Monrovia and I am very
unhappy with the forceful tips
but if you have to get clients
then you have to paid the tips
or else it might stay at the port
longer, Right now, what we are
faced with is before we process
any paper you must tip the
processors or else your paper
will be delayed, said Martin
Tallawally.
The renowned catholic prelate
who has served Liberia
diligently went to the United
States to plead with colleagues
to send him books and they
did so in a 40ft container but
the container is currently at
the port with accumulative
storage.
Speaking to FPA, Fr. Tikpor
said the books are to serve
as his legacy but pondered
on the delay by the Freeport
of Liberia and regulatory
agencies including the Ministry
of Commerce and Liberia
Regulatory Authority.
Sources of the port has
revealed that if a container
stays in the port with high
storage, workers of the port
distribute the items in the
container.

follow, as people in some parts
of the world feel about the

Bility told the CAF body that he
was seeking its support also to

54 CAF member federations

loyal to Blatter, including in

The Jordanian prince has
been considering a second
challenge for the presidency.
CAF said Thursday that its
executive committee wants
time to study all options.
The panel will next meet on
Oct. 27, the day after FIFA's

NATIONAL ELECTIONS COMMISSION DECIDES IN NPP CONFLICT


Monrovia he National Elections Commission (NEC) has ruled that
the two conflicting groups within the National Patriotic
Party (NPP) have no legitimacy to steer the affairs of the
party.
The Board of Commissioners of the NEC at a meeting with the
conflicting parties Wednesday in Monrovia said in concert
with the constitution of the National Patriotic Party, Councilor
Theophilus Gould was no longer qualified to serve as chairman of
the party because his tenure expired since March this year.
The Randolph Cooper faction on the other hand, was rendered
illegal because it has no legitimacy under the constitution of the
NPP to steer the affairs of the party.
The Commission believes that all activities of the NPP should be
conducted in line with its constitution.
In order to resolve the long standing conflict within the NPP,
the Commission recommended that the two conflicting sides
nominate five persons each from which six individuals would
be selected to serve as members of the interim leadership of the
party.
The interim leadership of the party, according to the NEC decision,
would be chaired by a neutral partisan who would be elected by
both sides.
The Commissions decision further noted that in the event that the
two sides fail to agree on any neutral partisan to serve as Chairman
of the seven-member interim committee, the Commission will
nominate a list of between three to five prominent Liberians who
are not partisans of the NPP, from which the two sides would be
required to choose a Chairman.
The seven member interim committee would be required to take
the NPP to convention in December this year in line with the
partys constitution.

NGAFUAN ORDERS FULLSCALE FORENSIC AUDIT

Audit Section of the Ministry of Foreign Affairs to conduct
a full-scale forensic audit and investigation to ascertain
the nature, scale, amount and probable participants to a fraud
relating to the management of a capacity-building project fund
under the Department of International Cooperation & Economic
Integration of the Ministry.
The Internal Audit Section, comprising auditors from the Internal
Audit Agency (IAA), is expected to present the report not later
than Monday, August 10, 2015.
According to a Foreign Ministry release, the commission of the
forensic audit was prompted by the abrupt and unannounced
departure from the country of Mr. Augustine Nah Nyanplu,
Senior Desk Officer & Project Manager, after vendors issued
checks against the project account at the Afriland Bank alerted
the Ministry to difficulties in encashing their checks due to
insufficiency of funds.
The Ministry has therefore contacted the International Criminal
Police Organization (INTERPOL) to assist in apprehending Mr.
Nyanplu, who is currently believed to be on the run in the United
States of America.
Meanwhile, President Ellen Johnson Sirleaf has been duly
apprised of the unfolding developments as the Internal Audit
Section of the Ministry conducts the investigation, which report
will inform the basis for a subsequent full-scale investigation by
the Liberia Anti-Corruption Commission (LACC).

If your child (boy or girl) is a talented footballer between ages 9-10 and wants
to apply to MFA, please bring him/her to Muslim Congress High School on
Monday, August 10 between 8:30am and 3pm
Applicants will complete a 90-minute examination on Math, Science, and
opportunities
