REQUEST FOR PROPOSAL
RFP 0339
Jefferson Parish Department of Purchasing is soliciting Request for Proposals
(RFPS) from qualified firms to provide Emergency response cleanup and
disposal or recycling of Hazardous Materials and Oil Spills and Related Services
for the Jefferson Parish Department of Environmental Affairs.
These services typically include the cleanup of spills at Parish facilities,
drainage canals, etc., and spills on roadways when a responsible party cannot
be determined or is unable to clean up the spill. Tasks also include the removal
of abandoned drums of oil or chemicals from roadsides, drainage canals, Parish
rights-of-way, and Parish facilities. Work shall include assisting the Parish with
household hazardous materials collection events, and related services on as
needed basis as requested by the Parish. Work includes all site management,
waste characterization, handling, packaging, transportation and proper disposal/
recycling of all spill materials, chemical products and other waste materials
cleaned up and/or collected. The Parish reserves the right to award the contract
to more than one firm.
All proposals will be evaluated on criteria such as vendors technical proposal,
qualifications and experience, financial profile, proposal responsiveness, cost
and other criteria more specifically defined in the RFP document. The maximum
total points for each proposal are set at 100 points.

Engineering Inspector II ($28,082/per year) Applicants must meet one (1)

in the interpretation of engineering project specifications and the inspection of

NOTICE OF PENDING FORFEITURE

On March 12, 2008, at 1300 Garden Road, Marrero, LA 70072, in Jefferson
Parish, (estate of Lashawner Mosby), the property described as $9,569.00 in U.S.
Currency was seized pursuant to La.R.S. 40:2601 et seq by the Jefferson Parish
Sheriffs Office.
The property was seized with respect to an alleged violation of Title 40 Sections
2603 and 2604 of the Seizure and Controlled Dangerous Substances Property
Forfeiture Act of 1989 and will be forfeited pursuant to that Act.

Jefferson Parish Council, acting as the governing authority of the Esprit at
Stonebridge Neighborhood Improvement District of the Parish of Jefferson,
State of Louisiana (the District), NOTICE IS HEREBY GIVEN that a special
election will be held in the District on Saturday, October 24, 2015, and that
at said election there will be submitted to all registered voters of the District,
qualified in and entitled to vote at said election under the Constitution and laws

Shall the Esprit at Stonebridge Neighborhood Improvement District. of the
Parish of Jefferson, State of Louisiana (the District) be authorized to levy
and collect an annual parcel fee against each parcel of improved immova.ble
property listed and/or assessed on the tax rolls of the Parish of Jefferson and
located in the District (the Fee), to be collected .bythe Sheriff of the Parish of
Jefferson, for a period often (10) years commencing in 2015, said Fee to be in the
amount of $100 for the years 2015, 2016 and 2017, $150 for the years .2018, .2019
and .2020, and $250 for the years 2021, 2022, 2023 and 2024, with the estimated
amount reasonably expected to be collected from the levy of the Fee for 2015
.being $12,800, and the proceeds of the Fee shall be used for the purpose of
purchasing, acquiring, constructing and improving, or leasing, maintaining and
operating machinery and equipment and other facilities to be used, and paying
other expenses incurred or contracting for services to be rendered in connection

at eight oclock (8:00) p.m. on Saturday, October 24, 2015, in compliance with
.the provisions of Section 541 of Title 18 ofthe Louisiana Revised Statutes of

are hereby designated as the polling places at which to hold the special election,

of Title 18 of the Louisiana Revised Statutes of 1950,. as amended, and other

TOWN OF GRAND ISLE
The annual budget for the Town of Grand Isle, Louisiana for the fiscal year
beginning July 1, 2015 and ending June 30, 20160 has been:
1. Filed with the Office of the Mayor and has been made available
for public inspection before a public hearing on the budget.
2. Was advertised as required by law for a public hearing, which was
on July 23, 2015, and July 14, 2015.
3. All actions necessary to adopt and otherwise finalize and implement
the budget for the ensuing fiscal year have been taken and completed.

REGULARLY SCHEDULED TOWN MEETING

TUESDAY, JULY 28 2015
6:00 P.M.
The meeting was called to order by Mayor Pro-Tempore Jay Lafont who led the
Pledge of Allegiance to the American Flag. Council Member Resweber then
followed with a prayer. Roll call was as follows:
PRESENT: Council Members Ray Santiny, Jay Lafont, Clifford Santiny, Jr.
Stephen Resweber, Leoda Bladsacker; Police Chief Euris Duboi
ABSENT: Mayor David Camardelle
Motion by Council Member Clifford Santiny, Jr. seconded by Council Member
Resweber and unanimously agreed to accept the minutes of the July 14, 2015
town meeting as written.
A hearing was held on the following proposed ordinance which will again be
heard at the next town meeting on August 11, 2015 at which time it will be
eligible for adoption:
ORDINANCE NO. ___
An ordinance replacing Ordinance No. 521 making it a misdemeanor
offense for vessels to tie up to Entergy power risers and navigational
aids (including pilings & buoys) located on the east and west sides of
the Grand Isle Bridge.
Chief Dubois was recognized and gave the following police report: For the
period of July 14 thru July 27, 2015 there were 15 arrests, 6 accidents and 17
traffic citations issued; call outs handled totaled 382; major calls included 27

medicals calls, 6 motor vehicle accidents and 4 fires; fines collected for the
period totaled $2,021.50.
Motion by Council Member Resweber seconded by Council Member Clifford
Santiny, Jr. and unanimously agreed to table an invoice from CB&I Coastal,
Inc. in the amount of $5,011.00 for engineering work on the Lighting Repairs,
Improvements & Additions project.
A request from the Amaris Isle Homeowners Association for a letter of No
Objection for their proposed channel maintenance dredging in waterway Grand
Isle, LA project was unanimously agreed upon.
Council Member Clifford Santiny, Jr. gave thanks to Island A/C & Electric and
Grand Isle Street Supervisor Chris Hernandez for installing the light under the
pavilion at the Chighizola Park.
Motion by Council Member Jay Lafont seconded by Council Member Clifford
Santiny, Jr. and unanimously agreed to appropriate $6,000.00 for the Mayor and
Council Member Jay Lafont to attend the National League of Cities Conference
in Tennessee.
Motion by Council Member Clifford Santiny, Jr. seconded by Council Member
Resweber and unanimously agreed to adjourn the meeting at 6:15 p.m.
