July26andAugust3,2015lettersbyAttorneyHeliBrachafromtheAdministrationof
Courts,whicharesuspectedfraud:
1) WhatarethepositiontitleandauthorityofAttorneyHeliBrachaintheAdministrationof
Courts?Whowassheappointedby?
Brachafailedtoindicateherpositioninhersignaturesontheletters,andalsofailedto
providesuchdata,evenaftertheexplicitrequestinmyJuly26,2015response.
2) WhatarethecaptionsandfilenumbersofthecourtcasesthatAttorneyBracharefersto?
Brachafailedtoprovidesuchdataevenaftermyexplicitrequest(apparentlycasesbothin
theJerusalemandTelAvivcourts).
3) WhatisthefoundationinthelawforAttorneyBracha'sauthoritytorespondonrequests,
whichwerelawfullyfiledincourtcasesfordecisionsbythecorrespondingjudges?
Inherfirstletter,Brachafalselypresentsherlettertomeasaresponseonmyinquiry
whichneverexisted.Inhersecondletter,itappearsthatsheretractssuchfalseclaim,and
insteadrefersasinquirytomyrequests,whichwerelawfullyfiledinvariouscourtcases.
4) WhatisthemeaningofAttorneyBracha'sstatementinhersecondletter:Myresponsestill
stands?Whatistheresponse?Onwhatquestion?Underwhatauthorityandforwhat
purposedoesitstand?
5) WhatarethenamesandauthoritiesofthosewhotransferredforAttorneyBracha's
handlingrequests,whichwerelawfullyfiledinvariouscourtcases?
Inhersecondletter,Brachastates,thatarequest,whichwaslawfullyfiledincourtwas
transferredformyhandlinginthepassivevoice,concealingthenameandauthority
ofthosewhotransferred.
6) WhatisthemeaningofAttorneyBracha'sstatementinherfirstletter:Yourrequesttosee
postitdecisions?
Ihaveneveraskedtoseedecisions.Idulyfiledrequeststoinspectandtocopycourt
records(seebelow).
7) Whatarethenamesandpositions,andbywhomweretheappointmentsoftherelevant
authoritiesintheAdministrationofCourts,withwhomthematterwaspurportedly
reviewed,accordingtoBracha'sfirstletter,andwhopurportedlydetermined,regarding
seeing...postitdecisionsthematterisimpossiblefromcomputationalperspective?

Itshouldbenotedthatthisyear,aspartofanacademicstudy,Ihavefiledaseriesof
requeststoinspectcourtrecordsinvariouscriminalcourtfiles,mostofthemrelatedin
variouswaystocorruptionofgovernment.Thestudyaimstoexaminetheexercisein
practiceoftherighttoinspectcourtrecordsintheStateofIsraeltoday.Therequeststo
inspect,whichBrachareferstoinherletters,aremostlikelypartofsuchseries.
ThelawoftheStateofIsraelregardinginspectionofcourtdecisionsisclear:
RegulationsoftheCourtsInspectionofCourtFiles(2003),Article2(b)states:Every
personispermittedtoinspectdecisions,whicharenotprohibitedforpublicationbylaw.
JudgmentinpetitionTheAssociationforCivilRightsinIsraelvMinisterofJustice(High
CourtofJustice5917/97)declaresthatpublicaccesstocourtrecordsisafundamental
principleinademocraticregimeandaconstitutional,suprastatutoryright.Thesame
Judgmentalsoclarifiedtheexpectation,thatwithimplementationofNetHaMishpat(IT
systemofthecourts),decisionsandjudgmentswouldbeopenforinspectionbyevery
persononanongoingbasis,pursuanttothelimitsinthelaw.[underlineaddedjz]
TherighttoinspectcourtdecisionsisalsofoundedintheUniversalDeclarationofHuman
Rights,Article10,whichestablishestherightforfair,publichearing.
Therefore,itappearsthatAttorneyHeliBracha,aperson,whosepositionandauthorityare
sofaramystery,attemptsinherletterstoestablishanewlawintheStateofIsrael,andto
unlawfullydeprivearight,whichisafundamentalHumanRight,andaconstitutional,
suprastatutoryrightpursuanttothelawoftheStateofIsrael.
Needlesstosay,theopinion,whichAttorneyHeliBrachaistryingtoconvey,thatinspection
ofpostitdecisionsisimpossiblefromcomputationalperspective,isludicrousfrom
computationalperspective.
Inaseparateletter,IforwardforyourresponsetherecordofapostitdecisionbyJudge
DavidRoseninStateofIsraelvZernietal(102910112)theHolylandcorruptionscandal.
[1]Suchpostitdecisionappearsinboththepublicaccessdocketandthecourtdocket,
anditdemonstratesthatfromcomputationalperspectiveitispossibletoinspectpostit
decisions.However,suchcourtrecordisalsosuspectedfraudinitsownsake.
Moreover,theexistence,format,anduseofpostitdecisionswerepartoftheevidenceof
fraudinthedesign,implementationandoperationofNetHaMishpat(ITsystemofthe
districtandmagistratecourts),in:
SubmissiontotheUNHumanRightsCouncil,whichbecamepartoftheCouncil'sUPR
reportonHumanRightsinIsrael(2013),and
Academicpaper,whichwaspublished,pursuanttointernationalpeerreview,bythe
EuropeanConferenceonEgovernment(2015).
Thelattertworeportswereseparatelyforwardedforyourresponse.[2]
ThereisnodoubtthatAttorneyBracha'slettersandyourresponseonthismatterwouldbe
animportantpartofmyacademicstudyregardingpublicaccesstocourtrecordsinIsrael
today.

Regarding your request to see post-it decisions, the matter was reviewed with the relevant
authorities in the Administration of Courts, and the review concluded that the matter was not
possible from computational perspective.
Other matters, which were requested by you, namely, that the Court order the parties to serve
on you responses by the parties on your requests; that the Court order to provide sufficient time
for your reply; that the Court order that decisions be served on you, such matters are routinely
performed. Moreover, I am informed that your request was granted, and that you were

Bracha.Theletterisperplexingonseveralaccounts:
a)AttorneyHeliBrachafailstoindicateherpositionintheStateService.TheLegal
Bureauisnotapositionortitle.AsfarasIamconcerned,lettersbygovernment
employees,whofailtoindicatetheirpositionandauthority,areinherently
defective,andsuspectedasfraud.
b)Thefaxtransmissionwasconductedfromanunidentifiedfaxmachine,mostlikely
notthevalidfaxserveroftheAdministrationofCourts.Iamnotfamiliarwiththe
Israelilawinthismatter.However,inotherjurisdictions,faxtransmissionsfrom
anunidentifiedmachineinlegalandbusinessmattersaredeemedinherently
invalidforlackofauthentication,andsuspectedasfraud.
c)IhavenocluewhatinquiryAttorneyHeliBracharefersto,whenshewritesabout
yourinquiry.Reviewofmyrecordsindicatesthatmycommunicationswiththe
AdministrationofCourtsinrecentmonthswereallasformalFreedomof
Informationrequests.Onsuchrequests,forwhichIdulypaidthefees,Iexpecta
formalFreedomofInformationresponses,signedbytheFOIAOfficerofthe
AdministrationofCourts.
d)IhavenocluewhatAttorneyHeliBracharefersto,whenshewritesaboutaPost
itdecision,butapparentlysheistryingtopresentclaimsfromcomputing
perspective,whichlackincredibility,regardingITsystems.
e)IhavenocluewhatAttorneyHeliBracharefersto,whenshewritesabouta
remainingissues,possiblyrelatedtoaRequesttoInspectacourtfile,forwhich
shefailstoprovidethereference.Overthepastyear,Ihavefilednumerous
requeststoinspectcourtfilesinthevariouscourts,aspartofanacademicsurvey
ofpublicaccesstocourtrecordsintheIsraelicourts.However,suchrequests
surelyhaveneverbeenaddressedtotheAdministrationofCourts.
Insum:
Incasethecommunication,referencedabove,isanauthenticcommunicationbythe
AdministrationofCourts,IwouldbegratefulifAttorneyHeliBrachasendmea
correctedletter,wheresheclearlyindicatesherposition,writesinalegiblemanner,
clearlyreferstothematterssheisaddressing,andindicatingherauthorityineach
suchmatter.

IncaseIreceivenocorrectedletterfromAttorneyBrachawithin14days,Iwould
dismissthecommunication,referencedabove,asinherentlyvoidforlackofauthority
andvalidity.
